Penelitian ini bertujuan untuk mengetahui kolaborasi Quadruple Helix dalam pembentukan Daerah Otonomi Baru Kabupaten Garut Selatan, mengingat pembentukan kabupaten tersebut sudah sangat lama berusaha dibentuk namun kenyataannya hingga kini belum disahkan. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Teknik analisis data yang digunakan model interactive yang terdiri dari reduksi data, display data dan pemaparan hasil kesimpulan. Hasil dari penelitian ini adalah bahwa terdapat aktor-aktor yang berkolaborasi secara Quadruple Helix untuk mendukung Pembentukan Daerah Otonomi Baru Garut Selatan, yang memiliki peran yang berbeda dalam mencapai tujuan yang sama untuk membantu mendukung pembentukan Kabupaten Garut Selatan. Penelitian kolaborasi Quadruple Helix ini dilihat dari 4 aktor politik yang memiliki kekuasaan dan pengaruh paling signifikan terhadap proses pembentukan kabupaten ini. Aktor yang dimaksud yaitu dari kalangan akademisi Garut Selatan (academian), Pelaku Usaha di Garut Selatan (businessmen), Tokoh masyarakat/Presidium masyarakat Garut Selatan (civil society) dan Pemerintah Kabupaten Garut dan Provinsi Jawa Barat (government). Rekomendasi dalam penelitian ini adalah Pemerintah Pusat sebagai pemangku kebijakan tertinggi memasukkan pembahasan pembentukan Daerah Otonomi Baru sebagai agenda kebijakan yang diprioritaskan untuk membantu menjalankan kewenangan pusat dalam melakukan pembangunan dan penyelenggaraan pemerintahan daerah.

Prior research has emphasized the importance of bringing together quadruple helix (QH) actors (academia, industry, government and civil society) to strengthen regional innovation. The QH model forms an integral part of European innovation policy, which aims to create sustainable and inclusive growth in Europe. As part of this policy, European Union (EU) regions are to design and implement research and innovation strategies for smart specialization (RIS3) through the participatory entrepreneurial discovery process (EDP). Despite the strong emphasis on the QH model, the model is still far from a well-established concept in innovation research and policy, and civil society participation in RIS3 has remained low. Our paper aims to support regional governments to engage with and facilitate the participation of civil society in a territorial EDP based on two case studies from Finland and Sweden. It contributes to the literature on regional innovation systems through identifying mechanisms to foster the QH model and suggests lessons learnt for the operationalization of the QH model as part of RIS3.

The aims of this research is to empirically testing the role of quadruple helix, consisting of government, academic, business sector, and civil society on developing Small Medium Industry (SMEs) through developing innovation ecosystem. This qualitative study employs a case study design. The samples are small industry in Kudus Regency, Indonesia. The result of this study shows that implementing quadruple helix’s role may present innovation to solve some problems in small industry. This role implementation depicts the existence of innovation ecosystem in attempt to develop small industry. This study recommends the necessity to improve synergy and collaboration between of government regulation, academic support, business sector, and civil society through intense communication.

<p>There are many potentials in the sector of <em>silvoagriculture, silvopastura </em>and <em>silvoagrofisher</em>y at Kandri and Cepoko district as “green belt” areas of Semarang. Unfortunately, these potentials do not give a significant impact on society yet. This is due to the lack of farmer’s institution system, limited human resource, and infrastructure. The Triple Helix approach involving academician, businessman, and government is found to be less optimal. The study aims to assess the effectiveness of the model used for empowering the farmers at dry land area through the Quadruple Helix approach as the development of Triple Helix one involving academician, businessman, civil society, and government. The locus of the research area is Kandri and Cepoko district at Gunungpati subdistrict in Semarang City of Central Java Province, Indonesia. This research employed qualitative and quantitative approaches. In the qualitative approach, the data are analyzed using an interactive model. While the quantitative approach, Human Development Index (HDI) analysis is employed. The results find that farmers' empowerment program is conducted through the Quadruple Helix approach by involving academicians, businessmen, local governments and civil society groups at the villages. Then, the HDI calculation results show that the index of human development in Kandri has decreased 0.09444. Before the program, it was amounted from 0.82367 to 0.72923. Whereas, the human development index of farmers in Cepoko before the program has increased from 0.83142 to 0.84085. Its increase reaches 0.09425. This indicates that the farmer group at Cepoko district is more resistant to national economic issues such as the weak exchange rate than the farmers in Kandri disctrict. Therefore, this study makes recommendation that farmers should organize integrated farming by establishing integrated economic region so that they can make use of existing resources efficiently and effectively.   </p>

The research  purpose is to describe implementing of MSMEs empowerment in Batu using perspective of Quadruple helix model . This research using descriptive qualitative approach. Government of Batu through Department of Micro Enterprise Cooperatives and Trade of Batu implements MSMEs empowerment by relying on 4 main factors of empowerment: financial capital access, human resource, partnership, and market strengthening.  This government also established Integrated Business Service Centre (IBSC) as one of the commitments in empowering MSMEs and also making Batu as MSMEs centre. The result of analysis using the concept of Quadruple helix model  found that MSMEs empowerment in Batu involves collaboration of different sectors: the government of Batu, private/business institutions, academics, and civil society through communities, groups, and non-governmental organizations. Thus, the government of Batu plays dominant roles in the interaction synergies of different sectors and being responsible in equitable economic development. Private institutions play roles as production developer, academics play roles as knowledge and skill development transferor and civil society plays roles as creative economic agents and product users

Purpose This paper aims to examine the collaboration of livestock farming business with other three groups of actors and explore the gap between expectations and reality concerning biogas production as collaborative innovation for the socially responsible development of rural regions in Lithuania. Design/methodology/approach This paper is based on the concept of the Quadruple Helix, which focusses on innovation, viewed as a process involving increasingly closer interactions and coordination among the following four groups of actors of the helix: government, academia, industry and civil society. Scientific literature analysis and generalization, expert interview and focus group methods were used to generate data for analysis. Data were collected during the period of July-November 2018 in Lithuania. Findings The research results reveal that the greatest gap among expectations and the actual situation in collaboration for socially responsible innovation, biogas production – is observed among non‐governmental organizations as representatives of civil society and all other questioned Quadruple Helix actors, whereas the government had been recognized as a most isolated part of the collaboration for innovation in biogas in Lithuania. Research limitations/implications This paper presents empirical findings, based on qualitative data, collected in one EU new member state, i.e. Lithuania. International comparative perspectives are given in other related papers. Research findings are promising for further research in the field of socially responsible development of rural regions using the Quadruple Helix approach to foster collaboration for modern circular economy innovation both from theoretical and empirical points of view. Practical implications The methodology might be used for practitioners to research collaboration excellence/gaps in any field of activity. Social implications The research takes into account the public interest from a very broad point of view – how to develop rural regions in a socially responsible way by using already established innovations in biogas in livestock farms by giving another dimension of socially responsible collaboration for innovation. Originality/value The paper proposes using the original Quadruple Helix approach to foster the socially responsible development of rural regions, thus enlarging the scope of the theory of corporate social responsibility (CSR) with the newly emerged discourse in the field. Socially responsible development of rural regions with the use of collaboration for circular innovations has been absent from theoretical to empirical CSR research.

We develop a R&D-based growth model with productive public expenditure in order to frame the Quadruple Helix (QH) innovation concept, based on four helices: Academia & Technological Infrastructures, Firms, Government and Civil Society. Our motivation stems from acknowledgment that the relationship between these four helices and their joint impact on growth is in need of a theoretical framework. We aim to emphasise the importance to economic growth of innovation systems structured on these four helices. The introduced model confirms theoretically the notion that increases in: (i) complementarities between distinct productive units, or (ii) in productive government expenditure, lead to higher growth.

This research is purposed to analyze the structure groups of hegemony and the types of hegemony that happen in Zootopia movie. This research was done using qualitative method. The data were gained by watching the movie, paying attention to the statement and conversation and then analyzed the structures group and the types of hegemony. The data were analyzed by; data reduction, data display and conclusion drawing based on Miles and Huberman‟s theory. The findings of this research reveal that there are two structure gorups of hegemony in Zootopia movie. The first is dominant group that have two parts, civil society and the state. The civil society in Zootopia is the common citizen who did the hegemony toward the weak characters. The state is people who living under system of government who has a power to do hegemony toward the civil society. The second is the subordinate group, the group that dominated by the dominant group. This research also reveals that hegemony in Zootopia movie has two types; coercive control and consensual control. In coercive control, the dominant force the subordinate group to agree and follow their rule while in the consensual control, the dominant influence the subordinate group by their thought to make them follow their rule. In Zootopia movie, coercive power is the dominant and commonly used by the charaters.

Abstract Current educational systems and processes need to anticipate the challenges of the new millennium and lay the foundations for the future in the economic, social, technological, cultural and relational context. New educational programs must seriously consider a number of conditions such as: entirely new ways of serving existing needs and significantly disrupt existing industry value chains; growing transparency, consumer engagement, and new patterns of consumer behavior; the development of technology-enabled platforms that combine both demand and supply to disrupt existing industry structures, such as those we see within the “sharing” or “on demand” economy. In this paper I`ve started from the assumption that in the specific conditions of a creativity-based economy is necessary to rethink the components of the matrix partnership crossing from `triple helix` to `quadruple helix` logic. This new model becomes necessary because under current regional and international circumstances Mode 3 of knowledge production has become generalized. In this paper I`ve opted for the concept that adds civil society proposing reformulate the analytical model so as to place in balance integration with differentiation to produce suitability for a societal design defined by the self-organization of the sense communication process with respect to the analytical axes of complex systems. The basic idea of the research is to identify the way in which the challenges of internationalization of education, the transformations required by the emergence of this process, and the most relevant redefining that must take place at the level of curricular architectures and learning methods are understood. Based on the research I have made, I recommended few ways to cope with sensitive challenges educational systems are confronted with such as: better connecting theory and practice, teaching a more useful economics, designing the future based on the understanding of the past, minimizing the rhetorical component and maximizing the factual one, testing conformity of different ideas in advance.
