Digital transformation is inevitable, regardless of the personal attitude of people to this issue. Researchers distinguish between organizational transformation using digital technologies (identity enhancement) and digital transformation (creating a new identity). In other words, digital technologies can become a tool for non-systemic transformations of existing structures, but thanks to understanding their nature, one can find ourselves in a situation of evolution of the structures themselves and, accordingly, the daily life of a person and social practices. The article proposes the concept of the digital ecosystem of the university as an instrument of digital transformation, which contributes to the development of the digital transformation methodology and can be used as the basis for the digital maturity index of the university and the development of a calculation formula. The research findings may be of interest to policymakers in charge of digital transformation policy at universities. The article reveals that in scientific periodicals the term "ecosystem" is interpreted in three semantic clusters: business ecosystem; innovative ecosystems; digital ecosystems. In this study, the concept of an ecosystem is interpreted in the context of digital transformation in relation to the digital environment of the university. The digital ecosystem is an instrumental concept, i.e. a means of digital transformation that reconstructs the environment and identity of the university. The digital ecosystem as a means of digital transformation, formulated by the author of the article, structurally contains the following elements: digital environment, which includes information and technical infrastructure; interaction participants (stakeholders); system of connections between participants; involvement of participants; the functions of the university reflected in the figure; idea and values, including regarding digital technologies; digital productivity and adequacy (implementation of digital solutions used by participants to maintain the ecosystem). A digital university is not only about having a network architecture or a digitally packaged educational product. It is also about the participants, their engagement, values and digital productivity. It should be borne in mind that if digital data is a raw material for the digital economy, then digital productivity becomes an important element of human digital activity.

The problem of research. The COVID-19 pandemic triggered a sudden transition to distance learning and an intensive development of the university's digital environment, and therefore it is important to assess how successful the rapid digital transformation has been from the point of view of students as one of the stakeholders. The study raises the question of students' understanding of the digital university phenomenon and assessment of interaction with teachers and administration. Materials and research methods. The aim of the study was to identify students' attitudes towards digital transformation at the university and assess the digital environment of their university. Anonymous survey was conducted among 2-3 year students of bachelor's degree in pedagogical areas of training of Moscow State Pedagogical University and Udmurt State University on November 2-14, 2020. 126 respondents took part in the survey. Results and discussion. The study showed that students interpret the concept of “digital university” differently. Comprehension can be classified into four blocks: learning format; digital environment; digital resources; web portal (digital platform). To the question "Can you say about yourself that you are studying at a digital university?" 40% –answered negatively, 33% – positively and 27% – gave their own answer. The survey revealed an generally acceptable level of student satisfaction with the experience of force majeure transition to distance learning during a pandemic. Among the most frequently used digital technologies in the learning process, students noted: Zoom, the information and analytical system of the university, Google Classroom, Moodle, online educational resources of third-party platforms, etc. Students believe that universities need to strengthen technological equipment to improve the quality of educational interaction in the digital environment educational process – 60%; to ensure the continuity of the digital qualification improvement of teachers – 60%; to create an accessible digital educational environment – 49%. 85% of respondents in the future associate their professional activities with the active use of digital technologies. Findings. The results of the study allow us to formulate a number of conclusions. First, students have different understanding of what a “digital university” is, which leads to discrepancies. Secondly, the attitude of students to the digital environment of the university is at a satisfactory level, since only a third of the respondents answered that they can state that they are studying at a digital university. Third, students rate the digital skills of teachers more highly than university administrators. Fourthly, among the most important difficulties faced by students during the period of pandemic distance learning, there were reasons related specifically to the educational process: an increase in the volume of independent work; the unpreparedness of teachers for the transition to full-fledged digital technologies; insufficient educational and personal self-realization in the context of digital learning; decrease in team-group work skills.

Evolving digital technologies are infiltrating schools wave after wave. The changes taking place are viewed as the schools’ digital renewal process (SDRP). The SDRP is complex (multidimensional). It includes changes in the educational environment (physical and virtual), the educational process, and the way the school operates. The SDRP goes uneven, with individual schools at different stages. One-time observation of the SDRP allows you to fix its current state (statics). The longitudinal observations allows you to see changes in the schools’ digital renewal (kinematics). The connection of the observed changes with the impact on the general education system makes it possible to discuss the development of digital renewal under the influence of individual control actions (dynamics). The stages of penetration of digital technologies into the work of the school: computerization, early and mature informatization, digital transformation (transition to the “Smart School”) can be considered as the stages of maturity of the SDRP. The article discusses a framework for describing the processes of digital renewal of schools in an evolving digital environment and an assessment of the SDRP’s maturity.

The digitalization of economic relations determines the particular importance of personnel training on a qualitatively new technological basis, which is inextricably linked with the study of the problem of ecosystem designing for the development of universities in a digital environment. The foundations of the systems theory, the theory of education economics, the methods of system analysis, factor analysis, and economic and mathematical modeling were used for studying the problem of ecosystem development for universities. The conducted studies made it possible to obtain the following main research results: the ecosystem principles for organizing the provision of higher education services, representing the integrity of the university system based on network interactions of a set of various participants, as well as objects, projects, processes, and environments, were proposed. An approach to designing a strategy for the development of universities, based on the scenario forecasting of the receptivity of digital economy competencies by students, teachers, and partners of universities in the medium term, is proposed based on the organigram for the implementation of the project of matrix digital transformation of the adhocratic university hierarchy. The conclusions stating that the design of the ecosystem of the development of universities should be aimed at the implementation of the social mission of the university in the region and the transformation of the ecosystem of the region as a whole are formulated. As prospects for further research, the study of the prerequisites for generating the effects of designing the development of a university ecosystem based on the network platform interaction of the economic agents of the region/territory, as well as the implementation of digital transformation projects of the university management system, is considered.

The article provides terminology for processes of digitalization and digital transformation. For structuring digital transformation processes, the authors offer a modification of the strategic scorecard and distinguish technologies as an additional perspective. Using business cases, the authors analyzed approaches to digital transformation, revealed principal digital transformation models, and described them. The interrelations between targets, models, and strategies of digital transformation are demonstrated. The authors argue that digital transformation has to be considered to be a part of corporate strategy rather than isolated processes, with common strategizing tools and metrics applied. External and internal environment elements for digital transformation are structured. It is shown that the internal digital environment can be evaluated with the companies’ digital maturity models. The external environment has a complex structure that can be described by the digital economy and society development in a country, a region, and a city; digital intensity level in an industry; and a digital ecosystem potential. All the authors’ contributions and conclusions are based on research papers, public statistical data, and analysis of Russian and foreign companies.

Purpose: the aim of the article is to calculate the reduction in transaction costs when transferring purchases to electronic format, as well as determine the potential for digitizing the consideration of all requirements for procurement participants.Methods: the study is based on the conceptual provisions of the institutional economic theory, the use of the system approach methodology, the use of survey research methods, and the generalization of expert assessments. The development of the proposed topic is also based on the use of methods of economic and statistical analysis, scientifc abstraction, comparison and scientifc generalizations.Results: as a result of a detailed analysis, the digital transformation electronic trading platforms into the digital trading platforms was substantiated. The paper also shows the role of electronization and digitalization in reducing transaction costs and time spent on customers. It was revealed that the transfer of authority to the electronic trading platforms not only excludes the possibility of errors, unfair and opportunistic behavior of customers, and as a result – the imposition of fnes, but also reduces the time spent on procurement. The main approaches to improving the contract system, building its digital ecosystem, where the necessary actions are performed by the software and hardware complex, and the contract manager only "accompanies" the purchase, are proposed. The article presents the evolution of the use of digital technologies and the corresponding legal regulation in Russia.Conclusions and Relevance: the use of digital technologies in public procurement is becoming a factor causing changes in the contractual system. The electronic form of trading has brought a new reality, opportunities for digital transformation are opening up. The use of automated counterparty verifcation technologies in the activities of electronic trading platforms is a potential factor in reducing transaction costs. In the future, it is possible to use digital technology “big data”, which helps to identify and categorize the necessary information regarding the availability of experience in the execution of similar contracts.

The aim of the study is to analyze the problems that have arisen in connection with the country’s universities shift to the remote mode of educational activities during the pandemic. The research objective is: to identify problems of ensuring educational process quality, to study the experience of organizing educational activities during the pandemic. Methods: collection of the studied data, based on a student and university professors survey using questionnaires, on their attitude to the learning process in the remote learning format during the coronavirus pandemic. Systematic analysis and synthesis of the survey results were given; revealed the quantitative and qualitative characteristics of the analysis subject; summarized the experience of educational activities in the revote mode, in the conditions of intensive launch for digital transformation of the educational process. Results: the experience of the educational process digital transformation in the context of the coronavirus pandemic, at a time when only remote educational technologies were used, was generalized. The most severe problems that appeared during the emergency transition of the university to the remote mode of educational activity were indentified. Conclusions: The pandemic has changed the system of higher education, accelerated the process of implementing digital technologies, education became mixed, and the requirements for the teaching staff of the university changed. Digitalization has great potential for educational environment integration. Through digital technologies, the efficiency of the university is increasing in accordance with the goals and objectives.

Within the digital humanities, social network analysis - using digital technologies to examine the relationship between people, places and things - has explored a wide range of digital communication formats, from emails to tweets. This has been made possible because of the large amount of online digital data and has spawned many new techniques specifically aimed at analysing very large datasets, often termed Big Data. The quantity of data resulting from digital communication is enormous, and therefore a tempting source of raw material. However, there is also a long tradition of non-digital communication, letter-writing, which shares many of the formal characteristics of digital formats and also constitutes a huge body of data.

The gist of this article boils down to the legal conditions for the formation of a unified system of digitalization of the economy based on the improvement of normative regulation of the digital environment are considered; creation of information infrastructure of the economy; providing the digital economy with competent personnel; ensuring information security. The authors conclude that the state concept of "digital transformation" has not yet been implemented, but the first steps in this direction have been taken. Achieving the national goal of digitalizing the economy will entail the creation of a new legal framework for relations between citizens, business and the state, which is necessary (and even inevitable) due to the development of digital technologies.


In the conditions of the fourth industrial revolution and the new digital era, modern corporations in their development are focusing more and more on the wide and optimal use of digital technologies in various fields of their activity. In this regard, it becomes very important for the universities to start preparing future graduates for work with digital technologies in a timely manner so that they are in demand and competitive in the labor market in the future. Objectives of the study. The article reveals the current state, directions of digital transformation and the ways of transition of universities to 4.0 model. Achieved results. We have revealed the peculiarities of digitalization of the main types of university activities in the new conditions during the transition to 4.0 model. We have formulated the changes in the educational, research and business activities of the university in the digital economy.
