The paper focuses on the importance of professional and vocational guidance for persons with disabilities. It describes the main approaches to providing such type of guidance to the disabled students and reveals the technologies of motivating people with disabilities to seek education and to make informed choices of profession. The research was aimed at developing the model of career guidance offered at resource and training centers established by the Ministry of Education and Science of the Russian Federation on the basis higher educational institutions. The paper presents the developed model of professional and vocational guidance for persons with disabilities and explains the algorithm of its implementation in the resource and training centers. Also, the paper gives recommendations on how to change the technology of communication between universities, regional job centers and offices of medical and social assessment.

The paper gives a description of modern approaches to the modelling of informational and analytical support of higher education in persons with disabilities. It proposes a model of such support depending on the type of disability and provides a detailed description of structure components of informational and analytical support. It is argued that the main areas of support of individuals with disabilities are the following: adaptational and orientating (pre-university); organizational and coordinative; psychological and educational; academic; sociocultural; medical and health-improving; vocational (postgraduate) etc. Each area is comprehensively defined. The paper reveals the principles underlying the modelling of informational and analytical support of higher inclusive education, such as: the principle of expanding and shaping a tolerant ‘barrier-free’ environment; the principle of subjectivity and socialization; the principle of strong motivation and activity; the principle of dialogue; the principle of variation; and, finally, the principle of informational openness. This work was carried out with the support of the Government Contract of the Ministry of Education and Science of the Russian Federation (project 2016- 01.04- 05- 020 – F- 35.001) “Monitoring and Informational/Analytical Support of Regional Resource Centers for Higher Education for the Disabled”.

The article provides information about the international movement of Abilympics and its development in the Russian Federation: the purposes, tasks and means of career guidance for people with disabilities. Particular attention is paid to the issues of employment of the disabled and to the measures taken by the regional executive authorities responsible for training and employment of the population, including people with disabilities. The article analyses the results of the II National championship of professional skills among people with disabilities and the main data regarding the employment of its participants. Proposals are made on the introduction of career guidance mechanisms and the promotion of employment for people with disabilities through the change in the calculation of ratings of educational institutions, the formation of competence centers and the development of the movement, the involvement of employers in the preparation of competition tasks and evaluation materials for professional skills competitions.

In recent times, with the rapid change of science and technology in the industrial revolution 4.0 as well as the very complex consequences of the Covid-19 pandemic, the issues on students’ employment (especially career guidance, job counseling and start-up support) are becoming increasingly urgent and attracting the attention of the whole society. To meet such practical requirements, since September 11, 2020, the Ministry of Education and Training has issued and started collecting comments on Draft circular regulating career guidance, job counselling and start-up support in educational institutions. This article focuses on analyzing some key roles of Facebook (the social network site used by many Vietnamese students) the current problems of Vietnamese students’ employment and drawing some relevant policy recommendations, thereby contributing positively to the completion of the above-mentioned draft circular.

The publication proposes to discuss the problem of teaching children of immigrants who have arrived in our country and need to adapt to the new social, linguistic and cultural environment. The principles underlying the organization of education for children of immigrants in the Russian Federation, and the conditions for their education in educational institutions of our country, which were formulated at a meeting of the Council under the President of the Russian Federation for Interethnic Relations on March 30, 2021, are given. The content of the state order of the Ministry of Education of the Russian Federation to the Federal State the budgetary scientific institution “Institute of Education Development Strategy of the Russian Academy of Education” to study the difficulties faced by children of immigrants in the process of adaptation. The result of the study should be the creation of a set of guidelines for teachers organizing the work of classes in which children of immigrants study.

The article deals with issues related to the problem of vocational rehabilitation of disabled people. The competence of the Russian Federation in the fi eld of rehabilitation of disabled persons in the person of its Federal authorities and management, subjects of the Russian Federation and local self-government bodies is specifi ed. The content of such concepts as "services for professional rehabilitation of disabled people" in accordance with the state standard GOST R 53873-2010 Rehabilitation of disabled people is disclosed. Professional rehabilitation services for the disabled; "professional rehabilitation program" and "options for professional rehabilitation". Despite the fact that professional rehabilitation and adaptation in the workplace is an integral part of the state policy in the fi eld of social protection of persons with disabilities, there are many unresolved problems and diffi culties in this area.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The article highlights the relevance of carrying out work on career guidance among the population and the importance of creating an effective system of vocational guidance. The brief history of the background of the birth and formation of vocational guidance in Ukraine and career development in Canada as well as the construction of a state system of professional orientation in these countries at the present stage are presented in this thesis. The concept of professional orientation as a system of interrelated economic, social, medical, psychological and pedagogical measures directed on activation of the process of professional self-determination of the person is presented. The views of modern scholars on the problems of professional orientation in Ukraine are analyzed. The activity of the government and public organizations in the field of career guidance of the population is explored. It is concluded that in Ukraine today there is no general vision of the development of professional orientation and clear quality criteria and a system of measurement of the effectiveness of providing vocational guidance services, and state bodies provide unsystematic services for professional orientation to different segments of the population. The essence of the concept of Career Development is the lifelong process of managing learning, work, leisure, and transitions in order to move towards a personally determined and evolving preferred future. It has been found that in Canada one notices a convergence of four sectors of society: government, education, organized labor and the non-profit-making sector. It has been established that a number of state, non-governmental and international organizations and projects have been created and effectively functioning in Canada’s Career Development, and their effective interaction has allowed to strengthen and develop a career development and career guidance. The role of career tutors using the latest career development strategies adapted to the diverse population of Canada is highlighted. A number of differences in the vocational guidance of Ukraine and Canada are revealed, which is connected with different historical, social and economic development of the countries.

The article presents the results of a medical-sociological study of behavior in 85 constituent entities of the Russian Federation among the disabled and injured at work. In the course of the study, two groups of respondents were interviewed, randomly selected and comparable in terms of sex and age: 562 persons with disabilities with the cause of disability common disease and 442 injured at work. As a result of the questionnaire, information was obtained on the types of HRM received by respondents, problems arising in the process of providing HRM, the level of assistance needed by the respondent in choosing products and their suppliers, as well as assessing the main concerns of respondents associated with the introduction of a new mechanism for providing with the use of a certificate. It has been established that the contingent of industrial victims is more in need of technical means of rehabilitation that compensate for the limitations of the ability to move independently and work, in contrast to the disabled, among whom a significantly greater percentage of people need SMW to compensate for the impairment of the ability to self-service. The rankings of the main problems associated with the provision of TCP in both groups coincide. More than half of the respondents expect an improvement in the system of providing technical support in the event of an electronic certificate.
