Introduction. The principles of managerialism have been actively applied in the field of higher education and science in Russia in the last decade. However, to a certain extent, such principles contradict the strategic goals for the breakthrough socio-economic, scientific and technological development of the country. Innovative development of the scientific and educational sphere is one of the conditions for this breakthrough. In this regard, the research works on the evaluation system of universities are becoming very relevant today. Thus, the evaluation system of universities allows the managers to perform a strategic function rather than a “fiscal” one - the formation of the strategic orientations of innovative development in the institutions of higher education within the framework of the implementation of the national development goals of Russia.The research aims to prove the statement that the existing system of evaluation of the efficiency of universities does not allow for a full objective assessment of their innovative potential and forms strategic guidelines, which do not correlate with the implementation of the goals for the breakthrough scientific and technological development of Russia. Moreover, the research is aimed to formulate the proposals for an approach to the evaluation of the activities of universities, according to which the basic performance indicators and their corresponding performance indicators are determined.Methodology and research methods. The research work was carried out based on a systematic approach. General scientific methods were used: an analytical review of scientific literature and the content of regulatory documents, comparison and generalisation (results of the evaluation of the efficiency of 215 universities under the Ministry of Education and Science according to the monitoring of universities in 2019, indicators of 34 federal and national research universities (monitoring 2016-2018)), induction (based on the analysis of the dynamics of the measurement of the average Unified State Exam (USE) score of applicants for technical universities, there is no correlation between this indicator and the employment of graduates), synthesis (formulation of the proposals for an approach to evaluate the activities of universities).Results and scientific novelty. The analysis of the existing approach to the evaluation of the efficiency of the activities of universities carried out within the framework of monitoring shows that the indicators are mainly input characteristics; thus, it does not give an idea of the independent achievements of the university, its contribution to the development of the country and the region. The author analysed the indicators of the Order by the Ministry of Education and Science № 475 (28.06.2020), under which the effectiveness of universities and their managers will be evaluated. It was found that the majority of “peripheral” technical universities have an “innate” sign of “inefficiency” - the average USE score of incoming applicants is less than 60, which was recorded during almost all monitoring measurements in 2013-2019. This leads to a zero rating on one of the indicators of the efficiency of educational activities and creates a false idea of the potential of organisations since the employment rates of graduates in the vast majority of universities in this category are above the threshold values. An analysis of the indicators of federal and national research universities (monitoring in 2016-2019) allows us to conclude that universities with a fairly low share of full-time teachers (up to 50 %) in the total number of teaching staff and the estimated number of research and teaching staff rates are significantly higher than their full-time number. Therefore, such universities can achieve fairly high rates of publication activity. A similar phenomenon is observed in higher education institutions, where the estimated number of vacancies is less than the full-time number of research and teaching staff (“vacancy manipulation effect”). Meanwhile, the income from the use of the results of intellectual activity, as the reflection of the university ability to develop commercially attractive products for the vast majority of universities, tends to zero. Based on the analysis of the income structure of federal and part of national research universities, the author proves that it is not correct to compare universities in terms of the volume and rate of income from income-generating activities.It is required to change the methodology for the evaluation of universities, i.e. to highlight performance indicators and their corresponding performance indicators (as the ratio of results achieved and costs). A correct assessment assumes the comparability of universities in terms of expected performance and the implemented “target function”: federal, national research, anchor universities, “ordinary” universities. Three groups of performance indicators are proposed to assess: a) the contribution of the university to the training of competent specialists with a developed system of values; b) the ability of the university to generate and disseminate new knowledge; c) the prospects for the reproduction of human resources at the university. Since the problem of personnel reproduction is of national importance, it is necessary to radically revise the principles of university funding: the state should finance the number of staff units justified by the university to ensure quality implementation of the main activity (during 4 years, at least).Practical significance. The research findings can be employed to adjust the development strategy of the scientific and educational sphere.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

The article reveals the evaluation of the activities carried out by scientific and pedagogical staff in domestic higher education institutions from a process point of view and the standpoint of the result. The main types of assessment used in higher education institutions are described. The results obtained during the analysis of scientific publications, normative documents and questionnaires of teachers and managers confirmed the massive rating of the activities of scientific and pedagogical workers, its superiority among other types of assessment. According to the materials available in the open Internet access, a comparative analysis of the rating policy of 20 higher education institutions, located in different regions of Ukraine, was carried out. It was found that in each university the determinant of the rating policy is Development Strategy, according to which the evaluation of research and teaching staff is positioned as an important procedure for internal quality assurance of higher education and a factor in stimulating professional development of teachers. Based on a comparative analysis of the regulatory framework, criteria, indicators and evaluation procedures inherent in different institutions of higher education, common features and characteristics of rating evaluation of research and teaching staff. The personal and institutional dimensions of the significance of various evaluation of the activity of scientific and pedagogical workers are revealed. Emphasis is placed on modern indicators and problematic evaluation issues identified in the process of studying domestic practices. Insufficient use of information collected through rating assessment for prognostic purposes is emphasized. The tendency of updating criteria and indicators of a rating estimation of activities carried out by scientific and pedagogical workers of universities is established. An objective relationship between the establishment of coefficients for the rating of the main types of professional activities of research and teaching staff (educational, scientific, methodological, organizational and educational) and the priority of the holding activities for the university at the time of the rating.

This article provides an assessment of the staffing level in Ukraine’s education system by the following criteria: number of academic and teaching staff dynamics for higher education institutions of Ukraine (III–IV accreditation levels) and their concentration by regions; the dynamics of postgraduate and doctoral programs performance indicators and research degree students concentration by regions; the structure (the ratio) of full-time employees in the area of education against the overall employment structure by types of business activity; employee movement indicators in Ukraine’s education system. A comprehensive integrated assessment of quantitative and qualitative dimensions of human resources is critical in terms of reflecting the current state and trends in the education system development. Based on the evaluation results, it is revealed that the number of academic and teaching staff in education institutions tends to decrease over the years, as well as the number of employees having research degrees and academic ranks. The negative downward trend has also been observed in the number of postgraduate students in the analyzed period. It is reported that the highest concentration of personnel engaged in higher education is observed in the city of Kyiv, Kharkiv, Lviv, Dnipropetrovsk and Odessa regions. The Analysis of employee movement in the education sector showed that in 2018, the intensity of education staff inflow exceeded the intensity of its outflow, which is a positive trend that contributes to reducing the load per vacancy. To retain and enhance the staffing capacity, it is recommended to reduce the academic workload for University teaching staff as an incentive to facilitate their further realization as researches; create sectoral clusters with the involvement of education entities that will contribute to increasing funding for research and technological development; to motivate more active participation of higher education institutions in a range of international research programs, grant and scholarship schemes and competitions which will help to boost academic staff mobility and exchange of best practice among international partners.

The Common European Framework of Reference for Language (CEFR) has become the standard used to describe and evaluate students’ command of a second or foreign language. It is an internationally acknowledged standard language proficiency framework which many countries have adopted such as China, Thailand, Japan and Taiwan. Malaysia Ministry of Education is aware and realise the need for the current English language curriculum to be validated as to reach the international standard as prescribed by the CEFR. The implementation of CEFR has begun at primary and secondary level since 2017 and now higher education institutions are urged to align their English Language Curriculum to CEFR as part of preparation in receiving students who have been taught using CEFR-aligned curriculum at schools by year 2022. This critical reflection article elucidates the meticulous processes that we have embarked on in re-aligning our English Language Curriculum to the standard and requirements of CEFR. The paper concludes with a remark that the alignment of the English curriculum at the university needs full support from the management in ensuring that all the stakeholders are fully prepared, informed and familiar with the framework.

The relevance of the problems of cooperative construction in the formation of Belarusian scientific schools is determined. The role of the Belarusian State University in the development of problems of cooperation in the 1920s is characterised. The activity of S. L. Pevsner as a representative of the economic thought of the 1920s is studied. In the perspective of «history through personality», the problems of the formation of the personnel potential of Belarusian State University are revealed. The relations between the management and the teaching staff of the university, the status and issues of material well-being of teachers invited to Belarusian State University are characterised. The conclusion is made about a significant personnel shortage and the presence of serious competition in the personnel sphere of university science in the 1920s with the development of higher education in the USSR.

The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.

This study aims to show the importance of evaluating the teaching performance level of the University teaching members. It also aims to provide the suggested mechanisms for evaluating the teaching performance of the teaching staff members of Sebha University. This study was based mainly on documents and analytic description to collect information about the importance and ways of evaluating teachers with reference to some of the international experiences on teaching performance development. This study concluded that the absence of an experienced entity that would develop the teaching performance of faculty members is one of the main reasons for the weak teaching performance at Sebha University. Based on the results of the study, it is recommended that there should be a planned system based on measured standards and criteria for evaluating staff members to improve the quality of teaching in the higher education domain.

The study aimed to identify the necessary requirements needed for employing e. learning in the (teaching staff) in the faculty memberof education, from the point of view of the teaching staff. In this study the researcher employed the analytical descriptive method and the size of the sample in which the study was applied was (127) individualsof the teaching staff with a degree of Assistant Professorand above The researcher has employed questionnaire technique as a study tool. The most important findings of the study are: The study has come to the fact that the majority of the researchers managed to answer the study areas which are summarized in (the requirements needed for employing e. learning by the teaching staff، which was specified by this study، these requirements are vitally important from the point of view of the teaching staff. The most important requirements for the use of e-learning in the university faculty member. It consists in possessing the competencies of preparing courses electronically, which means designing the content or electronic curriculum in accordance with the principles of educational design. The most important recommendations of the study are: Providing all the requirements needed to put e. learning into practice (for the teaching staff members) which was determine by the study to employ e. learning in the institutions of the higher education in Sudan.

The work considered a system of knowledge control of the Kharkiv National Automobile and Highway University. It was shown that the quality of higher education depends mainly on the level of student training, the qualifications of teaching staff, the organization of the learning process, the efficiency of monitoring the quality of the education, and also factors allowing to improve the quality of education in the university. Assessment of the knowledge quality received by the students in the "Chemistry" discipline was carried out among the students of the Automobile Faculty of the KHNADU, entered the first year of the Bachelor of full-time education, during 2014/15–2018/19 academic years. The control was carried out with the help of traditional pedagogical practice types – the main (preliminary, final, and control of residual knowledge) and periodical (current and thematic knowledge tests). Statistical research on the performance of the main types of students' knowledge control, as more significant, shows that the important part of educational activity in university is an effective organization of its control. It was established that main principles of the control of students’ knowledge received during learning subject are the regularity and systematical conduct, the objectivity of assessment of the level of students' skills, the ability to identify the actual level of learning educational materials by the students, the timeliness of identification of the gaps in the learning process by the teacher and applying ways to overcome them. The internal and external factors affecting the performance of students during studying the "Chemistry" discipline have been distinguished. The internal factors are the knowledge level before entering the university and the motivation for learning the subject. The external are an organization of the educational process, self-organization of student learning activity, teaching methods and forms and professionalism of the educator, quality of additional services (holding consultations and individual lessons), educator-student relationship. It was identified that during studying the "Chemistry" discipline, the influence of the factors that students had before entering the university is weakened, and the external factors, which appeared in the process of studying in university, have a significant impact.

The article is devoted to the issues of optimization of training and direct implementation of such a significant way to increase the effectiveness of educational and training impact on individuals studying in higher education institutions as an educational and methodological collection. A consistent analysis of the various stages and elements of the collection is carried out in terms of possible improvement. Possible ways of interaction of structural divisions of the University aimed at improving the methodological component of the pedagogical impact of all subjects of educational activity on students are proposed.
