ABSTRACT Objective: to investigate the possibilities of positive and negative association of improvisation and the understanding of what will be the planning by managers and coordinators of tuberculosis control programs, in a context of transference of the Directly Observed Treatment policy. Method: this is a qualitative study, developed through semi-structured interviews analyzed in the light of French Discourse Analysis. Results: there was a weakening of the constructive and operational planning process, which is at the mercy of political will and the need of putting out fires. This, in turn, along with achômetro (Brazilian popular expression used on unsubstantiated point of view or opinion that is based solely and exclusively on the intuition of the person who says it), composed the metaphor of improvisation in its negative perspective, understood by automatism and unsystematization process. Improvisation, however, emerged as a representation of innovation, creativity, and contextual change. Final considerations: both the planning and the transfer of public policies constitute processes that need to be strengthened and qualified in the field of public health.

ABSTRACT Objective: to investigate the planning pathways in the transfer of Directly Observed Treatment of tuberculosis. Method: a qualitative study conducted using interviews and a semi-structured guide, administered to five subjects who were among the coordinators and managers of the tuberculosis control programs, and the secretary of health of a municipality in the south of Brazil. Situational Strategic Planning and Discourse Analysis of the French matrix were the theoretical and analytical references used, respectively. Results: three reflexive axes were identified: weaknesses in the process of planning the Directly Observed Treatment transfer, antagonism between planning and daily requirements and formulation of planning and execution. Lack of systematization regarding the planning and execution for transfer the Directly Observed Treatment policy, demonstrates the fragility and incipience of this activity, and the possibility of its non-existence. Conclusion: the urgent need for managers and coordinators to better appropriate the theoretical framework for changing public policies, and the related planning mechanisms, includes a proposal for reorganization and qualification of the diffusion process, both practical-operative and political-organization.

Tuberculosis control programs have recognized and addressed those system components in which knowledge and behavior of the patient and the general population are key issues because they have a profound influence on the treatment-seeking behavior and completion of course of treatment. As a part of the Revised National Tuberculosis Control Program, the ongoing information, education, and communication (IEC) efforts in Delhi were further intensified in the form of a multipronged media campaign. The objectives of this study are to evaluate ( a) the impact of the campaign on awareness generation among the target audiences, ( b) their opinion for making the campaign more effective and suited to their needs, and ( c) perceptions of health personnel regarding the campaign. The study follows a descriptive cross-sectional design. The following qualitative methods were used: ( a) focus group discussions of patients and the general population, ( b) 3 key informant interviews of the health care personnel and a defaulter patient, and ( c) in-depth interviews of 20 DOTS (directly observed treatment, short course) providers. The study observed that ( a) different sociocultural segments of the population varied in terms of their observations of IEC messages, ( b) stigma associated with tuberculosis is widely prevalent despite having a campaign, and ( c) television was voted as the most effective IEC medium. IEC strategies should be tailor-made and suited to the needs of a particular subpopulation.

Tourism has become one of the major players in ‎international commerce and represents one of the main income ‎sources for many developing countries at the same time. These dynamics have turned tourism into a key driver for socio-‎economic progress.‎ This article described the potential of tourism attraction and factor affecting the development of marine tourism area in the utilization zone of Manusela National Park. Semi-structured interviews, in-depth interviews and participant observations were conducted with respondent (n=110) in Bellarizky, Air Belanda, Ora Beach and Lizar Bahari resort. The potential of tourist attractions in the utilization zone of Manusela National Park is as a snorkeling, diving and point of view. Factors affecting the development are service, transportation, supporting facilities and tourism attractions.

The smart city transport concept is viewed as a future vision aiming to undertake investigations on the urban planning process and to construct policy-pathways for achieving future targets. Therefore, this paper sets out three visions for the year 2035 which bring about a radical change in the level of green transport systems (often called walking, cycling, and public transport) in Turkish urban areas. A participatory visioning technique was structured according to a three-stage technique: (i) Extensive online comprehensive survey, in which potential transport measures were researched for their relevance in promoting smart transport systems in future Turkish urban areas; (ii) semi-structured interviews, where transport strategy suggestions were developed in the context of the possible imaginary urban areas and their associated contextual description of the imaginary urban areas for each vision; (iii) participatory workshops, where an innovative method was developed to explore various creative future choices and alternatives. Overall, this paper indicates that the content of the future smart transport visions was reasonable, but such visions need a considerable degree of consensus and radical approaches for tackling them. The findings offer invaluable insights to researchers inquiring about the smart transport field, and policy-makers considering applying those into practice in their local urban areas.

The perceptions and values that local communities have towards protected areas are of great value for the improvement of these territories’ management. Such perceptions and values are often absent in the conservation planning process, particularly in those privately protected areas that are established in areas where the land tenure system is based not only on ownership but also on customary uses. Drawing on qualitative and quantitative data obtained through semi-structured interviews with key stakeholders and members of communities surrounding a privately protected area in southern Ecuador, we identify that the level of collaboration with the managers, the distance to the protected area, the percentage of untitled land, and the dependence on the resources (customary uses) are among the variables affecting these perceptions and values. Positive perceptions towards protected areas and naturalistic values are developed among those who collaborate with the protected area managers, whereas negative perceptions, and a mix of naturalistic and biospheric values are developed among those who have a sense of a lack of attention to social needs although supporting nature conservation at the same time. The evidence presented shows the importance of matching local peoples’ expectations with conservation goals during the establishment of a protected area.

The Unit Commitment (UC) is a significant act of optimization in day-to-day operational planning of modern power systems. After load forecasting, UC is the subsequent step in the planning process. The electric utilities decide in advance which units are to start-up, when to connect them to the network, the sequence in which the generating units should be shut down and for how long. In view of the above, this paper attempts on presenting a thorough and precise review of the recent approaches applied in optimizing UC problems, incorporating both stochastic and deterministic loads, based on various peer reviewed published research papers of reputed journals. It emphasizes on non-conventional energy and distributed power generating systems along with deregulated and regulated environment. Along with an overview, a comprehensive analysis of the UC algorithms reported in the recent past since 2015 has been discussed for the assistance of new researchers concerned with this domain.

Abstract Modern societies can be regarded as service economies, consequently accessing services is an essential part of social and economic participation. Direct and indirect indiscrimination act as barriers to accessing and using services and one way to address these barriers is to implement anti-discrimination legislation and policy. From a sociological point of view, such policies and legal frameworks can be described as elements of the social discourse in these areas. These texts, along with their implicit and explicit interpretations of the problem, represent the official and legitimised stake of the socially available stock of knowledge of what constitutes age discrimination. Hence the shape and contribute to the general understanding of age discrimination. The study aims to investigate the interpretation patterns offered by the “supply” side, that is by those actors who in their work refer to but also (re-) shape and disseminate the problem interpretation contained in the official texts. To address this aim, focus groups with stakeholders and semi-structured interviews with legal and policy experts were conducted in Austria and Ireland. The findings highlight that experts and stakeholders’ definitions of age discrimination usually extend past legal and policy concepts. The expert and stakeholder approaches differ in their starting points for describing the problem, ranging from vulnerability considerations to human rights-based concepts and more structurally orientated needs-based criteria. Finally, the analysis also reveals a central distinguishing feature of age discrimination, namely the “de-temporalization” and “de-historicization” of the person, which is of equal importance as the de-individualization as a consequence of stereotyping

Civic participation has an irreplaceable role in the land-use planning process because it contributes a practical perspective to expert knowledge. This article discusses whether there is actually a level of civic participation that can be considered optimal, which would allow experts to effectively obtain information from everyday users of the territory, who have the best practical knowledge of it; experts may also gain sufficient feedback on intended developments, based on knowledge about civic participation from representatives of individual municipalities. The article also proposes measures that can promote an optimal degree of participation in the land-use planning process. The fieldwork was conducted in the form of semi-structured interviews with the mayors of municipalities with a population of up to 2000 inhabitants in selected districts of the Ústí Region (Czech Republic). The results suggest that the optimal degree of civic participation in land-use planning should have a representative extent, so it should not merely be a matter of individuals, but also one of groups of dozens of people, and such groups should encompass a balanced variety of characteristics; an optimal level of civic participation should also provide the maximum number of relevant impulses. Measures that may secure and foster an optimal degree of civic participation in land-use planning include (1) striving to avoid preferring purely voluntary participation; (2) simultaneously utilizing various tools to engage inhabitants; (3) educating inhabitants on a regular basis; and (4) consistently communicating and providing feedback, while also searching for informal means of communication and discussion.

For more than 100 years efforts have been made to increase the abundance of the various species of Pacific salmon. The success of these ventures is largely a matter of conjecture because the scale of natural fluctuations is sufficient to mask the effect of human intervention. No well-defined program for salmon enhancement has yet been developed for British Columbia as a whole. This is mainly attributable to the pressures for providing protection for the existing stocks in the circumstances of an intensive fishery and increasing effects of other resource uses.From a social point of view, salmon enhancement is a highly desirable activity. Salmon occupy a special place in the culture of residents of the Pacific coast. Salmon arc economically valuable and salmon fishing provides a rich source of employment. Recreational fisheries are valuable but their true economic worth is difficult to judge. Benefit:cost ratios for salmon enhancement should be calculated for whole programs rather than for individual projects to obtain an approach consistent with the desirable strategy of development.From a biological point of view, salmon enhancement is feasible. There is potential in the ocean for growing more salmon; many historic runs can be rebuilt and there are many opportunities for colonizing watersheds that are currently inaccessible to salmon. Harvesting of increased stocks of salmon could pose risks for natural stocks that are relatively unproductive. More effective management and development of new strains of salmon may be required in these circumstances. Predator-control programs may in some instances be useful adjuncts to salmon-enhancement projects.The types of enhancement activity that will most likely be rewarding are those that interfere least with the natural life history. Removal of obstructions, regulation of stream flow, construction of artificial spawning channels, are typical simple measures that involve less research information and less risk than rearing hatcheries.Priorities for different salmon-enhancement projects involve consideration of the regional economic and social conditions as well as appreciation of the biological and physical problems. Regardless of priorities it is essential to a successful program that there be a commitment to continuity. Additionally, the total administrative complex for salmon enhancement should involve research components.The execution of a successful salmon-enhancement program depends on the establishment of an agency with the single responsibility of salmon enhancement. The financing of a successful program should depend partly on revenues generated from the resource users, such as a tax on commercially caught salmon, a license for saltwater angling. Special grants from federal and provincial governments would also be appropriate. Regardless of the administrative arrangements, it is urgently necessary that provincial government involvement be more substantial than it is at present. With their control over resource management practices, the provincial government is in a vital position for maintenance of freshwater environments.An investment of at least $100 million, and probably twice that amount, could be undertaken in a salmon-enhancement program that could be executed within 10 years. There are compelling reasons for starting on this enhancement program immediately.
