The article deals with editorial and political commentary as journalistic genres, reveals their typological features, similarities and differences. The author gives reasons for saving these genres and considering them as those belonging to the group of analytical genres, since their basis is the logical analysis of real events, phenomena or facts. The author studies the historical transformation of editorial and political commentary in the pre-revolutionary, Soviet and post-Soviet periods, and determines the causes of the changes. The author infers that currently, editorial is best developing in the context of columnism, whereas political commentary is most successful in the Internet. This foregrounds the study of both current state and historical conditions for the development of these genres, especially in Siberian regional press at the establishment stage in the early XX century. The analysis of papers issued consecutively from 1906 to 1917 in Minusinsk, the central town of Yenisei province, shows the main trends in the change of the content of these types of newspaper text. An editorial containing comments on political issues was an indicator of particular quality of the newspaper, since the readers were provided with the editors or leading journalists reasoned point of view on the events and phenomena of those days. The choice of the topic and the content of the coverage were determines by the censorship and historical conditions, availability of information sources and the writers experience. Despite similarities in the topic and content, editorial and political commentary had different headlines and references to the author. Moreover, in the Bolshevists press, which became legalized in the time of the February Revolution, editorial was used as a means of agitation, and thus set up the tradition for the Soviet press.

This  paper  use  SERVQUAL measure  for  assessingthe  quality  of  the  administrative  services  in  a  large  mall,located in Brazil,  seen from the point of view of the currentservice  providers.  A questionnaire  was  used  to  interview 68service companies, and 5 CEO mall of this case of study. Twofactors were compared: the expectations and perceptions of theservice  providers,  the  comparison  enabled  the  strengths  andweaknesses of the quality perceived of the services offered bythe  mall  were  undertaken  as  a  case  study. Understand whatfeatures  and  level  of  service  must  have  in  order  to  meetconsumer needs, against on how consumers perceive the actualmall  performance  in  the  context  of  what  they  expected  to ensuring  good  service  to  classify  into  three  categories  offactors:  Basic,  Performance  and  Excitement.The  findings  ofthis study may prompt future research to create a new tool tohelp those managers and service companies in the process ofmaking decisions aimed at improving the strategic relationshipwith retail companies and thus to improve the quality of themall  services.  One  contribution  of  this  study  is  the  simpleproposed model used to understanding how quality processesaffect each organizational dimension of service performance.

The upcoming trends related to climate change are increasing the level of interest of social groups in solutions for the implementation and the realization of activities that will ensure the change of these trends and can reduce the impact on the environment, including the health of the community exposed to these impacts. The implementation of solutions aimed at improving the quality of the environment requires taking into account not only the environmental aspects but also the economic aspect. Taking into account the analysis of solutions changing the current state of climate change, the article focuses on the analysis of the potential economic effect caused by the implementation of nature-based solutions (NBSs) in terms of reducing the operating costs related to water retention for local social groups. The analysis is based on a case study, one of the research projects studying nature-based solutions, created as part of the Grow Green project (H2020) in Wrocław in 2017–2022. The results of the analysis are an observed potential positive change in economic effects, i.e., approximately 85.90% of the operating costs related to water retention have been reduced for local social groups by NBSs.

The new Internet of Things/Everything (IoT/IoE) paradigm and architecture allows one to rethink the way Smart City infrastructures are designed and managed, but on the other hand, a number of problems have to be solved. In terms of mobility the cities that embrace the sensoring era can take advantage of this disruptive technology to improve the quality of life of their citizens, also thanks to the rationalization in the use of their resources. In Sii-Mobility, a national smart city project on mobility and transportation, a flexible platform has been designed and here, in this paper, is presented. It permits one to set up heterogeneous and complex scenarios that integrate sensors/actuators as IoT/IoE in an overall Big Data, Machine Learning and Data Analytics scenario. A detailed and complex case-study has been presented to validate the solution in the context of a system that dynamically reverse the traveling direction of a road segment, with all the safety conditions in place. This case study composes several building blocks of the IoT platform, which demonstrate that a flexible and dynamic set-up is possible, supporting security, safety, local, cloud and mixed solutions.

After the dissolution of the first national airline in 2002, the Guinean government attempted to set up Guinea Airlines, but it was unsuccessful. This study aims to analyze the current state of air transport in Guinea and to conduct a diagnostic analysis for the revival of the national airline. The objective is to explore the causes of the failures of various attempts to revive the national company. The findings show that air transport has a positive spillover externality to economic long-run growth and the revival of Guinea Airlines could be a major asset to boost the country’s economic growth.

Information and communication technologies are becoming an increasingly important part of everyday life, as they facilitate many activities, mainly in the world of work, but also in scientific research and education. At present, informatics is one of the fastest growing sectors of the national economy. This development has had a significant impact on improving the quality of transport and transportation processes. The article is focused on the railway transport. It deals with the possibilities of planning the shifts of the train personnel and circulation of the vehicles. It describes the background of the topic. The scientific acquittance lies on the methodology proposed by authors. It presents a new idea of creating the shifts and circulations while being based on the current state and mathematical methods.

AbstractIn 2002 the International Virtual Observatory Alliance (IVOA) has been created in order to gather efforts on data standardization and dissemination. Since then, the virtual Observatory allowed to spread validated data all over the world and to use data from everywhere from earth. From the standards definitions to development of tools, developers have set up a technical infrastructure used by astronomers to easily search for data and make science with all available products, more tools and more confidence on the quality of data. The goal of this review is to present the state of the art of the VO data, standards and tools. This review focuses on basic astronomer's questions : what kind of data are accessible, how to deal with these data and how to use them.

Abstract It is generally agreed that in photojournalism pictures come first. However, also the short verbal texts that accompany them play a crucial role, as they lead readers among the different signifieds of the image. A multimodal discourse analysis of captions will aptly consider both the linguistic elements that appear within the verbal discourse and the image-text relation. The interconnectedness of captions and pictures has lately been defined as a “loop,” a view which blurs the traditional distinction between anchoring and relaying processes theorized by Barthes. The association of the relaying function with comics, however, seems to establish an interesting point of contact between photojournalism and pop art. Captions actually show the tension between “high” and “low” culture, the former being traditionally identified with the word and the latter with the image. While in the heyday of photojournalism captions were made necessary by the poor quality of the photographs, they soon began to provide an abstractive summary of the story told by the picture. This selective process involves interpretation. For this reason, captions can be ethically misleading and even legally controversial forms of discourse, for instance when they are used instrumentally to convey a specific point of view. In photojournalism dealing with crime cases, in particular, captions may display a sensationalist and populist view of justice, thus articulating the thoughts of public opinion supported by the newspaper’s stand. My case study focuses on the caption that accompanied the photo portraying Perry Smith and Richard Hickock while leaving the courtroom on March 29, 1960. Current education in biology is devoid of mathematics in many countries, probably because many relevant biological processes are explained from a qualitative point of view rather than addressing the quantitative aspects of these phenomena. Here, we employ a case study from the yeast physiology to illustrate the importance of numeracy skills for a deeper understanding of relevant biological problems. Yeast anaerobic growth on sugars is a widespread process as it is the basis for beer, bread, and winemaking and it is much akin to lactic acid fermentation in muscle cells in response to an increased energy demand. To study the physiology of yeasts under controlled conditions and being able to compare the results quantitatively, one ought to perform measurements and calculations involving concentrations of oxygen, biomass, and organic compounds. To set-up an “anaerobic” culture of Saccharomyces cerevisiae in a defined medium, one needs to calculate how much oxygen must enter the cultivation system, to meet the requirements for ergosterol and oleic acid biosyntheses, both of which require oxygen. Using basic physicochemical principles and simple mathematical skills, students will be able to compute the oxygen requirement for yeast growth under such “anaerobic” conditions.

The aim of the elaboration is to draw attention to selected aspects of investor relations importance for capital market functioning to increase the quality of communication with investors in the global financial market. The article presents the importance of investor relations from a macroeconomic and microeconomic point of view. The theory was complemented with selected surveys results.The surveys were conducted by the author on a sample of individual investors, stock-quoted companies and sell-side analysts on Polish capital market between June 2009 – March 2010. In the article, description method, comparison method, case study and questionnaire method were used.
