The article proposes the main criteria for involving renewable energy sources in improving the position of energy security in isolated hard-to-reach areas where decentralized power supply complexes operate under conditions of severe climatic changes and isolation. The considered criteria form the integrated value of renewable energy sources in ensuring energy security through a number of criteria such as resource significance, economic significance, environmental significance, energy significance. A group of indicators is proposed as part of the criteria, which is not limited to them, as well as the conditions for the formation of a gradation of threshold values of indicators with measurement tools are given. Schemes of analysis of resource indicators are given. Evaluation of the above criteria in accordance with the above methodology constitutes a criterion basis for a more efficient and optimal choice of the type of renewable energy sources, the option of combining renewable and traditional resources in the appropriate direction of ensuring and increasing the energy security of decentralized energy zones

The article aims to develop a set of objective criteria for assessing the state of energy security in decentralised remote regions of the north, Arctic zones and autonomous energy supply complexes. The authors assessed the potential of renewable energetics, which determines the effectiveness of decentralised energy complexes based on renewable energy sources, in improving the energy security of such entities. The indicators for assessing the energy security of research objects were developed on the basis of an analysis of the ratio of the most significant threats, as well as territorial and situational factors of the autonomous energy of the north and Arctic zones. A study of the security of the research objects allowed the development of a set of criteria for territorial segments and autonomous electrification objects, forming an objective assessment of the energy security of isolated hard-to-reach areas. An analysis of the possibilities of renewable energy sources in achieving certain positions (resource sufficiency, environmental acceptability, technological attainability and reliability) of the energy security of the considered level was conducted. Groups of properties and processes within the territorial framework of a decentralised region, separated by the directions of monitoring the energy security of local energy zones are proposed as objects of indicative analysis. The differentiation of the developed criteria by the levels of the energy zone and decentralised energy complex allowed consideration of all the specific features of these objects and cover the factors of mutual influence with accompanying systems in the formation of the state of energy security. When considering a possible option for the participation of renewable energy sources in the structural and resource provision of autonomous electricity supply, it was found that such diversification will affect both the improvement of some criteria of energy security of the considered level, as well as the deterioration of others.

The article offers evaluation of the potential of renewable energy in improving the energy security of decentralized power supply systems and solving the problems of their development. The authors proposed a complex of indicative indicators with introduction of renewable energy sources as part of separate indicators, which allows us to research the energy security problems of regional decentralized energy systems of power supply. In the rationale for each indicator the place of renewable energy sources in aspects of resource security, the level of reliability of autonomous power supply systems, environmental and other positions of energy security have been shown. The proposed module of indicators with introduction of renewable energy includes a science-based list of criteria, methods and tools for their evaluation with the focus of measures to ensure energy security by means of integrating into autonomous power supply systems of renewable energy plants. The article traces the matching of the proposed approaches with the place of renewable energy in strategic planning documents in the national security of the Russian Federation

<p>Due to climate change and the need to reduce greenhouse gas emissions, the trend in the development of global energy is aimed at increasing the share of the introduction of environmentally friendly renewable energy sources. This contributes to ensuring sustainable heat and energy supply to the population and production in the zones of decentralized energy supply, which increases the energy security of the regions and the country as a whole. In addition, the introduction of renewable energy sources is seen as a key tool in adapting to climate change.</p><p>The report examines the climatic conditions of the territory of the Russian Federation in order to assess the prospects for the practical use of solar energy.</p><p>The basis of solar energy resources in a given point or region is the duration of the solar radiation and the amount of direct and total solar radiation entering the horizontal surface.</p><p>The research uses data from observations of the actinometric network of the Russian Federation. In areas where there are no observations of solar radiation, either indirect methods of calculation or access to open and accessible databases were used.</p><p>Based on the analysis of the complex of climatic characteristics selected for zoning, 10 radiation-homogeneous regions were identified on the territory of Russia, which were ranked according to the priority of the solar potential. The reliability of the boundaries of the selected regions was confirmed by comparing the spatial and temporal variability of the main radiation indicators. The selected regions can be divided into five groups: the most promising, promising, less promising, unpromising and unpromising.</p><p>The most promising regions are the regions south of 50N. The first region occupies the Primorsky Krai, the southern part of the Khabarovsk Region and the Amur Region, and the south-east of Transbaikalia. The second region is the southern part of the European territory of Russia.</p><p>The amount of total solar radiation entering the earth's surface for a year in these regions is 1330-1390 kWh/m<sup>2</sup>, which is the maximum for the territory of Russia. Both regions are characterized by a long duration of sunshine, especially for the first region (about 2400 hours per year). The high solar potential of these regions is indicated by the fact that in the period from April to September, the probability of a day favorable for the use of solar energy is 60%, in July it reaches 90%.</p><p>In less promising regions of Eastern Siberia, where there is a large influx of solar radiation in the winter and spring periods, it is advisable to use photovoltaic modules to generate electricity for autonomous consumers in areas of decentralized energy supply.</p>

In this study we aimed to determine the extent to which changes in the share of renewable energy sources, their structural complex, and the level of energy security in Eastern Europe, Caucasus and Central Asia (EECCA) countries in the medium- and long-term are interconnected. The study was performed through modeling and determination of the structural characteristics of energy security in the countries. The methodology of the approach to modeling was based on solving the problem of nonlinear optimization by selecting a certain scenario. For the study, the data of EECCA countries were used. The ability of EECCA countries to benefit from long-term indirect and induced advantages of the transformation period depends on the extent to which their domestic supply chains facilitate the deployment of energy transformation and induced economic activity. This study provides an opportunity to assess the degree of influence of renewable energy sources on the level of energy security of countries in the context of energy resource diversification. The high degree of influence of renewable energy sources on energy security in the EECCA countries has been proven in the implementation of the developed scenarios for its increase. Energy security is growing. At the same time, its level depends not only on an increase in the share of renewable sources but also on the structure of energy resources complex of countries, and the development of various renewable energy sources. Therefore, today the EECCA countries are forced not only to increase the share of renewable energy sources but also to attach strategic importance to the structural content of their energy complex.

The paper studies the role of alternative and renewable energy sources (ARES) in the maintenance of Azerbaijan’s energy security. In the view of annual depletion of reserves capacity of such traditional natural resources as the oil, gas, coal, shale and the environmental disorder in their usage, as well as considering the fact of their implementation as the major pressure means serving to the geopolitical interests of the countries, due to the instability and variability of the fuel types prices in the world market, the necessity of surveying new alternative and renewable energy sources in the region is marked. It is pointed out that wide-scale recovery of alternative and renewable energy sources in Azerbaijan will lead to the involving of oil-gas raw into the petrochemical industry, to the decrease of degree of the harmful man-made effect on the environment in the process of energy production, as well as to the significant reduction of economic dependence on the various fuel types. The methods of increasing the production capacity of alternative energies in the strengthening of country’s energetic safety by the acceleration of implementation process of alternative and renewable energy sources were studied and the significance of the development of oil concept considered the essential of long-term maintenance of national energy safety marked as well.

Many leading world powers are already setting ambitious goals to achieve zero CO2 emis-sions in the electric power industry through the use of renewable energy sources (RES) in the near future. In Russia, this type of generation also received state support, however, more modest, due to the low intercon-nection between Russia and renewable energy sources in terms of the state's energy security. The purpose of the study is to determine the effectiveness of the existing support for renewable energy in the Russian Federation, to assess the feasibility of building these facilities in our country, as well as to provide a scientifically substantiated proposal for alternative ways of developing the industry. The paper analyzes and summarizes the economic aspects of investment and operating activities of wind, solar and small hydropower in Russia. As a result, it was concluded that the pace of development chosen by the Ministry of Energy of the Russian Federation can be considered correct, but it is necessary to adjust the support program and diversify in terms of the subjectivity of the construction of new generating facilities based on RES.

The paper defines the directions of improving turbogenerators as the basis for ensuring the energy independence of Ukraine. The analysis of the state, problems and prospects for the development of modern electric power industry. Goal of the work is to identify promising directions for sustainable development of the national electric power industry in order to ensure energy security of Ukraine, to conduct a comparative analysis of electricity sources, to confirm the need to improve the main sources – turbogenerators. Methodology. During the research, an analytical analysis of the electricity sources, which are installed at power plants in Ukraine and the world, was carried out, taking into account the growth of the planet's population and its energy activity. Cyclic theory was chosen as the theoretical basis for forecasting. On the basis of this theory, global development trends, advantages and disadvantages of currently used sources of electricity - thermal (including nuclear) power plants and stations that operate from renewable energy sources - have been established. A review of literary sources on the methods of the energy sector forecasting the development, including the development of the energy sector in Ukraine, has been carried out. Originality. It has been established that due to the active growth of the planet's population, with the increase in its energy activity, obtaining electricity from renewable energy sources is not enough, that for the next 20-30 years nuclear power plants will be the main sources of electricity. The internal and external threats to the energy security of Ukraine, directions of development of turbogenerator construction, ways to improve turbogenerators, to increase their energy efficiency, power per unit of performance, to increase the readiness and maneuverability factors, and overload capacity have been identified. Practical significance. The need to continue the modernization and improvement of the turbogenerators of nuclear power plant units, as the main sources of electricity, has been proved. The directions of their improvement are established: increasing the power in the established sizes, making changes to the design of the turbogenerators inactive elements, replacing the cooling agent to keep Ukrainian turbogenerators at the world level, improving auxiliary systems, improving and increasing the reliability of the excitation system, introduction of automatic systems for monitoring the state turbogenerators. Possible limits of use, advantages, disadvantages and problems of using renewable energy sources for Ukraine have been established.

Introduction. The topic of renewable energy today is one of the most relevant and requires consideration from the point of view of all components of this process, namely economic, financial, environmental, technological, and others. The transition to renewable energy is already irreversible today since natural resources are depleted, fuel prices are the subject to significant fluctuations, and the stable growth of the national economy is ensured by energy security. The purpose. The purpose of the article is to analyze the volume of global energy consumption, to analyze the impact of the introduction of renewable energy sources on the development of the national economy, to ensure energy security with the depletion of hydrocarbon resources and a slight diversification of their suppliers. Results. Today the Ukrainian economy is the most energy-intensive. Unstable energy prices are a threat both to the global economy and to each country separately. Therefore, in the event of a decrease in the supply of traditional energy resources, the importing countries experience the greatest difficulties. The existing tendency in Ukraine to increase the consumption of traditional energy sources, combined with the absence of a targeted policy aimed at reducing the volume of environmental pollution, will lead to an increase in negative economic consequences. The advantage of renewable energy sources is their equal distribution throughout the country (with the exception of water resources). This feature leads to the formation of one of the main characteristics of power systems based on renewable energy sources, namely, their decentralization. It should be borne in mind that the world energy market is made up of state and non-state participants. Non-state participants are showing an upward trend. However, the state should have the greatest influence on the national energy sector. Renewable energy is an area that, in the Ukrainian context, depends on state support, namely economic and administrative incentives. The dynamics of the development of renewable energy should be combined with the balanced development of the fuel and energy sector in Ukraine. Conclusions. The process of development and transition to renewable energy needs a systematic approach. Both qualitative and quantitative approaches are needed to assess the transition to renewable energy. An effective strategy for the transition to the introduction of renewable energy technologies should be justified by economic feasibility. The transition from traditional energy to renewable sources should lead to energy security, which contributes to stable economic growth, political independence, and improving the quality of the environmental component.

The development of the national scientific and technological potential, creation and application of advanced technologies in the power industry, including the technologies related to the use of renewable energy sources, are defined in the Energy Security Doctrine of the Russian Federation as the main tasks of ensuring technological independence and raising competitiveness of the fuel and energy complex. Renewable energy sources and energy storage units are referred to breakthrough technologies that may trigger structural and technological changes in the management and functioning of power systems and facilitate the transition of the power industry to a new technological basis (the so called “energy transition”). The above-mentioned strategic tasks of the further development of the power industry of the Russian Federation require financial support and due legal regulation. The paper brings forward proposals for the further development of the legal regulation of renewable energy sources on the legislative level enabling to fill in the gaps in the current legal regulation.

The prospects of increasing access to electricity for the population of rural areas of Africa are considered. The main international funds and organizations aimed at sustainable energy development in Africa are described. An analysis of the state and possible options for using renewable energy sources for this purpose in decentralized energy supply through the creation of mini-grids or stand-alone systems is given. The risks by developing renewable energy sources in rural areas and modern mechanisms for financing in solar energy are presented.
