IMPACTS OF INCREASING FREIGHT RAILWAY TARIFFS ON STATE ECONOMY

Based on global experience, the article proves the necessity of improving the analysis of regulatory impact of legislative acts, which is the main instrument of state regulation quality assurance. Recent years display the trend of temporal inland traffic freight railway tariffs increase. The last increase was approved by the corresponding Order of the Ministry of Infrastructure of Ukraine dd. August 11, 2021 qualified as a regulatory act, which is subject to compulsory regulatory impact analysis according to the Methodology approved at the national level. The national methodology does not provide for assessment of impacts on state economy. In view of this, the assessment was completed for the possible impact of regulatory act work on the state economy according to the methodological approach developed by the State Organization “Institute of the Economy and Forecasting of the National Academy of Sciences of Ukraine”, which main point is a more comprehensive and sophisticated quantitative assessment of the direct regulatory impact on the field of economic interest of both citizens, economic entities, state, and the society in general (national economy). The impact assessment of the freight railway tariffs’ increase on national economy followed two perspectives: the possible impact on GDP and the competition within the traffic infrastructure of Ukraine. The contribution of JSC “Ukrzaliznytsia” into GDP of Ukraine is computed based on freight railway tariffs increase. The article proves that the Order of the Ministry of Infrastructure of Ukraine will have the effects on intermodal competition within the transport system of Ukraine through the redistribution of the freight traffic as, on the one hand, certain off-grade freights will be handled by the river and motor transport and, on the other hand, specific 3rd rate class freights will be handled by the rail transport. Such redistribution will have positive effects for the competitive position of rail transport on the inner freight traffic market because the loss of some off-grade freights, which transport is unprofitable, will not have a negative impact on rail facilities.

The article is concerned with topical issues of the State regulation of public procurement in Ukraine in the context of reforms and integration processes. The conceptual principles of regulation of the public procurement system have been formulated, taking into account the requirements and challenges of modern processes of reforms of the national economy and the implementation of the European integration vector. The public procurement system is considered as a new institutional unit in the national economy – the market for goods and services to the State-owned institutions and organizations with the involvement of budgetary funds. The significance of the public procurement system for the country’s economy as an environment for financing and implementing entrepreneurial initiatives aimed at creating high-quality goods and services, which is characterized by volumes equal to 15% of GDP, is substantiated. The article is aimed at defining the theoretical-conceptual and applied principles of the State regulation of the public procurement system in Ukraine in the context of efficient implementation of reform goals and taking into account the impact and challenges from the active participation of the national economy in the international distribution of labor in the course of integration processes with the EU countries. The article defines the key directions of the State policy on the regulation of the public procurement system, which include: stimulating the economic development of the entrepreneurial sector and overall economic growth on the basis of sustainability and balance; support for the production of domestic goods and services with high added value; stimulation of production of goods and services using local resources; stimulating the creation by domestic producers of both goods and services of cooperation associations in order to use the opportunities for the distribution of labor to create more competitive products; supporting the formation of an economic basis for the development of territorial and economic entities in the regions of Ukraine. As for the above defined directions of the State regulation of the public procurement system in Ukraine, appropriate measures have been proposed, the implementation of which is expected to contribute to the strengthening of the national economy and does not contradict the provisions of ratified international agreements.

The subject of the research is General trends and changes in the field of resource conservation occurring in the economy at the national level, in the aspect of state regulation. The purpose of the work is to determine the level of resource efficiency of the Russian economy, to formulate the key directions of state policy implementation for activating resource-oriented projects. The basic approaches to the interpretation of the category “resource saving” are worked out, the content essence of the definition is established. The analysis of foreign experience in implementing and supporting resource-saving measures at the state level is carried out. Determined main tasks of implementation of resource-saving policy of the state; developed tools to enhance and regulate the resources; formed and grounded conceptual positions of methodical maintenance of transition of the national economy of Russia to the path of sustainable development.

The article examines the evolution of the main features of the Russian economy in terms of the types of key actors of economic development. The concept of the general actor as the predominant type of relatively independent socio-economic subsystems that determine the impact on the functioning of the national economy is introduced. The movement of the economy from “the state economy” to “the economy of individuals” and further to “the economy of socioeconomic and administrative-political systems” is traced. The preconditions for the transition of the national economy to the phase of the systemic economy as the harmonic economy with high-level coordination of various-scale and various-quality subsystems of the economy and society are noted.

In the article, based on the analysis of the regulatory and legal framework for the treatment of recreational and tourist natural resources, their dispersal and lack of a clear definition concerning the recreational and tourist activity itself are determined. It is determined that the recreational activities development is being constructed, planned and forecasted without taking into account the recreational natural potential, the impact on it subjects of various sectors of the economy and the justification the use of natural resources in an alternative way and alternative areas of activity. It has been brought to the conclusion that the state a s a main expresser of the whole people interests in the economy, ecology and societal spheres, it is must keeping cadastres, passport s of the potential territories, that has rich, unique natural recreational resources and can be used with the greatest national efficiency. State regulation of recreational and tourist resources and the basic principles of the institutional basis for their regulation is grounded. The necessity of forecasting and elaboration of the strategy of development of the spheres of economic management of the national economy has been established taking into account the prospects of using natural resources and distributing them in the spheres of economic activity. The scientific basis of recreational activities development is determined on the basis of the state management optimization using natural recreational and tourist resources, which will prevent cases of unreasonable use of natural recreational and tourist resources and increase the degree of environmental hazards. The improvement of the existing legal and regulatory framework based on the regulation of state regulation by natural recreational and tourist resources is proposed. The variety of ownership forms on them is taken into account in order to determine the priority directions of the national economy development and the motivation of the industries whose activity is related to the recreational sphere.

Education plays an essential role in the national economy and is responsible for the formation of qualified and competent human resources that will act in the labour market as a labour force. At the same time, in the conditions of rapid acceleration of socio-cultural and scientific-technical changes, the updating of knowledge and acquired competencies becomes compulsory today. Therefore, there is an unconditional connection between the sphere of socio-labour relations and the field of education. Despite this, today in Ukraine there is an imbalance between these areas, which are oversaturation of the labour market by some professionals (including economic and legal), and lack of others (including labour professions), labour migration, the dissatisfaction of employers with the level of knowledge of graduates, etc. It requires the modernization of the existing situation and the coordination at the state level of the areas of interaction between socio-labour relations and education sector. In this regard, this article is devoted to the justification of the impact of state regulation of education on the development of socio-labour relations in the national economy, which will be carried out by combining the method of principal components and logit modelling in the software STATA 11. To identify the integrated level characterizing the state of socio-labour relations in the national economy of Ukraine, numerous absolute and relative indicators were analyzed, including unemployment and employment levels, labour productivity, wage arrears and its average level, etc. The results obtained suggest an improvement in the socio-labour relations in Ukraine in recent years. Logit modelling allows confirming, as well as comprehensively and individually, the impact of macroeconomic, demographic, migration parameters, and a set of performance characteristics of the education sector on the level of harmonization and convergence of processes in labour markets and educational services. It helps to define the priorities of state intervention in the field of state regulation of education. The set calculations form the basis of further research of authors in the field of the specified problems. Antimicrobial stewardship programs (ASPs) are critically important for combating the emergence of antimicrobial resistance. Despite this, there are no regulatory requirements at a national level, which makes initiatives at the state level critical. The objectives of this study were to identify existing antimicrobial stewardship practices, characterize barriers to antimicrobial stewardship implementation in acute care hospitals throughout Massachusetts, and evaluate the impact on these hospitals of a state-sponsored educational conference on antimicrobial stewardship.In September 2011, a state-sponsored educational program entitled “Building Stewardship: A Team Approach Enhancing Antibiotic Stewardship in Acute Care Hospitals” was offered to interested practitioners from throughout the state. The program consisted of 2 audio conferences, reading materials, and a 1-day conference consisting of lectures focusing on the importance of ASPs, strategies for implementation, improvement strategies for existing programs, and panel discussions highlighting successful practices. Smaller breakout sessions focused on operational issues, including understanding of pharmacodynamics, business models, and electronic surveillance.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

In the assessment of the economic effects of climate change, changes in returns and costs have to be taken into consideration. Changes in returns are mainly caused by changes in the yield level. Costs are determined by various factors. Harvesting conditions may improve as the temperatures are higher. However, an increasing need for disease and pest control results in higher costs. Various extensive studies have indicated that rising temperatures with the CO2 fertilizing effect increase the crop potential in Finland. From the economic point of view an increase in yield level is highly significant, because the increase in costs remains quite small, A 10% increase in the yield level raises the farm income by about 6%. Because agriculture is supported in many ways either directly or indirectly, the rise in income level may be offset by lowering the support. Consequently, farmers may not benefit from an increase in the yield level, but the benefit will go to the state economy. However, an increase in the yield level resulting from rising temperatures is advantageous to the national economy, regardless of whether the benefit goes to the farmers or to the state.

The development of Ukrainian trade organizations in ordinary conditions is characterized by a high degree of inertia. Therefore, when situations that need to change arise, business strategies of market participants also change dramatically. Most often, such transformations are connected with external factors, such as the overall economic crisis, a sharp change in the state “rules of the game” in a particular sector of economic relations, as well as another external factor bond to the occurrence of new serious competitors. The development of organizational and economic mechanism to ensure the innovative development of retail trade, requires comprehensive consideration of internal and external factors of the studied system, the formation of strategies and programs to increase the innovation potential of its participants, their active interaction, increasing the use of innovative technologies, generating ideas and transformations. The article considers the issues related to the impact of business globalization processes on the transformation of business models of trade organizations and their operation strategy, as the degree of trade development indicates the standard of living and the state of the economy and society. The authors of the article suggest that retail organizations adapt to the changes in the macro and micro environment, using innovative components in economic and financial activities, which will ensure their competitiveness and prevent crises. The proposed model of an innovative trade organization allows to identify the goals components of innovation activities, which combine the strategic guidelines of the state regulation and help to improve the economic condition of trade organizations
