In different countries of the world, including the Russian Federation, echinococ- cosis has been found in many species of agricultural and wild animals. In the arti-cle are disrcibed survey facts on features of epizootic process, aspects of a natural outbreak of echinococcosis of animals in the different countries, and results of study-ing of contamination Echinococcus granu-losus (larvae) of sheep and cattle in the Re-public of Tajikistan. According to the results of studies of cattle and sheep, echinococcosis and its mixed forms with other helminthoses are widespread in the Republic of Tajikistan, in some cases with complications of bacterial and viral infections.Depending on the natu-ral-geographical zone of the Republic of Tajikistan, the causative agent of echinococ-cosis circulates in the following parts of the epizootic chain: "cattle - dogs", "sheep - dogs", "sheep - dogs - rodents", "sheep - wild carnivorous Canidae families - synan-thropic rodents". For a clearer picture of the epizootic situation of echinococcosis in the farms of various regions of the Republic of Tajikistan, a statistical analysis for 2005 - 2015 of the results of the post-mortem veter-inary sanitary examination of cadavers and organs of sheep and cattle was carried out.The article presents facts on basis of epizootic and epidemic situation of echino-coccosis is retrospective monitoring of inci-dence, diving the data of post slaughter vet-erinary and sanitary examination of hulks and bodies of animals, carried out at the meat-processing enterprises, and statistics on cases of surgical treatment of a cystic echinococcosis in animals. Analysed de-tailed information on epizootic and epidem-ic process of echinococcosis are used when holding complex preventive, veterinary and sanitary and improving mesures in livestock farms, and settlements of the Republic of Tajikistan.

Cysticercus tenuicollis (= fine-necked) is a widespread disease in many countries around the world, including in the Russian Federation. However, this disease remains insufficiently studied in the regional aspect, especially in the current newly formed economic conditions for the development of livestock farms in the country, which has become the goal of our work. Objective: to study the distribution of Cysticercus tenuicollis in some areas of the Republic of Dagestan and the Volgograd region of Russia. The work was carried out in one of the slaughterhouses of the Moscow region farm complex. Post-mortem veterinary-sanitary inspection for the detection of fine-intestinal cysticercus in slaughter sheep was carried out according to the "Rules for veterinary inspection of slaughter animals and veterinary-sanitary examination of meat and meat products" dated 06.17.1988. As a result of the conducted research, it was found out that in Akushinskiy district of the Republic of Dagestan with Cysticercosis tenuicollis were infected: 21 sheep from the batch of 486 slaughter sheep and 8 sheep from another batch of 400 slaughter sheep in the same region of the republic. And from the Pallas district of the Volgograd region, 6 sheep from the examined 243 slaughter sheep were infected with Cysticercus tenuicollis. Extensive invasion of Cysticercus tenuicollisinfection was in the Republic of Dagestan, respectively: 4.32% and 2.0%, and in the Pallas district of the Volgograd region: 2.5%. The data of the veterinary service of the slaughter were also taken into account, according to which in the Gunibskiy district of the Republic of Dagestan 19 sheep from 1,660 slaughtered sheep were infected Cysticercus tenuicollis with an extensive invasion of 2.5% and 40 sheep from 1,926 slaughtered sheep from the Pallas district of the Volgograd region with an extensive invasion of 2.07%. The results of Cysticercus tenuicollis infection of slaughter sheep from the Republic of Dagestan and from the Pallas district of the Volgograd region of Russia showed that farms with a registered tenuikol cysticercosis should be carried out more thoroughly against organizational invasions.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

Rabies control programs include preventive immunization of farm and domestic animals, catching stray dogs and cats, oral vaccination of wild animals, and measures to control the number of the wildlife. Rabies in ruminants is a deadlock in the rabies epizootic situation. Rabies in ruminant animals is the result of the epizootic process in wild animals of the area, even if the process is not recorded. The more than doubled decrease in the number of cattle the European part of Russia saw in recent years resulted in a decrease in cases of rabies in these animals. Vaccination forms the animal group that prevents the further spread of infection, and further reduces morbidity. The paper presents the data on the rabies epizootic situation on the territory of Tatarstan in 2018, preventive measures against the epizootic situation among domestic, wild and farm animals. Also, it presents laboratory results of blood 51 DOI: 10.31563/1684-7628-2019-51-3-48-52 Вестник БГАУ / Vestnik BSAU, 2019, № 3 serum samples in the cattle vaccinated against rabies in some areas of Tatarstan and border areas of Bashkortostan. The study results indicate that both regions take effective measures against rabies. The incidence of rabies in farm animals is minimized due to a large number of vaccinated animals, and preventive measures taken against rabies among wild animals. Revaccination of cattle is needed in a number of areas to ensure better protection of animals.

The alliance between politics and philosophy pursues the object to change the world as public or social life. The life implies various degrees of quality, and suggests existence regarded as a desirable condition: life, liberty, and the pursuit of happiness. This is the main point of the Declaration of Independence (July 4, 1776). We have here a whole philosophy of politics referring to Plato’s doctrine of the practical influence of philosophy on the state power to change the world (Plato, 1971, Rp. V 473d, VI 501e, VII 540d). The philosophy of politics holds life, liberty, and the pursuit of happiness to be unalienable rights and just so lays down the basic human rights as the principles of the political law, public law. The form of government which secures these rights is called democracy. America is no longer the ruler of her own spirit. In Armenia and Russia, there is instituted now timocracy, a form of government in which love of honor is the ruling principle (timē honor + krateein to rule). There exist here public law apart from human rights. The task of the philosophy of politics is to secure democracy in the United States of America and to carry out the transition from timocracy to democracy in the Republic of Armenia and the Russian Federation.

The study presents a characteristic of the current epidemiological situation on leptospirosis in the Republic of Tatarstan, investigation of the circulation of leptospirosis agents among the population of small mammals, and the species composition of Leptospira that caused diseases in humans.Materials and methods. The paper contains the data on the incidence of leptospirosis among the population in the Russian Federation (RF) for the period between 2000 and 2018, in the Republic of Tatarstan – since 1998, submitted by the Rospotrebnadzor Administrations in the constituent entities of the Russian Federation, materials of the Center for Hygiene and Epidemiology in the Republic of Tatarstan and the Main Veterinary Administration of the Republic of Tatarstan. Results and discussion. We have carried out the analysis of the epidemiological situation in the Republic of Tatarstan for the period of 1998–2018, by the administrative territories of the republic. The incidence of human leptospirosis caused by various leptospira serogroups has been assessed. In total, 112 people got infected with leptospirosis during the analyzed period. Also the data of epizootiological survey of small mammals inhabiting the natural foci of leptospirosis in the republic are presented. Laboratory tests of 1565 samples from mouse-like rodents for the presence of leptospirosis pathogens have been performed. 1.9 % of the tests gave a positive result. Dominant in the Republic of Tatarstan are the serogroups of Leptospira – Leptospira grippotyphosa and L. hebdomadis. The results of laboratory studies on the carriage of leptospira among small mammals and contamination of environmental objects indicate the circulation of pathogens of leptospirosis in the population of small mammals, habitant in forest shrub, near-water and meadow field stations of the republic. The red vole prevails in this community, the average index of its dominance is 66.7 %. Epizootiological monitoring point to a latent epizootic process in the community of mouse-like rodents.

World meat production is anticipated to stagnate in 2016, rising by a mere 0.3% to 320.7 million tonnes. Increases in output are expected in the United States, Brazil, the EU, India and the Russian Federation, while reduced production is foreseen for China, Australia and South Africa. Global meat trade is forecast to recover in 2016, growing by 2.8% to 30.6 million tonnes, which would represent a return to trend, after a fall in 2015. World production of pig meat in 2016 is forecast to decrease marginally, by 0.7% to 116.4 million tonnes, thus registering a second year of virtual stagnation. As in 2015, lower output in China, which accounts for almost half the world total, is the main reason for the slowdown. An unfavourable feed-pork price ratio in the country and new environmental regulations have caused farmers to reduce breeding sows, stalling growth. China’s production is projected to be 54 million tonnes, down 2.5% from the previous year. Elsewhere in Asia, the Philippines and Vietnam could boost output. Also, production in Japan and the Republic of Korea may expand, as the industry recovers from outbreaks of PED, which reduced piglet numbers in the previous two years. Recovery from the effects of PED has been faster in the United States, where a second year of growth is anticipated, when production could increase by 1.9% to a record 11.3 million tonnes. Output in Mexico also continues to recover, following a PED outbreak in 2014, and may rise in 2016 by 2.0% to 1.3 million tonnes. Pork meat trade could experience a second year of growth, increasing by 4.4% to 7.5 million tonnes – a record level. Lower international prices have stimulated trade. Most of the principal importing countries are anticipated to increase their purchases, including Mexico, China, the Russian Federation, the United States, Japan, the Republic of Korea and Australia. In response to rising demand, exports are projected to grow, in particular those of the United States, Canada, the EU and Brazil (FAO, 2016). Summarizing, in this study we wish to examine how evolve the world pork meat production, trade and consumption, and to demonstrate the main consuming countries, highlighting the role of China, as it is the most populated country in the world with its 1.4 billion inhabitants. Currently, the Republic of Turkey plays a vital role in international processes taking place on the world stage. Since ancient times, at the crossroads of the paths between the world of East and West, the Republic of Turkey claims to have an excellent position in the relations of these regions with each other, as well as in their internal processes and events. The universal location between Europe and Asia makes Turkish foreign policy one of its main political issues, especially in the field of regional cooperation. Moreover, the changes in the world of recent decades, such as the collapse of the USSR, revolutions and military operations in eastern countries, the transition of Crimea to Russia, lead to the fact that Turkey pursued its foreign policy thoughtfully and actively, taking the most advantageous positions for itself. An essential region for pursuing Turkish policy is the Black Sea region. The events of recent years have significantly affected him and the role that large states play in him, such as the Republic of Turkey and the Russian Federation. It also began to arouse great interest among states and regions of the Western world, such as the European Union. The changed geopolitical structure of the Black Sea region has led to the need for its members to determine their positions and areas of interaction in which they are ready to cooperate or, on the contrary, to oppose each other. In this article, the author will examine the relations of the Turkish Republic and the Russian Federation in the Black Sea region and its importance. In this study, political relations, security, economy, energy, and security will be discussed. In the conclusion of the study, the current state of Turkey-Russia relations and assessments will be made about its future.
