The operation of technical objects is subject to the regulatory conditions established by their manufacturer. Regime of regulatory conditions keeping needs to be controlled. A new technical object at the time of commissioning has an initial, maximum level of technological efficiency of operation, including ecological, economic and general technical components, and has an initial, complete working capacity resource too. During operation, the technical object wears-out, its technological efficiency is reduced. In accordance with the international standard and the standard of Ukraine, a technical object that has exhausted a resource is subject to decommissioning and replacement with a new technical object, since at a level of technological efficiency that is less than the minimum, the use of technical object is inexpedient. However, in the current difficult economic conditions in Ukraine, the replacement of worn-out equipment with a new one is impracticable. Further use of worn-out equipment is inevitable. To control a worn out object, complex automation is required. The technical object is studied in this direction from three positions. The first is to study the process of wearing-out. The second is the prediction of wearing-out dynamics. The third is the object control in the process of its wearing-out. The development of the theory and practice of worn out objects automating leads to the formulation of new tasks. With long-term operation of the equipment, it is necessary to periodically adjust its characteristics. It is necessary to create adaptive automatic control systems that take into account the degree of equipment wear-out and conditions of its operation. It is important to establish the patterns of influence of the current state of the equipment and the operating conditions on its residual resource. A productive way to increase the efficiency of worn-out equipment is its renovation by implementing measures that increase the level of efficiency of the most worn-out elements of technical objects. The technical objects control with registration their wear-out will ensure compliance with the regulations for their operation.

Analysis and formalization of the monitoring and automatic control tasks of the MR for the movement and execution of various types of technological operations on inclined and vertical ferromagnetic surfaces are obtained. Generalized structure of mobile robotic complex is shown with main subsystems consideration. Critical analysis of the current state of the problem of development of universal structures of mobile robots (MRs) for the various types of technological operations execution and elaborations of computerized systems for monitoring and control of MR movement is done. In particular, wheeled, walked and crawler type MRs with pneumatic, vacuum-propeller, magnetic and magnetically operated clamping devices to grip with vertical and ceiling surfaces are reviewed. The constructive features of the crawler MR with magnetic clamping devices capable of moving along sloping ferromagnetic surfaces are considered. The basic technical parameters of the MR are shown for the further synthesis of computerized monitoring and automatic control systems. Formalization of the tasks of monitoring and control of the MR positioning at the processing of large area ferromagnetic surfaces is considered from the point of view of control theory.

В статье изложен обзор современного состояния теории и практики предупреждения мошенничеств, совершаемых осужденными с помощью средств мобильной связи из учреждений уголовно-исполнительной системы России. Исследованы и оценены изменения законодательства, регулирующего рассматриваемую сферу правоотношений, предложения ученых относительно повышения эффективности борьбы с указанным видом мошенничеств, практические материалы. Обозначена проблема, связанная с отсутствием в данных официальной статистики о состоянии преступности в России сведений о количестве мошенничеств, совершаемых осужденными с помощью средств мобильной связи, что бывает необходимо для проведения научных и прикладных исследований, выработки мер по предупреждению и оценки их эффективности в борьбе с анализируемым противоправным деянием. Сформулированы рекомендации, направленные на повышение эффективности предупреждения «телефонных» мошенничеств, совершаемых осужденными в период отбывания наказания в исправительных учреждениях, в частности предложение правового характера, регулирующее сферу индивидуальной профилактики правонарушений, совершаемых осужденными, и предложение в области статистического учета преступлений и отчетности.The article presents an overview of the current state of the theory and practice of fraud prevention committed by convicts using mobile communications from institutions of the criminal Executive system of Russia. The changes in the legislation regulating the sphere of legal relations, the proposals of scientists on improving the effectiveness of combating this type of fraud, practical materials are studied and evaluated. There is a problem related to the lack of information in the official statistics on the state of crime in Russia on the number of frauds committed by convicts by means of mobile communication, which is necessary for scientific and applied research, the development of measures to prevent and assess their effectiveness in combating the illegal act in question. Recommendations have been made to improve the prevention of «telephone» fraud committed by convicted persons while serving their sentences in correctional institutions, in particular a legal proposal regulating the scope of individual prevention of offences committed by convicted persons and a proposal in the field of crime statistics and reporting.

Rigid filters made of ceramic or metal are widely used to remove solid particles from hot gases at temperature above 260 °C in the petrochemical and coal industries. Pulse-jet cleaning of fine dust from rigid filter candles plays a critical role in the long-term operation of these filters. In this study, an experimental apparatus was fabricated to investigate the behavior of a 2050 mm filter candle, which included monitoring the variation of pressure dynamic characteristics over time and observing the release of dust layers that allowed an analysis of the cleaning performance of ISO 12103-1 test dusts with different particle size distributions. These results showed the release behavior of these dusts could be divided into five stages: radial expansion, axial crack, flaky release, irregular disruption and secondary deposition. The cleaning performance of smaller sized dust particles was less efficient as compared with larger sized dust particles under the same operating conditions primarily because large, flaky-shaped dust aggregates formed during the first three stages were easily broken into smaller, dispersed fragments during irregular disruption that forced more particles back to the filter surface during secondary deposition. Also, a “low-pressure and long-pulse width” cleaning method improved the cleaning efficiency of the A1 ultrafine test dust from 81.4% to 95.9%.

Development relevance to improve the operational parameters of the support units of machine tools in their design elements is introduced that increase the rigidity of the components, their carrying capacity, damp occurring vibrations in the process, the coefficient of performance (COP), smoothness of motion, positioning accuracy, reducing the wear of their working surfaces and maintain the original accuracy. A number of engineering development [1], [2], aimed at improving the above characteristics of the machine by changing and improving design of reference nodes used in these rails rolling bearings, aerostatic and hydrostatic guides, as well as the use of automatic control systems of its basic parameters, determine its quality. However, in some operating conditions in which errors occur, mainly due to the instability of oil-film thickness (gap) between the mobile and immobile elements of the hydrostatic bearing. For high accuracy requirements it will negatively affect the quality of machined parts and equipment performance. On this basis, it becomes apparent urgency of the problem of automatic stabilization of oil-film thickness (gap) in the IR. To ensure high precision equipment to improve power system hydrostatic bearing units of machine tools. This, in turn, creates the prerequisite for the development of stabilization systems of the gap in the hydrostatic bearing, with the help of which the thickness of oil layer in them would be kept constant even with significant dynamic load on the support.

The aim of this work was to evaluate the long-term performance of a Membrane Bioreactor (MBR) that operated continuously for 2.5 years and to assess membrane fouling and biomass activity under various operating conditions. Furthermore, a method for the characterisation of influent wastewater was developed based on its separation into various fractions. The MBR system operated at the solids retention times (SRT) of 10, 15, 20 and 33 days. The increase of SRT resulted in a decrease of the fouling rate associated with the reduction of extracellular polymeric substances. Moreover, the SRT increase resulted in a significant reduction of the Oxygen Uptake Rate (OUR) due to the lower availability of substrate and in a notable decrease of the maximum OUR since high SRT allowed the development of slower growing microorganisms. Biomass consisted of small flocs due to extensive deflocculation caused by intense aeration. Finally, the method developed for wastewater characterisation is straightforward and less time consuming than the usual method that is employed.

The relevance of the article is that the Constitution of Ukraine stipulates that a person, his life and health, honor and dignity, inviolability and security are recognized in our state as the highest social value. The activity of law enforcement bodies and judicial authorities in the state is aimed at ensuring the implementation of this provision of the Basic Law of Ukraine. Protection of the rights and legitimate interests of individuals and legal entities is one of the tasks of criminal proceedings which is achieved through the implementation of others - by prompt and full disclosure of crimes, exposing the perpetrators and ensuring the proper application of the Law. The purpose of the article is to determine the current state of scientific developments of operational and investigative documentation in the process of combating crime by units of the National Police of Ukraine. The state of scientific development of problems of operative-search documentation by generalization and systematization of results of monographic works of domestic and foreign scientists, and also scientific researches on the researched subjects, stated in manuals, methodical recommendations, lectures and scientific articles of different historical periods is analyzed. For in-depth study of these issues, the chronological principle of presentation of the material was chosen, which provides an opportunity to highlight the defining ideas and views of the formation of modern operational and investigative documentation. It was found that today, in the legal literature and practice, along with the term "operational documentation" has become widespread concept of "operational and technical documentation" of criminal offenses, as these terms are used not only in forensic, operational and investigative, but also other aspects , where they have different meanings, although identical in meaning, which is the need to ensure compliance of the process of operational and technical documentation of criminal offenses with the requirements of applicable regulations governing the admissibility, procedure and conditions of its implementation. It is stated that the study indicates the need and relevance for modern theory and practice of ORD conducting at the monographic level of a comprehensive study of theoretical, legal and organizational and tactical principles of operational and investigative documentation in the fight against crime by the National Police of Ukraine.

The Great Debates are an important stage in the development of International Relations (IR) as a science. However, the ?exactness? of its chronology and content, as well as the precise determination of the actors and results, is questionable on several grounds. Therefore, relying on this, often contradictory, interpretations of the outcome of the Great Debates, little can be said about the current state of the mentioned theoretical dialogue. Today, IR scholars mostly discuss abandoning the idea of macro theory and the pluralistic silence in which medium-scale theories resonate in peace. However, this "diagnosis" still does not give us an answer to the question of who really won the fight of so-called big theories, or which theoretical paradigm today has the greatest influence within the disciplinary field? Applying the idea of reflexivity between the theory of international relations and the practice of foreign policy, the author of this paper rejects the restrictions of the mythos of the discipline (at the center of which is the myth of the Great Debates) and turns to the analysis of international political praxis as an instrument for the identification of the mentioned theoretical impact. At the center of the analysis are the foreign policy principles of the United States, which the author reviews in a hundred-year time interval, in particular emphasizing the doctrine of Wilsonianism and the principles of foreign policy advocated by the current US President Donald Tramp. Facing Wilsonianism and Trampism (determining, in turn, the latter as a realistic-constructivist Anti-Wilsonian coalition), the author offers his view of the current state of paradigmatic ?clashes? in the theory and practice of international relations.

The objective of this study is to provide modern analytical and empirical tools for evaluation of the thermal-flow performance or design of air-cooled heat exchangers (ACHE) and cooling towers. This review consist various factors which effect the performance of ACHE. We introduced systematically to the literature, theory, and practice relevant to the performance evaluation and design of industrial cooling. Its provide better understanding of the performance characteristics of a heat exchanger, effectiveness can be improved in different operating conditions .The total cost of cycle can be reduced by increasing the effectiveness of heat exchanger.

The objective of this paper is to provide an overview of the current state of theory and practice on valuing Knowledge-Based Initiatives (KBI). Drawing on the literature concerning IT and business value, this paper summarizes what is known about valuing IT-based initiatives, discusses the specificity of KBI and outline main challenges that continue to limit research in this area. This paper also examines how managers deal with these challenges and what metrics they use to assess knowledge value. These managerial insights are derived from interviews as well as empirical analysis of several Silicon Valley firms. This paper gives an emerging approach for valuing KBI and illustrates its implementation with a case study from IBM.
