Today, in the times of economic uncertainty and unpredictability, it is important to respond to new challenges in a timely manner, using relevant tools to make effective management decisions. In the world practice, one of such tools for effective management of an industrial enterprise project is PEST-analysis, the functionality of which is considered in this paper. The study purpose is to conduct PEST-analysis, review and analyze the factors affecting the development of the Nivensky GOK (Mining and Concentration Complex), located in the Kaliningrad region – an export-oriented investment project to build a new industrial enterprise with core production of a premium mineral fertilizer, potassium sulfate. Based on the analysis, the paper proposes a number of feasible preventive measures for mitigating effects of negative factors, as well as for the development of strengths of the Nivensky GOK’s company-operator, “K-Potash Service” LLC. Thus, PEST-analysis of key micro- and macroeconomic factors allowed to comprehensively assess the position of Nivensky GOK in the emerging mining-and-chemical industry of Kaliningrad region. The study established the degree of influence of other internal and external factors on the company as well, including the possibilities of introducing new innovative techniques in the industrial enterprise operation, trends in the development of the mineral fertilizer market, taking into account the geopolitical context. Conclusions, recommendations and proposals allow evaluating the company and the possibilities of its development for making strategic and long-term decisions on the project development. The main results of the study can be used as effective tools for optimizing development of the new industrial enterprise project, Nivensky GOK.

Technology has an important role in improving the quality of education. Learning that is supported by technological devices today seems obligatory to be used in line with the times. Even more varied learning that leads to independent learning for students. Independent learning for students requires teaching materials that can facilitate students in learning, one of which is web-based teaching materials. Web-based learning has been widely implementing in education. The purpose of this study is to determine the factors that influence student interest in web-based learning in higher education using case studies. So that the data and information obtained can later be used as a foundation in the application of web-based learning that is more interesting and better than. This research is descriptive qualitative research with a case study. Factors that influence students' asking for web-based learning are: Web-based teaching materials are more comfortable to learn without having to print. The use of technology enables students to access knowledge anytime and anywhere. Interactions that occur in Web-based learning are more attractive, which allows students to be able to consult with lecturers at any time. The interface of web-based learning is exciting and not dull. Other factors can be sourced from the teaching style of lecturers, and so on. From several factors that influence student interest, it is also found that web-based learning can change the character of student learning more independently and more timely in the following knowledge and doing assignments given by lecturers.

This study analyzes the factors that affect the competitiveness of ASEAN-5 countries in terms of Labor Productivity, Net Exports, Investment, Inflation and Exchange Rates in two periods, namely the ASEAN internal crisis and the global crisis using the times series data from 1997-2017, then analyzed with the regression analysis model. The results showed that the labor productivity of the 1997-2008 period had a positive and significant effect on the competitiveness of ASEAN-5, as well as the period of 2008-2019, labor productivity had a positive and significant effect on the competitiveness of ASEAN-5. The net export period of 1997-2008 had a negative and not significant effect on the competitiveness of ASEAN-5, as well as the period of 2008-2017, the net export had a negative and not significant effect on the competitiveness of ASEAN-5. The investment period of 1997-2008 has a negative and not significant effect on the competitiveness of ASEAN-5, while the period 2008-2017 has a positive and not significant effect on the competitiveness of ASEAN-5. Inflation in the 1997-2017 period had a negative and insignificant effect on the competitiveness of ASEAN-5, as well as the 2008-2017 inflation period had a negative and not significant effect on the competitiveness of ASEAN-5. Exchange rates for the period 1997-2008 have a negative and insignificant influence on the competitiveness of ASEAN-5, as well as the 2008-2017 period, which has a negative and insignificant effect on the competitiveness of ASEAN-5.

Introduction. Consider the system of organization and implementation of risk management in the building enterprise. The introduction and management of risks in an industrial enterprise is an actual problem due to the occurrence of the following list of factors: incomplete information, elements of randomness, unpredictability of actions of a partner or competitor, among others. Risk management is a process that must begin at the development stage of a industrial company’s strategy, and necessarily with the participation of its owners, since it is the owners who, when developing a strategy, should determine the maximum level of total risk that the industry company will be ready to accept in the course of its activities. Risk management in industrial enterprises should be implemented within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production organizations, as well as using risk management tools. Materials and methods. The methodology of the continuous risk management process was used to study the industry organization and implementation of risk management, and systems analysis, modeling and synthesis methods were used. Results. It was determined that the creation of a risk management department is appropriate for effective risk management at the industry enterprise. The main responsibilities of this unit, including for staff and other users (including employees, consultants and contractors), in order to successfully implement the management strategy, require unconditional implementation to minimize risks and eliminate costs in implementing risk management. It was revealed that as a result of introducing risk management in industry enterprises of various industries, a set of measures should be developed to evaluate the operational risks of an enterprise, integral risk, quantitative assessment of which is based on a comprehensive analysis of financial and accounting reports, and conducting an integrated risk assessment based on all levels of responsibility within the industrial enterprise. Conclusions. Risk management at industrial enterprises should be carried out within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production industrial organizations, as well as using risk management tools.

Economic security of the enterprise is designed to ensure stable and continuous functioning of the economic entity. The study of the state of economic security is one of the key factors for enterprises, as the level of its security depends on the financial condition. The purpose of personnel management in the system of economic security of the enterprise is to find ways to minimize risks and threats to employees. Ensuring economic security is one of the most important problems faced by enterprises. The overall system of integrated enterprise management is closely related to security and personnel management. The article examines the main threats and factors affecting economic security, as well as measures to improve the system of protection of the organization, the factors affecting the external and internal environment, measures for the organization of economic security in the enterprise, developed a methodology for assessing the personnel management system to make effective management decisions.
