Abstract This article presents the increasing demands over the Brazilian Ministry of Foreign Affairs (Itamaraty) for opening its doors to other actors. This discussion will be followed by relevant theoretical and methodological analysis. We will defend the need to overcome problems related to: 1) conceptual vagueness about what the concept of participation means; 2) lack of clarity in the baseline to which comparisons are made; 3) fragile empirical basis; 4) limitations on the use of sources; and 5) how to understand the impact exerted by systemic forces.

AbstractThis article analyses the process of adaptation of the Polish Ministry of Foreign Affairs (MFA) to EU membership and participation in CFSP, both before and after EU accession. It addresses changes in organizational structure, but also in institutional culture and everyday practices. Despite the initial ambiguity, Polish decision-makers tend to perceive CFSP as an opportunity rather than a constraint on national foreign policy. It is argued that the turning point of the Europeanization process took place in 2003, when Poland became an active observer to the EU and its diplomats were allowed to attend meetings inside the Council. The article also identifies and analyses the gaps in experience and knowledge between the diplomats posted to Brussels and those that stayed in Warsaw. Finally, it examines the various challenges that EU membership held for the MFA and how they have been dealt with so far.

This chapter examines the place of foreign policy issues in national debates on the eve of the 1948 election. It profiles the four candidates (Harry Truman, Thomas Dewey, Henry Wallace, and Strom Thurmond), considers the role of foreign affairs during the campaign and their significance in determining the election result, and analyses the impact of Truman’s victory on US foreign policy. It argues that international affairs and their domestic consequences (anxieties about Communist influence especially) were very important in 1948. During the campaign, Truman effectively exploited his leadership in foreign policy. His resolute position on the Berlin blockade was part of a bipartisan foreign policy. So Dewey could hardly criticize the policy and gained little from its popularity. The main impact of the election was the consolidation of Truman’s policy of containment.

A partir do processo de abertura de interlocução do Itamaraty com o Legislativo e o empresariado brasileiro, multiplicam-se o número de atores interessados na formulação de política externa brasileira. A partir de então, percebe-se uma mudança comportamental no Ministério das Relações Exteriores e uma gama de atores que passou a competir com o Itamaraty na arena do comércio exterior. Assim, fazendo uso do Modelo dos Jogos de Dois níveis proposto por Putnam, busca-se compreender qual o impacto da Bancada do Agronegócio na formulação de políticas externas ambientais no período de 2011 a 2019. Resultados preliminares apontam uma intensificação da atuação da Bancada do Agronegócio frente ao relaxamento de medidas ambientais, um processo gradual de favorecimento, apontando um desmonte de políticas ambientais em detrimento de grandes latifundiários e o aumento de iniciativas internacionais que se conectam ao agronegócio, especialmente a partir da mudança do discurso sobre meio ambiente e proteção ambiental.Palavras-chave: Política Externa; Agronegócio; Meio Ambiente.ABSTRACTFrom the process of opening the Itamaraty's dialogue with the Brazilian legislature and business community, the number of actors interested in the formulation of Brazilian foreign policy multiplies. From then on, there was a behavioral change in the Ministry of Foreign Affairs and a range of actors that started to compete with Itamaraty in the foreign trade arena. Using the Two-Level Games Model proposed by Putnam, we seek to understand the impact of the Agribusiness Bench on the formulation of external environmental policies in the period from 2011 to 2019. Preliminary results point to an intensification of the performance of the Agribusiness Bench in relation to the relaxation of environmental measures, a gradual process of favoring, pointing to a dismantling of environmental policies to the detriment of large landowners and the increase in international initiatives that are connected to agribusiness, especially as a result of the change in the discourse on the environment and environmental protection.Keywords: Foreign Policy; Agroindustry; Environment. Recebido em: 31/03/2021 | Aceito em: 27/06/2021.

This article is dedicated to the analysis of Turkey's foreign policy aimed at achieving regional leadership after the Cold War, as well as the changes that took place therein under the rule of the Justice and Development Party) since 2002. The author describes the principles of Turkey's policy in the Balkans under the rule of the Justice and Development Party, which are founded on the doctrine of strategic depth proposed by Ahmet Davutoğlu in 2001, who was appointed Minister of Foreign Affairs in 2009 (until 2014). The following questions arise: are the political priorities and goals outlined in the theory compatible with the Turkey’s foreign policy in the Balkans, which holds an important place in the doctrine; and what is the impact of the neo-Ottoman approach adopted in relation to Muslim communities in the Balkans affect the policy conducted against the non-Muslim communities? Besides the Davutoğlu’s doctrine, the article employs archival documents obtained from the official website of the Ministry of Foreign Affairs of Turkey, as well as publications and books by various Turkish and foreign experts that allow reconstructing the true picture of events. The goal of this work is to comprise a broad picture of Turkey's position on the international arena in the 2000s and foreign policy perception of the Justice and Development party overall. In this regard, analysis is conducted on Turkey’s interests in the Balkans and the policy for achieving them under the rule of the Justice and Development Party.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.
