the current trend of the education system in the world is personalization and digitalization, which requires a person to constantly develop, follow innovations, and improve their competencies. The article discusses the features of digitalization of education in the Russian Federation, including preschool education. The definition of the digitalization process, structural components and requirements for educational organizations are presented. The concept of “digital kindergarten” is considered, the ecosystem of digital kindergarten is characterized, approaches to this concept in preschool educational organizations are shown.

Analysis of the incidence of human brucellosis in the world in 2011–2020 is presented in the paper. An assessment of the epizootiological-epidemiological situation on brucellosis in the Russian Federation in 2020 is performed. It is outlined that the epidemiological situation on brucellosis in Russia over the past decade was characterized as unfavorable with downward trend in the incidence rate against the background of persistent epizootiological insecurity among cattle and small ruminants. Between 2011 and 2020, 3507 first identified human cases of brucellosis were registered. The long-term average number of cases is 350 per year, including 28 cases among children under 17 years old. The average long-term intensive morbidity rate per 100 000 people was 0.24, among children under 17 – 0.1. In 2020, 119 human cases of brucellosis were detected in Russia (0.08), which indicates that the trend towards an improvement in the epidemiological situation on brucellosis continues. The largest number of brucellosis cases among people was registered in the North-Caucasian (77.1 % of the total incidence across Russia) and the Southern Federal District (13.5 %). In the period of 2010–2020 (9 months), 4610 areas potentially hazardous as regards bovine brucellosis and 422 – as regards brucellosis in sheep and goats were registered in the Russian Federation. Analysis of the development of brucellosis situation in Russia indicates that in the medium term, with the current trend maintained, there is a real risk of widespread brucellosis distribution among farm animals in the constituent entities of the Central, Volga, Far Eastern and Siberian Federal Districts, as well as the persistence of epizootiological insecurity in the North Caucasus and Southern Federal Districts. Taking into account the current epizootiological-epidemiological situation and the long-term dynamics of the development in the Russian Federation, one can predict the incidence of brucellosis in people at a level below the longterm average values – 0.13–0.18 per 100000 of the population in 2021.

Approaches to the definition of the number of low-wage workers, developed in the world practice, are investigated in the paper. Using Eurostat approach, the author defines decency wage threshold and the share of low-wage workers in the Russian Federation in 2007-2009. The reasons for low wages in the Russian regions are revealed, and recommendations to reduce the number of low-wage workers are offered.

In their search for new ways of recharging budget revenues, foreign countries repeatedly implement tax reforms including the area of property taxation.The subject of the researchis the state of property taxation in the Russian Federation and abroad.The purposes of the researchwere to study the trends in property tax reforms in the world and the Russian Federation; systematize the OECD experience in reforming property taxation; compare the Russian innovations in the field of corporate property taxation with the trends existing in OECD countries; assess of the adequacy of corporate property tax reforms carried out in Russia in recent years, and propose property tax innovations with account for advanced foreign experience based on OECD data, foreign and domestic publications. The share of property taxes in the Russian GDP is lower compared to the OECD average although it is higher than in the countries with the lowest value of this indicator, which means that the above shares can be increased as shown by a comprehensive analysis of both taxation practices in foreign countries and the socio-economic situation in Russia.It is concludedthat Russian innovations in the field of property taxation generally conform to the world trends both in terms of tax rates and the tax base formation procedure. The paper outlines the most significant areas of the property tax reform comprising a clear legislative distinction between movable and immovable property, reasoned definition of the real estate cadastral value taking into account the developments in the foreign and domestic economic literature on this issue.

The article describes the results of a study aimed at the analysis of requirements for the various types of expertise (psychological, pedagogical, psychological, pedagogical) in normative legal acts and other documents governing the activity of specialists in the national system of education. Analyzed 25 documents: Federal laws, regulations and orders of the Government of the Russian Federation, orders and letters of the Ministry of education and science of the Russian Federation, orders and decrees of the Ministry of labour and social protection of the Russian Federation. Describes the concept of "psychological and pedagogical expertise in the documents governing the activity of specialists in the education system. Reveals the importance of the development of competences of educational expertise in the process of training in educational programs of higher education. Describes the types of examinations in the education system, enshrined in the Russian legislation: a psychological examination, socio-psychological expertise, pedagogical expertise. The absence of a single clear definition of the notion "psycho-pedagogical expertise" in the regulatory documents.

The relevance of the article lies in the need to present and introduce Western trends of the scientific foundations of mentoring into the vocational education system, namely preschool educational organizations (PEO) of the Russian Federation. On the world stage, there is a focus on the transformation of the entire educational system expressed in improving the efficiency of educational organizations in accordance with various educational standards: increasing/decreasing the duration of training, revising educational programs and transferring them to a distance format. The domestic experience of research in the field of mentoring (the research was carried out on the basis of the Institute of Psychology and Education of Kazan Federal University) demonstrates modern approaches that can be applied in practice by future and current heads of preschool educational organizations. Long-term research in the field of domestic and foreign mentoring as a factor in increasing the professional competence of novice teachers (Clarin, 2016; Golman, 2019; Whitmore, 2009), as well as teachers with sufficient experience in teaching activities in an educational organization; the study of the “inclusion” of Western methods and techniques of mentoring (budding, shadowing, coaching, advising) in the activities of the head and teaching staff of a preschool educational organization – these and other aspects have been the subject of previous research by the author. The purpose of the article is to apply Western trends in management activities at the level of educational organizations. The article reveals the main approaches of mentoring reflected in the stages: “briefing”, “explication” and “evolution”, in the process of accompanying novice teachers by managers in the practice of the educational organization. The article is for teachers and managers of the education system.

The article discusses the problems of the formation of national pride in the process of regional patriotic education of students of general educational organizations. The relevance of this issue is due to several factors. Firstly, within the framework of the Federal Targeted Program for the Development of Education for 2016-2020, one of the main areas of educational and upbringing work is the introduction of a regional component. Secondly, the orientation of educational organizations belonging to a region towards its inherent ethnocultural values influences quite a lot the effectiveness of the patriotic education system. At the same time, familiarization with traditional culture contributes to the formation of national pride in the achievements of its people, a constructive attitude to the world and an active civic position of youth. The system of regional patriotic education of students of secondary schools is described by the example of two constituent entities of the Russian Federation - the Krasnodar Territory and the Republic of Dagestan.

Исследование «Инструмент языка: анализ проектов, направленных на поддержку русского языка в России, странах ближнего и дальнего зарубежья» было инициировано Международной ассоциацией преподавателей русского языка и литературы (МАПРЯЛ) в рамках проекта с Министерством просвещения Российской Федерации и направлено на анализ ситуации, сложившейся в сфере поддержки русского языка за рубежом и русистики в регионах России в разрезе субъективного мнения респондентов, профессионально работающих в данной сфере. По итогам омплексного исследования были выработаны подходы к выявлению конкретных лакун в области поддержки и популяризации русского языка, методики его преподавания в различных аспектах (родной, неродной, иностранный), агрегированы и систематизированы социолингвистические данные о функционировании органов государственной власти, общественных и образовательных организаций, иных участников образовательного процесса в контексте реализации языковой политики. Данные группируются по странам мира и субъектам Российской Федерации. Представляем вниманию читателей результаты исследования. The research «Language tool: analysis of projects to support Russian in Russia and in the countries of the world» was initiated by the International Association of Teachers of the Russian Language and Literature (MAPRYAL) in the framework of a joint project with the Ministry of Education of the Russian Federation. It is aimed at analyzing the situation in supporting the Russian language abroad and Russian studies in Russian regions in the context of the subjective opinion of respondents, working professionally in this field. Based on the results of the comprehensive study, approaches were developed to identify specific gaps in support and popularization of the Russian language and methods of teaching Russian (as native, non-native, or foreign one). Social and linguistic data on the functioning of state authorities, public and educational organizations, and other participants in the educational process in the context of language policy implementation were aggregated and systematized. The data are grouped according to the countries and the Russian Federation regions. Here, we provide the readers with the results of the study.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

The paper focuses on the definition of the legal status of the cryptocurrency in the framework of the current Russian legislation. The subject of the research is the principal scientific and practical approaches to determining the object of civil rights and the object of acquisitive crimes in terms of their adaptability to cryptocurrencies. The purposes of the work were the search for a universal algorithm for resolving civil disputes related to the turnover of the crypto currency, and the qualification of the virtual currency theft (fraud). By using historical, comparative legal and dialectical methods as well as the content analysis method parallels between cryptocurrencies and individual objects of civil rights (a thing, property rights, other property) were drawn, and a number of options for qualifying the actions related to the non-repayable withdrawal of the cryptocurrency were proposed. Finally, the paper analyzes the draft laws prepared by the RF Ministry of Finance and the Central Bank of the Russian Federation and presents the author’s vision of the prospects for legalizing the cryptocurrency as an object of civil rights.
