The report is devoted to the problem of reading with understanding in the fourth grade. The problem of the levels of reading literacy of elementary school pupils is also affected by international systems for assessing their achievements worldwide - PISA and PIRLS. The worrying results show that Bulgaria occupies one of the last places of literacy in the charts of the two international systems, which implies the necessity of introducing changes in the educational system. For this reason, the National External Assessment at the end of the 4th grade was introduced, based on the level of literacy and reader competence of our students.As a result of yearly tests and many expert studies, we disprove the information originally presented that we are at the bottom of the literacy chart in Europe. During the last few years, Bulgarian students have not only improved their literacy skills, but they have also been among the successful participants in national reading competitions, the project initiatives organized by the Ministry of Education and Science and the clubs for readership interests of the local libraries .Our pupils work on learning projects both in school time and in extracurricular activities that teachers place on their own. Design works are not only a pleasant activity for learners, but also a way of enriching the child's personality, building useful competencies and stimulating the development of creative activity. Apart from the above, the project activities allow students to share ideas, experiences, interests, teamwork, listen and respect with respect to their classmate's point of view, to communicate as equal partners in the process of project endeavors. Teamwork brings together the class and sets the foundations for a friendly work environment where each team member makes every effort to finalize the project.

AbstractThe EUROMACS Right-Sided Heart Failure Risk Score was developed to predict right ventricular failure (RVF) after left ventricular assist device (LVAD) placement. The predictive ability of the EUROMACS score has not been tested in other cohorts. We performed a single center analysis of a continuous-flow (CF) LVAD cohort (n = 254) where we calculated EUROMACS risk scores and assessed for right ventricular heart failure after LVAD implantation. Thirty-nine percent of patients (100/254) had post-operative RVF, of which 9% (23/254) required prolonged inotropic support and 5% (12/254) required RVAD placement. For patients who developed RVF after LVAD implantation, there was a 45% increase in the hazards of death on LVAD support (HR 1.45, 95% CI 0.98–2.2, p = 0.066). Two variables in the EUROMACS score (Hemoglobin and Right Atrial Pressure to Pulmonary Capillary Wedge Pressure ratio) were not predictive of RVF in our cohort. Overall, the EUROMACS score had poor external discrimination in our cohort with area under the curve of 58% (95% CI 52–66%). Further work is necessary to enhance our ability to predict RVF after LVAD implantation.

We have studied the use of coercive medical measures (forced medication, isolation, and mechanical restraint) in mentally ill inmates within two secure psychiatric hospitals (SPH) and three regular prisons (RP) in Spain. Variables related to adopted coercive measures were analyzed, such as type of measure, causes of indication, opinion of patient inmate, opinion of medical staff, and more frequent morbidity. A total of 209 patients (108 from SPH and 101 from RP) were studied. Isolation (41.35%) was the most frequent coercive measure, followed by mechanical restraint (33.17%) and forced medication (25.48%). The type of center has some influence; specifically in RP there is less risk of isolation and restraint than in SPH. Not having had any previous imprisonment reduces isolation and restraint risk while increases the risk of forced medication, as well as previous admissions to psychiatric inpatient units does. Finally, the fact of having lived with a partner before imprisonment reduces the risk of forced medication and communication with the family decreases the risk of isolation. Patients subjected to a coercive measure exhibited a pronounced psychopathology and most of them had been subjected to such measures on previous occasions. The mere fact of external assessment of compliance with human rights slows down the incidence of coercive measures.

The present empirical study was designed to study the correlation between the academic achievement and consciousness at two different educational levels of the university. The study was a non-experimental correlation study which was conducted on 150 students (75 graduates, 75 post graduates) of Faculty of Education, Dayalbagh Educational Institute, Agra, Uttar Pradesh, India. The number of male and female students was in the ratio of 65:35. A willing participation of the students in the study was sought. Consciousness Quotient Inventory by Brazdau (2008) was used to assess consciousness quotient of the university students at two different educational levels (i.e. graduation and post-graduation). To measure the academic achievement of the students, students' scores of internal and external assessment at the university were considered. Pearson's Product Moment Correlation was used to find out correlation between the scores of Academic achievement and consciousness quotient. Results indicated a significant positive correlation between academic achievement and Consciousness of the students at the two educational levels at the university. Moreover, results indicated the rise in consciousness level with the rise in the educational level at the University. At the end of the paper, educational implications of the study are provided for the teachers, educators, administrators and other people associated with the field of education.

High-stakes external assessment for practical courses is fraught with problems impacting on the manageability, validity and reliability of scoring. Alternative approaches to assessment using digital technologies have the potential to address these problems. This paper describes a study that investigated the use of these technologies to create and submit digital representations of practical production work and forms of creative expression for summative high-stakes assessment. The study set out to determine the feasibility of students creating and submitting these digital representations for assessment and to identify which of analytical or comparative pairs scoring generated the more reliable scores. This paper proposes that scoring digital representations of creative practical work submitted by students is a viable alternative to traditional approaches to assessment. L’évaluation externe à enjeux élevés dans les cours pratiques se heurte à des problèmes qui se répercutent sur la gestion, la validité et la fiabilité de la notation. Des approches différentes de l'évaluation utilisant des technologies numériques ont le potentiel de remédier à ces problèmes. Cet article décrit une étude consacrée à l'utilisation de ces technologies pour créer et soumettre des représentations numériques de travaux pratiques de production et de création pour une évaluation sommative à enjeux élevés. L'étude visait à déterminer si la création de ces représentations numériques par les étudiants et leur soumission pour évaluation étaient réalisables. Elle visait aussi à identifier quel système de notation de groupe, analytique ou comparatif, générait les scores les plus fiables. Cet article soutient que noter les représentations numériques de travaux pratiques soumis par les étudiants offre un choix viable aux approches traditionnelles d'évaluation.

The article is devoted to the study of the peculiarities of the protection of the honor and dignity of the National Police of Ukraine. The notion of honor and dignity of a police officer is considered and analyzed. The author revealed the meaning of the terms «dignity» and «honor» and provided a definition of honor and dignity of police officers within the independence of these terms and pointed out the main difference between these concepts. The article identifies the current state of national and international legislation on the protection of honor and dignity. The main characteristics and indicators of professional honor and decent behavior of a police officer are given. It is noted that the real protection of the honor and dignity of police officers in practice is virtually ignored and, according to current statistics, offenses against the honor and dignity of police officers are indicators of latent crime. The experience of European countries, namely Poland and France on the mechanism of protection of personal safety and security of police officers is considered. The main provisions of the draft Law of Ukraine «On Amendments to the Code of Administrative Offenses of Ukraine to protect the honor and dignity of employees of the National Police of Ukraine, members of public formations for the protection of public order and the state border and servicemen» № 5050. It has been found that the honor of the police officer is a directly external assessment of the police officer from the society or the relevant social group, which characterizes the moral appearance of the entire personnel of the bodies and units of the National Police of Ukraine. The dignity of the police officer is the internal self-esteem of police officers as a moral personality that is significant for the environment, for society, and determining the significance of the police as a professional based on its achievements, self-esteem. The protection of the honor and dignity of the police as a citizen of Ukraine is carried out on general grounds and does not guarantee a certain level of protection during the execution of police officers.

In 2005, the Ministry of Education of Argentina launched a new policy to allocate public funds to national universities: the contractualization policy. Its purpose is to allocate funds to improve teaching quality based on an institutional plan defined by each university. It is expected that this plan addresses the main weaknesses detected during the external assessment coordinated by the National Committee of University Assessment and Accrediting (CONEAU). This paper presents the main findings of a research project carried out to help in the design of this contractualization policy. The two most important antecedents, the French and the Catalonian cases, are examined through the study of official documents, on-site observation of the French negotiation processes, and interviews with government and university key officials. The study concludes with the main lessons learned from these experiences and shows that this mechanism has clear advantages when aligning the strategic objectives that the government and universities have, in order to improve university quality.
