The main provisions of anti-crisis support for entrepreneurship in Russia by analyzing the factors of political and economic sustainability of the development of the national economy are considered. An institutional approach to providing state support for entrepreneurship in the context of the global economic crisis and other external factors negatively affecting the national economy (COVID-19) is proposed, and possible risks for regional economies are identified. The legal basis of state regulation and support of small and medium-sized businesses by the state is analyzed. The definitions of the legal and organizational conditions for the functioning of small and medium-sized businesses in special conditions of the development of the national economy and measures of state support are given. Modern rule-making on entrepreneurship in Russia is associated with the development of international law and the need to study the legislation of foreign countries with a developed market economy, which, of course, is a decisive condition for the preparation of laws and other regulatory legal acts in this area. The presented analysis using legal acts as of May 1, 2020, makes it possible to assess the effectiveness of the prompt response of the Government of the Russian Federation to the current unfavorable situation in the country's economy and society.

This article identifies the main drivers in the evolution of the banking cluster in Prague over the last two centuries. Conceptually, it employs the adaptive-cycle model of cluster evolution, which acknowledges the role of external factors in cluster evolution. An empirical analysis shows that the evolution of the banking cluster in Prague has been primarily driven by several episodes of major external disruptions. A particular attention is paid to the latest phase of cluster evolution, which started around the beginning of the 21st century when Prague’s banks were taken over by foreign multinational groups. We argue that, despite the numerous costs and risks associated with this “subsidiarisation” of the banking cluster in Prague, there were benefits, some of which were surprisingly manifested during the 2008–2009 global economic crisis.

Analysis of trends in the socio-economic development of the country and regions shows that at present more than half of the gross domestic product is produced in the service sector. The service sector is one of the most promising, rapidly developing sectors of the Kazakhstani economy. At the same time, tourism, as a subsystem of the service sector, has become an important branch of national and regional economies in many countries of the world, its growth rates, as a rule, are outstripping in relation to the service sector and the national economy as a whole. This defines entrepreneurship in tourism as an area of ​​priority for the state, since its support and stimulation contribute to the acceleration of socio-economic development.

The article analyzes the current economic conditions in Russia.  The law is no longer a record of behaviors which shape  the live of society; instead the law is expected to reveal the new  powers which expect the prosperity of the society. As the result,  almost all aspects of life are tied by law. The law should also realize  that there are external factors which effect the law and in the  application in reality. In that way, when designing the law policy,  the designer needs to consider some aspects such as psychology,  sociology,  and  geography.  Concerning  on  the  development  of  national economy, Ibnu Khaldun stated that law system should be  based on religion rule for the reason that the law will organize the  economic  system  well  to  be  balance  and  develop  the  economic  productivity
