In the age of technological and social transformation aimed at establishing basic principles of implementing state economic policy under the challenges of the 4th industrial revolution the role of modernization process in the Russian industry is increasing. The authors justify strategic landmarks for technological modernization of industrial enterprises of Russia. To this end they made comparative analysis of innovation and technological, economic development of a number of countries and Russian Federation as well as estimated the preparedness of certain world countries to transformations in economics caused by changes of technological patterns during the 4th industrial revolution. It has been stated that Russian Federation has structural disproportions slowing down economic development of the country. It also demonstrates the need for performing structural transformations to carry out disruptive development and achieve global leadership. At present there is no single methodology of controlling disruptive development in transformation conditions caused by the need for reindustrialization and digitalization of the country’s economy. Besides, there are not any projects on creating a set of theoretical and practical tools adapted to the Russian institutional specificity aimed at increasing strategic technological competitiveness of the industrial complex and achieving global technological leadership including justification of the practicability of technological modernization of industrial enterprises which would take into account the specificity of the modern stage of the Russian economics’ development. So, the authors have conducted research to reveal the essence of the technological modernization of industrial enterprises by means of grouping basic approaches to this definition. As a result they also suggested classification of the basic types of strategies for technological modernization at the national enterprises.

In the modern conditions of economic development, the development of the industrial complex is being transformed with emphasis on digital technologies and high-tech production. The article considers new principles of the implementation of the state’s economic policy taking into account the challenges of the fourth industrial revolution, as well as the results of the analysis of the main indicators of industrial development, both in the world and in Russia in particular, including the assessment of the current state of innovation and technological activity of the industrial sector of the Russian economy. At the same time the authors pay special attention to the analysis of modern trends in the development of industry in countries with both a high level of high-tech production and a low level. The paper analyses the prospects of Russian industry development to justify the need for technological breakthrough strategies and technological modernization of industrial enterprises.

Current economic development trends are based on a modernization concept. This concept provides a transition to an innovative path of economic development. The priority is to increase the strategic competitiveness necessary to ensure a technological breakthrough. These changes cause an institutional and technological transformation. The result is the formation of a transformational economy. Transformation processes caused by the transition of many countries to the post-industrial era (this era is based on fundamentally new information and communication, bio, nano and other technologies) affect the economy and are reflected in state economic policy. The article forms the conceptual foundations of the implementation of state economic policy in the era of technological and social transformation. The authors substantiated the basic principles of politics, taking into account the challenges of the 4th industrial revolution. The article provides a comparative analysis of Russia and individual countries of the world to achieve the goals of implementing state economic policy in the conditions of technological and social transformation. The purpose of the study is to justify the modern directions of the implementation of state economic policy of digital globalization.

In the article, using econometric methods to analyze various aspects of identification of relevant factors of modernization of industrial enterprises, determined the most effective relations between them, their ranking is carried out. The paper provides an understanding of the role and place of the accelerated technological modernization of the industry as one of the imperatives of the state socio-economic strategy that currently updates the problem identification forms, mechanisms, strategies to build domestic industrial capacity. Along with this, SMEs require clear mechanisms of organizational-economic providing of the implementation of comprehensive modernization, including taking into account the specifics of the industrial complex and the accumulated socio-economic potential of the region. This predetermines the importance of the formulation of problems of organizational-economic providing of processes of technological modernization of the industry at the regional level. Discusses the changes in the process of modernization: the emergence of the latest procedures and devices of resolving social problems on the basis of improvement of all system of public relations and modification of way of life the emergence of innovative technologies; development of commodity-money relations, the acquisition of the highest level of professional expertise of managers and employees; the modification of social relations. The generalized algorithm effective management of the enterprise in terms of innovation, the tools identify the time lags of development of the enterprise. It is concluded that the identification of the relevant factors provides the possibility of optimizing the process of active management of innovative activity taking into account the stage of development of the enterprise.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

CIS member countries are interconnected by both historical, cultural and economic components. Russia and China, as two global actors, influence the economic situation and security in the CIS. The purpose of the paper is to identify the dependence of the CIS member countries on Russia and China, as well as to identify dependence of the economic development of the member states on import of armaments. Applying a regional approach, as well as analyzing economic indicators, supplies of weapons and presence of the military industrial complex production and service enterprises, we can define Belarus and Kazakhstan as the states with the largest share of foreign (Russian and Chinese) investments and weapons in their home markets. The Russian Federation stands out in the general context of dominance throughout the CIS. There are also Russian geopolitical interests, which include protection of external borders by ensuring security and stability in the member states bordering third countries. Chinese interests are focused mainly in the border area, namely, Chinese interests in Central Asia. The growing influence of global actors in the region, which is ensured through their investments in industry, military supplies and setting up new production complexes, establishes an ever closer relationship among the nations of the region. Thus, such an influence may lead certain CIS member countries to closer integration with China and Russia in the future, namely, to create bilateral alliances with a higher degree of dependence on global actors in comparison with other CIS member countries.

This book examines the varied but interconnected relationships between energy consumption and economic development in Europe over the last five centuries. It describes how the traditional energy economy of medieval and early modern Europe was marked by stable or falling per capita energy consumption, and how the First Industrial Revolution in the eighteenth century—fueled by coal and steam engines—redrew the economic, social, and geopolitical map of Europe and the world. The Second Industrial Revolution continued this energy expansion and social transformation through the use of oil and electricity, but after 1970 Europe entered a new stage in which energy consumption has stabilized. This book challenges the view that the outsourcing of heavy industry overseas is the cause, arguing that a Third Industrial Revolution driven by new information and communication technologies has played a major stabilizing role. It offers new perspectives on the challenges posed today by climate change and peak oil, demonstrating that although the path of modern economic development has vastly increased our energy use, it has not been a story of ever-rising and continuous consumption. The book sheds light on the often lengthy and complex changes needed for new energy systems to emerge, the role of energy resources in economic growth, and the importance of energy efficiency in promoting growth and reducing future energy demand.

The results of analyzing the approaches, concepts, programs, as well as the practices of strategic management of regional development, existing in Russia and abroad, are presented. Based on the revealed trends and taking into consideration the factors of global instability in the world, a complex of scientific provisions is worded with regard to forming of a relevant management strategy for social and economic development of regions in modern-day Russia. The suggested approach includes 10 provisions. 1. The strategy of the region social and economic development should be considered as an integral structure of subsystems taking into account the whole range of its natural, economic and social components, which constitute a unified territorial complex with multiple intricate internal and external relations. 2. It is necessary to analyze the social and economic status of the region in the totality of the fields of its production-and-economic activities; and compare the relevant set of indicators, provided by the state and regional statistics, to the available data obtained as a result of monitoring the functioning of the industrial enterprises. 3. The strategic priorities in the social and economic development of industrial enterprises in the Russian Federation entity should be formed through a system of supporting the making of managerial decisions on the region’s development, which would include the earlier mentioned methods, models and program complexes of the information-and-analytical system. 4. Russian Federation entities should elaborate the strategies of their social and economic development in compliance with the Forecast of the Science and Technology Development in the Russian Federation for the Period till 2030. 5. Since Russian Federation entities, in their essence, are integral formations with a unified wide range of natural, economic and social components, and are interested in proportionate and well-balanced development of those, it means that in order to ensure the strategic industrial and economic priorities of these regions, it is necessary to perform a complex analysis of the supporting infrastructure subsystems (engineering and technical facilities and communications, resources of all kinds, etc.) for the industrial enterprises being developed. 6. The concepts and programs of the social and economic development of regions should not only be properly elaborated and informationally tied to relevant federal programs. 7. No matter the scale of the regional development plans and the ambitions within those, as formed by the regional departments of state authorities, all of that can only be fulfilled by the population of those entities. 8. The strategy of social and economic development of any region, as a rule, comprises the programs for development of the secondary and higher professional education, the forming of which should be based on the forecasts of the demographic increase of population, development of industrial enterprises and organizations located on the region’s territories, etc. 9. It is impossible to fulfill the strategies of the development of Russian Federation entities without such an important component as public healthcare. 10. Various social programs and social protection of the population in general should be one of the crucial aspects when forming the strategies of development of Russian Federation entities

The relevance of the study is stipulated by the need to increase the in-vestment attractiveness of the real sector of the economy in the context of global changes associated with the new industrial revolution "Industry 4.0".
