After 1948 the Romanian higher education entered a period of important developments, controlled by the communist regime, which meant thathigher educationinstitutions autonomy was severely obstructed, while politicalpurges affected the teaching staff and students alike. Nevertheless, new types of higher education were introduced and new institutions of higher education and specializations were established. The number of students and graduates increased accordingly. Also, after 1975, the number of foreign students in Romanian higher education registered a significant increase mainly in medicine and pharmacy . More than half of foreign students attracted by the Romanian higher education were studying medicine and pharmacy. Many interesting aspects of this situation are presented in this article: reasons for this attraction, statistics of total number of students, number of freshmen, number of graduates and the contribution of each institution of medicine and pharmacy higher education in attracting the foreign students.

Higher education is engulfed in change. At the same time that institutions of higher education are endeavoring to transform themselves by integrating information and communication technologies into curriculum delivery, student profiles are changing. Low income-ethnic populations are among the fastest growing segment of 18–24 year old students; male enrollments are lagging in comparison to female; and the “digital natives” have arrived. Also, as the Internet provides students with access to a myriad of global educational opportunities, the potential for serving virtual foreign students increases. These changes present challenges and opportunities to institutions of higher education, which strive to serve their constituents through fully online and blended learning formats and aspire to extend education to new markets as well. This paper raises implications for online learning related to changing student populations. It presents two fundamentals crucial for ensuring student success, as well as, access in an online environment. Finally, it recommends two change strategies.

The paper substantiates the need and importance of cultivation of a competence in intellectual property rights (IPR) protection in the teaching staff in higher education during their qualification enhancement (QE) as a condition for their further development and provision of quality higher education in Ukraine. The survey was conducted under the state-funded R&D topic to evaluate the attitude to intellectual property among the teaching staff of institutions of higher education (IHE). It looks into the factors and mechanisms of IPR protection and inclusion in the QE programmes for the IHE teaching staff. Knowledge in IPR protection encourages creation of a favourable environment for intellectual activity development, where an important role in its dissemination belongs to the teaching staff. The findings reveal that acquisition of such knowledge and skills is currently not commonly included in the corresponding QE programmes, while the number of those interested in them is significant. Another red flag in this regard is overbureaucratization of the process and the working overload of the teaching staff. Therefore, changes are in order in the QE programmes to include the relevant portion of knowledge and training in IPR, their exercise, protection, and commercialization.

The organizational culture of an educational institution should be considered because of the management of a higher education institution, the real relations and positions existing in it. It is characterized by levels of differentiation (division of responsibilities) and ensuring the cohesion of staff (integration), and thus cooperation focused on achieving the goal, which is an indicator of the successful functioning of the educational institution. Organizational culture is defined as a set of norms, values, rules, models of communication that are shared by all employees. The level of development of organizational culture is crucial in ensuring the quality of the educational institution, its efficiency. Solving the problem of developing the organizational culture of the educational institution is an important task of its head. The system-forming factor of university culture can be the core idea or principle, which is mandatory for all research and teaching staff and is manifested in all aspects of the life of the educational institution. At the present stage of development of educational organizations there are distortions - in the hierarchy of goals the leading place is given not to a specific goal, but to receive income from educational activities. This trend is manifested not only in the activities of private educational institutions, but also public ones. Personnel policy of medical institutions of higher education is to focus the way of such educational institutions on ethical goals, liberalism and tolerance, great humanity, the pursuit of justice, independence and individuality, the correct principle of their action and counteraction, self-affirmation, building hierarchy, power, obtaining information and communication, the desire to form social contacts, free expression of opinion, the social benefits of labor and democracy, the desire for security. Ethics is based on norms and principles that determine the behavior of ordinary employees and leaders of educational organizations in relation to society, other organizations, and groups, in relations with each other. Ethical norms outline common values and ethical rules that must be followed by employees of higher education institutions. Ethics rules are created to define the goals of educational organizations, their description, create a favorable ethical atmosphere and outline ethical recommendations in decision-making. Self-respecting educational organizations, that is, for which public opinion about decency and honesty is more important than the desire to increase their profits, define and oblige their employees to adhere to ethical norms. Many educational organizations that value their name now have codes of ethics and guidelines. It helps employees and managers to act and make decisions based on the analysis of ethical standards. Today, the manager in his daily work systematically deals not only with compliance with laws governing educational activities, but also with compliance with ethical requirements that increase the level of responsibility to the environment and society, which is especially important for medical institutions of higher education.

Creation and introduction into the educational process at the preparatory departments for foreign students of the structurally-content model of training for the first courses of medical and biological institutions of higher education increases the efficiency of integration of students into the new language and professional space. The methodological substantiation and description of the methodical units of this model are considered by the authors in the conditions of ensuring continuity in the content, forms and methods of teaching, taking into account the links between the teaching processes of the preparatory departments, the first courses of institutions of higher education and the peculiarities of the foreign educational systems adopted in the countries where the average foreign students' education. The result of the creation and implementation of such a model in the educational process will be the cognitive-communicative and linguistic readiness of foreign students to study at medical-biological universities. The problem of communicative-professional training of foreign students is analyzed, the model of their training in the preparatory departments and first courses of institutions of higher education of the medical-biological profile of training is developed taking into account the principle of continuity as a multifunctional and multidimensional manifestation of this concept in the study of physics. It has been shown that the purposeful and consistent implementation of the considered stages of the formation of the model of training of foreign students taking into account the succession in the study of physics and other disciplines will contribute to the integral formation of vocational-speaking knowledge and their readiness to study at medical universities. To implement a communicative-oriented model of studying foreign students, it is necessary to create a complex of differentiated teaching aids, methodological developments for independent work, taking into account future professional training.

Study was devoted to the assessment of indicators characterizing the number and structure of research and teaching staff at universities and other institutions of higher education in the regions of Russia. These indicators were the number of teachers working in higher education, per thousand residents and per hundred students, proportion of professors and associate professors in the whole number of teachers. Research used official statistical information for 82 regions of Russia. We used density functions of normal distribution as models. Study showed that on average, there was a little more than one teacher working in higher education organizations per thousand residents. It is proved that on average, every seventh teacher in all regions held the position of professor. Approximately two-thirds of all teachers held associate professor positions, there were five teachers per one hundred students.

The authors of the paper have developed and proposed the structure of the educational program service (hereinafter referred to as the “EPS”) during the transition of the educational process in 2019-2020 to a new level (training is currently taking place both offline and online). The use of this system implies an increase in labor protection for EPS employees, the quality of the educational process in educational institutions of higher education (hereinafter referred to as the “Educational organizations”), simplification of work for the teaching staff, which should be consolidated at the state level. The necessity of using this structure in educational institutions of higher education has been substantiated; the concepts and principles of EPS work have been proposed. The authors of the study propose to provide for this structure both at the federal and at the local levels, thereby carrying out labor and legal protection of EPS employees.

Jef Davis' book Intercultural Sensitivity in Foreign Student Advising could be helpful to international student advisors and other professionals in two ways. First, it may help advisors understand the issues and concerns of international students who bring their diverse social and cultural backgrounds to American institutions of higher education. After the 9/11 attack in 2001, it was assumed that foreign students perceived social and cultural bias because of their nationality, religion, gender, or language. Following the 9/11 attacks, American colleges and universities did seem to experience significant changes in monitoring and regulating international student visas and the student exchange visitor information system (SEVIS).

The article presents the results of scientific analysis of the concept of "storytelling" as a method of teaching, and substantiates its effectiveness in the process of teaching social science and humanitarian disciplines in medical institutions of higher education. Based on the analysis of scientific sources conducted, it was concluded that the method of storytelling provides a wide space for teachers and students allowing their creative cooperation, which results in deep knowledge and personal development of the student. It also helps to increase motivation to learn, creates a healthy psychological microclimate in the team, amplifies and stimulates students’ achievement. The importance of storytelling in the formation of communication skills in future medical professionals is determined; the effectiveness of using this innovative method at different stages of practical training is substantiated; the approximate structure of sample story is determined, as well as the variants of plot that can be used in accordance with the educational purpose are described in detail, and examples of practical implementation of stories in the context of teaching social sciences and humanities in medical institutions of higher education are provided, namely: "Ukrainian language (professionally oriented)", "History of medicine". The possibilities of using technical teaching aids, online tools and mobile applications to create stories and their use in pedagogical practice are identified. The further prospects of scientific research in a certain direction, which may relate to measuring the effectiveness of the method of pedagogical storytelling by conducting a survey among students and/or teaching staff with the further statistical analysis of the data obtained, as well as the formation of guidelines for effective use of storytelling in educational sphere of the Healthcare industry.
