Today one of the main state tasks in the Russian Federation is to save people, which cannot be implemented without increasing the birth rate. Despite the fact that maternal mortality tends to decrease, bleeding remains one of the leading causes of death of women during pregnancy, childbirth and the postpartum period, so the fight against bleeding is one of the fundamental tasks in obstetric practice. The existing standards of step-by-step medical care for obstetric bleeding are successfully applied in practical health care, but the state of a woman’s reproductive function after the use of surgical hemostasis has not been sufficiently studied. This article presents an overview of a clinical case of reproductive function preservation in a 38-year-old woman after undergoing surgical hemostasis due to obstetric bleeding in the anamnesis.

In the context of civil society development, citizens themselves have an important place in controlling the full implementation of rights. One of the principles of health is the "priority of child health." A study was conducted to examine the views of patients on the implementation of the principles of health care in the Russian Federation. The basis of the study was children's clinics. The sample total, formed by the method of random selection among those who applied to the clinic within a month, amounted to 1,250 mothers. The collection of information was carried out by the method of sociological survey on a specially compiled questionnaire. It has been established that in public health children face a formal attitude, lack of infrastructure of health care, and need legal assistance. The survey showed that the principle of "priority of children's health" declared by the state has some problems in practical implementation, both in the health sector and in the part of non-health-related entities. It has been established that in public health, mothers of children, as their legal representatives, often face a formal attitude, lack of infrastructure of health care, and experience an unrealized need for legal assistance. The general problems of reducing accessibility are the lack of necessary specialists, long waits for admission, but for single-parent families more significant than for full families is the factor of time of admission of specialists. The findings provided the basis for the following proposals to improve the implementation of the principle of "priority of child health": 1. It is necessary to ensure that the public is informed widely and multi-channel about the directions and measures taken by the state (programs, plans, activities, legislation) to ensure the implementation of the principle of "priority of child health"." Public monitoring should be established with the participation of civil society representatives of the degree of practical implementation of the principle of "priority of child health" by public bodies and officials. 3. Create the conditions for public discussion of specific measures to improve the implementation of the "priority of child health" principle. To make information more accessible to parents raising children, provide additional distance counseling and information opportunities through the Internet.

Introduction. The solution to the problem of ensuring demographic growth is one of the most pressing issues of the state policy. In 2007, Russia’s demographic policy was supplemented by new measures to stimulate the birth rate. The objective of this paper is to analyze the effectiveness of the demographic policy programs aimed at supporting families and natality using the case studies of the Russian Federation and the Republic of Tatarstan. Materials and Methods. To identify the impact of measures to stimulate the birth rate, the method of regression analysis was used; time series based on age-specific birth rates for each age group were presented. Results. The data obtained showed that the steady trend of increasing the total fertility rate in Russia and Tatarstan since 2007 was almost completely related to the meas- ures under consideration, whereas the number of births was affected by many other factors. According to the results of the study, the impact of measures to increase the birth rate in the Republic of Tatarstan is slightly higher than in Russia as a whole. Discussion and Conclusions. State support measures reduce the costs associated with the birth of a child and can encourage women to have children, which con- firms the hypothesis of the positive impact of the state fertility policy. For a more accurate assessment of the effectiveness of the demographic policy measures, it is advisable to take into account the changing social and economic conditions of life in a region, as well as the consequences of the earlier or present-day demographic policy measures. The results of the study are of practical importance and may be used in the development of demographic policies in the country and in the region.

Introduction. Population growth in the world is uneven: while in some countries the population has been growing for a long time (China, India), in Russia and in many EU and BRIC countries, the birth rate has been declining in recent years; and if this does not affect the population, then only by increasing life expectancy and migration. Abrupt changes – both growth and decline – in the population are a threat to the national security of the state. The purpose of this work is to evaluate the effectiveness of political management (strategies and tools) aimed at solving demographic problems and increasing the birth rate in the Russian Federation, as well as to identify the stages of the formation of demographic policy in the Russian Federation in 1992–2019. Methods and materials. Based on the qualitative analysis of normative documents, the frame analysis of speeches of political leaders the main factors that influenced the coverage of demographic problems are revealed (the authors used official electronic versions of the following publications: “Sobranie Zakonodatelstva Rossiyskoy Federatsii” (Collection of Legislation of the Russian Federation) and “Byulleten normativnykh aktov federalnykh organov ispolnitelnoy vlasti” (Bulletin of Normative Acts of Federal Executive Authorities). Analysis. The proposed research strategy allowed identifying demographic threats to national security articulated by political actors and presented in official documents, statements of officials, as well as to compare the political decisions taken in the Russian Federation with the decisions taken in some European countries. Strategic documents that ensure national security of the Russian Federation by including the demographic agenda in political discourse are considered as a tool of political management. Results. The article assesses the effectiveness of political management in solving demographic problems and increasing the birth rate in the Russian Federation, identifies the stages of the formation of demographic policy in the Russian Federation in 1992–2019, as well as the features of the articulation of demographic problems in the political discourse of Russia, and describes demographic threats. To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.
