Kendari fishing port is one of the biggest tuna fisheries landing in Indonesia. It yearly average tuna production was more than 20 thousand tons. The tuna fishing fleet in Kendari use FAD (Fish Aggregating Devices) as an auxiliary fishing gear. FAD management is major issues in Indonesian tuna fisheries. extensive investment on FAD has led to increase of the juvenile and by catch and also social problem because of the competition. Technical efficiency analysis was done during this study, 2015 catch and logistic data from Kendari fishing port was run using stochastic frontier to obtain the model. Mean value technical efficiency was 0.534. Purse seine the highest mean value compared to other fishing gear. All the variables input show positive relationship to the catch except the days at sea variables, this is a signal that the increasing number of FAD has made the fisherman spend more time at sea it will decrease the technical efficiency. The results support the need of FAD regulation done by the government of Indonesia. Regulation will keep the number of FAD at optimum level and increase the technical effieciency so the fisheries keep gaining the optimum benefit from the resources.

SUMMARYGiven the importance of irrigation for rice production, this study compared the technical efficiency of irrigated and rain-fed rice (Oryza sativa) farms in the Upper Niger River Basin and Rural Development Authority (UNRBDA), Nigeria. Primary data were collected from 300 irrigators and 325 rain-fed rice producers. Applying the stochastic frontier Cobb–Douglas production function, net income analysis and Likert scale rating techniques, the study found that irrigated scheme increased marginal factor productivity and profitability. The study revealed the existence of large technical inefficiency in rain-fed farms when compared with irrigated farms. This suggests that there is room for output gains through technical efficiency improvement in the rain-fed system. The mean value of the marginal physical product of inputs (VMPPX) in the irrigated farms (₦2.32) was more than that of rain-fed farm (₦1.67). Thus, if the average producers in the rain-fed are to achieve the technical efficiency level of the average producer in the irrigated farms, they can realize 38% output gains. Similarly, the mean net farm income (NFI) of ₦62,280.00 per ha in the irrigated farm was more than double of that of rain-fed farms ₦22,391.00. The partial regression coefficients for the individual production factors (β1) and (β3) for labour input (X1) and other variable inputs (X3), respectively, were positive and significant at 1% level, suggesting that the partial elasticity of crop output with respect to labour and other costs was higher in the irrigated farms than in the rain-fed farms. The Likert scale rating techniques showed that the poor knowledge of irrigation techniques, insufficient water for irrigation during the dry season, high cost of labour and lack of access to credit were the critical constraints preventing the rain-fed rice producer from joining the irrigation scheme. In view of this, rice irrigators should be encouraged to train more rain-fed farmers on some rudiments of irrigation techniques. They should also be linked to the sources of finance. Water Users Association (WUA) should be established in communities within the scheme areas for effective communication between farmers and the officials of the UNRBDA. Decision on the allocation of resources to Fadama sites including water should be given to WUA to strengthen the membership of the organization, while the government officials serve as supervisory and advisory body.

This paper aims to describe the Fish Aggregating Devices (FADs) fisheries in Indonesia and its relation to sustainable fisheries management. On tuna fishing, FADs are widely used as a tool to attract fish. FADs uncontrolled development is feared to have an impact on the sustainability of fish resources. We found that most of the fish caught around FADs are still juvenile. Deployment FADs can also interfere with the swimming pattern of tuna resources. This is negatively affecting the sustainability of tuna resources. However, from the social and economic aspects, FADs provide significant benefits for fishing communities. The Government has imposed regulations on FADs but not yet implemented. The objective of SDG's in the management of tuna fisheries associated with FADs can be implemented through the application of RFMO regulations. Findings from this paper can be used for policy recommendations for the management of sustainable FADsfisheries.

An attempt was made to determine the overall farm-specific technical efficiency or inefficiency of onion farms of Bangladesh. Farm-level data were used for the estimation of the parameters of Cobb-Douglas stochastic frontier production function. The model for technical inefficiency effects in the stochastic frontier included age, experience, education, and farm size. The elasticity of output with respect to land, labour, and capital cost was estimated to be positive values of 0.3026, 0.0718, and 0.0442, respectively, and also significant. With respect to seed and irrigation, it was found to be insignificant with negative values of 0.0045 and 0.0007. It indicates that per hectare yield of onion decreases if the amount of seed and irrigation hour increase. The coefficients of age, experience, and farm size were significant with expected negative signs, which means that the inefficiency effects in onion production decreases with increase in age, experience, and farm size. The technical efficiency of onion farms varied from 58% to 99% with mean value of 83%. It denotes that there is a scope to increase output per hectare of onion farm by 17% through the efficient use of production  technology without incurring any additional costs. Rice is the most important food crop in Cambodia and its production is the most organized food production system in the country. The main objective of this study is to measure technical efficiency (TE) of Cambodian rice production and also trying to identify core influencing factors of rice TE at both national and household level, for explaining the possibilities of increasing productivity and profitability of rice, by using translog production function through Stochastic Frontier Analysis (SFA) model. Four-years dataset (2012-2015) generated from the government documents was utilized for the national analysis, while at household-level, the primary three-years data (2013-2015) collected from 301 rice farmers in three selected districts of Battambang province by structured questionnaires was applied. The results indicate that level of rice output varied according to the different level of capital investment in agricultural machineries, total actual harvested area, and technically fertilizers application within provinces, while level of household rice output varied according to the differences in efficiency of production processes, techniques, total annual harvested land, and technically application of fertilizers and pesticides of farmers. The overall mean TE was estimated at 78.4% (national-level) and 34% (household-level), indicates that rice output has the potential of being increased further by 21.6% (national production) and 66% (household) at the same level of inputs and technology if farmers had been technically efficient. The TE also recorded -7% decreasing rate at the national-level and -14.3% at household-level due to highly affected of natural disasters and various environmental and social factors during the study periods.

There is a retarded growth in poultry egg production in Ogun state, Nigeria. This has led to high cost of production and the average market prices of the product. The study therefore examined the technical efficiency of poultry egg production in Ogun state, Nigeria using the stochastic frontier production function model. Primary data were collected using a set of structured questionnaire from one hundred and twenty (120) poultry egg farmers who were selected using multi-stage sampling techniques, from Poultry Association of Nigeria, Ogun State chapter. The level of technical efficiencies (TE) varied widely across farms, ranging between 64 percent and 97 percent, with a mean value of 85.6 percent. Only years of experience negatively affected the TE while an increase in other socio-economic variables, such as education, age and location of farm led to an increase in the TE value. The major constraints in poultry egg production ranked in order of unbearable cost of feed, inadequate fund and capital, lack of disease control facilities and unstable power supply. This study recommends dissemination of improved modern technology in egg production to the poultry egg farmers.

The increasing need for food along with increasing population is one of the problems that must be resolved by Indonesia nation. The government is trying to increase rice production and productivity by using certified seeds. Certified seeds is expected to affect technical efficiency of rice farming. The objectives of this studies are to analyze the level of technical efficiency and to identify the factors that influence the technical efficiency of rice farming in various types of main sources of rice seeds in Indonesia. The study uses secondary data that obtained from Central Bureau of Statistic (BPS) as a results from the 2014 Rice Plant Business Household Survey (SPD 2014). Data were analyzed using stochastic frontier. The results showed that the average technical efficiency level achieved by farmers in rice farming is 0,656 or less than 0,70 (<0,70) so it can be said that rice farming in Indonesia is still technically inefficient. Factors that affecting the technical efficiency of rice farming in various types of main sources of rice seeds in Indonesia were age, formal education, dummy participation of agricultural extension, and dummy certified seeds.  Keywords: certified seeds, rice farming, stochastic frontier analysis, technical efficiency, non-certified seeds

There is considerable evidence from around the world to support the idea that access to formal financial services is a key factor towards achieving poverty alleviation. The government of Indonesia has placed high importance on the issue of improved access to financial services and one feels that it would be appropriate to begin the process of analyzing effective financial inclusion initiatives with the existing Bank Perkreditan Rakyat (BPR) system. BPRs have long been an integral part of Indonesia’s financial, economic, and social development. This research is focused on BPRs in West Java. In this research, the writer evaluates BPR performance within twenty-five districts in West Java, by measuring the technical efficiency levels of the BPRs through employing the Stochastic Frontier Approach (SFA). The district that has the highest BPR average inefficiency score is Bandung city and the district with the lowest average BPR inefficiency score is the district of Ciamis. Increases in bank concentration (indicated by the Hirschman-Herfindahl Index) and income per capita are shown to decrease BPR inefficiency levels. Increases in the percentage of the population under the poverty line, the percentage of the labor force with a high school education, the percentage of road length per area, and the amount of bank offices per district, increase the inefficiency levels of BPRs. Overall, it is found that BPRs cannot operate efficiently in areas which are too underdeveloped; neither can they operate efficiently in areas which are too well developed.AbstrakTerdapat bukti substantif pengalaman berbagai negara di dunia bahwa akses pada jasa finansial formal adalah faktor kunci dalam upaya pengentasan kemiskinan. Pemerintah Republik Indonesia telah menempatkan upaya peningkatan mutu dan akses jasa finansial bagi masyarakat Indonesia, sebagai salah satu kebijakan utama dalam pengentasan kemiskinan. Tulisan ini bertujuan untuk membahas dan menganalisa efektivitas badan-badan penyedia jasa finansial di Indonesia, sebagai starting-point dengan memulai analisa efektivitas jasa finansial yang diberikan oleh Bank Perkreditan Rakyat (BPR). Penelitian ini difokuskan kepada BPR di Jawa Barat. Penulis mengevaluasi performa BPR pada 25 kabupaten/kota di Jawa Barat, dengan mengukur tingkat efisiensi teknis melalui metode Stochastic Frontier Approach (SFA). Kota tempat BPR yang memiliki rata-rata in-efisiensi tertinggi adalah Kota Bandung dan Kabupaten dengan in-efisiensi rata-rata BPR-nya yang terendah adalah Kabupaten Ciamis. Peningkatan dalam konsentrasi perbankan di sebuah kabupaten/kota (terindikasi Hirschman-Herfindahl Index) dan peningkatan pendapatan per kapita pada kabupaten/kota tersebut terbukti menurunkan tingkat inefisiensi BPR. <p><strong>English</strong><br />Technical efficiency and profitability are the key for business enterprise development. Kupang regency is a center of smallholder broiler farms in East Nusa Tenggara Province that evolve with partnership and non-partnership types of enterprises. The study aims to analyze technical efficiency and profitability of the two types enterprises that may be useful in formulating broiler farming development in policy in Kupang Regency. Data was collected from purposively selected of 30 partnership farmers and 30 non partnership farmers in July 2019-August 2020. Technical efficiency was measured using the stochastic frontier production function. Profitability was measured using the R/C ratio. Results showed that both partnership and non-partnership enterprises are technically efficient, but technical efficiency of the non-partnership group is higher than the partnership group. Determinants of technical inefficiency of the partnership group are farmers’ education and family size. Determinants of technical inefficiency of the non-partnership group are farmers’ education, length of farming experience and family size. The non-partnership enterprises are more profitable than the partnership enterprises with average R/C ratio 1.19 and 1.06, respectively. Appropriate use of inputs, technology innovation and good farm management practices should be facilitated by the government in order to further increase farm technical efficiency and profitability.</p><p><br /><em></em></p><p><strong>Indonesian</strong><br />Efisiensi teknis dan profitabilitas adalah kunci utama perkembangan suatu usaha. Kabupaten Kupang merupakan salah satu daerah sentra peternakan rakyat ayam broiler di Provinsi Nusa Tenggara Timur, yang sedang berkembang dengan pola usaha sistem mitra dan nonmitra. Penelitian bertujuan untuk menganalisis efisiensi teknis dan profitabilitas kedua pola usaha ternak ayam broiler yang diharapkan berguna dalam perumusan kebijakan pengembangan peternakan ayam broiler di Kabupaten Kupang. Data dikumpulkan dari 30 peternak mitra dan 30 peternak nonmitra yang dipilih secara purposif pada Juli 2019–Agustus 2020.  Efisiensi teknis diukur dengan mempergunakan fungsi produksi <em>stochastic frontier.  </em>Profitabilitas diukur dengan R/C rasio. Penelitian menunjukan bahwa peternakan ayam broiler pola kemitraan maupun nonmitra adalah efisien secara teknis namun efisiensi teknis kelompok nonkemitraan lebih tinggi dari kelompok kemitraan. Inefisiensi teknis usaha ternak mitra dipengaruhi oleh tingkat pendidikan peternak dan jumlah tanggungan keluarga. Sedangkan inefisiensi teknis usaha ternak nonmitra dipengaruhi oleh tingkat pendidikan peternak, pengalaman beternak, dan jumlah tanggungan keluarga. Usaha ternak nonmitra lebih menguntungkan dibandingkan sistem mitra dengan nilai R/C rasio berturut-turut 1,19 dan 1,06. Penggunaan <em>input</em> yang sesuai, inovasi teknologi dan penerapan manajemen usaha ternak yang baik perlu difasilitasi pemerintah guna meningkatkan efisiensi teknis usaha dan profitabilitas usaha ternak.</p>

The use of anchored fish aggregating devices (a-FADs) in the Indonesia-Indian Ocean has increased rapidly. Since 2004, the Government of Indonesia has issued various FAD related fisheries regulations; however, its implementation was difficult, largely due to the lack of such information. As an endeavor to improve the management of tuna fisheries associated with FADs in this area, an Indonesia–Australia research collaboration project conducted a port sampling program from November 2013 to December 2015 in three key fishing ports in the western Indonesia, i.e., Pelabuhanratu (West Jawa), Muara Padang (West Sumatera), and Bungus (West Sumatera). Data were collected through daily enumeration and interviews with skippers, which consisted of catch, trip duration, biological data, and number of FADs visited. These data were analyzed to estimate catch rate, success rate, and length frequency distribution. The success rate of hand line/trolling line (HL/TR) at Muara Padang showed much lower than that at Pelabuhanratu. This may be due to more a-FADs or higher density in the Padang region, competing with purse seine (PS) boats operating in the same area, than those in the Pelabuhanratu region. The species composition caught by HL/TR and PS associated a-FADs in Indonesian FMA 572 and 573 include skipjack (SKJ, Katsuwonus pelamis), yellowfin (YFT, Thunnus albacares) and bigeye tuna (BET, T. obesus). A large proportion of the SKJ, YFT and BET caught at both Indonesian FMA 572 and 573 were juvenile fish, below the reported length at maturity (Lm) for those species.

Abstract This study is intended to scrutinize the technical efficiency of large scale grain crop producers in North West Ethiopia. Moreover, the study endeavored to determine socioeconomic characteristics, and farm management practices which influence the technical inefficiency in large scale grain production. Multiple stages random sampling technique was used to select 200 producers. The empirical results revealed that capital, labor, land, and seed input affect the output positively. The responsiveness of yield shows that a one-percent increase in utilization of capital, labor and land inputs will increase the grain production by 0.18%, 0.23% and 0.56% respectively, while, the agrochemical input influences the output negatively. Evidences from the technical inefficiency model shows that gender and levels of education variables increase technical efficiency. Age, occupation, district, and subsidies variables increase technical inefficiency. Producers’ technical efficiencies range from 23 to 100% and the mean technical efficiency is 71.7%. More effort should be made for adult and continuing education. Female producers should be given an opportunity in the management place in the large scale grain farming segment. In addition, the government is compelled to give strategies about proper input appliance and set up the pilot research institution in the study area.
