The article is dedicated to one of the “blank pages” in the historiography of Latvian libraries − the beginnings of children’s departments in public libraries and independent children’s libraries, from the idea, its implementation and the first twenty years of operation in the independent Republic of Latvia (1918−1940). As there are no academic or popular publications on this topic, the so-called historical method is used in the research, which allows the reconstruction of the emergence and development of Children’s departments in public libraries and children’s libraries in the context of the library sector’s development in Europe and the United States. The main base of the research: press articles and books of the respective period, as well as documents in the National Archives of Latvia on the children’s departments of Rīga public libraries. The study shows that the ideological justification for free children’s libraries in Latvia was the same as in Russia and Sweden: the public’s desire to protect children and young people from the harmful effects of “pulp” literature (at that time even the term “dirty” literature was used) and to offer them “good” books instead. However, at the beginning of the 20th century, Latvia lacked the main precondition – a network of free public libraries, within which children’s departments in public libraries or independent children’s libraries could be organised. The first children’s department in a public library was only opened in December 1919 in Liepāja (the largest city in Latvia’s Kurzeme region), thanks to the enthusiasm of publicist and politician, library manager Voldemārs Caune and his conviction of the need for such a service. Until the Soviet occupation, it was the only children’s department at a public library in the province. The situation in the capital Rīga was different. Here, the first children’s department aimed at reducing the “book famine” was established by the State Library of Latvia in February 1922, but soon other organisations became involved in the provision of library services to the younger gene­ration. During the first period of independence of the Republic of Latvia, ten Children’s departments were opened in the public library system and at least ten more children’s libraries were opened by charity organisations in different city districts. The encouragement of Caune and like-minded enthusiasts, mostly members of the Latvian Social Democratic Workers’ Party (Hermanis Kaupiņš, Teodors Līventāls, Emma Kalniņa, etc.) also played an important role in their establishment, as did the municipality’s readiness to provide the necessary financial support. Although the Liepāja and Rīga children’s libraries were used very actively, insufficient state and local government funding for libraries hindered the establishment of special library services for children in the rest of Latvia. Thus, until the Soviet occupation in 1940, a network of children’s departments at public libraries and children’s libraries was created only in Rīga. The Soviet occupation saw a new phase in the development of children’s library services, as the establishment of children’s departments at public libraries or separate children’s libraries became mandatory throughout Latvia.

The author, as part of a Master Thesis study, analyzes the impact public library services and programs have in the lives of local Mexican mothers with children attending school in the United States and provides suggestions on ways to improve outreach of services and support. Results related to library use, parental involvement, service and programs, challenges including funding, Spanish-speaking staff, pre-conceived ideas, and awareness issues, as well as the largest issue of outreach are all discussed. In addition, outreach solutions are offered and the overall benefits of the study are assessed.

The article presents the history of interaction between the government authorities and the library and information sector in the project of development of municipal libraries. The project resulted in the “model libraries”. The project has been operating since the early 2000s. The purpose of the article is to reveal the implementation and analyse the support at the level of federal and regional government management of the program until 2018 (the start of work within the frames of the National project “Culture”). The author presents periodization of the project, as well as quantitative characteristics and approaches to the understanding the concept of “model library”.Model library is a public library of municipal level that has standard and optimal set of material and information resources. At the same time, there is no approved definition of this phenomenon. It is assumed that the model rural library in its functions, content and equipment meets international and domestic standards and serves as a model for other institutions. The “model” indicators are reflected in the “Model Standard for Public Library Services”.The project on creation of model libraries on the basis of municipal public libraries in rural areas of Russia started in 2002 with the emergence of the all-Russian project “Creation of model public libraries in rural areas”. Since 2012, funding under the federal target program “Culture of Russia (2012—2018)” is carried out in the form of subsidies allocated on a competitive basis. The project became a “catalyst” for modernization processes in rural libraries of Russian regions. The transformation program included the following stages: repair and equipment of the library premises; acquisition of books and electronic publications; conducting training seminars for staff. The rural model library targeted the goals of ensuring equal and free access to information, creation of a comfortable library space, etc.After the approval of the “Model Standard for Public Library Services” (2014), it was decided to test its feasibility by creating so-called “pilot libraries of a new type”. According to this document, model libraries are intellectual centres equipped with high speed Internet, access to modern domestic information resources, which should provide access points to the National Electronic Library.The regional leaders in creation of model libraries are the Republic of Chuvashia, the Belgorod Region, the Republic of Bashkortostan, the Kursk Region and the Republic of Mari El. As of January 1, 2019, there were 3,310 model libraries operating in the country. The creation of model municipal libraries has become one of the departmental projects of the National project “Culture”.

Purpose The purpose of this study is to explore the Twitter use of public libraries during the early period of lockdown due to the COVID-19 pandemic to evaluate the focus of Twitter communication. Design/methodology/approach A total of 57 active, public library Twitter accounts were used for data collection and analysis. The tweets examined were a combination of original tweets (n = 1,465) and retweets (n = 516) posted from other Twitter accounts on the public libraries’ Twitter feeds. A content analysis scheme was developed to analyse topical aspects of the tweets. Findings The most frequent tweets were about library events, programmes and activities. However, there was a relatively low focus on sharing community information and addressing information related to the pandemic. The study suggests that public libraries could use Twitter to provide library resources and services to their patrons, whilst also acting as a virtual community centre safely keeping patrons engaged in the face of a global pandemic. By doing so, Twitter could be used as an integral part of promoting the mission of public libraries. Research limitations/implications The study examined a limited number of public libraries’ Twitter posts. Whilst the study carried out a random sampling of 10% of public libraries from the five states that had the highest COVID-19 cases in the month of April 2020, the study only examined tweets of 57 public libraries being active in posting. Thus, the findings of the study are not for generalizing. Practical implications The content scheme includes content types regarding library services and community information. The content category scheme is general to reflect themes of content during a normal time and any emergency. Thus, this framework could be helpful for the content development of public libraries in planning social media use. Originality/value The study used a new content analysis framework to examine both original tweets and retweets for information sharing of library services and community information. The approach of content analysis is distinctive to examine libraries’ communication trends on social media not only in normal times but also in times of crisis as well. The study also incorporated additional measures to assess Twitter practices including hashtags.

The aim of this research is to observe and analyse cross-cultural examples of public libraries with strong teen services, to identify key elements of practice and approach that enable these libraries’ successful and impactful interactions with teenagers. A particular focus is placed on factors that are a matter of mind-set rather than of specific facilities, to offer these as transferable lessons that can be applied widely, including by smaller libraries and those with fewer resources. A comparative case study was conducted at two locations selected as examples of strong teen services in their respective regions: Lava and TioTretton in Sweden and Tompkins County Public Library in the United States. Data were collected via interviews, observation and document analysis. Key factors identified as contributing to successful, teen-centred services include providing a space, no matter how small, that is solely for teens, where they can experience a sense of ownership and belonging; according teens the same respect as any other library visitor; creating a space that is comfortable and actively signals that everyone is welcome; letting teens take the lead, with staff following their interests and serving as facilitators for their projects; creating flexibility in spaces and programming; employing staff who have varied expertise and genuinely enjoy working with young people; mingling and interacting with visitors; and continually re-evaluating and improving practices.

This study presents a large-scale study of public library services to older adults in the United States. A random sampling method was used to identify public libraries (n=226) for the study. Results suggest that libraries serve their aging communities in multiple ways. Some libraries provide a plethora of specialized programs focused on the specific needs of older adults. Others extend core library services to ensure they are accessible to older adults. Others invest in infrastructure and staff development to prepare for an aging society. Some do not provide any specialized programs or services for older adults. There is great unevenness in terms of library services for older adults across the nation. The discussion suggests additional work needed to better understand this unevenness, and to address it.

A Review of: Welsh, T. S. & Higgins, S. E. (2009). Public libraries post-Hurricane Katrina: A pilot study. Library Review, 58(9), 652-659. Objective – This paper analyzes Hurricane Katrina-related narratives to document the challenges faced by public libraries after the disaster and the disaster-relief services these libraries provided. Design – A qualitative thematic analysis of narratives obtained by convenience sampling. Setting – Narratives were collected and analyzed in 2005 and 2006 across the Gulf Coast area of the United States. Subjects – Seventy-two library and information science students enrolled in the University of Southern Mississippi’s School of Library and Information Science. Many worked in local libraries. Methods – In this pilot study, students volunteered to participate in a confidential process that involved telling their stories of their post-Hurricane Katrina experiences. Data was collected in a natural setting (the libraries in which the students worked), and inductive reasoning was used to build themes based on these research questions: What post-disaster problems related to public libraries were noted in the students’ narratives? What post-disaster public library services were noted in the narratives? NVivo7 qualitative analysis software was used to analyze and code the narratives. Passages related to public libraries were coded by library location and student. These passages were analyzed for themes related to post-disaster challenges and disaster-recovery services pertaining to public libraries. Main Results – Ten of the 72 narratives contained passages related to public libraries. The libraries included four in Alabama, one in Louisiana, and five in Mississippi. Results related to the first research question (What post-disaster problems related to public libraries were noted in the students’ narrative?) were physical damage to the building, from light damage to total destruction (reported in 8 or 80% of the students’ narratives), and inundation by refugees, evacuees, and relief workers (reported in 8 or 80% of the narratives). Results pertaining to the second research question (What post-disaster public library services were noted in the narratives?) included providing information for things such as providing information via the use of computers and the filling out of the Federal Emergency Management Agency and Red Cross aid forms (6 or 60% of the narratives included this), listening and providing comfort (5 or 50% of the narratives), and volunteering and donating, both from others and of the students’ own time, money, or materials (noted by 5 or 50% of the narratives). Conclusion – The researchers concluded that while public libraries suffered devastation during the hurricane, after the hurricane, those libraries that could open provided essential services to people in need. These services included providing access to computers and access to information via computers, aid in filling out necessary relief aid forms, listening and providing comfort, and volunteering time, money, and materials. The public library clearly played a role in both providing information and facilitating communication. Documenting such contributions serves to illustrate the value of public libraries, especially in a post-disaster setting, and helps to demonstrate the value of public libraries in their communities.

ABSTRACT Both the business media and the popular press have emphasized the underfunding problems associated with pension funds that are set aside for state and local government workers, a group that also includes teachers and professors at state-affiliated colleges and universities. The realization that pension funds are typically underfunded stems from the fact that the accounting standards associated with state and local government employee pension funds have led to greater transparency since 2011. This paper examines, explains, and interprets the historical development over the last 70 years of accounting standards for state and local government pension funds in the United States. Changing accounting standards, along with economic and social change, have led to consequences such as employers transforming their pension programs to avoid substantial costs and significant liabilities, for example by changing from defined benefit to defined contribution plans.

Growing dementia-friendly library services are contributing to community-based dementia care. Emerging community programs in libraries and museums provide notable opportunities for promoting engagement and inclusivity, but these programs have yet to receive in-depth assessments and analyses to guide future research and practice. This paper presents a case study examining a social and storytelling program for people with dementia run by a Canadian public library. It investigates two research questions: How can public library programs contribute to community-based dementia care? And what are public libraries’ strengths and challenges in running programs for people with dementia? The study involves participant observations of the program and semi-structured interviews with people with dementia, caregivers, and program facilitators (librarians and Alzheimer Society coordinators). Through thematic analysis of fieldnotes and transcripts, the study reveals how this inclusive platform supports engagement, fosters relationships, helps caregivers, and reaches broader communities. This research further uncovers the librarians’ diversified roles as demonstrated through their collaboration with professionals, preparation and research, and facilitation of the sessions. This paper advances librarianship research on enriching community-based dementia care, including furthering inclusivity and engagement and extending accessible library services. By analyzing library programming for the dementia community and assessing its strengths and challenges, the paper highlights librarians’ awareness of the community’s evolving needs and their collaboration with other professionals. It offers practical insights on useful resources and emerging best practices that will hopefully inspire other initiatives in which information professionals can help improve the well-being of vulnerable populations.

The article considers the legal status of the voivode during the interwar period, the time of the difficult restoration of the Polish identity and the creation of the Polish state in the post-Partition lands with three separate systems of territorial division and local administration. The legal situation of the office of the voivode is closely related to the establishment of the systemic foundations of the highest Polish authorities (legislative and executive) and local administration (initially, on the territory of the former Kingdom of Poland and then on the gradually annexed former Polish territories). The author refers to both spheres of legal activity of the Polish state at that time. She discusses the primary political acts, i.e. the March Constitution (1921), the April Constitution (1935) and the Constitutional Act (1926), as well as regulations concerning county administrative authorities of the first instance, situated in the then two-tier (ministries – county offices) administrative apparatus. Attention is primarily focused on the acts directly concerning the position of the voivode, i.e. the Act of 2 August 1919, the Regulation of the President of the Republic of 19 January 1928, and executive acts issued on the basis of these, and against whose background the importance of the legal institution of the voivode is presented: during the time of attempts to unify the administrative system (1918–1928), and in the period of changes leading to a uniform organisational structure of voivodship administrative authorities (1928–1939). The analysis makes it possible to state that successive legal conditions strengthened the political position of the voivode. In both periods covered by the analysis, the voivode was a representative of the government (with broader competences in 1928–1939), the executor of orders from individual ministers, the head of state and local government authorities and offices (1918–1928), the head of general administrative bodies subordinate to him, and the supervisory body over local government (1928–1939). The position of the voivode in the interwar period was unquestionably very strong.
