The introduction of cooperative governance in the post-1994 South African higher education system brought complex stakeholder dynamics in the leadership and governance of university governing councils. A major concern of these changes was to institutionalize quality management systems. However, these changes brought its own complexities. Key features of this complexity revolved around cooperation and information sharing in the university governance in spite of ideological differences. Using the concept of culture developed from a multi-theoretical approach and data collected from institutional documents available in the public domain, interviews with members of the university council, and surveys of university staff, the chapter examines the extent of the relationship between public tolerance and different stakeholders involved in the university governance. This is with a view to recommend the need for effective governance and quality management system based on the professionalization of governance practices and institutionalized quality management processes.

In Morocco, there is a crisis that has not yet found its way to serious and decisive treatment, which is the output crisis of the higher education system. Though the successive public policies seek to contain correctional projects and initiatives, they have not made the difference, and have not set out effective and efficient tracks in developing mechanisms for evaluation, development and reconstruction, to produce educational and learning outputs that contribute to the real takeover of the State's development aspirations. The weak capacity of Moroccan universities to respond rapidly to the global, economic, cultural and technological variables imposed by globalization and securing the conditions for social, economic, political and security stability of the state, requires bypassing through advanced science-based treatment of quality and value of achievement. The issue of total quality management in higher education institutions may be raised by including international experiences that have succeeded to curb the regulatory and administrative failure of its educational institutions, to enhance the chances of Moroccan universities to transfer higher education in Morocco from traditional measure to modern measure by applying quality control standards in management, planning and implementation, in accordance with a strategy that is supported by the State and the University.

This article attempts to look at the range of contributions of total quality management. The higher education system is one of the key elements in the realization of sustained total quality management and socio-cultural development policies. University research centers and higher education institutes are in charge of training expert personnel and scholars while providing qualified services. Therefore, through its output, the higher education system paves the way for development. India needs to examine its concern with making its institutions qualitative and competitive by world standards. Thus, both the students and industry have become quality conscious. Quality improvement involves statistical tools, consumer research, goal-setting, teamwork, problem-solving, human recourse development, and strategic planning. A vision statement communicates key values for today as well as for the future. Implementation of a quality management system should be done, preferably with the help of a consultant to ensure success. In other words, higher education should prove its efficiency by responding to the needs of the country's development and by offering relevant outcomes.

The volume explores and thinks through the process of decolonising the South African higher education system by examining #MustFall. The text offers theoretical insights from a historical, contemporary and multidisciplinary lens, while examining the embedded meanings of the university as an institution, idea and set of practices to show the shifts and changes that were inaugurated by #MustFall along with the historicities that define the university both locally and globally. The retro- and prospective insights presented in the book surface the crisis of authority that places the university in a state of precarity, which is framed in the book as the ‘border’. The volume proposes the concept of the ‘border’ (recognising its conceptual and analytical dynamism) as a generative space that can facilitate new imaginaries and articulations of this social institution: the university.

The post-1994 higher education dispensation has witnessed an increase in the number of institutional stakeholder groups striving to become members of university councils within their particular contexts. As such, they are constantly becoming coalitions of powerful constituencies who seek to influence the running of the council to satisfy stakeholder demands across the university and beyond. Given the trends in the modern world, as well as the rapid growth of digitalization, it is safe to say that it will inevitably affect almost all areas of human life and activities. Dmitriev’s English dictionary defines the word readiness: «It is a state where everything is done to start doing something.» Accordingly, an assessment of the company’s readiness to integrate modern digital technologies will identify opportunities, risks and threats, strengths and weaknesses of the enterprise, as well as to formulate a list of initial measures that need to be implemented. Thus, there is an urgent need to find an answer to the following questions: «How (by, what criteria and indicators) to measure readiness?», «What are the approaches to readiness assessment?» The purpose of this article is to develop a model and algorithm to assess the company’s readiness to integrate modern digital technologies. Modelling techniques were used to achieve this goal, as well as to analyze and generalize information. As a result of the research, a model for assessing the company’s readiness to integrate modern digital technologies has been developed and tested, based on the quality management model presented in the ISO 9000 series standards. A particular example shows how to use it and what it ultimately allows you to see and evaluate.
