In Morocco, there is a crisis that has not yet found its way to serious and decisive treatment, which is the output crisis of the higher education system. Though the successive public policies seek to contain correctional projects and initiatives, they have not made the difference, and have not set out effective and efficient tracks in developing mechanisms for evaluation, development and reconstruction, to produce educational and learning outputs that contribute to the real takeover of the State's development aspirations. The weak capacity of Moroccan universities to respond rapidly to the global, economic, cultural and technological variables imposed by globalization and securing the conditions for social, economic, political and security stability of the state, requires bypassing through advanced science-based treatment of quality and value of achievement. The issue of total quality management in higher education institutions may be raised by including international experiences that have succeeded to curb the regulatory and administrative failure of its educational institutions, to enhance the chances of Moroccan universities to transfer higher education in Morocco from traditional measure to modern measure by applying quality control standards in management, planning and implementation, in accordance with a strategy that is supported by the State and the University.

The introduction of cooperative governance in the post-1994 South African higher education system brought complex stakeholder dynamics in the leadership and governance of university governing councils. A major concern of these changes was to institutionalize quality management systems. However, these changes brought its own complexities. Key features of this complexity revolved around cooperation and information sharing in the university governance in spite of ideological differences. Using the concept of culture developed from a multi-theoretical approach and data collected from institutional documents available in the public domain, interviews with members of the university council, and surveys of university staff, the chapter examines the extent of the relationship between public tolerance and different stakeholders involved in the university governance. This is with a view to recommend the need for effective governance and quality management system based on the professionalization of governance practices and institutionalized quality management processes.

Starting the entry of foreign universities to enliven the "competition" that already exists in the country. As one of the institutions of higher education, universities are not only seen as a center for science education, a center in research, and are centered on serving the community only, but besides that the university is able to produce new knowledge in developing community life. Competition, as experienced by companies to earn profits, includes competition in the fields of quality, price and service. The university as a non-profit entity also faces the same thing. In order for all management to run smoothly, it requires knowledge and skills that are integrated in higher education management.

The article examines the Canadian experience in the fi eld of education quality management, where the eff ectiveness of the whole system is provided by active cooperation of multiple actors of educational policy at all levels: international, national, regional and institutional. Of particular interest is the analysis of specifi c initiatives implemented at each level and ways to ensuring their coherence. A brief overview of quality assurance agencies monitoring and controlling the higher education sector in whole, the universities and the educational programs, is off ered. Despite the signifi cant heterogeneity of the university sector of Canada due to the administrative, territorial and cultural diff erences, the coordinated actions of all participants of the educational process contribute to cooperation between universities, ensure mutual recognition of diplomas both in Canada and internationally, and create conditions for students’ and graduates’ mobility.

The conditions are investigated in which Spanish university teachers carry out their teaching and research functions. 655 teachers from the University of Oviedo took part in this study by completing the Academic Setting Evaluation Questionnaire (ASEQ). Of the three dimensions assessed in the ASEQ, Satisfaction received the lowest ratings, Social Climate was rated higher, and Relations with students was rated the highest. These results are similar to those found in two studies carried out in the academic years 1986/87 and 1989/90. Their relevance for higher education is twofold because these data can be used as a complement of those obtained by means of students' opinions, and the crossing of both types of data can facilitate decision making in order to improve the quality of the work (teaching and research) of the university institutions.

For over two centuries, the College was the characteristic form of higher education in the United States, and the College was closely allied to the church in a predominantly Protestant land. The university became the characteristic form of American higher education starting in the late nineteenth Century, and universities long continued to reflect the nation's Protestant culture. By about 1900, however, Catholics and Jews began to enter universities in increasing numbers. What was the experience of Jewish students in these institutions, and how did authorities respond to their appearance? These questions will be addressed in this article by focusing on the Jewish presence at the University of Illinois in the early twentieth Century. Religion, like a red thread, is interwoven throughout the entire fabric of this story.
