<p>Neste artigo discute-se o impacto de políticas organizacionais sobre a construção de igualdade de oportunidades e integração de género nas Forças Armadas. Após uma apresentação de dados empíricos que permitem a caracterização global dos factores condicionantes e da situação das mulheres militares nas democracias ocidentais, analisa-se o papel das políticas organizacionais na promoção da igualdade de oportunidades e integração de género nas Forças Armadas. Conclui-se que nem sempre políticas destinadas a promover a igualdade formal terão idênticos efeitos em termos de integração social, e que as políticas parecem ser condição necessária, mas não suficiente para assegurar maiores níveis de equidade entre sexos no universo militar.</p><p>In this article, the impact of the organizational policies on the construction of the equality of opportunity and integration of the gender in the Armed Forces is discussed. After a presentation of the empirical data that allow the global characterization of the determining factors and the situation of the military women in Western democracies, the paper of the organizational policies in the promotion of the equality of opportunity and gender integration in the Armed Forces is analyzed. The conclusion is that not always the policies destined to promote the formal equality will have identical effects in terms of social integration, and that the policies seem to be a necessary condition, but not enough to assure greater levels of equality between sexes in the military universe.<br /> </p>

The article presents a psychological approach to sex and gender in uniformed public services, and is based on the author’s own research. The research examines the role of women in the military and the popular perception of women participating in the armed forces, as well as possible differences in this regard between the military and the civilian environment. The paper also presents the results of research on the perception of personal security by uniformed public service members when on duty. In the course of the analysis of the factors significant for the investigated phenomenon, i.e. for the psychological gender, a number of specific research problems has been identified. The identified problems are dependent in nature and relate to the significance of relations between variables. The analysis of the research problem, conducted on the basis of subject literature, indicates that psychological gender is one of the significant factors that determine perceived personal security. This factor is chosen as the primary independent variable in this paper. Psychological gender is understood here as spontaneous readiness to apply the dimension of gender in relation to oneself and the external world.

Military institutions have been considered “gendered organizations” because gender is persistently related therein to the production and allocation of material and symbolic resources. Western states’ militaries consistently, even if unevenly, display three basic traits through which gendering occurs: the existence of structural divisions of labor and power along gender lines, organizational culture and ideology based on a distinction between masculinity and femininity, and patterns of interaction and identity formation that reflect these structural and ideological constraints. Although women’s representation has been growing, and women have been accessing new roles, positions, and occupations in unprecedented numbers, their participation is statistically limited and substantially uneven. Notable differences between countries also exist. At a macro-sociological level, factors that explain these differences relate to the degree of convergence between armed forces and society, external political pressures, military organizational format, and the level of gender equality in society at large. From a micro-sociological perspective, research shows that, because of their minority situation and less valued status in an organization normatively defined as masculine, women still have to face the negative consequences of tokenism: performance pressures, social isolation, and role encapsulation. However, this research also highlights two important conclusions. The first is that there is significant variation in individual and organizational responses depending on context; the second, that conditions for successful gender integration depend on specific combinations of structural, cultural, and policy dimensions: the existence or absence of institutional support, changes in the composition of groups, increase in the number of women, type of work, occupational status, level of shared experience, changing values of younger cohorts, and quality of leadership. The Women, Peace and Security agenda, evolving from the approval of United Nations Security Council Resolution 1325 in 2000, has become the major reference framework to evaluate progress in this respect at both domestic and international levels. Despite the existence of an extremely robust set of norms, policies, and instruments, and the recognition of their transformative potential, results have been considered to lag behind expectations. Improving implementation and enhancing gender integration in the military will require context-sensitive and knowledge-driven policies, the reframing of an essentialist discourse linking women’s participation in international missions to female stereotypical characteristics, and greater congruence between national policies and the international agenda.

Military impact on the environment can be defined as two components: 1) impact on the environment in time of daily activities during the training of troops and 2) impact on the environment during the combat operation. In the Armed Forces of Ukraine, to some extent, environmental security measures are implemented only during daily operations in peacetime. As for taking into account the impact of fighting on the environment in time of planning combat operations, this issue is usually not even raised in their preparation. On the other hand, NATO member states understand that military operations can be inherently destructive to human health and the environment. Therefore, this study was conducted to determine the educational requirements for commanders, especially for officers who provide environmental protection in the Armed Forces of Ukraine, based on NATO regulations and the experience of Allies. The article considers how environmental issues are integrated into the military operation at each stage: planning, pre-deployment, deployment (execution and force rotation), redeployment, and post-deployment. The main tasks of environmental officers at each stage of the operation are defined. Based on the tasks solved by officers, the requirements for their education are formed, the subjects studied by US environmental officers are considered.

The analysis of numerous scientific publications demonstrates the great relevance of gender studies at the current stage of Ukrainian social development, in almost all spheres of social relations. As for ensuring equal participation of men and women in the functioning of the military organisation of the state, the implementation of such a gender balance contributes to improving civilian control over it through the possibility of developing the capacity of regulatory bodies in gender issues, promoting dialogue between the community and control bodies, and drawing public attention to the problems of accountability of institutions of this organisation. The main purpose of this study is to highlight the state of gender equality in the military organisation of the state through the lens of civilian democratic control. The study determined the state of legislative regulation of the concept of military organisation of the state and civil democratic control. The study analysed the introduction of a gender perspective in Ukraine in the subject matter and the dynamics of establishing a gender balance in the military organisation of the state; the impact on existing trends of legislative initiatives. It is stated that the modern Ukrainian army is mostly “male”. Despite the fact that women are allowed to serve in the military, they do not take part in making socially important decisions, they do not hold high military positions, and career growth is challenging for them. The study identified the main problems of implementing gender equality in the Armed Forces of Ukraine and other structures of the Defence Forces of Ukraine, which are more based on social stereotypes of pre-defined roles for men and women. Civil control over the Armed Forces is described as a socio-political process in this area

LAY SUMMARY In 2015, the Canadian Armed Forces (CAF) implemented Operation HONOUR to eliminate sexual misconduct (SM) in the military. Sexual assault, inappropriate sexual behaviours, sexual harassment, and gender discrimination are all types of SM. Experiencing SM can result in depression, substance abuse, physical health problems, and even posttraumatic stress disorder (PTSD). Despite Operation HONOUR, SM still happens in the CAF. At this time, many groups are working together to address SM and to support those who have experienced SM. Canadian-based researchers, policymakers, military members, Veterans, and clinicians are collaborating to identify new approaches to training, culture change, research, and treatment relating to SM in the CAF. The end goal of working together is to minimize SM in the CAF and ensure the health and safety of all CAF members and Veterans.

This article presents the results of a study of six low-income women, each of whom is raising a child with a suspected or diagnosed disability while also serving as an active member of the armed forces. Their experiences as they attempt to strike a balance between the highly demanding work role of the military and their role as a mother of a child with disabilities are examined. This article also discusses the personal strengths these women display, the barriers they confront, the strategies they use to negotiate competing demands, and the impact of this effort on their personal and professional lives. Practice and policy implications are drawn for early intervention and family support programs.


Subject The impact of the failed July coup on civilian-military relations. Significance The psychological impacts of the attempted coup across political life cannot be understated; it has far-reaching implications for the political, bureaucratic and even ideological structures of the Turkish Armed Forces (TSK). In the aftermath of the attempted putsch, President Recep Tayyip Erdogan is more determined than ever to alter the civilian-military machinery of government in Turkey radically. Impacts The purge and radical reforms will bring into question the TSK's operational and strategic reliability for Western partners. A permanently weakened TSK would ease the way for constitutional reforms strengthening Erdogan's grip on the state. It will take years to rebuild the confidence and prestige the military has lost among broad swathes of Turkish society. Any criticism of the TSK reforms, domestically or from abroad, will meet the authorities' fierce condemnation.

The article continues the discussion of the topic related to strategies for working with historical and cultural heritage monuments that contain traces of the impact of wars and armed conflicts. Based on the exposition and funds of the CNM, the analysis of specific monuments, the form and semantic aura of which bear the «scars» of history, is carried out. Among the monuments, which are given special attention in the article, there are St. Andrew's flag from the battleship «Tsesarevich», items from the cruiser «Varyag», a fragment of the foremast from the battleship «Prince Potemkin-Tavrichesky», a shot-through helmet of a marine infantry soldier found at the Sinyavino heights, a damaged propeller blade of the DB-3F bomber, etc. The article considers the status of «scarred» artifacts as «places of memory» that ensure the preservation and transmission of ideas about the military past and are an integral part of military culture. The article describes the main strategies for working with monuments whose «patina of time» contains traces of military influences. As an example of a complex artifact with a deep semantic load, symbolizing the unity of different periods of national history, demonstrating the historical and cultural continuity of its epochs (including through the synthesis of different-time military-historical materials with a high sacred component), the image of the Saviour Not Made with Hands – the main icon of the Main Temple of the Armed Forces of the Russian Federation is considered.

The Heart-Brain Axis (HBA) recapitulates all the circuits that regulate bidirectional flow of communication between heart and brain. Several mechanisms may underlie the interdependent relationship involving heterogeneous tissues at rest and during specific target organ injury, such as myocardial infarction, heart failure, arrhythmia, stroke, mood disorders or dementia. In-depth translational studies of the HBA dysfunction under single-organ injury should include both male and female animals to develop sex/gender-oriented prevention, diagnosis and treatment strategies. Indeed, sex and gender are determining factors since females and males exhibit significant differences in terms of susceptibility to risk factors, age of onset, severity of symptoms and outcome. Despite most studies have focused on the male population, we have conducted a careful appraisal of the literature investigating HBA in females. In particular, we have i) analysed sex-related heart and brain illnesses, ii) recapitulated the most significant studies simultaneously conducted on cardio- and cerebrovascular systems in female population, iii) hypothesised future perspectives for the development of gender-based approach to HBA dysfunction. Although sex/gender-oriented research is at its infancy, the impact of sex on HBA dysfunction is opening unexpected new avenues for managing health of female subjects exposed to risk of lifestyle multi-organ disease.

IntroductionNorovirus gastroenteritis is one of the most frequent causes of personnel unavailability in military units, being associated with significant morbidity and degradation of their operational effectiveness. The disease is usually mild but can be severe and life-threatening in young and healthy soldiers, who are prone to dehydration due to intensive daily activity. Despite its impact, the full extent of the norovirus gastroenteritis burden in military forces remains unclear. This systematic review aims to evaluate the impact and ascertain clinical and epidemiological features of norovirus outbreaks that have occurred in the military forces.MethodsThe systematic review followed the Preferred Reporting Items for Systemic Reviews and Meta-Analysis (PRISMA) guidelines and used three databases: PubMed, Scopus, and LILACs. Papers published up to 1 September 2019 were included without restrictions if they reported one or more outbreaks in the military forces on active duty, either on national territories or deployed overseas.ResultsA total of 343 papers were retrieved from the literature search. After inclusion/exclusion criteria a total of 39 eligible papers were considered. From 1988 (first reported outbreak in the military) to 2018 more than 101 norovirus outbreaks have been reported in the military, accounting for at least 24 332 cases. Secondary transmission was emphasised as the main route of norovirus transmission in the military forces, with eating outside the military setting an important route for the primary cases.ConclusionsThe present review highlights that norovirus gastroenteritis has been a burden to military troops both in combat and on peacekeeping operations. Norovirus disease has been shown to exact a substantial toll on mission readiness and operational effectiveness. It is noteworthy that the impact of norovirus outbreaks among military units is underestimated because the literature review retrieved information from the armed forces from only nine countries.
