Introduction. Studying culture and art in the formation of the Cossacks, designing its estate status is carried out in the perspective of current ideas about cultural policy contributing to more complete systemic reconstruction of the process. The novelty consists in showing the interaction of artistic and traditional household culture, the transformation of the latter. The purpose and objectives were analyzing the role of art in integrating the Cossacks into the Russian state, identifying the direction of changes in the culture; historical periodization of perception and adaptation of new art forms; establishing the specificity of the selected periods and the results achieved. Methods and materials. Research methods include the historical one, which allows considering changes in culture based on facts of social history, and cultural one, which gives approaches to studying regulation of the integration process in accordance with the principles of cultural policy. The source base consists of published official documents (letters, laws, decrees) containing reliable information, and art criticism, historical and ethnographic literature, which describes specific phenomena of culture and art. Analysis. The supreme power used effective and relevant for a particular historical period institutions and resources: religion and church (17th c.); service in the army and military education system (18th c.); reforming of social organization (incorporation into the estate structure of the state) and the control system of the Army (separation of the military and civilian system of administration) (19th c.). Results. By creating infrastructure, developing church and secular education, the government promoted systemic renewal of culture and Cossacks’ digestion of its forms that were perceived in Russia and Europe as close, identical and related (architecture, painting, choral singing and orchestra music, drama and musical theater). At the early stage of integration into the Russian state, contact forms and democratic nature of the cultural interaction process prevailed. Cultural expansion of the 18th – 19th centuries had a systemic nature and was determined by purposeful influence of the institutions (church, army, school and social elite) that contributed to renewal of culture according to the Western European model.

This article is firs to discuss an early stage of origination of the regional cultural policy of Yakutia in the Russian Empire of the XVIII – early XX centuries. Emphasis is made on the regional community: the representatives of traditional cultures – peoples of Yakutia and representatives of Russian culture (service class, government officials, taxed estates). The subject of this research is the historical prerequisites of such policy in the region, as well as the government structures that realized its key trends. The research is carried out in the all-Russian context, namely the context of transformations that took place during the Governorate Reform of 1775, as well as further evolution of the local administrative authorities that carried out cultural policy in the region. The questions is raised on the dynamic development of cultural processes in this suburb of the Empire, where the traditional cultures influencing the representatives of Russian provincial community, simultaneously became familiarized with the cultural trends from Russia. Despite the previous perceptions on the cultural backwardness of Yakutia as an imperial suburb, the conclusion is made on the relatively successful actions of imperial authorities in this field.

RESUMONesses escritos são retomadas algumas passagens da educação pública no estado do Maranhão, desde os anos em que o Brasil esteve sob a égide do regime militar, instalado pela força em 1964, até a retomada democrática no país, realizada a partir dos meados da década de 1980. Tem-se como objetivo analisar os embates que se produziram entre as forças políticas estabelecidas no aparato estatal e os trabalhadores em educação nesse controverso período histórico. Imbuídos dessa perspectiva, os autores buscam delinear o percurso educacional vivenciado pelo maranhenses, a partir da compreensão crítica do contexto sociopolítico daquele momento, da análise das disposições políticas educacionais no domínio federal e sua incidência na esfera localizam as possíveis modificações ocorridas no ensino com a ascensão de novos sujeitos políticos ao governo, como também os pontos nevrálgicos que estão presentes nas lutas deflagradas pela valorização da docência num tempo social reconhecidamente conturbado. Com o estudo dessas trajetórias e suas repercussões nos movimentos associativistas e sindicais dos trabalhadores em educação, procura-se contribuir para ampliação de pesquisas de cunho históricoeducacional e, sobretudo, da história social daqueles que fazem a educação no Maranhão em sua cotidianidade.Palavras-chave: APEMA. Maranhão.ABSTRACTIn these writings are taken some passages of public education in the state of Maranhão, from the years when Brazil was under the aegis of the military regime, installed by force in 1964, to the democratic revival in the country, held from mid- 1980. Which objective is to analyze the conflicts that took place between the political forces established in thestate apparatus and workers in education in this controversial historical period. Imbued with this perspective, the authors seek to outline the educational journey experienced by maranhense people, from the critical understanding of the socio-political context of that time, the analysis of education policy provisions in the federal domain and its impact on the state level; thereby locate the possible changes occurredin education with the rise of new political subjects to the government, as well as the hot spots that are present in the struggles triggered by the appreciation of teaching in an admittedly troubled social time. Imbuidos de esta perspectiva, los autores tratan de delinear el camino educativo experimentado por los ciudadanos de Maranhão, desde la comprensión crítica del contexto sociopolítico de la época, del análisis de las disposiciones políticas educacionales en el dominio federal y su incidencia en el ámbito estatal; con eso localizan los posibles cambios ocurridos en la educación con la ascensión de nuevos sujetos políticos al gobierno, así como los puntos críticos que están presentes en las luchas deflagradas por la valorización de la docencia en un tiempo social reconocidamente contubado. The work on identification and state registration of the book monuments is one of priority directions of the state cultural policy of Russia. Every year beginning with 2010 in the Russian state library there is held the All-Russian meeting on work with book monuments to discuss topical issues of revealing, recording and preserving the most valuable part of the national library holdings of the country. The meeting was attended by the heads and experts of the government authorities, federal and regional libraries and museums. The central theme of the meeting in 2015 was presentation of book monuments in the electronic environment as a way of organizing their accessibility to today’s readers and ensuring their preservation for future generations. A separate group of presentations was devoted to the development of the all-Russian Corpus of Book Monuments. Via video link the meeting was attended by the representatives of the National library of Belarus. The Republic of Belarus, next to Russia, proceeds to identification and state registration of book monuments.

Conservation of rare and valuable books in our country has a long tradition. Since 2001, work on identification and state recording of book monuments is one of the priority directions of State Cultural Policy of Russia. Functions of organizational and scientific-methodological center are being performed by the Russian State Library.By now there is created scientific-methodological and organizational basis of the system of state registration of book monuments. There are adopted legal rules governing the state registration of book monuments, however its implementation involves significant legal and organizational problems. For further development of system of state recording of book monuments and solution of the existing problems, at the Government support there is created the All-Russian Corpus of Book Monuments, there is continued scientific and applied research on its identification and description, implemented and improved the technology of automated record-keeping, there is executed training of personnel capable to implement system approach in work with book monuments.

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.

This article examines the development of social control in the Soviet Union under Leonid Brezhnev, who was General Secretary of the Communist Party from 1964 to 1982. Historians have largely neglected this question, especially with regard to its evolution and efficiency. Research is based on sources in the Russian State Archive of Modern History (RGANI), the Russian State Archive of Socio-Political History (RGASPI) and the Moscow Central State Archive (TSGAM). During Brezhnevs rule, Soviet propaganda reached the peak of its development. However, despite the fact that authorities tried to improve it, the system was ritualistic, unconvincing, unwieldy, and favored quantity over quality. The same was true for political education, which did little more than inspire sullen passivity in its students. Although officials recognized these failings, their response was ineffective, and over time Soviet propaganda increasingly lost its potency. At the same time, there were new trends in the system of social control. Authorities tried to have a foot in both camps - to strengthen censorship, and at the same time to get feedback from the public. However, many were afraid to express any criticism openly. In turn, the government used data on peoples sentiments only to try to control their thoughts. As a result, it did not respond to matters that concerned the public. These problems only increased during the era of stagnation and contributed to the decline and subsequent collapse of the Soviet system.

Abstract:This article examines the early history of disability rights activism in Kenya. The transitional years from colonialism to independence were a period of great expectations. For persons with disabilities in particular, decolonization held additional possibilities and potential. National independence promised not just majority rule but also an all-inclusive citizenship and the commitment to social justice. Among the visually impaired of Kenya, such collective aspirations led to the birth of the Kenya Union of the Blind in 1959. In 1964, after years of futile correspondence with government officials, the Union organized a street march to the prime minister's office to attract attention to its grievances. The result was a government panel, the Mwendwa Committee for the Care and Rehabilitation of the Disabled, whose published report became the blueprint for social and rehabilitation programs. The government possessed limited resources, and the reforms that ensued were long overdue. Yet the sociohistorical dynamics behind the march are of particular significance. From the social historian's point of view, they affirm not only the historical agency of persons with disabilities, but also the need to recast and broaden the scope of African social history.

In the article the concept of state functions, realizing which the state carries out a targeted management impact on various spheres of a public life. They show that the government should do to achieve and implement the goals and tasks that lie before him in a certain historical period. Purposes of the functions of the state are the results that must be obtained in implementing the functions, goals can be immediate, intermediate, ultimate. On one stage of historical development, priority may be given to economic, the other political or socio-cultural functions, the third function of defense, etc. At the beginning of its inception, the state played a very small list of functions. The contents of most of them was of a pronounced class character. The functions manifest national characteristics of the country, because the state is obliged to provide the geopolitical interests of the ethnic group, to support the development of national culture, language, and the like. The contents and the list of functions to a large extent depend on the nature of the state, its social purpose in public life. The main duty of the state to maintain a level of social organization that would ensure not only the preservation of the integrity and prosperity of society as a whole, but also the needs of individuals. The article studies scientific approaches with respect to interpretation of the concept of functions, given the existing classification of state functions: the areas of activities of the state, duration and the like. The analysis of existing functions in Ukraine. The human rights function is currently the most relevant. Advocacy function has the expression in activities that are aimed at protecting the rights and freedoms of man and citizen, the rule of law and the rule of law in all spheres of public and political life. The peculiarities of exercise of the functions of the state are divided into legal and organizational. The legal form is a homogenous activity of state bodies related to the adoption of legal acts. Organizational form is a homogenous activity of the state aimed at creating organizational conditions to ensure functions of the state. In Ukraine there are three main forms of implementation of the activities of the state depending on types of activities: legislative, Executive, judicial. The basis for this separation is the provision of the Constitution of Ukraine, which is highlighted in these branches of government. In the implementation of all main functions of the state are actively involved all types of public power in Ukraine.

В статье рассматриваются особенности формирования социальной стратификации Древней Руси на раннем этапе развития, этапы появления различных страт в зависимости от социально-политических событий с X по XII вв. Предметом исследования является процесс образования социальных страт в древнерусском государстве. Цель статьи - рассмотреть социальное устройство Древней Руси, определить и описать стратификацию и взаимодействие страт между собой, историю изучения данного вопроса, политические события, влияющие на данные процессы. Основным вопросом исследования явились исторические события, оказавшие влияние на формирование социальных страт с X по XII вв., появление социальных страт в данный исторический период и формы их взаимодействия. Отвечая на данный вопрос, автор приходит к выводу, что разложение патриархально-общинного строя, формирование феодального вассалитета, принципа майората, княжеской дружины и другие внутриполитические события повлияли на формирование социальных страт государства. В связи с данными историческими событиями удается проследить этапы происхождения социальных слоев населения, их состав, социальные функции в обществе и государстве. The paper examines the features of the social stratification of the Ancient system at an early stage of development, the stages of the emergence of various strata depending on political events from the 10th to the 12th centuries. The subject of this research is the process of the formation of social strata in the ancient European state. The purpose of the publication is to consider the social structure of Ancient Rus, to determine and describe the stratification and interaction of strata with each other, to study this issue, political events that affect these processes. The main research issue was the historical events that influenced the formation of social strata from the 10th to the 12th centuries, the emergence of social strata in a given historical period and the forms of their interaction. Answering this question, the author arrives at the conclusion that the disintegration of the patriarchal-communal system, the formation of a feudal vassalage, the principle of primacy, the princely squad and other internal political events influenced the formation of social strata of the state. In connection with these historical events, it is possible to trace the stages of the origin of social strata of the population, their composition, social functions in society and the state.
