The digitalization of economic relations determines the particular importance of personnel training on a qualitatively new technological basis, which is inextricably linked with the study of the problem of ecosystem designing for the development of universities in a digital environment. The foundations of the systems theory, the theory of education economics, the methods of system analysis, factor analysis, and economic and mathematical modeling were used for studying the problem of ecosystem development for universities. The conducted studies made it possible to obtain the following main research results: the ecosystem principles for organizing the provision of higher education services, representing the integrity of the university system based on network interactions of a set of various participants, as well as objects, projects, processes, and environments, were proposed. An approach to designing a strategy for the development of universities, based on the scenario forecasting of the receptivity of digital economy competencies by students, teachers, and partners of universities in the medium term, is proposed based on the organigram for the implementation of the project of matrix digital transformation of the adhocratic university hierarchy. The conclusions stating that the design of the ecosystem of the development of universities should be aimed at the implementation of the social mission of the university in the region and the transformation of the ecosystem of the region as a whole are formulated. As prospects for further research, the study of the prerequisites for generating the effects of designing the development of a university ecosystem based on the network platform interaction of the economic agents of the region/territory, as well as the implementation of digital transformation projects of the university management system, is considered.

The library services provided by Samara University Library in the digital environment are discussed. The functionality of «Library» module within the AIS «IWC: University Management» implemented on the platform «1C: Enterprise», and of crawlers in various messengers are demonstrated. Library services are integrated into the university’ account as a key instrument of digitalization in the University.

Digital transformation is inevitable, regardless of the personal attitude of people to this issue. Researchers distinguish between organizational transformation using digital technologies (identity enhancement) and digital transformation (creating a new identity). In other words, digital technologies can become a tool for non-systemic transformations of existing structures, but thanks to understanding their nature, one can find ourselves in a situation of evolution of the structures themselves and, accordingly, the daily life of a person and social practices. The article proposes the concept of the digital ecosystem of the university as an instrument of digital transformation, which contributes to the development of the digital transformation methodology and can be used as the basis for the digital maturity index of the university and the development of a calculation formula. The research findings may be of interest to policymakers in charge of digital transformation policy at universities. The article reveals that in scientific periodicals the term "ecosystem" is interpreted in three semantic clusters: business ecosystem; innovative ecosystems; digital ecosystems. In this study, the concept of an ecosystem is interpreted in the context of digital transformation in relation to the digital environment of the university. The digital ecosystem is an instrumental concept, i.e. a means of digital transformation that reconstructs the environment and identity of the university. The digital ecosystem as a means of digital transformation, formulated by the author of the article, structurally contains the following elements: digital environment, which includes information and technical infrastructure; interaction participants (stakeholders); system of connections between participants; involvement of participants; the functions of the university reflected in the figure; idea and values, including regarding digital technologies; digital productivity and adequacy (implementation of digital solutions used by participants to maintain the ecosystem). A digital university is not only about having a network architecture or a digitally packaged educational product. It is also about the participants, their engagement, values and digital productivity. It should be borne in mind that if digital data is a raw material for the digital economy, then digital productivity becomes an important element of human digital activity.

The paper considers the study of the problem of the development of the scientific potential of the network interaction of economic agents in the digital environment based on the ecosystem methodology. The study of this problem was based on the use of analytical methods for reviewing the scientific interdisciplinary literature of international databases, methods for analyzing the digital transformation of management relations “ecosystem is a management system of an organization”, as well as methods for integrating heterogeneous economic data on the development of economic relations in the development of platform ecosystems. The most important result of the research is the conceptual substantiation of the formation of the scientific potential of the network interaction of economic agents based on the ecosystem development of forms of technological entrepreneurship and lifelong learning. The ecosystem methodology proposed by the authors is based on the identification of three types of relations “ecosystem is a management system”: intersystematic relations; relations of intra-organizational regulation; platform management relationship. The significance of the results obtained is due to the importance of developing the economy of ecosystems on the basis of interdisciplinary network integrativity of the interaction of economic agents in the digital environment.

Digitalization and transition to a new technological structure bring humanity to another level of development. The changing technological structures, industry and society progress, enhance the importance of improving the university development model. The existing management system and infrastructure in universities are often outdated and unable to ensure their competitive and adequate functioning. Hence, the need to improve the processes of using the university infrastructure through digital technology. The composition and range of the resources should also be reviewed and supplemented with new components.The purpose of this work is to reveal the principles and requirements for improving the university infrastructure using digital technology.The methodology is based on modeling the university management system, with the concept of infrastructure logic as a core, meant to include new elements in the university management infrastructure: university stakeholders, cultural values, investments and translation.The management model transformation implies a transition from structural to infrastructural approach, from infrastructure management to managing the infrastructure logic. The digital network platform incorporating the information on all the infrastructure facilities, their status, will provide effective user access management to each university resource.The recommendations formulated to improve the university infrastructure using digital technology will make higher education more effective.

The development of comprehensive digital transformation programs is an important factor in the success of universities in the evolving digital environment. In this investigation, the analysis of program documents and current processes of digitalization of NJSC «KazNPU named after Abay» was carried out for compliance with the international agenda of digital transformation and advanced trends. An assessment was made of the completeness of the concept of digitalization of the university, its coverage of all key areas of digital transformation, set by framework models. Also based on various approaches to the analysis of the digital maturity of higher education organizations, an assessment was made of the stage and phase of digital transformation in which the processes of the university are located. The presented investigation made it possible to highlight the strengths, as well as form promising areas that require development and inclusion in the digital transformation program of the university.

Digital globalization is regarded as the environment for the functioning of the 21st century’s university. Problems of digitalization of industries, globalization of markets, growing instability and uncertainty of the environment, increased social inequality, networking, platformization of business models predetermine the importance of university marketing as management focused on global resource markets. The trends in the development of holistic marketing in the era of digital globalization are presented – digitalization and globalization of operations, individualization and democratization of solutions, artificial intellectualization, networking, platformization of activity, co-creation of value with consumers and stakeholders, the growing importance of consumer experience. The guidelines for the development of university marketing in line with digital transformation at the internal and external levels of university management have been proposed: the transition from university rankings to the ranking of people (employees and university students) as a response to the trends of individualization, personalization and networking, the emphasis on intra-university marketing in comparison with external one, the strengthening of intellectual knowledge-valuable promotional tools in comparison with advertising. New guidelines for transformation of management and marketing of the university were defined.

AbstractThe aim of the paper is to identify university’s activities and characteristics that enable it to reorient itself towards the idea of an entrepreneurial university. In the modern world, universities have an additional important role, that is, the need to adopt entrepreneurial strategies without disrupting the quality of teaching and research. First of all, the authors discuss the idea of entrepreneurship and focus mainly on academic entrepreneurship. The idea of entrepreneurship is becoming more and more desirable in a modern organization thus also in a university. The new role of the university is to create the entrepreneurial ideas and attitudes among students and all university employees, as well as to initiate entrepreneurial activities in academic institutions. It is also necessary to plan entrepreneurial university architecture. The article focuses on presenting the theoretical foundations of the academic entrepreneurship process to finally make a synthetic comparison of the features of a traditional university and an entrepreneurial university. The main research question of the article is: In which dimensions the idea of an entrepreneurial university can lead to the development of the university?The result of the research is a new combination of attributes and characteristics of an enterprising university and new directions of university’s development. By this paper the authors take part in the discussion about the implementation of the idea of entrepreneurship in contemporary university management.

The problem of research. The COVID-19 pandemic triggered a sudden transition to distance learning and an intensive development of the university's digital environment, and therefore it is important to assess how successful the rapid digital transformation has been from the point of view of students as one of the stakeholders. The study raises the question of students' understanding of the digital university phenomenon and assessment of interaction with teachers and administration. Materials and research methods. The aim of the study was to identify students' attitudes towards digital transformation at the university and assess the digital environment of their university. Anonymous survey was conducted among 2-3 year students of bachelor's degree in pedagogical areas of training of Moscow State Pedagogical University and Udmurt State University on November 2-14, 2020. 126 respondents took part in the survey. Results and discussion. The study showed that students interpret the concept of “digital university” differently. Comprehension can be classified into four blocks: learning format; digital environment; digital resources; web portal (digital platform). To the question "Can you say about yourself that you are studying at a digital university?" 40% –answered negatively, 33% – positively and 27% – gave their own answer. The survey revealed an generally acceptable level of student satisfaction with the experience of force majeure transition to distance learning during a pandemic. Among the most frequently used digital technologies in the learning process, students noted: Zoom, the information and analytical system of the university, Google Classroom, Moodle, online educational resources of third-party platforms, etc. Students believe that universities need to strengthen technological equipment to improve the quality of educational interaction in the digital environment educational process – 60%; to ensure the continuity of the digital qualification improvement of teachers – 60%; to create an accessible digital educational environment – 49%. 85% of respondents in the future associate their professional activities with the active use of digital technologies. Findings. The results of the study allow us to formulate a number of conclusions. First, students have different understanding of what a “digital university” is, which leads to discrepancies. Secondly, the attitude of students to the digital environment of the university is at a satisfactory level, since only a third of the respondents answered that they can state that they are studying at a digital university. Third, students rate the digital skills of teachers more highly than university administrators. Fourthly, among the most important difficulties faced by students during the period of pandemic distance learning, there were reasons related specifically to the educational process: an increase in the volume of independent work; the unpreparedness of teachers for the transition to full-fledged digital technologies; insufficient educational and personal self-realization in the context of digital learning; decrease in team-group work skills.

The relevance of the study is due to the fact that the orientation of the transformation processes of Russian universities is aimed at forming a new management model that takes into account globalization processes, both in foreign economic activity and in the technological field in the context of society digitalization. The purpose of this study is to analyze the best practices of university management in the context of digital transformation. The experience and result of the implementation of neurolearning, artificial intelligence, chat bots and other digital and resource-saving technologies in the educational and business processes of the university are presented. This study proves that digital technologies can give impetus to the development of a university management system.
