The problem of inconsistency of the life-forming environment and global trends forming algorithms in Russia is considered. Attention focused on taking into account the goals of a "green" economy and the tasks of improving the quality of life while regulating the parameters of urban planning and architectural decisions. The newest foreign concepts of ecologization had been study as an object of research. The subject of the research were theoretical approaches and innovative applied technologies that contribute to adapting the methods of architectural and town planning activities to changing environmental conditions. Identification of new ways to improve the consumer properties of the living environment has become the goal of the study. Materials and methods: an integrated approach, collection of information from literary and online sources, compilation and analysis of thematic materials. The basic information about theoretical developments discovered in domestic and foreign scientific journals. They are present on the Russian portal E-library and on ScienceDirect - the Elsevier's multidisciplinary platform. Some aspects were refined according to the information that posted on the websites of electronic libraries of a number of foreign universities and specialized research institutions. Results. Brief description of such foreign concepts as "environmental design", "appropriate technology", "life cycle assessment", "Cradle to Cradle", "lean manufacturing", "upcycling", "planned obsolescence" and "regenerative design" prepared. Analysis of publications showed that the most popular topic is the need for resource conservation. Active laboratory research, transition to BIM-technologies, economic incentive mechanisms and active popularization contribute to the introduction of innovative resource-saving developments in practice. Conclusions. Currently, various aspects of the "green" economy considered in the natural Sciences, engineering, Humanities and Economics. One of the most important tasks of the modern stage of development of urban planning and architecture in Russia is the introduction into practice of design and construction of modern technologies corresponding to the tasks of the "green" economy. In this regard, the actual direction of science researches, which are associated with the optimization of urban planning, architectural and engineering solutions, is the synchronization of the field of sectoral problems with the key issues of sustainable development.

The irreversibility of the European course of Ukraine, enshrined in the fifth paragraph of the preamble of the Constitution of Ukraine, determines the direction and methods of implementation in all spheres of society and the state, everyone’s awareness of the leading role of guarantees of rights, freedoms, legitimate interests of each person, acquisition of power ex officio. The current legislation, endowing a person with power, not only provides the scope of rights, respectively, the functions performed, but also imposes additional responsibilities, the proper implementation of which is one of the guarantees of the legitimacy of state power. This fully applies to the implementation of permitting activities in the field of urban planning, which aims to create conditions for the formation and maintenance of a full living environment, including ensuring the preservation of cultural heritage and infrastructure necessary for the existence of the living environment. Methodology. The use of cognitive general scientific and special methods allowed to achieve the goal of this publication. Thus, the study of the historical development of administrative and legal regulation of urban planning allowed to determine the close relationship between the areas, in which such construction was carried out, and the development of legal norms for it (both administrative and legal, and technical). Comparative legal method, analysis, synthesis allowed to identify prospects for administrative and legal regulation of urban planning. The practical importance. Improving the administrative and legal regulation of urban planning activities takes into account not only specific law enforcement problems, but also general social (including economic, social, etc.) processes; systematization of construction legislation and its proper application. A feature of the current stage of development of administrative and legal regulation in this area is the focus on the best foreign experience, which gives initial importance to human rights and freedoms as factors of legal regulation in this area.

The main objective of the presented scientific research is to identify the patterns of historical continuity of the development of the settlements of Kuban. The object of the study are urban and rural settlements. The subject of research is the functional and aesthetic principles of the formation of the living environment of residential areas of populated areas in the designated period. The choice of the object and subject is due to the current problematic situation for the preservation and development of the historical centers of the Kuban settlements, due to the high degree of urbanization of these centers, which sometimes leads to the absence of functional logical connectivity and accompanying environmental degradation. The main tasks are the systematization and study of historical materials on the architectural organization of settlements, namely the processes of their origin, formation and development in chronological order with reference to modern socio-economic conditions. The fundamental role is played by the study of historical and cultural values of objects of architecture and urban planning and the potential of their possible use in the formation of habitat. Especially important in this case is the definition of town planning, architectural planning and architectural-artistic features of the spatial organization of the living environment. This is a peculiar vector of further development and improvement of this environment, as an integral functional aesthetic system, contributing to the improvement of living standards, as well as economic, social and environmental safety of the population. The research method includes the study of archival documents, scientific literature on the history of the Kuban, the history of architecture and urban planning; field studies and fixation of monuments of historical and cultural heritage of these settlements. The study used a comparative historical method of cognition - a scientific method that reveals, by comparing the general and the particular in the development of settlements of the Kuban in a certain time period, and formal logical research methods - methods of classification, generalization and typology, inductive and deductive research methods, making it possible to identify differences and identify identical in the history of the development of architectural and urban culture of the settlements under consideration. The study made it possible to conclude that the tradition bears, above all, the character of historical continuity - the preservation, dissemination and development of the national culture, education of respect for the architectural and town planning heritage.

The land and town planning legislation concerning the planning of land use development within the united territorial communities (UTC) is considered. It is found that legislative norms need to be finalized. The necessity of updating the existing land management documentation developed prior to the adoption of the Law of Ukraine "On Land Management" and changes in the structure of urban development in connection with the adoption of the Law of Ukraine "On Regulation of Urban Development" was proved as they do not ensure the integrity of the planning process within the territories of these communities through their institutional incapacity (proved by the example of the Palan Unified Territorial Community of the Uman district of the Cherkasy region). The priority of land management and urban planning documents as the most influential tools in planning the development of land use systems in UTC is scientifically grounded and their interdependence established.

The authors set out the basics of urban planning policy and represent the capabilities of modern information and communication tools for an integrated way of fixing the material and intangible world for urban planning purposes in the living environment (material and spatial environment). Namely, the possibilities of communication in the field of urban planning development carried out in the context of many circumstances cover federal, regional, municipal and corporate levels of management, while taking into account political, economic, social and technological relevant factors, as well as historical and national special aspects and urban planning typology of territories. The authors describe the operation of the developed computer program Decision Support Solutions (DSS) for evaluating decision options by interested participants in urban planning activities for various urban planning types of territories. The relevance of the article is driven by the need for practical use and legalization of the presented communicative interaction. This will facilitate the identification and solution of conflicts at the pre-project stage of urban planning, as should help to consider the requirements of consumers and their support for ongoing decisions and actions of public authorities at all levels.

Since its first introduction to the Chinese context about 20 years ago, the key ideas and concepts of urban morphology underwent a significant phenomenon of ‘lost in translation’. Different origins of morphological thoughts, different versions of translation, as well as different disciplinary context, have all together led to a chaotic discourse. This paper reviews the key Chinese articles in the field of urban morphology since 1982 and draws out a group of persistent keywords, such as evolution, axis, urban fringe belt, plan unit and plot, that characterize the morphological approach to urban issues. By reviewing the transformation of the definition of these keywords, this paper aims to generate an evolutionary map of landmark ideas and concepts, based on which, four stages in the development of urban morphology in China can be identified: emergence, growth, maturity, practice. The mapping methodology could be extrapolated to other words, and the obtained evolutionary map could be a basic tool for further study.   References Conzen M. R. In this article, the authors considered the development of Rashkiv (Raszków in Polish and Raşcov in Rumunian), the fortified settlement which is situated on the Middle part of the Lower Dnister Region. An attempt of reconstruction of the most important stages of its town-planning biography of the 15th-18th centuries was made. The authors based their research on newly identified sources. The systematization of the historical chronology of the most important events which have influenced the formation of the defensive structures and the urban environment of Rashkiv has been carried out. In the course of the 15th-18th centuries, four major urban planning periods were identified: the Lithuanian – fort Karaul in the form of a defensive roundel type castle, further – Zamoyski’s town fortress with a fortified downtown, then – the fortifying of the suburbs and, finally, – trade and handicraft town without any defense function. At each stage, an attempt was made to hypothetically localize separate elements of the city – fortifications, historical roads, street planning system, civil and sacral dominant elements. The authors all available source data – archival sources, historical and contemporary cartography, toponymics, field surveys, surveys, and iconographic materials for analysis. Remains of the 1st period represent today ruins of earth shafts under the fortress. This hillfort is monument of archeological heritage and it is protected by state. Ukrainian historian M. Hrushevskyi connects appearance of the fort here with necessity todefend the river crossing and the trading way. From the 2nd period we have today just two preserved bastions of the early of 17th century and some relicts of urban planning system, for example, part of the historical market square. The article also substantiates the value and necessity of preserving the historical plan of Rashkiv which was, in particular, developed under the influence of the development of defense strategies of its time. 3rd period was graphically hypothetically reconstructed in many ways. To a greater extent it is because we have not enough materials to create a definite model of the urban development of this period. Research is based on historical topographic works of 17th and 18th centuries and onlysince the early 19th century we have more detailed historical plans to make more far reaching hypotheses. Using historical photos of early 20th century, authors succeeded in discovering historically determined rhythm of urban environment in Rashkiv. Unfortunately, it is disappearing now due the physical ruining of historical substance of old town and reconstruction according present-day inhabitants’ ideas about country houses or summer cottages. The present results are significant in elaborating historical and reference architectural plan of the settlement, registration of the newly discovered objects of cultural heritage as monuments of architecture and urban planning, archeology, history and nature. New master plan of Rashkiv urban development should be based on our complex architectural and urban planning research to preserve cultural legacy of Rashkiv and to use it for modern economical and tourist revival.

The authors consider the problem of urban planning regulation of public open spaces from the perspective of their dominant role in the formation of a holistic socio-cultural structure of a city. Relevance of the study is determined by the modern demand for comfortable urban environment of the public open spaces, which has become the global urban planning trend in recent decades. The modern approach, promoted in the UN Charter and in federal and regional strategic development programs is aimed at increasing the emotional attachment of people to a place of living and fostering a sense of community. The improvement of public spaces should be based on the historical and cultural context, natural features, and the identity of a place. The implementation of numerous projects all over the country has revealed the flaws of urban planning regulations. This fact stimulated the emergence of targeted contests of applied research aimed at the development of new national and local regulations, standard architectural solutions which would provide high-quality development of the urban environment. Analysis of the approaches to public open space development reveals current trends in their planning regulation, which are considered in separate sections of the article. The first section explores the mechanisms which regulate the improvement of urban historical and cultural sites. It touches upon the problems of preservation of cultural heritage and the identification of landmark places. It also considers examples of the urban planning regulations for the areas of “historical urban regeneration” (Dresden, Ivanovo, Arkhangelsk, Voronezh, Belgorod) and the examples of completed projects in Siberian cities (Yeniseisk, Krasnoyarsk, Tomsk, Irkutsk). The second section is devoted to the identification and preservation of unique natural elements and images of a place through the urban landscape zoning. Different approaches to solving issues of improvement and humanization of the living environment are considered using examples of Berlin, Paris, London, Moscow, Krasnoyarsk. The third section presents a comparative analysis of existing Russian and foreign regulatory documents aimed at creating an environment of public open spaces in urbanized areas of a city. Of particular interest here are the methods of regulation that take into account functional content, development morphology, remoteness from city center, natural and socio-cultural characteristics, as well as those aimed at protecting the wildlife (Seattle, New York, Toronto, London, Victoria Australia). The socio-cultural phenomenon of public open spaces highlights the fundamental relationship between the quality of spatial environment and human consciousness, behavior, way of life. Therefore, a tailored approach to the creation of architectural and landscape planning regulations will allow to treat each public space substantively, preserving and maintaining the identity of the historical and cultural environment of a place.

The problem of urban planning in the context of globalization and the intensification of urban growth is considered in the context of sustainable development. Under UN-Habitat regulations, urban development must be in line with five principles: compactness, high density, mixed use, variety, limited land-use specialization. Compact urban development is a model for sustainable urban development, based on the synergy of three main dimensions: social, economic and environmental. In contrast to the approach to territorial zoning, the compact city model pays attention not only to the development of mixed land use, but also to social needs in places of employment, leisure, recreation, as well as the need for economic resources. In order to identify strategies for designing a sustainable architectural and planning structure, theoretical approaches to the practice of urban planning are investigated. Implementation of the provisions of UN-Habitat is aimed at reducing energy consumption and harmful emissions, preserving biodiversity, reducing the cost of infrastructure and increasing labor productivity, which helps to achieve a balance of social, economic and environmental goals of sustainable development.

Enterprise sustainability depends on the economic performance. Achieving the economic performance is the main goal of every company since the beginnings. The instability of the economic environment imposes finding new paradigms in valuing the business opportunities. In this context, analyzing the influences of cost productivity profit trinomial in the contemporary enterprises represents an important step in identifying the potential growth avenues of the financial results. From this perspective, the chapter contains along the theoretical approaches regarding the sustainable entrepreneurship and investments paradigm in the green economy, an economic analysis of the main economic outcomes, in order to revile, both the competitive factors and risks assumptions for modern companies in the larger context of market globalization and integration. Also, this chapter aims to revile the evolution of the main factors which influences the economic performances in case of a real Romanian company during and post crisis period.
