Analysis of trends in the socio-economic development of the country and regions shows that at present more than half of the gross domestic product is produced in the service sector. The service sector is one of the most promising, rapidly developing sectors of the Kazakhstani economy. At the same time, tourism, as a subsystem of the service sector, has become an important branch of national and regional economies in many countries of the world, its growth rates, as a rule, are outstripping in relation to the service sector and the national economy as a whole. This defines entrepreneurship in tourism as an area of ​​priority for the state, since its support and stimulation contribute to the acceleration of socio-economic development.

The level of economic development of entrepreneurship in any country in the world is crucial in increasing the competitiveness of the national economy in the world market of goods and services. The activities of economic entities are the driving force for the sustainable development of regions and their suburban areas, and they also impact the welfare of population. The article dwells on the analysis of scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. The article analyzes the scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. According to the well-known classics of the fundamental economic theory of entrepreneurship development (A. Smith, D. Ricardo, V. Laungard, A. Loria) the peculiarities of economic development of entrepreneurship in suburban territories of the region are determined by the possibility of distribution of surplus production, minimum production costs per unit of production, availability of labor resources. In modern economic theory (M. Weber, A. Pre, S.M. Kimelberg, E. Williams, C. Vlachou, O. Iakovidou, J. van Dijk, P. Pellenbarg) the development of entrepreneurship in suburban areas of the region can be determined by institutional, innovation, technological, social, ecological and other features of the economy at the regional, state or world levels. The complex and comprehensive generalization of the features of economic development of entrepreneurship in suburban areas is proposed. There are (1) the type of decision taken by an enterprise to carry out business activities in the relevant suburban area of the region, and (2) the influence of internal and external factors on economic activity. The article argues that large enterprises are guided by more objective decision-making reasons, attaching the most importance to the physical and innovative environment. Medium and small enterprises are mainly focused on getting benefits for the entrepreneur in the short-term time period and location in the nearest geographic area. The attention was paid to the tools of ensuring economic development of entrepreneurship in suburban areas of the region, taking into account institutional changes in the national economy and the experience of developed countries of the world.

Demographic crisis remains one of the main challenges to socio-economic development of Russia. The COVID–19 pandemic has aggravated preconditions for a possible recovery from depopulation. The present article substantiates the need to develop and approve the RF social doctrine upon completion of national projects in 2018–2024. The authors suggest their own approach to overcoming the socio-demographic crisis with regard to the long-term demographic dynamics in Russia. Various scenarios of the “post-coronavirus” future of both specific countries and the world as a whole are proposed.

The relevance of the study is due to the growing role of services in the world economy. Trade in services has become the dominant driver of economic growth and development in both developed and developing economies. Since the 1980s, data suggest that there is a stronger relationship between trade in services and gross domestic product (GDP) than in the case of commodity growth and GDP. It is noted that the quality of policies, regulations and institutional frameworks is a key factor in determining the effectiveness of services. As services are increasingly subject to liberalization through multilateral and regional trade agreements, it is important that countries develop harmonized approaches to internal regulation and trade liberalization in the services sector. The article identifies the features and characteristics of the service sector as a factor of multifaceted development and growth. The dynamics of international trade in services by geographical structure and types of development of countries is studied on the basis of statistical data of international organizations, taking into account the impact of the pandemic. It is noted that international trade in services is becoming an increasingly important part of global commerce. The problematic aspects of the activity of small business entities to enter foreign markets of services are considered. The issue of urgency of digital economy development for the sphere of services and contribution to world markets is outlined. Opening up the services sector has the potential to bring great benefits and deserves more attention. Further prospects for the realization of entrepreneurial potential in a comprehensive global economy are outlined. It is noted that services are an important part of the world economy, generating more than two-thirds of world gross domestic product (GDP), attracting more than three-quarters of foreign direct investment in developed economies, and creating most of new jobs worldwide. Establishing effective coordination mechanisms between trade negotiators, policymakers and regulators will be an important tool for the development of the global economy.

It is noted that the Chinese government is seriously concerned about the low rate of population growth. The authorities fear that a slowdown in population growth and its aging while the size of the labour force is decreasing may seriously slow down economic growth. The article examines the institutional limitations of intermunicipal cooperation at the subregional level on the example of the UNESCO Yangantau Geopark, which consist in the flaw in formal institutions and gaps in the current legislation. The realities of the modern economy set the tone from competition from neighboring regions to cooperation and cooperation. According to the Strategy for Spatial Development of the Russian Federation for the period up to 2025, measures to strengthen interregional interaction include the development and implementation of strategies for the socio-economic development of macroregions. The formation of such macroregions should have an institutional basis and should take into account some principles: to be neighboring regions, to be able to develop common infrastructure and complement each other in terms of socio-economic development. Institutional constraints in intermunicipal cooperation of the Republic of Bashkortostan and neighboring regions in the field of tourism and environmental protection measures are associated with the development of the system-wide infrastructure, the tourist destination of territories. In the Salavat region of the Republic of Bashkortostan, there is the Yangantau resort, which meets the highest standards, a geopark is also located here. On the example of a geopark, the degree of development of the tourism business of the Republic of Bashkortostan and the Chelyabinsk region is considered. The territory is located within the boundaries of the municipal districts: Salavatsky, Nurimanovsky, Kiginsky, Duvansky and borders on the municipalities of the Chelyabinsk region Ashinsky, Katav-Ivanovsky, Ust-Katav, Satkinsky. In these municipalities, depopulation processes are observed, characteristic of depressed territories, and the level of unemployment is high. The author presents statistical material on the indicators of the unemployment rate in this region. One of the institutional limitations of the pandemic period is that the service sector, like other types of service, is subject to rapid decline and slow recovery. The author also attaches great importance to the development of transport, logistics and engineering infrastructure. There are road and rail links in this area. Federal highway M-5, which is the main highway here, is overloaded and massive accidents happen on it. At the moment, the track is being reconstructed.

Due to various factors, the regions of Russia have significant differences in the level of socio-economic development. Thus, each region of Russia has certain specific qualities inherent only to it, which must be taken into account when implementing regional policy. By reducing the influence of negative factors and, conversely, activating positive ones, it is possible to significantly increase the competitiveness of regional economies and the country as a whole. One of the features of the economies of the underdeveloped regions of Siberia is a significant share in their structure of low-productivity and low-tech industries, a lack of investment capital, low innovative activity of business entities, poor development of the territory, insufficient transport infrastructure, a shortage of highly qualified personnel and a number of others. The strategic priority of the state's economic policy in recent years in relation to underdeveloped regions is to achieve an acceptable average Russian level. In this regard, it becomes relevant to search for natural competitive advantages that can provide, through the correct and justified selection of "growth points" based on the use of the internal potential of such territories of their more dynamic development in relation to the most successful regions.
