The expansion of Russian education is now recognized as one of the newest challenges facing the modern system of Russian higher education in the framework of the implementation of the strategies “National Innovation System” and “Priority 2030”. In this regard, the experience of MGIMO, which established its first foreign branch in Tashkent, the Republic of Uzbekistan, in 2018, is interesting. The purpose of this research is to study the effectiveness of the introduction of CLIL elements in ESP training within the framework of spreading the influence of Russian education on the example of MGIMO-Tashkent. We consider the key requirements of the Federal State Educational Standard of Higher Education currently being implemented in domestic universities in the field of training 40.03.01 “Law”, furthermore, since we are dealing with an international education, we rely on the concept of European competencies, initially adopted in 2001 by the European Union (with subsequent amendments). We consider such concepts as: CLIL, ESP, EMI, cultural approach and conducted a brief analysis of their content. The accumulated experience of using CLIL and cultural approaches as the most progressive approaches to the implementation of education within the framework of the expansion of Russian higher education and the subsequent transition to EMI is analyzed. We present the English Language Department experience in the field of teaching ESP at MGIMO on the application of the CLIL approach as part of the expansion of Russian education (2nd semester of 2020/2021 of academic year).

The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.

The current stage of development of society is characterized by the development of scientific and technological progress, the emergence of various innovative processes that affect the course of development of all spheres of life, including higher education. With the emergence of a competency-based approach and a corresponding change in educational goals, higher education institutions, fulfilling the requirements of the Federal state educational standards, should use innovative educational technologies in the preparation of students to form their professional competence. The purpose of the article is to consider the experience of implementing educational technologies as a tool for developing students' independence. The independence of the student is an integral part of the development of his competence. The article presents an examination of the concepts of “independence” and “educational technology” from various points of view. The dependence of independence on the use of innovative educational technologies in the educational process is traced. The stages of the process of organizing students' independent work using innovative educational technologies are highlighted. The presented study on identifying students' level of independence when studying the discipline “Teaching Technologies of the Teachers of the Past” allows us to conclude that students are more successful with the active implementation of educational technologies, since they make the process more active and creative, make the interaction process more efficient. The study was conducted over two years (in 2018 and 2019). We checked the level of independence of students before the introduction of innovative technologies in the study of the discipline "Technology of teaching teachers of the past" and after. The more often educational technologies are used in the educational process, the more students get used to independent work, the better it becomes. The relevance of the research topic is predetermined by significant changes in the domestic and world educational space. Modernization of educational technologies, the emergence of an electronic library resource, the active use of the information and communication network Internet in the educational process expands the possibilities for the realization of the right to education, makes it accessible regardless of the place of residence and the material status of students. At the same time, the Russian regulatory and legal framework of the educational process at the higher education level is universalized for any educational programs, regardless of the form of their implementation and the educational technologies used, which results in the refusal of many higher education institutions from distance educational technologies. The article summarizes the domestic practice in the application of distance learning, analyzes the positions of the leading researchers on the issues examined. The authors offer their forecasts regarding the future development of digital technologies in the higher education segment of the Russian market of educational services. The article grounds the need to differentiate the requirements of the Federal state educational standards depending on the methods and forms of implementing educational programs, simplifying the requirements for conducting practices, current and intermediate monitoring of learning outcomes, and material and technical support when using distance higher education. Proposals are made to improve the methodological support and legal regulation of the implementation of educational programs using digital technologies.
