The paper presents the results of the study aimed at improving the quality of specialists training in higher educational institutions who will fork for industrial enterprises where hazardous production facilities are operated. The quality of training depends on the level of industrial safety of hazardous production facilities and as a consequence the likelihood of accidents. At the moment, despite the general trend of reducing accidents at hazardous production facilities over the past ten years, their number remains quite significant. At the same time, social and economic damage from accidents can be estimated at 600-700 billion rubles per year, which will have a negative impact on the economic stability of the Russian Federation. The obligations of industrial enterprises where hazardous production facilities are operated and its employees are defined by the legislation. The content of education should take into account these basic requirements, which should be formed into separate themes. Accordingly, the modular principle is used in the design of the training content. The development of content in the form of modules will ensure the organizational and substantive unity of students training. We accept lectures and practical classes, as well as group and individual ones as the main methods of the educational process. Learning the material based on the results of lectures, practical training and self-training should allow students to form the qualities specified in our profesionogram. How the educational material proposed for study is learned should be checked during the control activities, starting from the initial-input control and ending with the final control.

Creating an industrial safety management system for enterprises requires the development and application of a set of mechanisms that ensure the prevention of accidents and incidents. Risk management systems are one of the most effective mechanisms for industrial safety. However, very little attention has been paid to automation of risk management. This article is devoted to the formation of the conceptual framework for creating automated risk management systems for industrial enterprises with hazardous production facilities. The paper analyzes the structural and logical scheme of risk management. It is shown that one of the most “risk-bearing” components of hazardous production facilities are technical devices. At the same time, the maximum level of automation is possible for technical devices in relation to their maintenance, repair, and risk management tasks. Analysis of the tasks related to risk management shows their complexity and diversity. The solution of these problems is possible through the use of modern information technologies. At the same time, it is necessary to create a unified database of hazardous production facilities, a comprehensive database of regulatory, technical and legal information, automation of risk modeling and analysis of control processes, and decision-making and implementation of processes that minimize risks. At the same time, the maximum level of automation is possible for technical devices in relation to their maintenance, repair, and risk management tasks.

The article deals with the issues of ensuring industrial safety of the objects of fuel and energy complex and hazardous production facilities in other sectors of the national economy. It is recommended to analyze the consequences of emergencies considering the importance of such criteria, as the emergency area, the amount of social damage, the amount of economic damage. At the stage of determining the importance of the above criteria, the study is carried out related to possible scenarios of an emergency development. The importance of the criteria is determined by using the methods of expert evaluations, which allow to use decision-making methods: the method of hierarchy analysis and the method of the displaced ideal. The likely violator will seek to have a destructive impact on the vulnerable areas of hazardous production facilities with the prospect of developing an emergency in scenarios with the most destructive consequences. Therefore, the application of multicriteria optimization methods to predict the development of an emergency, in particular, the method of the displaced ideal and the method of hierarchy analysis, will allow to objectively identify among possible combinations of failures the priority scenario, that a potential internal violator will strive to implement. In turn, the determination of vulnerable for committing an act of unlawful interference (through technical influence by the violator) in the production and technological process will allow the preventive use of the method of physical safety barriers to enhance technological safety. The section of the process flow diagram — isomerization reactor furnace at the organic synthesis facility is considered in the article. The method of the displaced ideal and the full method of hierarchy analysis determine the same, the most prioritized combination for the violator. The software implementation of this approach for determining the priority scenario for the development of an emergency will allow to develop the decision-making technology at hazardous production facilities in matters of ensuring industrial safety within the framework of the strategy for the development of artificial intelligence in industry.

Industrial enterprises and other business entities whose activities involve direct or indirect impact on environmental components must comply with legal requirements in the field of environmental protection. Over the past 5 years, there have been significant changes in environmental legislation. All objects that have a negative impact on the environment are subject to state registration. When registering an enterprise, it is subject to assignment to one of four categories of objects of negative impact, depending on the industry affiliation, production capacity, chemical composition of emissions, discharges, and other criteria. Currently, legislative innovations are aimed at business development and reducing the administrative burden on business entities, but this creates a threat to the safe operation of industrial facilities. There are more than 340 thousand objects of negative impact on the territory of Russia, of which one third is subject to Federal supervision. According to 2019 data, less than 4% of enterprises had their operational safety audits performed. The detection of violations of the requirements of legislation in the field of environmental protection, as well as failure to eliminate the identified violations, indicates the formation of potential threats to environmental safety. Taking into account the current economic crisis, in which solving environmental problems will not be a priority for business structures, the protection of the population and the natural environment is fully transferred to the state level.

В современных условиях функционирования системы высшего образования целью внедрения дистанционного обучения является организация качественного учебно-воспитательного процесса «на расстоянии» с использованием новейших информационно-коммуникационных средств и открытым доступом к образовательным ресурсам. Именно такая форма обучения может быстро адаптироваться к требованиям информационного общества и подготовить будущего специалиста к вызовам цифровой среды. В сочетании с традиционными формами, дистанционное образование в высшем учебном заведении может предоставить широкий спектр образовательных услуг как для абитуриентов и студентов для приобретения необходимых навыков и умений для будущей профессиональной деятельности, так и для преподавателей с целью повышения квалификации. На данный момент основными проблемами внедрения качественного свободного образовательного пространства является отсутствие технической и финансовой поддержки, законодательной основы дистанционного обучения, и это является ведущим фактором сдерживания развития технологий в вузе. Отсутствуют специально подготовленные к работе в дистанционном режиме квалифицированные преподаватели. Однако, учитывая готовность вузов осуществлять обучение преподавателей для работы в дистанционном режиме, негативное влияние этого фактора в ближайшее время может быть устранено. При условии решения вышеописанных проблем будет создано эффективное дистанционное обучение, которое всесторонне раскроет потенциал студента, учитывая как индивидуальные, так и общечеловеческие потребности. In modern conditions of functioning of the higher education system, the goal of introducing distance learning is to organize a high-quality educational process “at a distance” using the latest information and communication tools and open access to educational resources. It is this form of training that can quickly adapt to the requirements of the information society and prepare the future specialist for the challenges of the digital environment. In combination with traditional forms, distance education in a higher educational institution can provide a wide range of educational services for both applicants and students to acquire the necessary skills for future professional activities, and for teachers to improve their skills. At the moment, the main problems in introducing high-quality free educational space is the lack of technical and financial support, the legislative basis of distance learning, and this is a leading factor in curbing the development of technology at the university. There are no qualified teachers specially prepared for working in remote mode. However, given the willingness of universities to train teachers to work remotely, the negative impact of this factor in the near future can be eliminated. Subject to the solution of the above problems, an effective distance learning will be created that will comprehensively reveal the student’s potential, taking into account both individual and universal needs.

In paper an influence of waste dump “Chrobrów” on groundwater and tributary of the Bóbr river was described. This waste dump was installed in former gravel excavation. For first 10 years it had no leak stopper and sewage water could freely infiltrate. Geological structure of the waste dump subsoil is unfavourable because garbage are directly stored on gravels with high filtration coefficient which make migration of pollutants easy. At the moment the waste dump has a leak stopper made from bentonite composite but there are still polluted groundsunderneath. In this paper was analyzed data about ground- and surface water quality from years 1994 – 2004. It was found that the quality of groundwater deteriorated, especially in years 1999 and 2002. The most worsening was noted in case of chlorides, ammonia nitrogen, sodium and potassium. Unfortunately there is no data before 1994 so there is no information about hydrogeochemical background. Increased values of all groundwater components infirst period of investigation are results of exploitation in years 1984 – 1994, when waste dump had no leak stopper.But later deterioration of groundwater quality can not be explained in this way. It should be drawn a conclusion that the seal of waste dump bottom does not work correctly. It was found that there is no negative impact of waste dump on surface water what is caused by absence of hydraulic contact between river and groundwater on investigated area.

The task of vocational education at the present stage of development of society is to train competitive professionals with professional mobility, skills of rapid adaptation to changing conditions of society, methods of self-education, improving the quality of their own professional activities and its product. The article analyzes the modern model of practical training of teachers, namely: future educators of preschool education and primary school teachers in the educational process of the Pedagogical Institute of Borys Grinchenko Kyiv University. The current modernization of the domestic education system creates increased requirements for the quality of training of modern teachers, which is not only to modernize the content of profile-oriented disciplines, but also requires appropriate organization of various types of pedagogical practice. The authors investigate various aspects of training future teachers to carry out professional activities in preschool and primary schools. In particular, the activities of the Center for Self-Knowledge and Self-Development, the Center for Innovative Educational Technologies (ICR), the Educational Laboratory of Creative Pedagogy are substantiated, providing a combination of scientific achievements and practice in the educational process. It is in the process of training in these centers that students have the opportunity to model different components of future pedagogical activities and choose different ways to solve them given the proposed features of the pedagogical situation, which will further contribute to the formation of future teachers holistic perception of professional activity. all participants in the educational process, the ability to make independent decisions and respond quickly to the challenges of everyday teaching. The peculiarities of students’ work in the centers in classroom and extracurricular classes are revealed, in the process of which future preschool educators and primary school teachers have the opportunity to participate in interdisciplinary projects, trainings, master innovative and digital teaching tools. component of the educational process and ensures the competitiveness of young professionals. Ornamental plants are cultivated for decorative and utility purposes in urban landscapes throughout the world. They are much valued for their aesthetic properties and constitute an important part of the global horticulture industry. Plant viruses and viroids of various taxonomic groups have a significant negative impact on ornamentals provoking a wide range of symptoms, reducing both decorative value and quality of propagated material and causing large economic damage. A significant growth of the ornamental plants market in recent years promotes the spread of viral diseases. Therefore, systematization of data on virus and viroid phytopathogens diversity in these cultures is an urgent research task. Among the most popular ornamentals are chrysanthemum, rose, clematis, canna, and lavender. More than fifty viruses and viroids from 17 different families (including two viroid families) have been identified in these crops to date. In the presented review, we described the variety of these pathogens and their effect on the above-mentioned ornamentals
