Drug addiction is an extremely acute social problem and it attracts the attention of both legal scholars and practitioners. This is due to the fact that the improvement of the measures’ system aimed at preventing and stopping the spread of the drugs and psychotropic substances requires the joint efforts of specialists in various fields.Despite a slight decrease in crime rates, a study of the current state of the administrative and legal measures’ application aimed at preventing and stopping the unauthorized distribution of narcotic drugs and psychotropic substances shows that these measures do not yet sufficiently provide solutions for increasing the activity and effectiveness of the struggle against drug addiction, prevention and elimination of this phenomenon’s socially dangerous consequences.The struggle against drug abuse by administrative and legal measures needs to be improved and must correspond to the prevailing socio-economic conditions. In this regard, the application of administrative and legal measures aimed at preventing and stopping the spread of drugs and psychotropic substances in our country requires further theoretical study of issues related to their concept, purpose and implementation.

The article considers the problem of drug addiction and the drug situation in the youth environment by the example of the Krasnoyarsk Territory as a typical Siberian territorial subject of the Russian Federation. The authors draw attention to the harmful influence of drug use on the health of the nation, on its most active part – young people, on impairment of work productivity of the population, criminalization of the society as a result of the illegal distribution of narcotic drugs and psychotropic substances. The importance of annual monitoring of the drug situation in order to timely identify emerging changes in drug addiction in the society and to develop effective measures to improve the drug situation is also shown.

The national strategy for drug abuse prevention recognized the importance of organizing pre-school preventive activities, as well as the need to involve parents in those activities. The research was conducted on parents’ attitudes about drug abuse and need to organize pre-school addiction prevention on a sample of 350 parents of preschool children. The results show that most parents express non-permissive attitudes about drug addiction, positive attitudes about the need to prevent drug abuse, and negative attitudes on the activities of the official institutions responsible for reducing damage and drug demand. However, the results also point to a group of parents who have permissive attitudes about drug consumption, negative attitudes about the need for pre-school drug addiction prevention and permissive attitudes regarding the legalization of marijuana.

The article intends to examine, with the help of doctrinal method, the utility of India’s strict penal policies against cannabis in the light of various contemporary issues. India Criminalized cannabis under Narcotic Drugs and Psychotropic Substances Act, 1985 pursuant it’s international commitment as a signatory to three United Nation’s drug conventions. The primary objective behind criminalization was to reduce the incidences of drug abuse. But the experience from the past few decades has been that such law is producing more harm than it actually prevents. Criminalization of cannabis not only violates individual’s right to autonomy and self determination but also creates numerous other issues like increasing the incidences of incarceration, economic stress on the legal system, hindrance to medical research, etc.

The article focuses on the assessment of factors of spreading narcotic drugs and psychotropic substances for non-medical purposes in the youth environment, identified on the basis of data obtained during the monitoring of the drug situation conducted annually in the Krasnoyarsk Territory. When analyzing the spread of narcotic drugs in the territory, the factors contributing to a change in the drug situation in the supply and demand for drugs are assessed; the importance of work on the formation of a negative attitude of young people to drugs is shown. Conclusions are presented regarding the most significant factors of drug addiction in the youth environment in modern conditions.

The purpose of the work is to assess the state of the criminal legislation on responsibility for crimes related to the illegal circulation of narcotic drugs and psychotropic substances. The subject of the research was criminal legislation, judicial practice and doctrinal sources. Methodology: the author used general scientific research methods, as well as a special legal formal dogmatic method. Conclusions: the author of the study, defining the current state of affairs in the field of criminal law combating illicit trafficking in narcotic drugs, psychotropic substances and their analogues in our country, notes the inconsistency and illogicality of the work of criminal law institutions in establishing responsibility for some crimes in this area, and also draws attention to the fact that the determinants of such a problem originate in an insufficiently objective assessment by the legislator of the current state of affairs. Scientific and practical significance: the necessity of taking measures aimed at differentiating the provisions of criminal legislation in this area, as well as introducing such a concept as «illegal drug business» into the current legislation is substantiated.

Objectives: The aim of this study was to investigate the actual condition of the students of University of Rajshahi (RU) regarding drug abuse and addiction. Using case study method the research was conducted with four objectives: (a) to find out how respondents began drug abuse; (b) to discover the causes of their drug addiction; (c) to understand the process of their drug abuse; and (d) to find out the economic, social and health effects of drug abuse. Methods: Case study method was used in this research. Through snowball sampling 18 drug- addicted students of RU were selected as respondents. In-depth interview with a schedule was used to collect data from the respondents in January 2019. Results: Findings of the study show that the causes of drug addiction included curiosity, frustration, friends’ request, neglect from family and friends etc. The drugs which they usually abused were Yaba, Phensydyle, Ganja (Weed), Chuani etc. Their average monthly expenditure for collecting drugs was in between Taka 8,000-10,000. They collected those drugs from rickshaw pullers at different points within the campus and from Mizaner Mor, Budhpara slum and other places outside the campus. The respondents opined that drugs were available if sufficient money could be spent. The respondents had senior and junior fellow students and local boys as companions while taking drugs. Most of them faced physical problems after taking drugs, and some of them tried to get rid of this curse of drug addiction. Conclusion: The findings of this research show that the rate of drug addiction among the students of RU was quite alarming. Therefore, all stakeholders including the students, guardians, teachers, university authority, the law makers and law enforcing agencies, researchers, civil society, NGO’s and the state must come forward together to combat this formidable foe.

The activity of trafficking in narcotic drugs, psychotropic substances is inextricably linked with medical and pharmaceutical activities.Analysis of the executive discipline by medical and pharmaceutical specialists in compliance with the law in the field of trafficking in narcotic drugs and psychotropic substances revealed the most problematic aspects of the activity and the need to revise certain aspects of regulatory and legal activities, based on the modern requirements of practical medicine and pharmacy.

This article provides a classification and characteristics of persons convicted for crimes in the field of narcotic drugs and psychotropic substances illicit trafficking. The article deals with the statistics in this sphere over the past five years. Based on the collected empirical evidence the authors analyzed the qualitative indicators of convicted drug offenders. The examination of statistical data from investigative and judicial practice on crimes in the field of narcotic drugs and psychotropic substances illicit trafficking made it possible to sketch a criminal profile of a person sentenced to imprisonment: a citizen of the Russian Federation, a male between 18 to 39 years, having a secondary general or vocational education. Moreover, the personality of a convicted person is characterized by his internal criteria deformation devaluing the norms and rules that express and consolidate public interests. The authors also conducted a comparative analysis of offenders convicted both in the Russian Federation and in such federal subjects as Saint-Petersburg and Leningrad region. The choice of St. Petersburg as one of the objects of this research is justified by the fact that it has been among the leaders of the regions with the largest number of recorded drug-related crimes for several years.
