Closing the conference, Professor V.A. Karlov, President of the Russian League Against Epilepsy (RLAE), shows how to use it’s potential to solve the most important tasks set for the present domestic medicine. He touches upon the problems of health care financing, treatment of epilepsy “through life”, interdisciplinary interaction of epileptologists with obstetricians and gynecologists, neurologists, psychiatrists, neurosurgeons, as well as the state of the epileptological service in the Russian Federation as a whole.

During implementation of the reforms of the health care financing system in the Russian Federation, new proportions of sources of financial support for this key area were determined, on which the level of health of the population depends, affecting the socio-economic indicators of the development of the state. The fundamental factors, on which depend the volume and sources of financing of health care in the region, have been analyzed in the article. The role of the regional budget as a source of health care financing in more detail on the example of the budget of the Irkutsk region has been considered. Trends and prospects for the development of the health care financing system in the region have been identified.

Today one of the main state tasks in the Russian Federation is to save people, which cannot be implemented without increasing the birth rate. Despite the fact that maternal mortality tends to decrease, bleeding remains one of the leading causes of death of women during pregnancy, childbirth and the postpartum period, so the fight against bleeding is one of the fundamental tasks in obstetric practice. The existing standards of step-by-step medical care for obstetric bleeding are successfully applied in practical health care, but the state of a woman’s reproductive function after the use of surgical hemostasis has not been sufficiently studied. This article presents an overview of a clinical case of reproductive function preservation in a 38-year-old woman after undergoing surgical hemostasis due to obstetric bleeding in the anamnesis.

In the context of civil society development, citizens themselves have an important place in controlling the full implementation of rights. One of the principles of health is the "priority of child health." A study was conducted to examine the views of patients on the implementation of the principles of health care in the Russian Federation. The basis of the study was children's clinics. The sample total, formed by the method of random selection among those who applied to the clinic within a month, amounted to 1,250 mothers. The collection of information was carried out by the method of sociological survey on a specially compiled questionnaire. It has been established that in public health children face a formal attitude, lack of infrastructure of health care, and need legal assistance. The survey showed that the principle of "priority of children's health" declared by the state has some problems in practical implementation, both in the health sector and in the part of non-health-related entities. It has been established that in public health, mothers of children, as their legal representatives, often face a formal attitude, lack of infrastructure of health care, and experience an unrealized need for legal assistance. The general problems of reducing accessibility are the lack of necessary specialists, long waits for admission, but for single-parent families more significant than for full families is the factor of time of admission of specialists. The findings provided the basis for the following proposals to improve the implementation of the principle of "priority of child health": 1. It is necessary to ensure that the public is informed widely and multi-channel about the directions and measures taken by the state (programs, plans, activities, legislation) to ensure the implementation of the principle of "priority of child health"." Public monitoring should be established with the participation of civil society representatives of the degree of practical implementation of the principle of "priority of child health" by public bodies and officials. 3. Create the conditions for public discussion of specific measures to improve the implementation of the "priority of child health" principle. To make information more accessible to parents raising children, provide additional distance counseling and information opportunities through the Internet.

The priorities of scientific and technological development of the Russian Federation, established by Decree of the President of the Russian Federation № 642 of 01.12.2016, provide for the improvement of health-saving technologies, which in this article have been considered from the standpoint of their focusing on reducing health risks caused by the adverse impact of environmental factors, including by increasing the functional and adaptive reserves of the body. The article analyzes in order to improve regulatory legal documents in the field of improving the prevention of chronic non-communicable diseases, the formation of a healthy lifestyle and hygienic education of the population. Also, a critical analysis of the state of educational activities provided at the state level in the field of higher professional education and postgraduate training of medical workers in the direction (specialties): medical and preventive care, medical care, public health and healthcare. Concluded that to ensure scientific and technological development of the country's need to expand educational and enlightening activities on issues of ensuring sanitary and epidemiological welfare of the population, hygiene, public health and organization of health care in health care organizations, and also outside in all major sectors of economy and business, in the sphere of organized tourism and recreation, SPA, fitness centers, educational organizations, sports, social welfare and life of the population, especially in terms of prevention, that in accordance with Federal Law № 323 of 21.11.2011 "On the basics of protecting the health of citizens in the Russian Federation" provides for measures to eliminate the harmful influence of environmental factors. Proposals and additions to the relevant state regulatory documents of the Russian Federation that have already been approved and are currently under development are given.

The article simulates the accumulation of financial resources on medical savings accounts (MSA) of working and non-working citizens of the Russian Federation for the period from 1994 to 2020 in the case of using in practice the system of compulsory medical insurance of citizens based on MSA instead of the existing system of financing domestic health care. Described and illustrated by calculations of all the elements of economic effect from the use of MSA.

Medicine is an important component of the stability of any state, so the study of teaching the legal problems   and state regulation of this sphere is useful from both theoretical and practical points of view. Currently, the health protection of the country is one of the priorities of the state policy in the social sphere, which is vividly demonstrated in the “May” decrees of the President of the Russian Federation from 2012 and 2018. Thus teaching the health care financing is the most important instrument of state regulation of this sphere of public life. The article analyzes the main tasks and directions of development of state support for the health care system in recent years. That also allowed to identify the most acute problems. This work may be useful for developing proposals for improving the relevant legislation in this area. In addition, this article will be useful for representatives of both medical and legal science. In the future, it is necessary to improve scientific cooperation between representatives of legal and medical Sciences.

The article is devoted to assessing the possible consequences of the adoption of Draft Law No. 912246-7 “On amending the Federal Law «On the treatment of medicines” and “On the basics of protecting the health of citizens in the Russian Federation” introduced in the State Duma of the Federal Assembly of the Russian Federation on March 2nd, 2020. Critical review leads the authors to the conclusion that this draft law requires significant revision to the second reading, as it does not address the main issues of countering the monopolization of the pharmacy market and does not contribute to the support of domestic drug manufacturers.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.
