There are a large variety and quite abundant types of small pelagic fish that have high economic value in the Sulawesi Sea. One of which is the blue scad fish or commonly known as malalugis (Decapterus macarellus). This study aims to analyze and determine the status of scad fisheries management and to develop recommendations in the management of scad fisheries in the waters of Sulawesi Sea, North Sulawesi Province. The evaluation of fishery management status is carried out using multi-criteria analysis (MCA) through the development of composite index of each indicator of Ecosystem Approach to Fisheries Management (EAFM). The results showed that, in general, the status of scad fisheries management in North Sulawesi Province, was in ‘good’ category, specifically reviewed from the domain of fish resources fall into the category of “medium”, habitat and ecosystem “good”, fishing techniques “good”, economy “not good”, social “medium” and institutional “good”. Management actions take precedence over domains that have “poor” indicator values. Priority management action is implemented in the economic domain, followed by the domain of fish resources, social, institutional and fishing techniques.Indonesian title: Pengelolaan perikanan ikan layang (Decapterus spp.) di perairan Laut Sulawesi, Provinsi Sulawesi Utara, menggunakan EAFM

Study on small-pelagic fisheries in the border regions between Indonesia - Timor Leste has taken place in Belu District, East Nusa Tenggara. It was aimed to assess the status of small pelagic management and formulate the strategic and tactical steps for implementing sustainable fisheries management. The study site took place at four villages at the sub-district of Tasifeto Timur and Kakuluk Mesak. Data were collected through interview techniques, observation, and measurement of 30 indicators from six domains of EAFM, ecosystem approach to fisheries management, of which assessment of each indicator within each domain was conducted and presented into the flag model.  Based on that results, tactical decisions and strategic planning were formulated. The results showed that small-pelagic fisheries management in Belu classified as a fairly medium category. Domain fish resources and fishing technology classified as a good category and domain habitat and ecosystem, social, economic and institution are classified as a medium category. To improve small-pelagic fisheries management in Belu District, several indicators are recommended for improvement in form of tactical and strategic management decisions

The purpose of this study is to determine the status of the ecosystem approach to fisheries management (EAFM) in the Fishing Technique Domain for shrimp commodities in South Sorong Regency. This research was conducted in September 2018 and took place in the South Sorong Regency of West Papua Province precisely in Teminabuan District, Konda District, and Inanwatan District. The data collection technique used in this study is observation where the researchers conducted a direct observation of the object of the research to see the activities in the area closely. From the results of the study, the analysis of EAFM composite index in the domain of fishing technique in South Sorong Regency showed that destructive fishing for banana shrimp (Penaeus merguiensis) is in good condition with a green modeling flag and an average value of 3. In this study, the indicators of fishing gear and fishing aids modification, the indicators of fisheries capacity and fishing efforts, as well as capture selectivity are in good status. Whereas, the indicators that have bad status and need to be prioritized for future sustainable fisheries management are fishing with legal documents and fishing vessel crew certificates.

<p>Perikanan malalugis biru (Decapterus macarellus) merupakan perikanan pelagis kecil dominan yang tertangkap di Laut Sulawesi dan memegang peranan penting dalam sektor perikanan sehinga perlu pengelolaan yang baik melalui inisisasi penerapan EAFM. Pengelolaan perikanan dengan pendekatan ekosistem (EAFM) merupakan salah satu konsep pengelolaan secara holistik di dalam pengelolaan perikanan. Penelitian ini bertujuan untuk menganalisis status pengelolaan perikanan malalugis di Laut Sulawesi dan menetapkan tujuan operasional, langkah pengelolaan yang harus dilakukan dan peran serta setiap pemangku kepentingan dalam upaya pengelolaan berdasarkan tahapan implementasi EAFM. Hasil kajian menunjukkan bahwa status perikanan malalugis di Laut Sulawesi saat ini berada dalam kategori sedang. Isu-isu utama yang terindikasi adalah terjadinya penurunan ukuran hasil tangkapan, penggunaan alat tangkap yang merusak, pencemaran perairan di lokasi industri, keterlibatan pemangku kepentingan yang kurang optimal, kepemilikan aset dan kurangnya kepatuhan terhadap peraturan. Domain yang perlu mendapatkan perhatian utama dalam pengelolaan perikanan malalugis adalah domain sumberdaya ikan, teknik penangkapan ikan, ekonomi dan kelembagaan. Upaya pengelolaan yang dilakukan pada setiap domain didasarkan pada isu utama yang muncul dan diperlukan konektivitas upaya antar lembaga untuk menghasilkan status pengelolaan perikanan yang baik, sehingga kelangsungan sumberdaya ikan malalugis di Laut Sulawesi dapat lestari</p><p> </p><p>Mackerel scad or malalugis fisheries (Decapterus macarellus) is a dominant catch of small pelagic fisheries in Sulawesi Sea. It takes important role on fisheries sector,and need a good managemant by implementation of Ecosystem Approach to Fisheries Management (EAFM). EAFM isone of hollistic approaches on fisheries management. The research aim were to analyze the management status of mackerel scad fisheries in Sulawesi Sea, set up the operational objective and management action, and identify stakeholders participation in implementing EAFM. The results showed that mackerel scad fisheries condition in Sulawesi Sea is moderate. Several issues were identified, that are decreasing on the size catch of fish, the using of destructive fishing gear, water pollution in industry area, unoptimal stakeholders participation and lack of adherences to rules. The management action should be focused on fish resources, fishing technique, economic and institutional domains. Main issues in every domain are the baseline for setting up the management actions. The connectivity actions among institutions are needed to obtain a good fisheries management status, therefore mackerel scad resources could be sustainable.</p>

The research aims to record the types of shark utilization in Selayar Islands Regency, explore the spread and shark status of the Regency of Selayar Islands, and examine the sustainability status of shark utilization by fisherman in Selayar Islands. The research method was based on the assessment of EAFM indicator assessments to assess the performance of shark resource management on Tarupa Island, Rajuni Island, Polassi Island and Kayuadi Island Selayar Islands Regency with an indicator approach involving two domains, i.e (1) Fish resources and (2) Fishing technique. The methods of obtaining the data were survey by extracting the data through interviews/questionnaire. The sample was determined using purposive sampling technique. The results of the research indicate that the status of utilizing shark fishery in Selayar Islands Regency is currently in medium category. The main issues indicated are a decrease in catch size and the catch of sharks that are not feasible to catch (50% of catch <Lm). The domains that need to get primary attention in the management of sharks fisheries are the domains of fish resources and fishing technique. The efforts of management carried out in each fields are based on central issues that emerge. Connectivity efforts between communities and institutions are needed to produce functional fisheries management status so that the sustainability of shark resources in Selayar Islands Regency can be sustainable

Recent global improvements to fisheries sustainability have been made through the adoption of more holistic management frameworks, such as the ecosystem approach to fisheries management (EAFM) and ecosystem-based fisheries management (EBFM), and a concurrent transition from a focus on single species or stocks to multispecies and ecosystems. In the US, federal and regional fisheries management encompass multiple layers of comprehensive, ecosystem focused management strategies for living marine resources within its network of large marine ecosystems (LMEs). Here, we provide an overview for the US portion of the Gulf of Mexico large marine ecosystem (GOM-LME) by examining multiple aspects of its fishery management scheme through the lenses of EAFM, EBFM, and the integrated ecosystem assessment (IEA) framework that has been used worldwide to advise, inform, and operationalize ecosystem management. The US-GOM's fishery management and ecosystem community appears to be keeping pace with other US regional efforts. However, more tools like fishery ecosystem plans (FEPs), which are conducive to the effective integration of ecosystem considerations into fishery management processes, are needed to inform and guide the work of regional managers, decision-makers, and stakeholders. Therefore, we propose a structured planning process aimed at advancing the development and implementation of a GOM-FEP, and describe two case studies of EAFM and EBFM applications, respectively, that can help to navigate through our proposed planning process. This work offers strategic guidance and insights to support efforts of regional fishery managers to translate ecosystem management principles, approaches, and objectives into an "action oriented" FEP in the GOM-LME.

Pengertian dasar untuk pengelolaan perikanan terkait dengan fungsi fungsi biologi, sosial, teknologi, ekonomi serta lingkungan sumber daya sebagai komponen yang saling berhubungan untuk terjaminnya pengelolaan secara berkelanjutan. Stok ikan, ekosistem dan masyarakat nelayan merupakan salah satu kesatuan yang tidak dapat dipisahkan dalam sistem yang dinamis, dimana perubahan taktik dan strategi pemanfaatan masih merupakan suatu hal yang banyak dilakukan dalam rangka penyesuaian antara faktor teknis dan ekonomis yang sering kali mengabaikan pertimbangan bio-ekologi sumberdaya ikan. Sasaran pendekatan dan kebijakan pengelolaan perikanan di berbagai negara sudah mulai berubah, diawali dengan pendekatan memaksimalkan tangkapan tahunan dan ketenaga-kerjaan menuju ke konservasi dan pengelolaan berbasis pelayanan ekosistem. Konsep pengelolaan berbasis masyarakat dan ko-manajemen masih terbatas pada pengelolaan kawasan konservasi dan habitat terumbu karang. Adanya kesenjangan dan perbedaan antara kepentingan kawasan konservasi sebagai akibat kurangnya pemahaman kolektif terhadap tujuan pengelolaan, dan kerapkali menyebabkan aktifitas perikanan tangkap sebagai bagian dari kebutuhan ekonomis berbenturan dengan fungsi kawasan konservasi dalam jangka panjang. Pengendalian upaya penangkapan dan memahami dinamika perikanan, serta mengelola nelayan menjadi prioritas untuk pengelolaan sumber daya ikan, sedangkan konsep pengelolaan berbasis masyarakat dan ko-manajemen ditempatkan sebagai pelengkap untuk menutupi kelemahan aspek legal wilayah pengelolaan perikanan atau sumber daya ikan.Basic understanding of fisheries management related to biology, social, technology and economic function of fish resources. Fish stocks, ecosystem and fishers community are the integrated component under the dynamic of fisheries system, where as changing and on fishing tactic and strategy still exist to adjust between biology, technics and economics aspects. It is obvious that all technological creeps oftenly ignored the bio-ecological consideration of fish resources. The fisheries management and its policy were gradually shifting from maximize the catch, job opportunity become conservation and ecosystem based fisheries management. The concept of community-based management and co management is still limited to the management of conservation areas and coral reef habitats. The existence of gaps and differences between the interests of the conservation area as a result of a lack of understanding collective to the management objectives and often causing fishing activities as part of the economic needs clash with the function of conservation areas in the long term. Control efforts to capture and understand the dynamics of fisheries, as well as managing fishing is a priority for the management of fish resources, while the concept of community-based management and co management issued as a supplement to cover the weakness of legal aspects of the fishery management area or fishery resource.

Reef fish in Spelman strait, Indonesia, is one of the fishery resources of considerable economic value. Unfortunately, there is still the use of unfriendly resources equipment (destructive fishing) that cause potential social problems. In this study, all components of the EAFM (Ecosystem Approach to Fisheries Management) composed of 6 domains, namely (1) fish stocks, (2) environment and ecosystem, (3) fishing techniques, (4) culture, (5) social, and (6) institutional are analyzed combining with MDS (Multidimensional Scaling).  The main aim of this research is to find out the root solution for managing coral reefs in the coastal waters of Spelman Strait.  The sustainability status review in the fishery resource domain, the environment and ecosystem domain, the fishery technique domain, the social domain, and the economic domain were respectively were 87.69, 88.17, 51.22, 51.61, and 72.67 which were in the category sustainable. Meanwhile, the sustainability status review in the institutional domain was 42.15, which was in the category of less sustainable. Institutions are the primary base for reef fishery protection in the Spelman Strait.

Pengelolaan perikanan kepiting pada Kawasan Konservasi Pesisir dan Pulau-Pulau Kecil Pulau Kei Kecil dan Perairan Sekitarnya di Kabupaten Maluku Tenggara Provinsi Maluku telah dilakukan. Salah satunya melalui pengembangan kelembagaan pengelola di Ohoi Evu, Kecamatan Hoat Sorbay. Inisiatif pengembangan model pengelolaan perikanan kepiting berbasis masyarakat dimulai dengan pembentukan kelompok nelayan Sinar Abadi. Kajian bertujuan menilai dinamika, status dan perkembangan kelembagaan di masyarakat dalam mendukung pengelolaan perikanan kepiting secara berkelanjutan. Dinamika kelembagaan dianalisis melalui penilaian domain kelembagaan dalam Ecosystem Approach to Fisheries Management (EAFM) dan pendekatan flag model. Status dan perkembangan kelembagaan dianalisis dengan pendekatan Institutional Development Framework (IDF). Penelitian ini menemukan dinamika kelembagaan pengelola perikanan kepiting bakau di Ohoi Evu tergolong dalam kategori sedang. Status kelembagaan cukup baik, berada pada tahap pemantapan dan kebutuhan pengembangan kelembagaan mendesak. Implikasi pengembangannya adalah peningkatan kapasitas kelembagaan dalam pengelolaan perikanan kepiting bertanggungjawab, penetapan dan implementasi Rencana Pengelolaan Perikanan Kepiting, serta penguatan sumberdaya manajemen kelompok dan kemitraan.The management of crab fishery in the Coastal and Small Islands Conservation Area of Kei Kecil Island and the surrounding Waters of Southeast Maluku Regency of Maluku Province has been conducted. One of them is through the development of management institution in Ohoi Evu, Hoat Sorbay Sub-district. The initiative of developing a community-based crab fisheries management model begins with the formation of the Sinar Abadi fishing group. The study aims to assess the dynamics, status and institutional development in the community to supporting the sustainable management of crab fisheries. The institutional dynamics are analyzed through the assessment of institutional domains in the Ecosystem Approach to Fisheries Management (EAFM) and the flag model approach. Institutional status and development are analyzed by Institutional Development Framework (IDF) approach. This research found that the institutional dynamics of crab fishery management in Ohoi Evu belong to medium category. The institutional status is quite good, at the consolidation stage and the urgent institutional development needs. The implications are enhancement of institutional capacity in responsible fishery management of crabs, establishment and implementation of the Crab Fisheries Management Plan, and strengthening of institutional management resources and partnership.

Biodiversitas 20: 1802-1810.  The purpose of this study was to assess the status of reef fisheries management in a marine protected area base on ecosystem approach indicators and to determine the tactical decisions required to improve management. The study site was in Karimunjawa National Park (KNP) Jepara, Central Java, Indonesia. Data were collected using survey and observation methods and included both primary and secondary data. Coral fish, which were the object of the study was Caesio cuning, Caesio caerulaurea, Plectropomus oligacanthus, and Parupeneus barberinus. Determination of the status of each ecosystem approach indicator was conducted using the flag model. Tactical decisions were necessary to improve the status of management indicators. The results indicated that the ecological status of reef fisheries management of KNP is at a moderate level with an achievement value of 62.75% Tactical decisions are necessary to push the ten indicators to achieve a better level. Three indicators still received a poor status, and the remaining (seven indicators) were within the moderate status. Therefore, the three indicators that need to be improved quickly are fish abundance, fishing gear modification, and fishing capacity.
