The authors study the problems of the quality of government agencies’ forecasts for social and economic development of the subjects of the Russian Federation. They point out that the volumes of investment in the fixed capital is one of the most important indicators by which it is possible to judge about the current state of economics as well as about the prospects for its development. On the one hand, the study is considered to be of extreme topicality due to the risks of development of negative process in investment activity in the country which are caused by global factors. On the other hand, it is necessary to point out that the role of forecasting as the element of regional development management is growing under the present conditions. The purpose of the study is to assess the quality of forecast for the volumes of investment in fixed capital and the indicators connected with it at the regional level. The approach suggested has been tested while analyzing the data on the Republic of Bashkortostan. To achieve the objective, the authors made statistical analysis for revealing contradictions in the indicators’ dynamics; examined the pace of growth of investment in current and comparable prices; made comparison with the region’s GRP dynamics, enterprises’ profit, parameters of development of construction industry; calculated the return of capital. They employed structural analysis method, dynamics’ analysis. Moreover, the authors estimated the conformity of the forecast with the strategic planning of regional and federal levels. They disclosed contradictions which decrease the quality of the forecast and dispute the effect of the measures taken in accordance with it. The scientific novelty of the approach suggested lies in implementation of complex view on assessment of quality of such documents by means of analyzing the conformity of dynamics for interrelated indicators. The results of the research can be used to discover the drawbacks in the existing forecast system. These drawbacks ought to be eliminated to raise the efficiency of the entire state management system.

The review provides up-to-date data on pathogenetic mechanisms, opportunities of diagnosis, and organizational and medical measures concerning autoimmune thyroiditis (AIT). AIT is a polyetiological disease which is mainly caused by environmental factors, genetic predisposition and disorder in immune regulation. Primary AIT incidence in the Republic of Belarus in 2017 is 58 cases per 100,000 population in the overall structure of the thyroid gland pathology, the AIT accounts for up to 40 %. The upward trend in the number of autoimmune diseases of the thyroid gland, including that in ecologically unfavorable regions, is explained not only by the true increase in the number of patients with AIT, the consequences of stress, but also by the overdiagnosis. There is contradictory data on the correlation of the level of iodine sufficiency of the population with the AIT development; there is no convincing evidence of the role of radiation factors in increasing the risk of AIT. The review analyzes the correlation of AIT with an imbalance in a number of microelements involved in the synthesis of thyroid hormones and affecting the iodine exchange. The article presents the study results that determined the nature of immune disorders in AIT and hypothyroidism in such forms as disorders of lymphocyte subpopulations, proinflammatory and anti-inflammatory cytokines, changes in the apoptosis mechanisms, which were proposed for use as predictors of the severity of thyroid immune inflammation and hypothyroidism. The criteria for selecting patients with an increased risk of developing AIT complications remain unclear, that necessitates the development and implementation of additional organizational and medical measures for following-up of such patients and assessing their quality of life.

The article substantiates the relevance of the activities of sanatorium-resort enterprises due to the pandemic. The dynamics of development of medical tourism is provided. The role of personnel in business efficiency is highlighted. Methods and indicators for analyzing the quality of personnel work are provided. A quantitative review of the sanatoriums of the Republic of Bashkortostan is provided. The intangibility of the spa service makes it impossible to study and evaluate before its receiving. This leads to difficulties in managing a specific service. Direct contact between the personnel and the guest is key for the enterprises of the spa industry. Therefore, the quality assessment will depend on many subjective and objective factors. On the example of a particular sanatorium, the quality of the work of the personnel was assessed and the factor analysis of the dissatisfaction of the clients with the work of the personnel with the Pareto diagram was carried out. Three main problems fell within the 80 % range. Measures are proposed to improve the quality of work of personnel in sanatorium-resort institutions.

The article on the base of studying the state of foreign and domestic bicycle tourism reviews its organization in the Re- public of Bashkortostan. Fashion for a healthy lifestyle and ecological types of tourism is increasing every year. Bicycle tourism is among such types of activity. Abroad, it become the symbol of civilized society. Currently, its popularity grows in Russia and in its regions. For the first time the article comprehensively addresses the history, current state and prospects of further development of bicycle tourism in the Republic of Bashkortostan. The authors mark main milestones, significant events and moments in the development of bicycle tourism in the republic. The article describes the main organizations have ever partici- pated in the development of bicycle tourism in the republic. The article considers the experience of joint tours of domestic and foreign tourists. It is noted that state management of bicycle tourism made it possible to increase the number of mass events, for example, the “Day of 1000 cyclists” that is annually in may in many cities of Russia. This year has been proposed a new format I Bike Ufa. It is a unique and grand concept of “Open streets”. Today the market of services in this segment is quite diverse. The interest of local business in bicycle tourism is growing. The authors substantiate the necessity for searching new organizational forms of bicycle tourism. Tourist trips and bike tours are currently experiencing a new wave of popularity. The article allocates the most important objects of tourist interest, briefly describes the tourism infrastructure of Ufa, and identifies the perspectives and ways of its use in bicycle tourism. The authors present the result of the developing the series of thematic tours on bicycles.

Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions. Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it. Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics. Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate. Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.

Podkarpackie Voivodeship is one of the regions of Poland in which the number of agritourism entities is very high. Therefore tourism plays a significant role in its development strategy. The aim of the paper is to identify the current state of agritourism and the changes that have occurred in the region in the years 2000–2016. Specific objectives are to determine the distribution of agritourism farms and their offer, together with a comprehensive analysis of the environmental and socio-economic factors, as well as the impact of the Slovak-Ukrainian border. The report was developed on the statistical materials from the Polish Central Statistical Office, Podkarpackie Agricultural Advisory Centre in Boguchwała and data collected from municipalities and district offices that is published on their websites, as well as through interviews with 100 owners of agritourism farms in the Podkarpackie Voivodeship. The research has shown, on the one hand, the decline in the number of farms in the region and, on the other hand, the increase in the diversity of the tourist offer of these entities. Distribution of agritourism farms is closely linked to the attractiveness of natural environment and quality of secondary tourism resources. Traditional agritourism has not yet fully used its countryside, as well as cross-border advantages of its location.

In this work the analysis on description of rural settlements boundaries of the Republic of Bashkortostan, based on the experience of other sub-federal units of Russian Federation was made. A range of weak points in collected input data was defined. In total, of 54 municipal districts of the Republic of Bashkortostan (818 rural settlements), 44 districts showed nonconformity of feed data details to regulatory requirements. And the main reason for this is a low quality of input materials such as base maps at scale 1

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

This article at the intersection of cultural studies of popular and memory culture deals with the genre of comics as an identity-forming (protest) medium and projection surface for the ideologised “culture war” between traditionalists and modernists in contemporary Poland. The analysis focuses on two historical comics that combine facts and imaginary and refer back to the Second World War, the communist period and the recent history of the Republic of Poland after 1989. The article juxtaposes two title heroes and their comic worlds, which represent opposite ends of the political spectrum and reveal the problem areas of Poland’s dividedness along the underlying canon of values and symbolic worlds: Jan Hardy, the national-conservative “cursed soldier”, and Likwidator, the relentless “anarcho-terrorist”. The characters and their adventures exemplify fundamental memory cultural, religious, nationalist and emancipatory discourses in Poland today. The focus of the analysis lies on the creation context and the (visual) language with its narrative-aesthetic intensifications, which illuminate Poland’s current state of conflict between national egoism and traditional “cultural patriotism” on the one hand and liberal value relativism with its progressive-emancipatory rhetoric on the other.

The paper investigates modern trends in the development of innovative systems in Russia. These trends are caused, on the one hand, by the lack of a clearly formulated concept of an innovation system, and, consequently, by the inability to determine the ways of its development, and by the active use of undeservedly forgotten program-target planning methods, on the other hand. A detailed analysis of various positions and statistical materials allowed us to prove that, contrary to the generally accepted opinion, the Russian model of public administration and financing of innovative activities has signs of cluster and state-corporate types. The article considers the existing approaches to the management of innovation and investment activities of organizations, which is aimed directly at reproduction processes, in particular, the reproduction of fixed capital. The authors substantiate the necessity of creating territorially grouped innovation systems, which is explained by the dependence of industries and sectors of the economy on each other on the technological principle and the need to create technological links between them to realize their potential advantages within the framework of the implementation and creation of innovative products.

The purpose of this article is to study the methods for manufacturing, wearing and ways of use of the Bashkir chest decorations in the end of the 20th — beginning of the 21st c. The research area includes the Republic of Bashkortostan and neighboring regions where the Bashkirs live. Information for neighboring regions was collected using the Internet and social networks: VKontakte, Instagram, YouTube. The chronological framework of the study covers the end of the 20th — beginning of the 21st c., that is the time of a renaissance of traditions and the growth of interest in them. Field materials collected by the author during the expeditions in 2010–2019 to different districts of the Republic of Bashkortostan, archival materials, museum collections of Ufa and Internet resources where old and modern photos with Bashkir chest decorations are posted became the source base of the study. The article uses general scientific methods: comparative-historical, and the method of scientific description and analysis. During the collection of field materials, we relied on ethnographic methods, such as in-depth interviews, observation, and photo fixation. To study the current state of tradition, monitoring of social networks was used. Different types of female bibs used to be popular among Bashkirs — selter, sakal, hakal, yaga, muynsa, almaizy and others. They were very highly valued and used as essential part of the bride dowry. Chest decorations made of silver coins and real corals were very expensive. Until the end of the 19th — beginning of the 20th c., chest decoration retained its ethnic, social, and sacred functions. In the beginning of the 20th c., the traditional culture was undergoing a difficult period. During the hunger years of the 1920s, the period of the creation of collective farms, many Bashkirs were forced to surrender their jewelry for nothing. In the postwar years, very few people still had their authentic national decorations. In the end of the 20th — beginning of 21st c., on the wave of mobilization of ethnic identity and revival of interest in traditions, the bib as an ethnic marker became popular again. It has been revealed that there are five basic trends of manufacturing of the Bashkir bibs: from historical reconstructions to highly stylized pieces, from everyday to festive. Nowadays they are worn both for beauty and designating the ethnic identity, traditions, culture, demonstration of national Bashkir ownership. The initial spiritual and guarding function of chest decorations has now been lost.
