Third sector organizations, like the rest of the economic system, have been heavily affected by the pandemic. The aim of this work is to study resilience and adaptability to crisis in terms of economic results and innovative outcomes of the cooperative business model in the Italian third sector during the COVID pandemic. It uses new evidence from a recent survey on the Italian third sector and consists of two main parts. In the first, the institutionalist literature on contractual failures is assumed as an interpretative key in the comparison between the business model, governance, and routines in social cooperatives versus other non-profit organizations (NPOs) interpreted as third sector entities. In the second, we use the new data from a third sector survey in the Marche region, collected in the late spring of 2021 at the end of the pandemic outbreak. Empirical assumptions concern organizational resilience and adaptation to unexpected negative shocks in cooperatives and other NPOs. The results show that, in the management of the crisis, cooperatives are better able to preserve their human capital and resort to layoffs less often than other NPOs. Shared decision-making, employee involvement, and the adaptability of the work process emerge as dominant organizational characteristics that support resilience and service innovation in cooperatives. The main policy implication concerns the ability of cooperatives to play a stabilizing and a-cyclical role during the crisis and to fill the supply gaps left open by other organizational forms (private, non-profit and the public sector). The originality of the paper lies in its new approach to cooperative organization and in the analysis of the reaction of cooperatives to the pandemic.

This article aims to analyze the progress of the privatization process of Early Childhood Education in the Municipal Education System of Teresina, through the convention with community institutions, confessional and philanthropic non-profit. This is a bibliographic review study that was based on theorists such as Adrião and Borghi (2009), Alves and Silva (2014), Arelaro (2008), Bassi (2011), Gil (2008), Montaño (2008), among others. It discusses Fundeb's contributions to the expansion of Early Childhood Education and the effects of this fund on the expansion of care to this segment of education through the policy of agreements concluded between the Secretaria Municipal de Educação de Teresina (Semec) and the third sector through transfers of public resources converted into social subsidies through current transfers from the public authorities to public or private institutions of care. In the end, it was concluded that Fundeb was an important regulatory reference that induced the municipality to expand the offer of early childhood education, as well as contributed to the increase of the convention as a strategy to expand the offer and comply with the legislation.

Abandoned industrial facilities have become a nuisance in cities because the needs of society members are continuously changing. Idle industrial facilities might be considered to be merely abandoned and empty spaces, but they are in reality historic sites that illustrate the period of industrialization in the region. They are valuable because they serve to accumulate memories from the past. Recently, with the need for urban regeneration, there have been various discussions on converting the abandoned industrial facilities into cultural art spaces. They are intended to promote the sustainability of communities and cities by vitalizing the area. Considering the social dimensions of urban regeneration, it is necessary to render such a creative space as a ‘Third Place’ to promote the city’s sustainability. Converted industrial facilities, through the medium of ‘Voluntary Arts Activities,’ have many elements that are suitable for the needs of a creative space, and even for a ‘Third Place’. As opposed to the private sector, it is seen that when the public sector regenerates these facilities, they approach this issue in order to lower the cultural arts barrier. The public sector, which is a government-centered first sector, conducts regeneration projects based on the ‘Democratization of Culture’ perspective. However, in order to promote participation in the third sector, which is a community-based, non-profit sector that actually uses the space, it is important to approach the issue from the ‘Cultural Democracy’ perspective. Focusing on this aspect, this study aims to examine cases of public sector-led converted cultural arts spaces by ‘Voluntary Arts Activities’ in France and South Korea, namely ‘Le Centquatre-Paris,’ the ‘Oil Tank Culture Park,’ and the ‘West Seoul Arts Center for Learning’. This will allow us to contemplate the possibility of sustainable spaces, individuals, communities and cities.

AbstractThe basic definition of the third sector comes from the sectoral division of the Slovak economy. The sectoral breakdown of the economy operates with concepts such as the public sector, the private sector, and the third sector(1). Civil society represents the third sector of society that exists alongside the state and the market. The third sector is a commonly used term for all non-governmental organizations in the Slovak Republic. Their legal form may vary. This sector is characterized by the existence of organizations that have a formal structure, non-state character, do not aim to make a profit, are independent, operate on a self-governing basis and are voluntary. The existence of non-governmental organizations and their participation in the life of society characterizes every civil society. One type of such organizations are non-profit organizations, the scope of which is regulated by the Act no. 213/1997 Coll. on Non-profit Organizations Providing Services of General Interest, as amended. They represent non-governmental non-profit organizations operating in civil society. The register of these legal entities operating in the territory of the Slovak Republic is provided by the Ministry of the Interior of the Slovak Republic. The aim of this paper is to point out the importance of the existence and scope of non-profit organizations in civil society, to analyze the legal forms of their functioning, through analysis of current legislation, available literary sources with emphasis on analysis of development and employment in non-profit organizations providing public services in the territory of the Slovak Republic in the defined period from 2016 to 2018. According to the latest available data as of 31 December 2018(2), there were 66 926 non-profit organizations registered and operating in the Slovak Republic, employing an average of 39 706 employees, while there were 3 272 of non-profit organizations providing services of general interest. The system of remuneration of employees of non-profit organizations is regulated by legislation in two ways. If the non-profit organization is not established by law, municipality, higher territorial unit or state, then it is possible to apply Act no. 311/2001 Coll. Labor Code as amended. Otherwise, if the nonprofit organization is established by law, wich means that the employee performs work in accordance with the law in the public interest, the procedure for his remuneration is in accordance with the Act no. 553/2003 Coll. on Remuneration of Certain Employees in the Performance of Work in the Public Interest and on Amendments to Certain Acts, as amended.

The relevance of the article is determined by the fact that in Russia there is no effective mechanism of state support for the activities of non-profit organizations in the field of “green Finance”. The role of non-profit organizations is leveled, which can become a serious help in solving economic problems, in particular, the problems of recycling and processing of secondary raw materials, the placement of industrial waste and household garbage, and landscaping of large megacities. The main financial burden in the field of “green economy” falls on States and large enterprises. Meanwhile, we cannot ignore the important role of non-profit organizations that can not only draw attention to environmental problems to the public, but also offer their own measures to solve environmental problems. In this regard, it becomes relevant to consider the participation of non-profit organizations in the implementation of environmental projects by attracting “green Finance”.

Abstract Background Sudden public health restrictions can be difficult to comprehend for people with cognitive deficits. However, these are even more important for them to adhere to due to their increased levels of vulnerability, particularly to COVID-19. With a lack of previous evidence, we explored the understanding and changes in adherence to COVID-19 public health restrictions over time in people living with dementia (PLWD). Methods Unpaid carers and PLWD were interviewed over the phone in April 2020, shortly after the nationwide UK lockdown, with a proportion followed up from 24th June to 10th July. Participants were recruited via social care and third sector organisations across the UK, and via social media. Findings A total of 70 interviews (50 baseline, 20 follow-up) were completed with unpaid carers and PLWD. Five themes emerged: Confusion and limited comprehension; Frustration and burden; Putting oneself in danger; Adherence to restrictions in wider society; (Un) changed perceptions. Most carers reported limited to no understanding of the public health measures in PLWD, causing distress and frustration for both the carer and the PLWD. Due to the lack of understanding, some PLWD put themselves in dangerous situations without adhering to the restrictions. PLWD with cognitive capacity who participated understood the measures and adhered to these. Discussion In light of the new second wave of the pandemic, public health measures need to be simpler for PLWD to avoid unwilful non-adherence. Society also needs to be more adaptive to the needs of people with cognitive disabilities more widely, as blanket rules cause distress to the lives of those affected by dementia.

AbstractThe battle for meaning and influence between Latin American liberations theologians and the Vatican was one of the most significant conflicts in the global Catholic church of the twentieth century. With the election of the Argentinean Jorge Mario Bergoglio as head of the global church in 2013, the question about the legacy of liberation theology was actualized. The canonization of Archbishop Oscar Romero and the pope’s approximation to the public figure of Gustavo Gutiérrez signaled a new approach to the liberation theology movement in the Vatican. This article argues that Pope Francis shares some of the main theological concerns as pontiff with liberation theology. Although the pope remains an outsider to liberation theology, he has in a sense solved the conflict between the Vatican and the Latin American social movement. Through an analysis of ecclesial documents and theological literature, his can be discerned on three levels. First, Pope Francis’ use of certain theological ideas from liberation theology has been made possible and less controversial by post-cold war contexts. Second, Pope Francis has contributed to the solution of this conflict through significant symbolic gestures rather than through a shift of official positions. Third, as Pope Francis, the Argentinian Jorge Mario Bergoglio has appropriated certain elements that are specific to liberation theology without acknowledging his intellectual debt to it.

Mobility as a Service (MaaS) is the concept through which travelers plan, book, and pay for public or private transport on a single platform using either a service or subscription-based model. Observations of current projects identified two distinct approaches to enabling MaaS: the private-sector approach defined as a “business model,” and the public sector approach that manifests as an “operating model.” The distinction between these models is significant. MaaS provides a unique opportunity for the public sector to set and achieve public policy goals by leveraging emerging technologies in favor of the public good. Common policy goals that relate to transportation include equity and access considerations, environmental impact, congestion mitigation, and so forth. Strategies to address these policy goals include behavioral incentivization and infrastructure reallocation. This study substantiates two models for implementing MaaS and expanding on the public sector approach, to enable policy in favor of the public good.

AbstractFor several years the OSCE has attempted to lobby and forge the political will to develop police reform in Kyrgyzstan. In June 2010 its police did not have the capacity to anticipate and prevent destabilisation and to maintain a neutral position in the management of the interethnic conflict. The fact that ethnic minorities are significantly underrepresented in the police contributed to this. As a result, the population's trust further deteriorated from an already existing critically low level. The then incumbent Transitional Government understood the need to support the police in restoring trust and confidence and hence requested the OSCE's assistance. A special project called the Community Security Initiative was created and a team of 28 international police advisors, supported by 21 local staff, deployed in January 2011 in twelve sensitive police stations including Osh. Using a new approach to communication/interaction these advisors try to change the perception of both the police and the population when addressing and resolving daily security problems in the communities. This requires a new and inventive approach putting peoples' security in the forefront. The main objective of CSI is to support the Kyrgyz Government in three main areas: improving relations between the police and the public, supporting and advising the MOI in respecting police ethics standards including human rights, and providing support and advice in the area of multiethnic policing.

Summary This paper examines Ann Fisher’s (1719–1778) most important and influential work, A New Grammar (1745?). In this grammar, the author did not follow the trend of making English grammar fit the Latin pattern, a common practice still in the eighteenth century. Instead, she wrote an English grammar based on the nature and observation of her mother tongue. Besides, she scattered throughout her grammar a wide set of teaching devices, the ‘examples of bad English’ being her most important contribution. Her innovations and her new approach to the description of English grammar were indeed welcomed by contemporary readers, since her grammar saw almost forty editions and reprints, it influenced other grammarians, for instance Thomas Spence (1750–1814), and it reached other markets, such as London. In order to understand more clearly the value of this grammar and of its author, this grammar has to be seen in the context of her life. For this reason, we will also discuss some details of her unconventional lifestyle: unconventional in the sense that she led her life in the public sphere, not happy with the prevailing idea that women should be educated for a life at home.
