Abstract. This article proposes to consider cooperation as a process of cooperation and interaction of subjects of different economic and legal forms of management, in order to comprehensively analyze various aspects of this concept and on this basis formulates the author’s content — interpretation of this category. In particular, in the article authors, highlighted some aspects of the interpretation of «cooperation» that most authors pay attention when exploring this concept. Firstly, the allocation of the economic meaning of cooperation, while paying attention to the disclosure of one of its most important characteristics — saving resources through their shared use. Secondly, consideration of the organizational and managerial aspect, which leads to the fact that the cooperation is formed primarily with the purpose of organizing the process of cooperation of many subjects of market relations for the realization of tasks both for the production of goods (industrial cooperation) and for the provision of services or various financial — credit operations (credit cooperation). Thirdly, by paying attention to the social attributes of the cooperative, where the main characteristic is joint socio-public mutual assistance in the process of achieving the goal. Depending on these aspects and characteristics of cooperation, the authors analyzed the existing approaches to defining the concept of «cooperation» as a process of cooperation and interaction of subjects of different economic and legal forms of economic activity, proposed by both domestic and foreign scientists. The authors outline the main characteristics of the content of «cooperation». The article also describes the author’s interpretation of the concept of cooperation in a broad sense. The defining meaning of the concept of «co-operation» is the system, since cooperation is an important system-forming element of socio-economic relations. If we treat the system as a set of interrelated elements, then the cooperative should be perceived as a system that connects certain elements, components to solve the common goal. Of course, cooperation should be seen as a rather complex concept, because it covers the whole system socially economic relations, including various legal and moral aspects. In addition, cooperation is a special system of harmonization of interests and in which the spirit of justice, corporate spirit, collectivity and corporate spirit are laid.Cooperation is a specific integrating, synthesizing, structural, system-forming element of the system of socio-economic relations, which aims to provide integration and interaction of subjects of different economic and legal forms of management common goal while minimizing costs. We believe that this concept should be understood broadly.The article states a clear distinction between the concepts of cooperation and cooperative, which are often identified in practice. The article is devoted research of question of the modern state of scientific thought in relation to studies about subjects of corporative law. There is actuality of theoretical and practical value of select problems, taking into account prevalence of different legal forms of legal entities in an economic turn. The analysis of becoming and development of studies is conducted about subjects of corporative law. Specified, that transition of Ukraine from administratively command system to the market relations caused the appearance of new legal forms conducts of economic activity, which got partial embodiment in a national legislation which must was have time after stormy development of economic relations and design the most adequate forms of realization of business. It is rotined that the multidimensionalness of legal description of subjects of corporative law predetermines appearance of different scientific looks and approaches. It is set that the modern state of studies about subjects of corporative law is characterized the presence of civil legal and economic legal approaches among which an author is select narrow and wide interpretation of circle of subjects of corporative law. It is found out, that such selection predefined by certain factors, in particular, by establishment of a particular branch belonging of corporative legal relationships, its’ legal nature and content, and also it is well-proven that list of participants, subjects of corporative legal relationships related to the selection of interests of the proper circle of persons, their defence. Generalization is done, that the perspective is see subsequent research of problems of subjects of corporative legal relationships both in part of decision of general circle of these subjects and features of legal status of commercial companies, legal entities of corporative type created in different legal forms, taking into account importance of such developments, by conditioned euro-integration steps between Ukraine and EU in the sphere of legislation about companies and corporative management, and by adduction the legal adjusting over of activity of corporations to the requirements of international standards and gradual rapprochement with the rules of EU.

The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.

Based on the analysis of the previously unused archival sources and research works on the history of Russian cooperation, the main areas of the activities of the Akmola District Union of Cooperatives in 1917–1922 are studied and generalized. In terms of methodology, the study is based on the works of ideologists of Russian cooperation (M.I. Tugan-Baranovsky, V.F. Totomianets, A.V. Chayanov, and others) and the original concepts they developed. The article analyzes the activities of the Union of Cooperatives of a particular micro-region: the number of employees, organizational structure and management, organization of industrial production, financial and social policies, cultural and educational activities. The author substantiates the role of the District Union of Cooperatives in the development of economic relations in the region and in the district peasant farms’ entry into the all-Russian market. Despite the difficult political circumstances and the relatively short period of existence (from August 1917 to the end of 1922), the Akmola District Union of Cooperatives became an economic and organizational center, contributed to the establishment and development of the consumer cooperation system not only in the district, but also in the region: it initiated the establishment of the regional Union of Steppe Cooperatives. In the conditions of the territorial remoteness from industrial centers and the underdeveloped transport infrastructure, the District Union of Cooperatives significantly facilitated and promoted the production activities of the peasants of the region connecting them with the market, expedited the involvement of Kazakh farms in the regional economy. The Union carried out an active social policy and diversified cultural and educational work, allocated significant amounts from its profits to the development of education in the district. According to the author, the activities of the Akmola District Union of Cooperatives can be considered as an integral part of the national cooperative movement, and its success was due to the application of the allRussian experience during the heyday of cooperation in the country.

The paper contains an analysis of theoretical problems associated with the conceptual apparatus in the sanatorium and resort sphere. They are largely due to the complex nature of the legal regulation of relations on the use and protection of natural medicinal resources, medical and recreational areas and resorts by the norms of legislation on public health, civil, urban planning, environmental, land and other branches of legislation. Accordingly, the assessment of legal concepts should cover the sphere of regulation of natural resource relations related to the use of natural resources for therapeutic and recreational purposes; the provision of services, the implementation of sanatorium-resort activities as an integral part of health and socio-economic relations; territorial (spatial) development of resort areas, medical and recreational areas; ecological relations due to the classification of such areas as specially protected. In the study of basic concepts — «health-improving terrain», «resort» — their characteristics such as «curative», «preventive», «wellness» are examined, contradictions in legislation are revealed, the necessity of expanding the criteria that are the basis for imparting with therapeutic natural resources, the corresponding legal status is justified. The necessity of expanding the terms and concepts related to the resort sphere — «resort infrastructure», «resort infrastructure user», «accommodation object», etc. is shown. The authors justify other proposals in the context of recent legislative initiatives in this area.

In the current article we study patterns and conditions, under which the role of marine shipping industry within the system of balanced sustainable development of mega economics can be increased. We concentrate attention on the synchronism of emerging problems of differentiation certain economical subsystems and issues of keeping the priorities of development and sustainable positioning. Marine shipping industry holds a special position within international economic relations. Being under the general market relations laws, it predetermines the parameters of supply segment in a limited way. That is why unbalanced cargo traffic and fleet freight capacity cause integral and external losses. Despite system dependence on the international trade pattern, commercial shipping is essential for innovative development of big maritime states' industrial sector.

Engaging with theory and comparative research, the specific aim of this special issue is to contribute to scholarship engaging with state rescaling theory in non-Western societies as well as to on-going debates about the changing scalar dimensions of urban and regional development. It does so by examining scalar dynamics on the basis of empirical case studies in China and India, including fieldwork-based research. The starting point of the papers is the observation that subnational states assume distinctly more significant roles than in the past for regulating economic activities and shaping economic governance. Processes of state restructuring currently underway in each country are reconfiguring the spatial deployment of the state, or state territoriality, a development that has attracted considerably less academic attention than changing state-market relations. This introductory article sets out the special issue's theoretical and empirical objectives. It provides a review of existing literature, analysing the various modalities of scalar restructuring and situating them in relation to each national context. In particular, ‘rescaling’ and ‘decentralisation’ processes are carefully distinguished, in order to sharpen the focus of the debate and facilitate comparison between the Chinese and Indian cases. Finally, the specific aspects of state restructuring analysed in this set of papers are discussed with regard to the literature, to underscore their contribution. The papers cover a range of policy domains and instruments pertaining to both economic development and social welfare. Using scale-sensitive methods, they map changing geographies of both state space and socio-economic relations and discuss them in relation to each country's unique development trajectory.

Land-mortgage crediting as an instrument of attracting investments is widely used in the most developed market countries, however in Ukraine the marked type of crediting is on the stage of becoming. A study of question of land-mortgage crediting of agriculture is extraordinarily actual today, as a creation of its integral system gives an opportunity to the agricultural commodity producers to extend a production by means of recreation of material and technical base, technological reequipment due to the mortgage loans and to accelerate turnover of capital and to get an additional profit. On the results of the conducted study the chart of functioning of financial economic instrument of land-mortgage crediting is offered. It is proved that the efficiency of introduction of system of these instruments, as components of a corresponding mechanism of providing the balanced land-use in the field of agroproduction needs the promotion of market turnover of plot of lands of the agricultural setting. The model of system of a mortgage crediting on the security land is offered that provides the transmission of financial resources at the mortgage market from creditors to the borrowers on the security land with an active participation of infrastructural elements. It is substantiated that at the terms of introduction a market of agricultural land, it becomes not only the factor of production but also a motive force of economic development due to the influence on forming the system of financial economic relations and the system of land-mortgage crediting. The State joint-stock land (mortgage) bank must become the central link of the system of land-mortgage crediting. Measures for the increasing the efficiency of use of land of the agricultural setting must be conducted in a complex with the improvement of financial-credit mechanism.

Abstract. The existence of threats to economic security can become a factor in the development of an imbalance in the functioning of economic entities of any level of activity. Support and patronage of constant indicators of economic security today is one of the main tasks of state policy, since the economic sphere has both direct and indirect impact on various types of national security. Only under the condition of full provision of all aspects of security is it possible to implement a programmed economic growth, improve the standard of living of ordinary citizens, as well as the all-round development of all spheres of the state. For today's economy of the state, in the context of the desire to be a full-fledged member of the world economic society, it is especially important to solve the problem of ensuring continuous socio-economic development, creating mechanisms to counter exogenous and endogenous threats, improving the welfare of citizens, as well as developing a powerful system of international economic relations. The degree of influence of exogenous and endogenous threats on the level of the country's economic security is variable, taking into account the dynamic conditions of the life of society, the national and world economy. The task is to form a model of countering the main threats to economic security in the context of protecting national interests. The main purpose of the study is the formation of a methodological approach to countering the main threats to economic security in the context of protecting national interests. The research methodology includes the use of a graphical method to reflect the main results of the study. Also, from the general methods, the abstract-logical method should be distinguished, which was used to form appropriate conclusions based on the results of the study. Of the specific ones, let us single out the modeling method, which made it possible to form an appropriate composition of the main ways to counter the main threats to economic security in the context of protecting national interests.
