The development of Internet in Vietnam since late 2000s represents an unprecedented opportunity for economic growth; it also poses a major challenge to political stability insofar as its development has coincided with the emergence of civil society and the rise of the social media. Vietnamese social media has been studied by many scholars from different point of views. Yet, the organisational side of Internet gouvernance and its inherent vulnerability remain obscure in the literature. Our paper will scrutinize the state management dilemma of social media. We will overview the two-pronged strategy which alternates development with control vis--vis social media; then we will examine how several management and control measures are combined and how the boundaries may blur between the political and online public spheres, making the states digital governance vulnerable and uncertain. Our analysis is based on the states regulations and information published online by official and social media, and foreign news services.

To improve consumer engagement and satisfaction, online news services employ strategies for personalizing and recommending articles to their users based on their interests. In addition to news agencies’ own digital platforms, they also leverage social media to reach out to a broad user base. These engagement efforts are often disconnected with each other, but present a compelling opportunity to incorporate engagement data from social media to inform their digital news platform and vice-versa, leading to a more personalized experience for users. While this idea seems intuitive, there are several challenges due to the disparate nature of the two sources. In this paper, we propose a model to build a generalized graph of news articles and tweets that can be used for different downstream tasks such as identifying sentiment, trending topics, and misinformation, as well as sharing relevant articles on social media in a timely fashion. We evaluate our framework on a downstream task of identifying related pairs of news articles and tweets with promising results. The content unification problem addressed by our model is not unique to the domain of news, and thus can be applicable to other problems linking different content platforms.

The analysis of influence information that affects passenger loyalty revealed that trust, satisfaction, appreciation, cost of service changing, and relationships have an effect on passenger loyalty, statistically significant at 0.01. The satisfied variable was an important variable that affected passenger loyalty and was directly influenced by trust, appreciation, and perceived service quality. The perceived service quality was measured using 36 indicators and grouped into five complement groups, which were station, news, services, staffs, and vehicle, respectively. Although algorithms have been widely used to deliver useful services, how users actually experience algorithm-driven news remains unclear. This study examines user attitude and perception of algorithmic journalism and identifies the similarities and differences in experience and satisfaction formation. A comparative study between the United States (U.S.) and South Korea was conducted to examine how the two countries' users experience the quality of algorithm-driven news services and how individuals perceive the topics of fairness, accountability, and transparency. The notable similarities and differences are found by performing a comparison of cognitive processes. The major attitudes toward algorithm news are similar between the two countries, although the weights placed on the qualities differ. South Korean users put more weight on performance qualities, and U.S. users place relatively greater emphasis on procedural features. Different patterns of algorithm news experience imply the contextual nature of algorithm: how users perceive and feel about topics in algorithm news and how they use and engage with algorithm news depend on the context where the experience is taking place. The analysis suggests the importance of user-perceived issues and the contextual nature of such issues.

The paper contains a quantitative and qualitative analysis of the news services of the three largest broadcasters and three events essential for the functioning of the state and public life in Poland. The first one was the amendment to the Supreme Court Act of July 2017. The second event was the local elections campaign in Poland (broadcasts aired on the 18th of October 2018, the last but one day of the elections campaign), while the third set of material were the news items on the murder of the Mayor of Gdańsk – Paweł Adamowicz (broadcasts aired on the 15th of January 2019, one day after the tragic event). The analysis focused on the evening news editions by the three most popular broadcasters with the highest viewership, including commercial stations (i.e. TVN’s Fakty and Polsat’s Wydarzenia) and the public broadcaster (i.e. the Polish Television’s Wiadomości). In total, 43 news items of 2 hours, 20 minutes and 6 seconds were analysed. The study has revealed a clear polarisation of news content coming from the licensed broadcasters and the public service broadcaster.
