Ensuring regional environmental and economic security is one of the priorities of the state. The problems of sustainable development of regions and their industrial complexes are considered by many scientists, however, insufficient attention is paid to the analysis of the sustainability of industrial enterprises in the Arctic zone (AZ) and their impact on the ecological and economic security of the region. Many of the problems of theoretical and methodological support for improving this security remain underestimated. For industrial enterprises of the Far North as a part of AZ, it is necessary to use a special approach to the development of methodological aspects of ensuring environmental and economic security due to the significant role that entrepreneurial activity has in the socio-economic development of the region and in the environmental situation. The purpose of the research is the formation of a mechanism to ensure the environmental and economic security of the Russian Arctic zone (RAZ), as a region where industrial enterprises operate. The object of the research was the ecological and economic security of the region of the Arctic zone, which exists in the modern conditions of globalization of the economy and the increasing influence of geopolitical factors. The subject of the study was a set of problems of a theoretical, methodical and applied nature, related to the development and implementation of a model for the development of industrial enterprises in the Arctic zone. The factors limiting the development of industrial enterprises of the Far North are formulated. A system of indicators for the sustainable development of industrial enterprises and the environmental and economic security of the region of the Arctic zone of Russia is proposed. The interrelation of indicators of the development of industrial enterprises of the Arctic zone with the conditions of the external economic environment has been revealed, which made it possible to conclude that the structure of industrial production in the regions of the Russian Arctic is distorted. This, in turn, necessitates the formation of maritime clusters and the development of small and medium-sized businesses in the industrial sector. A comparative description of the key areas of state regulation of industrial enterprises in foreign and domestic practice has been carried out. The recommendations of the possible use (adaptation) of international experience in the Russian Arctic are formulated.

The territory of the Arctic is of interest from the point of view of the strategic development of the economy. However, the industrialization of the Arctic zone is accompanied by both a positive and a negative influence on the country’s socio-economic development. An analytical review of the research which has been published previously allows us to discuss the issue of sustainable development in the Arctic through the prism of the theory of externalities. Considering this, the paper examines some relevant issues from the standpoints of the concept of sustainable development and scientific and technological progress. Against the background of the identified problems, the purpose of the research is to clarify management decisions in the field of internalization of the externalities of economic development of the Russian Arctic zone. As research methods, the authors have applied comparative analysis, dynamic analysis, the coefficient method, correlational analysis and cluster analysis. An analytical review of scientific works, research tooling and a statistical database concerning the development of the Russian Arctic zone provided the following scientific results: the category of “externalities” in the context of industrialization of the Arctic zone’s territories and their systematization in a number of areas (environmental, innovation, investment, infrastructure, social, etc.) has been clarified; some trends in the degree of neutralization of negative environmental externalities in terms of environmental problems (pollution capture, waste disposal, recycling and wastewater treatment) have been identified; the dynamics of investment per unit of environmental pollution in the context of environmental approaches have been elucidated; the efficiency of investments in environmental preservation measures in the territories of the Russian Arctic zone have been evaluated; positive innovative externality from the investment of own funds in the fixed capital of enterprises have been revealed; the typology of the subjects of the Russian Federation that form part of the Arctic zone, according to the criteria of the intensity of costs for neutralization of negative externalities (territories with high, moderate and low intensity of costs) have been suggested; and a package of measures in order to manage the external effects of economic development of the Arctic zone of the Russian Federation in the context of sustainable development has been proposed. The practical significance of the results obtained lies in the possibility of taking all of them into account in the implementation of the state program “Socio-economic development of the Arctic zone of the Russian Federation”, contributing to the qualitative development of the territories of the Russian Arctic and improving the well-being of the population of the corresponding constituent entities of the Russian Federation.

The article examines some aspects of state financial regulation of regional development, which is the most important aspect of economic security and is largely associated with the legal features of the regulation of this activity, the implementation of state development programs for the regions of the Arctic zone of Russia (AZRF). The financial regulatory mechanisms are analyzed, which include the system of financial support, tax, budget, investment, insurance and other economic mechanisms. Analysis of the content of the levels and the corresponding mechanisms of state financial regulation made it possible to determine the directions of influence on the subjects of financial regulation. It was established that financial regulation is presented in the form of a set of mechanisms and instruments of influence, which is based on state priorities related to the implementation of an effective financial policy in the Russian Arctic, ensuring the economic security of the regions, and achieving national interests. It was found that direct budget financing is the main mechanism for supporting and stimulating the development of the Russian Arctic. This mechanism is implemented on the basis of state programs of the Russian Federation financed from the federal and regional budgets. It has been established that there is legal uncertainty regarding the issues of financial regulation of the AZRF development. Until now, there is no law "On the Arctic zone of the Russian Federation", which would have fixed the object of state policy in the Arctic, including state financial policy. In the conclusion of the article, it is concluded that there are restrictions on the implementation of programs for the socio-economic development of the regions of the Russian Arctic. Direct budget financing does not allow achieving the set goals, therefore, a set of measures is needed to find investors among large state corporations or private and foreign companies.

In recent years, special attention has been paid to the issues of rational nature management and ecological state of the natural environment of the Arctic zone, given the important economic, social and environmental role of this region. The active industrial development of the Arctic zone unambiguously leads to a change in the living conditions of marine biological resources. The Arctic plays an important role in Russian fisheries. The paper considers the conceptual provisions of rational nature management in the conditions of industrial development of the Russian Arctic and identifies the problems and conditions for sustainable development of the Russian fisheries.

In the current context of strengthening the existing and emerging challenges and threats for the economic security of the Russian Federation, studying structural transformations that define the immunity of the economic system to internal and external negative impacts seems quite essential and relevant. This paper aims at identifying main trends in structural transformations in the industrial production in the Arctic zone of the Russian Federation (or the RFAZ), which is strategic for the sustainable development of the national economy. For this purpose, the author executed an analysis of structural shifts and an estimation of the changes in the branch structure of industrial production in the Arctic regions in 2017–2019. The research was implemented on the basis of relative indicators for the types of economic activity in the total volume of dispatched goods produced domestically, works done and services provided by own efforts. The quantitative measurement of structural changes was made using the aggregate speed indicators (L. Kazints quadratic absolute structural changes coefficient (or the Kazints index)), intensity (K. Gatev integral structural shifts coefficient (or the Gatev index)) and a materiality level of structural changes (V. Ryabtsev integral coefficient of structural differences (or the Ryabtsev index)), as well as particular indices describing the weight, speed and index of structural shifts. It is found out that the structure of the industrial production in the RFAZ has not generally undergone significant changes for the period in question. This is explained by the multidirectionality of the dynamics in structural shifts at a regional level. Their analysis indicates that the orientation of the majority of Arctic region for mining of mineral resources becomes more pronounced that allows inferring the strengthening of structural disproportions in the industrial production of the Russian Arctic.

The article examines the infrastructure approach to the implementation of the concept of sustainable development in the Arctic zone of the Russian Federation (AZRF). This is done from the point of view of compliance of this development with the so-called megatrends of the world economy, highlighting theoretical, conceptual, and technological aspects. he characteristic of modern geoeconomic and geopolitical factors of development of the AZRF is given. A brief comparative analysis of applicability of economic models that are relevant the concept of sustainable development in the case of the Russian Arctic: bioeconomy, green economy, and circular economy. A few conditions for the implementation of the circular economy model in the Russian Arctic is considered. In connection with the representation of the AZRF as a heterogeneous socio-economic, real-virtual, socio-cyber-physical space, a special role of logistics infrastructure is shown as necessary condition for ensuring the sustainable development of this largest Russian region. The emphasis is made on the need to conceptualize the concept of "logistics infrastructure". Based on a holistic approach to logistics, a 5-layer (underwater, water, ground, air, space) conceptual research holistic model is proposed that could be used for designing, constructing, and monitoring the system of logistics flows in the Russian Arctic. The result of an analytical assessment (in dimensions of "digitalization" and "sustainability") of the state of the Art and possible development for the underwater layer of the logistics infrastructure of the Russian Arctic. The conclusions of the article could be useful both for designing the logistics infrastructure of the Russian Arctic, and for designing the courses of disciplines of higher education relevant to the problem under consideration.
