The development of radiation medicine in the Russian Federation has resulted in the improvement of the regulatory and methodological framework for radiation safety regulation. The main obstacle for the development of radionuclide therapy in the Russian Federation is the liquid radioactive waste management (mainly urine and faeces of patients) generated during radionuclide therapy on an ambulatory basis (day patient department). The paper presents a brief analysis of the current domestic and international regulatory liquid radionuclide waste management documents. It has been shown that there is no strategy for solving the problem of utilizing biological waste from patients during radionuclide therapy. Long-term task for ensuring the sanitary and epidemiological well-being of the population of the Russian Federation could be the solution for the problem.

Pursuant to relevant provision of the Federal Law No. 190-FZ On Radioactive Waste Management and Amendments to Certain Legislative Acts of the Russian Federation of July 11, 2011, radioactive waste generated due to the peaceful uses of nuclear charges has been attributed to the non-retrievable radioactive waste (RW) category. Accordingly, relevant RW subsoil areas are currently considered as facilities holding non-retrievable RW with periodic radiation monitoring that should be performed and certain measures provided to ensure the long-term safety of the population. The article presents the results of a radiation survey performed in 2019 for the site with non-retrievable RW inventory generated from the Meteorite-5 peaceful nuclear explosion.

The development of Radiation Medicine in the Russian Federation has resulted in the necessity to improve the regulatory and methodological support for ensuring Radiation Safety. Following the introduction of new diagnostics and therapy methods into practice, as well as the use of new radiopharmaceuticals, the actualization of radiation monitoring methods and the provision of radiological protection for patients, personnel and the public have become the most urgent tasks. Radionuclide therapy with new radiopharmaceuticals, which can be used in the day patient departments, is one of the promising directions in the development of Russian Radiation Medicine. The main tasks of ensuring Radiation Safety in the departments of radionuclide therapy are the regulation of radioactive waste management, the development of discharge criteria after the administration of radiopharmaceuticals and methods for Internal Dosimetry.

The principles of drawing up the Federal Budget for 2021–2023, adopted in December 2020, are based on macroeconomic conditions. The probability to fulfill these conditions can’t be rated as high. In addition, these conditions ignore a number of significant threats to  the  economic  security  of  the  Russian  Federation  caused  by;  the  continuation  of  the COVID-pandemic  in  2021  and  the  increased  risk  of  similar  threats;  the  reduction  of the  trade  balance;  the  continuation  of  the  general  reduced  in  the  level  of  the  Russian population’s well-being, and by the lack of resources for investments. It is also impossible not to draw attention to the fact that within the framework of the budget concept, they set up a task to ensure the growth rate of the national economy at the level of a stagnant three  percent.  Moreover,  in  the  context  of  the  ongoing  development  of  the  pandemic, the President of the Russian Federation postpones until 2030 the achievement of many important goals that they forecast to achieve by 2024. Therefore, the trend of a long-term policy of sluggish, and in principle decaying, economic development with the minimization of inflationary processes at the level of four percent is forming. At the same time, budgeted principles generate not only the direction and dynamics of socio-economic development of the Russian Federation, but the same pace and guidelines for the development of the subjects  of  the  Russian  Federation.  But!  Today,  new  trends  in  the  development  of  a rapidly transforming post-pandemic economy require the search for new internal drivers of development, including financial ones, require a transition to a model of breakthrough economic growth at both at the federal and regional levels. The country is entering an economy that has other priorities. So, we need other rules of fiscal policy.

The features of the regions in the socio-economic terms determine the development of the national economy and the level of citizens’ well-being. The paper highlights the features of the regions depending on three areas: budgetary, social, and economic. These areas are analyzed using the example of the Central Federal District of Russia. Based on the results of the analysis, the features of the regions within the Central Federal District of the Russian Federation are determined. In addition, perspective directions for the development of the regions under consideration are presented on the basis of improving statistics, monitoring, increasing the salaryindex, reducing the debt load on the population, developing the digital economy, and improving the system of subsidies. The possibility of avoiding the subsidization of regions through the development of innovation and agriculture is also shown. An author’s approach is proposed to determine the characteristics of the region for their future development. The justifying calculations for the applied approach in the framework of the efficiency of the regional economy on the basis of the salaryindex and the determination of the level of competitiveness of the region on the basis of the energy efficiency index are given. The justifying calculation conducted on the basis of the regions of the Central Federal District of the Russian Federation confirms the developed hypotheses.

The presented study addresses the need to change approaches to the formation of long-term shipbuilding programs in the Russian Federation and determines the place of such programs in the system of strategic management of the national economy.Aim. The study identifies efficient approaches to the formation of long-term shipbuilding programs in Russia with allowance for international experience and current political and economic conditions.Tasks. The authors analyze the existing methodological framework for the formation of shipbuilding programs in the Russian Federation; examine the shipbuilding development experience of South Korea, China, the US, and Ukraine; address the issue of improving the investment climate in the shipbuilding industry by changing the institutional conditions in closely related industries.Methods. This study’s scientific methodology is based on using general scientific methods of cognition, a systems approach to the problem, and comprehensive consideration of the issues of formation of industry programs with allowance for the specific features of shipbuilding.Results. Over the past decades, shipbuilding programs in the Russian Federation have been formed according to a methodological framework of questionable depth and insufficient sophistication. Successful development of shipbuilding in the world’s leading countries is largely due to the achievement of the required level of competence and technological advancement accumulated through the development of the domestic market, which is impossible without active state participation. Based on the analysis of positive and negative shipbuilding development experience of different countries and current trends in the Russian shipbuilding industry, it is possible to conclude that the success of shipbuilding development largely depends on the rules (institutional conditions) established by the state.Conclusions. The efficiency of investment processes in the industry can be improved by integrating the shipbuilding development program into a global program for the development of the marine economic complexes of the Russian Federation.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.

The presented study develops theoretical and methodological foundations for assessing the fiscal sustainability of the constituent entities of the Russian Federation in perspective.Aim. The study aims to develop a systems approach to assessing the fiscal sustainability of the constituent entities of the Russian Federation in the medium and long term.Tasks. The authors analyze the major approaches to assessing the fiscal sustainability of federal subjects and determine the significance of quantitative and qualitative assessment methods in the development of a methodology for assessing the fiscal sustainability of federal subjects in the medium and long term.Methods. This study uses scientific methods of cognition, analysis and synthesis, comparison and analogy, systems and institutional approaches to assess the fiscal sustainability of federal subjects.Results. The authors examine the major approaches to assessing the fiscal sustainability of federal subjects developed by Russian scientific schools and disciplines; approaches used by state and local authorities; approaches to assessing the fiscal sustainability of federal subjects used by international and national rating agencies; foreign experience. In general, this implies the development of a universal system of indicators for assessing the fiscal sustainability of federal subjects.Conclusions. It is substantiated that under the current conditions of new challenges, particularly in the context of the coronavirus pandemic, it is necessary to assess the long-term balance and sustainability of the budgets of federal subjects using a systems approach based on quantitative and qualitative methods, making allowance for the medium- and long-term prospects to make efficient management decisions at different levels of the economic system.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

The relevance of the publication topic is argued by the need for an in-depth study of the globalization process, which is global financial, political and cultural integration, unification, the global division of labour, the planetary migration of capital, human and productive resources, standardization of legislation, and interference of cultures of the world community. The theoretical and practical goals of the publication are to study causal algorithms for the formation of a negative scientific and production balance of the Russian Federation and an increase in disproportions between the import and export of high-tech products, as well as a comparative description of global development as a symbiosis of contradictory trends in the subordination of the world economy to the interests of transnational capital. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists studying the globalization of the industrial economy due to the intensification of international scientific and technological competition and the expansion of the innovation market, deepening of specialization and division of labour, and the increase in the risks of producing high-tech products at the national and world levels. Scientific novelty lies in the authors’ interpretation of such socio-economic advantages of globalization as economies of scale, stimulation of labour productivity, rationalization of production at the interstate level and the spread of innovative technologies, cost reduction, price regression, achieving sustainable growth in the well-being of society, on the basis of which the development is confirmed global industrial economy on a research basis characterized by such attributes interdependence, asymmetry, regionalization and diversification, regression efficiency, inclusiveness, resource and raw material demarcation, a high degree of uncertainty and of the economic risk. The practical significance of the results obtained is determined by an in-depth analysis of the American (based on differentiation of labor and specialization of personnel, demarcation of labor duties, concentration of scientific and production efforts on a purely economic result) and Eurasian (characterized by mobility and compactness of production processes, saving transaction costs, adaptability to market conditions and availability of labour-tolerant staff) strategies for innovative development of industrial economics. Based on a critical rethinking of the American and Eurasian strategies, proposals and recommendations are formulated on the formation of the scientific and technical policy of the Russian Federation
