In the article the major stages in the implementation of effectiveness performance of executive government bodies in Russian Federation are presented during the period 2004-2019. It is demonstrated that the new system of evaluation criteria has been developed alongside two key directions. The first one is connected with the increase of significance of sociological indicators, reflecting the estimates by the region population the performance of executive government, dealing with a broad spectrum of issues. The second perspective of the development presupposes the use of the system of indicators, which enable us to evaluate the effectiveness of performance of separate power holders. Introduction of the system of Key Performance Indicators (KPI) in 2019 contributed to the integration of the above mentioned directions in the development of methodic of effectiveness evaluation of power bodies’s performance and management. The practice of implementation of key performance indicators in Russia, its first experience and limitations are under consideration. In particular, in spite of the significance of sociological criterion, that has been included in the system of evaluation, its particular methodic of calculation is not confirmed. This limitation obstructs the very usage of this methodic, contributes to the politization of the results of its implementation. The conclusion is made that the content of the introduced in different times methodics and indicators deals with the current demands of central power bodies and the state in general. The process of perfection of the evaluation system of executive power’s effectiveness of regions in Russia is not finished and is in the process of its further consideration.

The relevance of the study is that effective public administration constitutes one of the most important factors in the progressive development of the modern state. An important condition for the productive functioning of public authorities is public administration, which acts as a holistic scientific system of organisation of activities. Assessing the effectiveness of public administration decisions is necessary for both public authorities and society. It helps civil servants to control and improve the management process, and helps the society to assess the quality of public institutions. The lack of objective generally accepted indicators for assessing socio-economic processes, the work of bodies and institutions is one of the main problems that hinder the efficiency of the state mechanism. At present, there are no well-established approaches to assessing the effectiveness of public administration decisions. The solution to this problem is a more detailed study of scientific knowledge regarding the system and mechanisms of evaluation. The purpose of the study is to analyse the main modern approaches and mechanisms for evaluating the effectiveness of public administration decisions. The concept of performance evaluation as a complex process is currently the most prevalent and used by modern scientists. Ensuring efficiency is a difficult task for public administration. The diversity of the system requires the use of rational approaches and the creation of differentiated evaluation criteria. The components of the evaluation system in the context of globalisation affect the effectiveness and efficiency and require continuous improvement. The use of special tools and technologies provide flexibility of government decisions and internal integrity, leading to rapid change in the state. mainstreaming of the efficiency improvement and quality of evaluation of public administration decisions directly affects the socio-economic development of the state and improvement of the welfare of the population. The use of evaluation results allows to identify existing problems in a timely manner, to find ways to solve them, improving management by improving the efficiency of public administration at all stages. The practical significance lies in the use of research results in the activities of individual public administration bodies, which will allow to modernise the effectiveness of evaluation of public administration decisions and the management system in general

Introduction. The need for a transition to a new system of motivating state and municipal employees’ activities has been widely discussed in recent years. Moreover, some government bodies have taken certain actions in this direction. But in general, there have not been any significant changes. The authors of the article are convinced that the transition to more effective management is impossible without changing the civil servants’ remuneration system, which should motivate them to achieve significant results in the areas for which they are responsible. The paper considers the conceptual approach of transferring the civil servants’ remuneration to a new system, shows the advantages of using performance indicators to stimulate the employees’ activities. The purpose of the article is to justify the reasonability of using performance indicators when remunerating state and municipal employees. Methods. Within the framework of the systems approach, the authors use structural and functional analysis, as well as general scientific methods: abstraction, comparison, description and explanation. Scientific novelty. The authors show possibilities of using the personnel performance indicators in the state and municipal service in order to increase their motivation for obtaining significant results in their work. Results. The authors analyze the conditions for successful implementing the key personnel performance indicators in the state and municipal service, describe the typical mistakes militating the effectiveness of the personnel performance indicators in public authorities. The authors develop some recommendations to improve the use of the personnel performance indicators in the system of state and municipal administration. Conclusions. The proper use of key performance indicators of state and municipal employees will significantly increase their motivation in order to achieve high efficiency in their work. At the same time, the personnel performance indicators must be balanced and matched taking into account the goals of the organization.

The article tracks the results of the implementation of the key measures approved by the Government of the Russian Federation «Reforms of the state Apparatus 2021» in the direction of improving the efficiency of management, executive authorities and development institutions based on the introduction of key performance indicators (KPIs) for achieving the planned, strategic development goals of these organizations. Before the reform, many experts questioned the possibility of creating an effective working model with the widespread introduction and use of KPI tools in public administration bodies and development institutions due to the limited time lag and the difficulty of determining indicators that adequately reflect the target settings of the functioning of state structures. However, according to the results of monitoring at the moment, the author comes to the conclusion about the positive dynamics of this process, which is largely predetermined by the Government of the Russian Federation taking it under control.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

ObjectivesIn Japan, a new cost-effectiveness evaluation system for medicine and medical device pricing was employed in April 2019 after a trial implementation. This study describes the discussions held from April 2016 to March 2019 concerning the newly introduced system.MethodsUsing published government documents, discussions with stakeholders, and the minutes of the Chuikyo committee meetings, the following issues are addressed: (i) the results of the trial implementation and (ii) an overview of the newly introduced system.ResultsDuring the trial implementation, thirteen products were evaluated and their prices adjusted. The process of the new system—which was to be implemented in FY 2019—takes about 15–18 months to complete after listing of the target products by the National Health Insurance. The target products are selected principally based on sales volume, degree of innovation (premium), and disclosure of rationale for price setting. First, a manufacturer submits the cost-effectiveness data, which is then reviewed by the Center for Outcomes Research and Economic Evaluation for Health (C2H) in collaboration with academics. The results of the cost-effectiveness evaluation are not considered during the decision-making process concerning the product's listing. The price adjustment system is similar to value-based pricing (VBP); hence, the new system can be considered as VBP adjustment.ConclusionCost-effectiveness evaluation can help promote both technological innovation and sustainability of the healthcare system. We need to create a greater capacity for enhancing this academic review system.

This article is a further continuation of the work on the review of the foundations of public administration of the use of national resources in relation to the field of scientific and state scientific and technical activities in the Russian Federation. The basic functions of the state management of scientific and technical activity are considered from the system positions, the analysis of the existing legal regulation of preparation and acceptance of system of scientific specialties on which scientific degrees are awarded is carried out, system shortcomings of the approved nomenclature of scientific specialties on which scientific degrees are awarded are revealed. The substantiation of the classification system for “Nomenclature of scientific specialties for which scientific degrees are awarded” is carried out.


Based on the researches, a model of effective investment activity has been developed. As part of the task, a system of key performance indicators (KPI) is determined that reflects the strategy for managing investment resources and signaling the state of the management object. A range of indicators is proposed that will classify factors that determine a specific investment situation. Moreover, these indicators are measured not so much in quantitative value as in qualitative. Measures of impact of state influence on increasing the investment attractiveness of industrial enterprises have been developed. It has been established that in an unstable economy, the methods of “following the investor” based on the analysis of the mass behavior of already functioning investors are more appropriate.

The article reveals the process of formation and functioning of structural divisions of project management bodies in the federal authorities of the Russian Federation. In the 2010s, experiments were carried out to introduce project management technologies in individual ministries and regions. Project management standards have been developed. Since 2014, a series of regulations has been adopted that introduced project management into the system of government bodies. The new system, borrowed from developed countries, takes root with great difficulty. Since 2016, the development of project management has moved into the campaign stage. The leadership of the Russian state attaches great importance to the introduction of modern management technologies in the state system, including Project management. Therefore, despite the periodic slowdown of the campaign, the implementation of project management methods in the state administration continues.

An analysis of the results of the first round (2018-2019) of the state cadastral evaluation carried out according to the new rules is presented in the paper by example of agricultural lands in the Central Federal District of Russia. The case is about the implementation of a performance management system (PMS) in ALPHA, a gas processing company. ALPHA is also a subsidiary of a multinational company based in Malaysia. The new performance management system was imposed on ALPHA by its parent company. The PMS integrates the following key management processes, i.e. strategic planning, portfolio management, resource allocation, performance measurement and reporting and executive compensation in the organization. The ultimate aim of the new system is to ensure that the focus of business activities is on economic value creation. At the heart of this system is the use of key performance indicators (KPIs) for each of the management processes coupled with performance targets for all the KPIs. However, there were various implementation problems in the company. The employees had difficulty in formulating their performance indicators. There was also confusion and anxiety among the organizational members regarding the new system, specifically on how it would impact on their performance appraisal. Consequently, most of the employees formulated two sets of indicators, one to be used for their performance appraisal and another indicator for the performance management system, which is not used in their evaluation system. Ms. Marinah, the General Manager of the Finance Division and also the person responsible for the implementation of the new performance management system needs to make a decision as to whether to continue the usage of two sets of indicators for the parent company or to brief the managers again about the usage of value based indicators for their appraisal system.
