The importance of effectively meeting the needs of the region's population in essential services under conditions of uncertainty is becoming an increasingly important and relevant area of economic development of the local economy. A systematic study carried out in the article pertaining to assessing and using the potential of interaction between the state, regions and municipalities in order to meet the needs of the population in essential services contributes to strengthening the capabilities of the local economy. But this cannot be achieved without analyzing the external and internal environment and implementing, on this basis, a forecast of a dynamic change in the economic situation, to which the power structures do not pay due attention. It was found that the shortcomings of the methodological tools lead to a low quality of the developed forecast and management decisions. The article clarifies the concept of strategic management in relation to the socio-economic development of territories, shows that solving such problem situations increases the potential of the local economy, aims at increasing efficiency and has a positive effect on strengthening the socio-economic potential of the Siberian territories. Proposals aimed at solving the problems of forecasting socio-economic development have been prepared. It is shown that the mechanism of work of state structures of territories and of business on the field of rendering socially important services to the population, based on the use of optimization theory in forecasting activity, allows to reveal unused opportunities and redistribute them in the areas being the bottlenecks. The proposals include a conceptually distributed in time optimization model of effective solutions to meet the needs of the population in the region in services based on the real state of the economy and the emerging prospects for dynamic change towards growth. This view of the problems of the local economy makes it possible to use the proposed organizational and economic solutions to the challenges with a high degree of efficiency. This stimulates the search for new approaches to the study of the problems faced by municipalities, the identification of relevant forms and methods of solving socially significant problems.

This article focuses on cultural and creative activities and the development of local communities. Several studies on North America, Europe and Latin America have shown that this type of activity may have a positive impact on the local economy and living environments, and in particular on the sense of territorial belonging and on relations between citizens. In this text, we propose a reading of the impact of neighborhood cultural initiatives in the context of local socio-economic development based on a set of indicators of the local cultural vitality of a neighborhood. The empirical research was carried out in Montreal, namely on two boroughs: Rosemont–La Petite-Patrie and Sud-Ouest.

The current state of the economy with the deterioration of social results about transformational transformations due to the lack of a system for managing social dynamics in connection with the transition to innovative sources of socio-economic development, which in turn raises the issue of managing such changes. The economic development of the country concerns not only money, but also the increase of the general welfare of the population. The way to improve the better life and economic development of the country is possible taking into account the transformation processes, but achieving this involves solving a set of goals and objectives facing governments at all levels. Economic and social development of the regions of Ukraine today seeks to be better. The delimitation of regions is caused by the level of the average wage, as well as the total per capita income. The study of indicators of socio-economic development requires clear and precise actions on the part of the state and local self-government. The development of strategies for a certain period helps to improve the situation in the regions of Ukraine, but it is a temporary phenomenon that in some cases it is not a managed system. Today there is a problem of economic development, social protection of low-income groups and health care, people of retirement age and so on. All human and civil rights are equal and interrelated, and therefore they must be equally protected by the state. All human rights and civil rights must be protected by the state: man, his life and health, honor and dignity, inviolability and security – the highest social value; free development of personality is determined by the Constitution of Ukraine. The study outlines the relationship and interdependence of local budget revenues from subsidies and subventions of the state budget, economic activity of the population, as well as the unemployment rate is an important indicator of the general state of the economy. The article highlights the problems of heterogeneity and dissociation of the economic space of Russia, the lack of effective interaction of territorially localized systems. The solution of these problems is possible on the basis of constructing the activity of planning subjects within spatial social and economic systems considering influence of factors of environment uncertainty, their quality, complexity and high dynamism. Strategic planning of the development of spatial socio-economic systems involves the study of the external environment to identify opportunities and threats, define their strengths and weaknesses and competitive advantages, formulate the mission and development goals, and choose a strategy to achieve them based on the analysis of alternatives. Algorithms for working out a program for regional socio-economic development and a program for socio-economic development of the municipality have been proposed. The organization of the process of creating the regional socio-economic development program in accordance with the proposed algorithm will significantly increase the efficiency of planning, interaction between authorities and society; it will allow a sufficiently high level of detail, excluding contradictions, to coordinate the priorities of balanced and sustainable development of individual regions and the region as a whole. The inclusion in the planning processes the spatial and socio-economic development of the region and its municipalities allows to ensure compliance with the principle of the unity of spatial and socio-economic planning, which is an undoubted advantage of the algorithms proposed. The analysis of the existing regulatory framework on the problems of strategic planning of spatial and socio-economic development of the Astrakhan region has been given. It is recommended to make certain adjustments to the law on regional strategic planning of the Astrakhan region. It has been inferred that synchronization of the process of strategic planning of spatial and socio-economic development of spatial socio-economic systems can be organized by eliminating the inconsistency of actions of power structures, local self-government and economic entities; improving the efficiency of management decisions of regional power structures and local self-government.

This article substantiates methodological approaches and mechanisms for managing the socio-economic development of depressed territories, aimed at overcoming spatial unevenness of economic growth, asymmetry of economic and social development of regional socio-economic systems, increasing their contribution to the formation of the gross domestic product of the country, ensuring highly effective and competitive development of the economy of regions in the interregional and international division of labor. The purpose of the research is to develop mechanisms for managing the socio-economic development of depressed territories, which are crucial in improving the efficiency and competitiveness of economic and social development of the country's regions, as part of a single reproductive system of the national economy. The study used methods of logical and statistical analysis, systematic approaches to the consideration of phenomena and factors. Based on the example of the Republic of Bashkortostan, methodological approaches and mechanisms for overcoming the crisis state of the economy of depressed territories, ensuring their innovative development through the introduction of advanced equipment and technology into production, increasing the share of knowledge-intensive industries, increasing the role of human capital, providing various benefits and subsidies for the development of new enterprises and productions are proposed. To overcome the crisis state of the economy of depressed territories and ensure their sustainable socio-economic development for the long term, it is necessary to initiate and implement innovative development of these territories on the basis of strengthening state regulation and investment.

The purpose of the study was to determine the methods of successful management plan in cultural heritage sites. In addition to that, the research task was to clarification the nexus between cultural heritage and sustainable economic development in an operational and empirical manner. In the empirical part of the study, the main concern was finding out how to merge the cultural heritage sites in economic development projects for the local economy development. The methodology adopted for this study involved an innovative combination of economic and social assessment techniques. Economic assessment techniques applied included value analysis of cultural heritage sites. The study showed the culture heritage plays a significant role in the regeneration and development of local and regional areas. Contrary to expectations, the results indicated the great relationship between cultural heritage and socio-economic development to develop regional and local economy. Consistent to earlier research the study supported the hypothesis that using cultural heritage in local economic development projects. The results can be applied to cultural heritage sites and tourist destinations. Further study is required to investment of cultural heritage sites to achieve socioeconomic development.

The structural characteristics and features of the implementation of activities of regional programs in the context of national projects have been investigated in this paper. A hierarchical model of assessing the life quality of population based on the target indicators of socio-economic development of territories is proposed.


The purpose of this article is to consider regional diagnostics as a relatively new direction in modern socio-economic geography, revealing its theoretical and methodological foundations – the essence, structure, methods, approaches, and meaning. Main material is devoted to the analysis of the essence of regional diagnostics, highlighting its tasks and thematic blocks (sections), determining their structural and methodological relationships. Special attention is given to three groups of methods used in the diagnostic features of socio-economic development of the region – economic-statistical, sociological and graphic. Complex application of these methods allows us to display in a fairly complete form the spatial features of the socio-economic development of the region. They are the information basis for the regional policy in the development and implementation of programs, forecasts, concepts and strategies for the development of regions aimed at leveling their problem situations, improving the level and quality of life of society. Conclusions and further research. Diagnostics of socio-economic development can be considered an analytical research technology formed at the intersection of regional economy and socio-economic geography, associated with the identification of the state and level of development of the population and economy of the region. Based on a set of qualitative features and quantitative indicators, it is designed to identify and describe the specifics of the territory under considera tion, comparing it with other regions of the country. Regional diagnostics is of great applied importance, because using a variety of research methods, it determines the level of the territory development, identifies its problem areas, used for further development and implementation of necessary measures aimed at achieving the most optimal options for the development of the region in the near future, taking into account the available resources, prerequisites and factors. Prospects for further research in this subject area are associated with the construction of a universal system of indicators that will take into account the main features of the region to the most appropriate and valid extent.
