The article is devoted to the consideration of the modern model of interstate relations between Russia and Kyrgyzstan. The author demonstrates the asymmetry of such model, expressed in the fact that the Eurasian integration is a foreign policy priority for the Russian Federation, that considers it a strategic goal of the multipolar world. The policy of Kyrgyz Republic is based on the multivector principle and therefore refers to the integration project as one of the tools for achieving economic interests and a means of ensuring development. The author comes to the conclusion that the main meaning of that integration project for Kyrgyzstan is a pragmatic solution of social problems with the assistance of the Russian Federation and other EAEU member states. For Russia, in its turn, the pragmatism of this model consists in the strengthening of its strategic presence in the Central Asian region and its authority in the international arena as a whole. In the future, not only the common historical past, economic, militarypolitical and humanitarian ties, but also joint participation in the formation of a new world order will be the dominant factor in strengthening RussianKyrgyz relations.

Aim. The presented study aims to substantiate the content of the problem of improving the strategic planning of production and implementation of cloud software products (CSPs).Tasks. The author analyzes the demand for cloud software products from the strategic perspective; analyzes the theoretical foundations of strategic planning; substantiates major enterprise goals in the development of SCPs in accordance with the goals and objectives of the national projects of the Russian Federation and the needs of user enterprises; classifies informatization enterprises engaged in the development of SCPs, making it possible to conduct a comparative audit of enterprises engaged in SCP development; develops the concept of strategic planning for informatization enterprises engaged in the development and implementation of SCPs.Methods. This study uses strategic planning tools, statistical analysis of the development of digitalization enterprises based on cloud software products, the systems approach, theory of the efficiency of strategic planning of SCP development and implementation, theory of emergence in the assessment of the activities of an interconnected chain of cloud digitalization enterprises, mechanisms for coordinating economic interests based on the theory of collective decision-making.Results. The pace of cloud digitalization of the Russian economy is insufficient and requires scientific, methodological, and government support. Well-known theoretical and methodological studies of strategic planning do not make allowance for the specific aspects of the activities of enterprises engaged in the production and implementation of SCPs and need to be further developed in this direction. The existing classification of SCPs does not fully meet the objectives of the national projects of the Russian Federation and the requirements of user enterprises. Enterprises engaged in the development and implementation of SCPs are classified to enable audit of the quality of their activities. The author proposes an original concept of improving the strategic planning of enterprises engaged in the development and implementation of SCPs.Conclusions. Resolving the issues identified by the author is an important national economic objective for improving the strategic planning of the activities of informatization enterprises engaged in the development and implementation of SCPs. Solving this problem is key to increasing the economic efficiency of both informatization enterprises and SCP user enterprises in the context of cloud information systems, improving the efficiency of digitalization of the country’s economy as a whole.

The article discusses aspects that determine the economic interests of the Arctic countries and affect the provision of economic growth and economic security of the Russian Federation. The author examines the current trends of economic activity in the Arctic, analyzes state strategies and other documents that determine the policy of states in the Arctic region. The purpose of this work was to study international economic aspects affecting the economic security of the Arctic territories of the Russian Federation. To achieve this goal, the following tasks were formulated: to study the Arctic strategies of the Arctic states; to structure the most important economic aspects affecting the economic security of the Russian Federation; to determine the basis for the development of cooperation and interaction between the Arctic states. The article concludes that despite the emerging problems and distrust between the Arctic states, there is an interest in building relationships based on respect for mutual interests and equal dialogue.

In 2015, the Russian Federation returned to world politics as a powerful sovereign power. The Russian military campaign launched in 2015 in Syria caught not only ISIS by surprise, but also the security services and Western analysts. This was the first large-scale military operation of post-Soviet Russia outside the territory of the former USSR. The article considers the legal basis of the Russian military operation in Syria and its compliance with the norms of international law. The legal aspects of the actions of our troops in Syria are disclosed in more detail. Russia's participation as a CSTO member state in military operations in Syria is determined by the need to combat international terrorism. The actions of the Russian Federation are carried out in accordance with the basic principles and norms of modern international law and, above all, the principle of State sovereignty. Russian military aid came to Syria at the request of the legitimate Government of the Syrian Arab Republic. According to the authors of the article, Russian military assistance to Syria, which fully complies with domestic and international law, at the same time seems to be extremely important, a new phenomenon in international politics, namely, a radical attempt to stop the process of destroying the UN and preserve progressive international law.

February 2020 marked 20 years since a new Treaty on Friendship, Good-neighborliness and Cooperation was signed between the Russian Federation and the Democratic Peoples Republic of Korea (DPRK). The document constitutes a basis of modern bilateral relations, free of ideology and based on the principles of pragmatism and mutual benefit. The article explores main directions and results in bilateral ties in 2000-2019 in order to identify the priorities of Russia and the results that Moscow managed to achieve for each of them. The presented hierarchy of Russias key interests in relation to the DPRK makes it possible to assess the current level of bilateral interaction and outline the logic of its development and prospects. It was revealed that Russias top priority is stability on its borders. Neither a military conflict, nor a humanitarian catastrophe, nor a larger Republic of Korea is beneficial to Moscow. Therefore, the Russian Federation seeks to maintain the status quo, contributing (without prejudice to itself) to the economic development of North Korea. With regard to the nuclear settlement, Moscow is not concerned with Pyongyangs nuclear missile potential per se, but with its possible consequences for regional security. There is a clear understanding that North Korean nukes are not directed against Russia. The second-level priority is Moscows observance of its international obligations, the refusal of which may negatively affect the countrys positions in the international arena and other regions. This group of priorities includes Russias participation in the nuclear settlement and compliance with the UN Security Council sanctions. In the third place is the protection of Russian economic interests in the region, which are few at this stage, since most economic projects have a political background. The authors conclude that Russias strategic goals (peace and security in the Northeast Asia) have not been achieved yet, while the main tactical ones (i.e. border stability) have been mostly attained, although with some damage to less significant priorities (such as economic interests in the region).

The paper gives a critical assessment of certain provisions of the Russian Labor Code. The purpose of research was to substantiate the need to supplement the Russian Labor Code with the provisions stipulating the mandatory allocation to employees of a part of the surplus capital created by their labor, quotas for the mandatory presence of representatives of labor collectives on directors’ boards and in other governing structures of joint stock companies; as well as the need to revise the employer’s liability for delayed payment of wages and salaries established in the domestic legislation. It is concluded that increasing the level of legal protection of the economic interests of employees of enterprises/organizations by amending the Russian Labor Code will boost the business activity of individuals and legal entities contributing to the sustainable development of a socially-oriented state as Russia positions itself.

The goal of the article is to define modern trends in criminal law policy in the Russian Federation. More thorough research should be carried out in connection with lively scientific discussions on defining the essence of criminal policy and the lack of a universal understanding of the contents and key trends of developing criminal law policy. The author researched two components of criminal law policy which are currently trending in the research community — humanism and liberalization. The author’s own understanding of these characteristics is presented in the article. The author also studied the clauses of the Concept of criminal law policy of the Russian Federation from the standpoint of their correspondence to humanistic and liberal ideas and carried out an analysis of changes in Russian criminal legislation with the aim of identifying modern trends in criminal law policy. The study is carried out for the period of the latest full five years (2016–2020). It is stated that the number of laws aimed at amending the Criminal Code of the Russian Federation, and the number of actually introduced amendments are diverse values. Most changes are aimed at amending the Special Part of criminal law and are connected with criminalization. There is a trend for strengthening the protection of economic interests and public security, which has a rather weak correlation with the widely recognized priority for the protection of the individual, civil rights and freedoms. In general, the analyzed period is characterized by tightening of criminal law policy. The key features of criminal law amendments are their inconsistency, lack of a system or a unified direction. The author concludes that, contrary to the expectations of the public, the humanism and liberalization are manifested very moderately at the current stage of criminal policy’s development, they do not constitute its defining characteristics and challenge its progressive character. One of the promising ways of solving the identified problems is increasing and strengthening the role of criminological research in the development of criminal law policy.

The budget policy pursued in the Russian Federation in recent years has generated a number of negative trends, including a reduction in the resource potential of the budget system. A model of the budget mechanism for regulating socio-economic processes is considered. All blocks of the budget mechanism operate using various methods, that is, techniques, methods and conditions that determine the volume and movement of budget resources. The methods of calculating budget revenues, the procedure for making payments, the principles and conditions of budget financing, various sanctions are constituent parts of the budget mechanism. Structural changes in economy may be associated with the possibilities of influencing through specific types of budget revenues and expenditures on the economic interests of economic entities. Such approaches help to transform the types of budget revenues and expenditures into incentives for economic development and increase its efficiency. In all states, at various stages of historical development, taxes performed primarily a fiscal function centralizing a certain part of the gross domestic product (GDP) in the state budget in order to finance public spending. Thearticle analyzes the main problems of improving the budget system of the Russian Federation, first of all, increasing the share of federal budget revenues (expenses) in GDP, as well as increasing the share of direct taxes in relation to indirect taxes during the period of economic growth. Economic growth must be considered in the context of solving the problem of huge receivables and payables between enterprises, which significantly exceed the annual consolidated budget of the Russian Federation and by the end of 2017, amounted to 40,258 and 44,481 billion rubles, respectively.

This article raises the urgent and at the same time little-studied issue of the Russian Arctic territories’ exploration and development. According to the authors, the Arctic territories’ development is partly the key to the future prosperity of Russia. The Arctic is not only a quite large territory of our country, but also a zone of economic interests of the whole world. Thus, an assessment of the development potential of the Arctic territories is necessary. The authors proposed their own methodology for assessing such potential. The article provides a comparative analysis of nine regions included in the Russian Federation Arctic zone, according to important social and economic parameters: GRP; GRP per capita; population; life expectancy; the land area; production of the mineral reserves (oil, gas); level of tourism development. In the conclusion of the study, based on the data obtained from a comparative country analysis, the authors identified the strengths and weaknesses of each Russian Arctic region, proposed some recommendations for improving the mechanisms for the development of the Russian Arctic regions.
