Foreign trade activity has a strong influence on the socio-economic development of the country. In turn, each of the constituent entities of the Russian Federation contributes, in accordance with the specifics of its location, existing on the territory of the natural resource potential. Due to the fact that the role of the regions in the implementation of the development strategy of the country’s foreign trade is increasing, it is necessary to investigate the problems of foreign trade regulation in order to achieve the required results. To assess the effectiveness of foreign policy conducted, the ranking of all Russian regions for 2010 – 2016 was carried out. in terms of the openness of the economy and the contribution of exports to the size of the gross regional product is estimated. The study analyzed the export activities of the leading regions in the growth of export quotas. Existing measures of state support of foreign trade in the Republic of Buryatia, Magadan region, Kamchatka, Primorsky and Khabarovsk Krai, Orenburg, Rostov, Arkhangelsk, Vologda, Murmansk and Kemerovo regions are considered. The article discusses the impact of government measures to support exports on regional development and suggests ways to adjust them. The study is based on general scientific methods of comparison, analysis and synthesis. As an information base, we used statistical data from state statistical bodies, a strategy for the socio-economic development of regions, and official data from the sites of regional state executive bodies.

In modern times, the potential opportunities of the regions are studied using  different methodological approaches to achieve sustainable socio-economic development,  and zoning is carried out in different directions to stimulate their future activities. The  zoning is based on the demand for available resources and takes into account the level of  socio-economic development of the region. At present, the study of tourism in the Republic of Azerbaijan by regions is encouraging  attention due to its relevance. However, research work on the identification of tourism zones in the country and the zoning of these  areas is weak. From this point of view, the article studies the tourism potential of Gusar region and provides a scheme for its tourismrecreation zoning which meets present-day requirements and attracts attention due to its relevance. The article analyses the development  strategy of tourism, which is a new and promising field in the Republic of Azerbaijan, identifies the main directions of this strategy,  and explores ways to solve existing problems. For this purpose, first, the criteria for zoning of tourism and recreation resources were  determined; then natural and anthropogenic tourism resources were assessed through the example of Gusar region; information on  natural and historical-architectural monuments of interest to tourists was provided; the number of hotels operating in the region over  the past five years, the number of rooms, full hotel capacity and overnight stays, as well as the income, expenses, and the difference between them were made on the basis of statistical and comparative analysis. Based on the information obtained, for the first time, a  “Zoning Map of Tourism and Recreation Resources of Gusar Region” was compiled; the strengths and weaknesses of the tourism sector  were identified, and future threats and opportunities for the development of this sector were analysed by means of the SWOT analysis.  According to the analysis, the strengths of the region included the favourable economic and geographical position, the availability of  unique natural and historical-architectural monuments, the availability of natural and ecological conditions to provide recreation for  tourists, and opportunities for ecological, rural, religious, trekking, and other tourism types, etc. Weaknesses included the concentration  of hotels mainly in the region’s centre, insufficient promotion of tourist attractions, poor level of service and vocational training, lack  of guides, etc. The opportunities were high tourism potential, organisation and development of local tourist routes, an abundance of  labour resources, etc., while the threats included the aggravation of the geopolitical situation in the border areas, the intensification of  natural disasters, etc.

The article examines the investment potential of the territories of the Republic of Uzbekistan and the issues and investment distribution problems in them. Also, in the article predictions were made using programs of mathematical models of artificial neural networks in the analysis of distributions process problems,and the results were determined by comparing the results with trend and panel methods. Sustainable territorial socio-economic development is determined by general laws of country socio-economic development, the share of export products in the total output of the region, depending on the composition of the gross regional product, in key sectors of the economy is determined by features such as competitive product, scientific potential, population income. Therefore, the problems that arise in ensuring the socio-economic development of the region in modern conditions will have their own regional characteristics.Addressing the territorial socio-economic development problems require strengthening the regulatory role of the state in determining regional economic policy, governance, the development of effective systems, tools and methods of state regulation. Sustainable territorial socio-economic development also depends on the self-sufficiency level of resources and effective budget finance, credit, tax and price policies.

The complexity of the socio-economic situation at all levels requires a detailed study of the regional development strategy issues and monitoring the implementation of presidential and government decrees. Various approaches to management were considered, for example, the national projects development implementation issues. National projecting, as a new tool for implementing state concepts, is an effective management method. The set of the project office functions provides control over the implementation of national projects at the level of development of municipalities of the Russian Federation. Historically, the level of socio-economic development of the territory has been measured and is measured using the identification of long-term trends in the development of key socio-economic indicators. The article presents a methodology that allows you to evaluate the effectiveness of project management tools since based on the results of its assessment, you can make informed management decisions and judge the effectiveness of the work of local authorities. Therefore, the aim of the scientific article was to develop an effective methodology that allows us to evaluate the effectiveness of the project office functions implemented in the management of the socio-economic development of the municipality. As a result of the study, systemic relationships were revealed of the impact of the project office on the indicators of the socio-economic development of the municipality, which was presented in the work as an important aspect of the study, the significance of which is due to the priorities of sustainable, balanced, competitive, integrated development of the Russian regions. In connection with the socio-economic policy pursued by the state, which requires speedy acceleration of the socio-economic development of municipalities, the effectiveness of the result of the application of the project approach in the municipal authorities was studied in detail.

The purpose of the article is to show how the digitalization of trade can lead to the development of the export potential of the Republic of Belarus. The article discloses theoretical approaches to digitalization of trade as a combination of traditional and new digital models of interaction between buyer and seller. The author presents the volume, commodity and geographical structure of foreign trade of the Republic of Belarus, lists the priorities and identifies the main prospects for the development of exports using modern digital platforms and the emergence of new digital goods and services. The advantages of paperless trade and the need to implement the main provisions of National Strategy for Sustainable Socio-Economic Development of the Republic of Belarus are indicated. The author proposes the ways of development of the export potential of the Republic of Belarus witch based on an analysis of the processes of digital transformation of Belarusian trade.

In the conditions of limited sources of financing for the introduction of advanced innovative technologies and equipment modernization, to retain the existing positions and increase the overall level of competitiveness can only the company that establishes a close relationship with government bodies, local governments and trade union organizations with the aim of obtaining possible preferences for development within the existing regulatory right field. The purpose of the article is to analyze the main socio-economic indicators of the development of Ukraine and its regions, the definition and justification of possible areas of establishing interaction between private enterprises and government agencies. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the Kherson region; economics and mathematics – to study the influence of a defined group of indicators on the index of the physical volume of the gross regional product; abstract-logical – for a theoretical synthesis and formulation of conclusions. It is revealed that among the key areas of interaction is the promotion of the state and local authorities in the creation of industrial parks. The conducted research on identifying the strengths and weaknesses, opportunities and threats of the economy of the Kherson region indicates the need to develop measures to ensure the economic security of the region. To solve these problems at the regional level, it is proposed to implement a state policy that would be carried out in the following areas: ensuring a solid institutional protection of investor's property rights; improvement of the legislative framework; establishing an effective mechanism for combating corruption in Ukraine, developing an effective state policy on amnesty and unshadowing of incomes of individuals and legal entities. The subject of this study is to analyze the impact of interbudgetary transfers and tax incentives on strengthening the financial stability of regions, as well as on the formation of the dependent sentiments of regional authorities as a barrier to the socio-economic development of regions. The aim of the study is to substantiate the possibilities for regions with high and low budgetary stability of combining interbudgetary transfers as a way to cover current expenditures of regional budgets and to provide tax benefits as a tool to expand the tax base of regions. In the course of the study, general methods of cognition (deduction and induction, analysis and synthesis, description and generalization) and private scientific methods of cognition (comparison method, tabular and graphical methods of data presentation) were used. Improving the system of indicators for assessing the effectiveness of regional tax incentives will allow monitoring the activities of regions to increase the financial stability of requests for transfers from the higher budget. Currently, in the Russian Federation, interbudgetary transfers have become an integral part of budgetary relationships. The analysis of the financial stability of all 85 subjects showed that the regions cannot fulfill their current expenditure obligations only at the expense of their own revenues. The overwhelming majority of the subjects of the Federation need to increase their financial independence. Subsidies as a type of interbudgetary transfers can lead to dependent sentiments of regional authorities. Regional tax policy based on the use of regional tax incentives helps to strengthen the tax base in the region and increase financial stability. Subsidies as a type of interbudgetary transfers carry a latent threat to the formation of the dependent sentiments of regional authorities. The way to reduce this threat is to develop a system of effective tax incentives to stimulate the socio-economic growth of the regions. The results obtained can be taken into account in the activities of the Ministry of Finance of Russia when developing the main directions of fiscal policy.

Subject. We present the analysis of theoretical and practical aspects of the impact of infrastructure on socio-economic development. Objectives. The aim of the study is to review theoretical and empirical aspects of relationship between the condition of infrastructure and the socio-economic development of the Russian Federation. Methods. The study draws on comparative and logical analysis of theoretical foundations and conclusions published in scientific sources, as well as methods of mathematical and statistical analysis. Results. The statistical measurement of relationship between the condition of infrastructure and the determinants of economic growth yielded results that run counter to the findings in academic literature. While we reveal a significant positive correlation between the level of transport and energy infrastructure development with the gross regional product per capita, the variables that characterize the state of telecommunications and social infrastructure have little or no connection with this indicator of the Russian regions’ development. Conclusions. Several variables are not enough to assess the impact of infrastructure on socio-economic development. For this reason, the model of infrastructure impact assessment requires further improvement.

AbstractThe objective of this work is to analyze the impact of seasonality on the socio-economic development of rural areas of the southern part of Karelia. This study is based on the field data obtained via semi-structured in-depth interviews with experts from the local community. The results show that the influence of seasonality is rather indirect, being a constituent of other factors: economic, infrastructural, institutional, social, etc. Although seasonality is most often perceived as a negative phenomenon regarding socio-economic development, modern types of economic activity characterized by a peak of activity in different seasons of the year mitigate the effect of seasonality and even benefit from being seasonal. Based on the materials collected, a typology of rural settlements of the southern part of Karelia based on the nature of the effect of seasonality has been developed (with a predominantly positive and predominantly negative effect).

The article presents the results of a study on determining the relationship between the parameters of socio-economic development and changes in the labor potential of the border regions of the North Caucasus, in particular the Republic of Dagestan. The study is based on the methodology for assessing the actual state of the labor potential of the Russian regions of the southern Federal University, developed by T. Y. Kryshtaleva. A composite index was calculated for each of the components of labor potential.
