The article describes the solution of the task of creating linguistic tools and the methodology of automatic determination of the tonality of news reports related to the quality of life of an ordinary citizen of the Republic of Kazakhstan. The approach for solving the problem was defined, software and methods of automated creation of object dictionaries and evaluation predicate dictionaries, as well as evaluation measure modifier dictionaries were developed. The experiment confirmed the correctness of the proposed methodology for assessing events covered in news reports and the operability of the software complex. This technique, with appropriate selection of event assessment objects, can be used in creating tonal portraits of specific authors on the set of their publications, as well as tonal portraits of various news aggregates on the set of events they cover in a particular time interval.

Abstract This article presents the key elements in understanding the development and design of uniforms for the employees of the Customs Administration of the Republic of Slovenia for the purpose of corporate identity. It will show, in detail, the process from design to analysis of evaluation data for the multifunctional waterproof jacket, after three months of wearing by the employees. The success of a corporate uniform depends on how effectively it serves a specific function, makes the organisation recognisable in society and also on the satisfaction level of the user. The results are presented in four groups: First, the relationship between design and communicating identity for recognition in the market; Second, the determination of the pattern and functionality considerations; Third, the selection of materials and their properties; Last, the quality of workmanship, giving practical value to the above parameters.

Studying the historical facts of past wars and armed conflicts and natural and man-made emergencies, today in the Republic of Kazakhstan one of the most important security issues is the preparation and organization of the evacuation of the population from possible dangerous zones, taking into account the emergence of new threats to the country’s security. The paper presents an algorithm for constructing universal scales of the distribution function of opportunities by types of support and rebuilding them into subject scales using display functions. The purpose of the paper is to determine the integral indicators characterizing the possibility of accommodation of the evacuated population and the impact on resources during relocation. On the subject scales of cities and districts of the region, indicators of the possibility of relocation of a certain amount of the evacuated population by types of support and indicators characterizing the impact on the district’s resources during resettlement of a certain amount of the evacuated population are determined. It was concluded that the use of integrated indicators allows the selection of areas to accommodate the evacuated population without the use of statistical data, in conditions of incomplete and inaccurate information. The presented method does not replace traditional methods based on classical methods of territory assessment by the level of life sustenance, but also allows their reasonable combination with the experience of specialists in this field, taking into account the incompleteness, uncertainty, and inconsistency of the initial data of the study area, which does not allow the application of existing methods.

The article is devoted to the development of technologies for the production of quality sowing material, which is the main problem of cotton growing, which has a greater share in the agricultural sector, which is the basis of the economy of the republic. For this purpose, a new technology for the production of sowing material was developed as a result of the selection of biologically mature yarns during the combined sorting of fibrous cotton yarns, as well as processing of these yarns by the proposed method, and two positive decisions were made by the Intellectual Property Agency. In addition to the mentioned advantages of the proposed technology, the use of low-percentage starch solution, as well as absorbents with high absorption capacity (zeolite or bentonite) in the country to improve the quality of sowing material in the production of sowing material as a result of processing raw materials. indicates that it has indicators. The problems discussed in the study are connected with evaluation of complex technical systems functioning, in particular, transport systems. It was assumed that evaluation of their functioning depends on fulfilment degree of selected criteria. Therefore, it is important to determine a set of criteria including their type, number and importance. Since the research object is a public city transport system considered to be a sociotechnical system of the type: human (driver) –machine (vehicle) and the environment <H-M-E>, the criteria to be used for the assessment must include behavior of humans, operation of transport means, and the environmental impact. Thus, selection and determination of importance of significant, time variable, measurable and independent characteristics whose values, in a given time moment or a given time interval, define fulfillment degree of the criteria provide the basis for evaluation of such systems functioning. The quality of technical systems functioning in time is assessed on the basis of the criteria fulfilment degree or comparison and classification of different systems of the same type. It needs to be emphasized that the choice of optimal methods for selection of relevant criteria and determination of their impact on the analyzed system functioning is the research subject of study.

Abstract: This natural-history approach to investigating media reports concerning health can reveal the complex process whereby health research becomes news. Using television and newspaper reports of a press event taken from a larger project, this article examines the inception and mediation of obesity research in the Canadian news media. By exploring questionnaire data, a media release, telephone interviews with journalists, and news reports, we can better understand the meaning making that occurs at all levels in the communications process. We conclude that there is an interdependent and possibly problematic relationship between health sources and journalists that shapes the inception and mediation of obesity research and the translation of health research to the public. Résumé : Cette approche, qui a recours à l’histoire naturelle pour investiguer les reportages sur la santé, peut révéler le processus complexe selon lequel la recherche dans le domaine de la santé devient une nouvelle. En utilisant des reportages de télévision et de journaux sur un événement de presse provenant d’un plus grand projet, cet article examine l’origine et la médiation de la recherche sur l’obésité dans les médias canadiens. Au moyen de données de questionnaire, d’un communiqué de presse, d’entrevues téléphoniques avec des journalistes et de rapports de nouvelles, nous pouvons mieux comprendre la création de sens qui a lieu à tous les niveaux du processus de communication. Nous concluons qu’il y a un rapport d’interdépendance peut-être problématique entre les experts en santé et les journalistes qui influence l’orientation et la médiation de la recherche sur l’obésité et la présentation au public de la recherche dans le domaine de la santé.

Indonesia as archipelagic country, needs strong maritime sector security. The Indonesian Navy in Law Number 34 Year 2004 has been given the mandate to safeguard the sovereignty of the Republic of Indonesia. The Armada II Command as Kotamaops annually carries out Military Operations Other Than War (OMSP) which is carried out under the command of Guspurla and Guskamla. Intelligence information regarding the estimated threat / contingency that will occur is very influential on decision makers in operational planning. With the contingency provided by the intelligence staff, it is necessary to have an appropriate marine operation modeling. In a multi-operation operation, it is necessary to have a supporting attribute, that is, a base ship. The purpose of this study is to formulate an operation modeling using the selection of a headquarter ship which is preceded by the determination of contingency priorities. This study uses MCDM which consists of MCDA and MCDO which uses the integration of the Delphi method, AHP, Fuzzy weighting, Goal programming and linear Integer-Zero one programming. Based on the processing of Delphi and AHP, in determining the threat of OMSP, it is influenced by the number / intensity of incidents of 20.4%; impact of Ipoleksosbudhankam 29.4%, Capabiity 38.2% and involvement factor of 12.1% where national jurisdiction marine security operations are selected as the first priority. Meanwhile, in the selection of the headquarters ship which functions to coordinate the KRI in carrying out sector patrols, using the FWH and IGP, the KRI was chosen as the Sigma class to be the headquarters ship. This modeling uses 22 of the 24 KRI that have been allocated by obtaining an increase in the optimization of the coverage area and fuel savings.. Modernization of the Ukrainian economy under the influence of global post-industrial trends mainstreams the priority of development of science-intensive, high-tech, innovative activities. Modernization creates the preconditions for strengthening competitive positions in the national and global markets. In modern conditions, the issue of assessing the competitiveness of catering companies is relevant. High competitiveness of the enterprise is the main condition of its activity and development. The purpose of the study is to assess the competitiveness of catering companies in the market of catering services in Ukraine. The study proposes methodological approaches to assessing the competitiveness of catering companies. Methodological approaches include continuity of monitoring, determination of parameters, indicators and criteria, selection of optimal evaluation methods. In the process of research the following methods were used: sociological survey, simple ranking, integrated assessment and factor method, system approach method. It was established that methodical approaches to assessing the competitiveness of catering companies include justification and development of a system of socio-economic indicators and criteria (product quality, quality of service, quality and organizational staff, efficiency, efficiency of personnel management, price). Methodological approaches include a set of indicators that form an integrated indicator of competitiveness. This indicator allows to consider objective differences in the dynamics of enterprises, the conditions of use of available resources in the process of forecasting and development of enterprises. A comprehensive diagnosis was carried out based on an integrated indicator of the competitiveness of restaurants on special orders (catering), during which it was determined that its level has a significant differentiation according to the indicators of the studied enterprises, which are due to both external and internal factors, which allows the development of strategic priorities and specific measures to develop the image of the enterprise and increase its competitiveness.

Regionalization of Serbia, as an instruments whose adequate use would contribute to a decrease in interregional differences in development of certain parts, represents a complex task, which is only to some extent finished by adopting bigger territorial parts in Serbia. This work is made for the purpose of presenting the problems with regional planning process deriving from inconsistency which exists between administrative territorial organization into districts of the Republic of Serbia and functional areas of regional centers defined by The Spatial Plan of the Republic of Serbia, issued in 1996, then functional urban areas presented in The Strategy of Spatial Development of the Republic of Serbia in 2009-2013-2020 and in The Draft Law of Spatial Plan of the Republic of Serbia in 2010-2014-2021. Moreover, the work compares the above mentioned spatial areas with planned regions, for which the drawing up of regional spatial plans is scheduled, namely with statistical macroregions, whose defining is one of the recently adopted decisions in the Republic of Serbia. The aim of pointing out to the above mentioned inconsistency in so far used concepts of regionalization, is to contribute to the quality of regional planning of development, as well as to finding solutions which would refer to establishing borders of smaller, meso-regional totalities, and also to the determination of authorities of both middle levels of administration in our country. .

BACKGROUND In December 2019, a few coronavirus disease (COVID-19) cases were first reported in Wuhan, Hubei, China. Soon after, increasing numbers of cases were detected in other parts of China, eventually leading to a disease outbreak in China. As this dreadful disease spreads rapidly, the mass media has been active in community education on COVID-19 by delivering health information about this novel coronavirus, such as its pathogenesis, spread, prevention, and containment. OBJECTIVE The aim of this study was to collect media reports on COVID-19 and investigate the patterns of media-directed health communications as well as the role of the media in this ongoing COVID-19 crisis in China. METHODS We adopted the WiseSearch database to extract related news articles about the coronavirus from major press media between January 1, 2020, and February 20, 2020. We then sorted and analyzed the data using Python software and Python package Jieba. We sought a suitable topic number with evidence of the coherence number. We operated latent Dirichlet allocation topic modeling with a suitable topic number and generated corresponding keywords and topic names. We then divided these topics into different themes by plotting them into a 2D plane via multidimensional scaling. RESULTS After removing duplications and irrelevant reports, our search identified 7791 relevant news reports. We listed the number of articles published per day. According to the coherence value, we chose 20 as the number of topics and generated the topics’ themes and keywords. These topics were categorized into nine main primary themes based on the topic visualization figure. The top three most popular themes were prevention and control procedures, medical treatment and research, and global or local social and economic influences, accounting for 32.57% (n=2538), 16.08% (n=1258), and 11.79% (n=919) of the collected reports, respectively. CONCLUSIONS Topic modeling of news articles can produce useful information about the significance of mass media for early health communication. Comparing the number of articles for each day and the outbreak development, we noted that mass media news reports in China lagged behind the development of COVID-19. The major themes accounted for around half the content and tended to focus on the larger society rather than on individuals. The COVID-19 crisis has become a worldwide issue, and society has become concerned about donations and support as well as mental health among others. We recommend that future work addresses the mass media’s actual impact on readers during the COVID-19 crisis through sentiment analysis of news data.

This study is the first to explore the twin influences of online propaganda and news media on Islamists. We conducted 44 in-depth interviews with cognitively and behaviorally radicalized Islamist prisoners in Austria as well as former Islamists in Germany and Austria. We found that online propaganda and news media had interdependent influences on Islamists’ rejections of non-Muslims and Western politics, as well as on their willingness to use violence and commit suicide. Cognitively radicalized individuals were influenced by propaganda that blamed non-Muslims for opposing Islam; this was reinforced by online mainstream news reports of right-wing populism and extremism that propagandists selectively distributed via social media. Among behaviorally radicalized individuals, exposure to propaganda and news reports depicting Muslim war victims contributed to the radicalized individuals’ willingness to use violence. Moreover, propaganda and media reports that extensively personalized perpetrators of violence strengthened radicalized individuals’ motivations to imitate the use of violence.
