AbstractHealth insurance to the community has been manifested in the constitution of the Indonesian state. With this guarantee, the Indonesian people can have the same rights before the law for the welfare of their people. In responding to the existence of the COVID-19 pandemic that has surrounded the world, one of them is Indonesia. Besides, the problem that occurs due to COVID-19 is that the coordination between the central and regional levels is not optimal which results in the spread of the COVID-19 virus in Indonesia. The foundation of the theory that I use is the theory of justice and the welfare state. Then the method used is juridical normative namely the method with the positivist legist approach with the law approach and comparative approach. So the need for policies that the government can provide so that COVID-19 can be resolved optimally.Keyword: COVID-19, Government Policy, Justice

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

Most welfare state typologies still characterize Switzerland as a liberal welfare regime. However, recent research shows that its welfare state did not retrench but instead moved towards the conservative type. Nevertheless, higher social expenditure has not been accompanied by increases in taxation. Moreover, Switzerland managed to overcome the so-called trilemma of the service economy. After analyzing the shift of the Swiss welfare state from a liberal to a conservative welfare regime, we argue that the Swiss economic success story of the twentieth century is based on a favourable policy mix (tax system, labour market, financial sector) used to compete successfully in the world market for protection. We conclude that, as a political entrepreneur, Switzerland has the capability to receive taxes and investments from foreign individuals and enterprises, wealthy residents and high-skilled and well-paid immigrants to finance the welfare state and to overcome the trilemma of the service economy.

Some studies that address the decline of fraternal sickness insurance conclude that fraternal insurers were crowded out of the market by increasing government and commercial competition. This line of reasoning reinforces beliefs that government and commercial insurers were superior to fraternal providers and that voluntary insurance arrangements were deficient for addressing household income risks before the rise of the welfare state. This article shows that this interpretation is problematic. The largest sickness insurer in the United States, the Independent Order of Odd Fellows, dismantled its sick benefit arrangements between the 1860s and the 1920s not because of an inability to compete with the government and commercial insurers that were not in the market until well after 1920 but rather because of declining demand for the insurance within the membership.

The purpose of this study was to understand the phenomenon of entrepreneurship activity with a coherent paradigm that has not been widely explored. Entrepreneurship has been regarded as one of the important factor that support growth and socioeconomic development of a country because it can provides so many jobs, which ultimately will improve the welfare state and competitive advantage. Prior studies have been conducted research which is none of the comprehensive approach taken to explain the factors that encourage entrepreneurial activity that occurred in various countries around the world. This study found that Individualism negatively significant influence TEA which means the higher level of individualism of a country the lower Entrepeneurial activity. Moreover, cost enforcing contracts significantly influence national entrepreneurial activity which means the higher level of cost enforcing contracts the higher level of TEA.

Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

Each country around the world has taken several approaches in order to stop the spreading of the virus. This study was conducted to correlate the mobility trend and the situation of COVID-19 by country, territory, and area. This research paper adopts an observational analytic study with a cross-sectional approach for 115 countries from February 17th to August 27th, 2020. Tajikistan (r=0,956) and Italy (r=0,931) has the highest positive correlation for retail and recreations. For grocery,the highest degree of positive correlation is Mongolia (r=0,945) and Tajikistan (r=0,933). Bostwana and Italy showed highest significant positive correlation among countries (r=0,985 and r=0,902, respectively) for transit stations and residential  (r=0,994 and r=0,984). Bostwana also has the highest significant positive correlation for the park (r=0.980). Meanwhile, for the workplace, Mauritius (r=0,863) and Dominica (r=0,785) are countries with the highest degree of positive correlation with a cumulative case of COVID-19. Society's behavior plays an important role by following the government policy in order to slow down the spread of the virus. Retail and recreations, groceries and pharmacy stores, transit stations, parks, and workplaces found to have a significant positive correlation while residential have a significant negative correlation with cumulative cases of COVID-19 in most countries.

The world war that began in the summer of 1914 confirmed widespread prewar expectations that a third war in the Balkans could drag in the superpowers. In the weeks that followed, Turkey, still neutral, became increasingly belligerent. British government policy was to appease Turkey in order to avoid conflict. Churchill disagreed with this policy, believing that war with Turkey was unavoidable and that the sooner it came, the better. At his instigation, the government reviewed contingency war plans to capture the Gallipoli but found that Britain lacked the resources to implement them. After Turkey joined the Central Powers in November 1914, Britain had no strategy for prosecuting the war against Turkey. But the British government was not much concerned, incorrectly believing that Turkey was incapable of hurting any vital British interests.

In Sweden, control of the mobile poor is often driven by the needs and demands of the welfare state itself and follows a different logic outside the neoliberal paradigm. By examining the case of the Roma, EU citizens who travel to Sweden to ask for money on the streets, we can see the expansion and retraction of the criminal law as the government responds to new forms of migration and poverty in its society. The government’s mixed responses – no to bans on begging, but yes to evictions – are the result of dualities inherent in Nordic welfare states, when their inclusionary ameliorative dimensions collide with their exclusionary and nationalistic tendencies. This article proposes the term benevolent violence to conceptualize this duality. It occurs when coercive means are used to uphold the state’s ameliorative goals and when the state’s ameliorative practices have violent effects. In the case of the Roma, it means protecting them from their own livelihood and it means protecting the welfare state for nationals, keeping it solvent for members.

During the last several decades, the welfare state has come under increasing pressure around the world, with social provision often being cut or privatized. Often the justification for these changes has been made as an economic argument, especially a neoliberal argument that the welfare state diminishes growth or produces disincentives to work. These arguments are of relatively recent origin, however; many types of economists have supported the creation of the welfare state, even liberal economists. The purpose of this book is to examine the economic arguments that have been used in the United Kingdom, Japan, and Germany in support of, and in opposition to, the welfare state. Special attention is paid to the transnational dimensions of recent welfare discourse and to the ways that liberal and neoliberal arguments about the welfare state have changed over time.
