Socio-environmental analysis of the rural zone of Espírito Santo do Dourado/MG: a perspective for future integration policies

Issues referring to environmental conservation and diagnosis of rural zones are still scarce topics inside public policies and this aspect still requires greater attention. That being, the goal of this research was to present a diagnosis of the rural area of a small city in the South of the Minas Gerais State, with typical agricultural characteristics and large availability of water in order to verify possible socio-environmental inconsistencies. The data was gathered from secondary information of the federal, state, and town public databases, besides face-to-face questionnaires, rapid assessment protocols and high-definition satellite mapping of land use for the last few years. It was possible to assess that conservation actions and Permanent Preservation Areas (APPs) are reduced and that interviewed people present limited knowledge about public policies of family farming stimulation. As per rural basic sanitation, practical action by local governments must be prioritized. The conclusion of this diagnosis is to suggest that further investments should be prioritized to assist social and environmental segments.

As federal, state, and local governments continue to test innovative approaches to health care delivery, the ability to produce timely and reliable evidence of what works and why it works is crucial. There is limited literature on methodological approaches to rapid-cycle qualitative research. The purpose of this article is to describe the advantages and limitations of a broadly applicable framework for in-depth qualitative analysis placed within a larger rapid-cycle, multisite, mixed-method evaluation. This evaluation included multiple cycles of primary qualitative data collection and quarterly and annual reporting. Several strategies allowed us to be adaptable while remaining rigorous; these included planning for multiple waves of qualitative coding, a hybrid inductive/deductive approach informed by a cross-program evaluation framework, and use of a large team with specific program expertise. Lessons from this evaluation can inform researchers and evaluators functioning in rapid assessment or rapid-cycle evaluation contexts.

It becomes obvious that the critical problem of the governments in Nigeria is centred on how to sustain and maintain the territorial integrity of the country since we attained independence in 1960. The problem is traceable to the ethno-pluralistic and socio-cultural diversities among the various components that constitute the federal state. The British administration had profound influence on spatial imbalance and dualistic pace of the economy such that the country is polarized into poor rural, agricultural, disadvantaged on the one hand and urban, affluent, industrial and commercial on the other. The paper aimed at assessing the measures being adopted by successive governments in Nigeria towards national integration and stability in the midst of tribal, religious, and cultural differences. One made use of secondary information from official gazettes, journals, national dailies, literatures and research works. It was discovered that integrative measures such as adopting federal system of government, the issue of federal character, establishment of National Youth Service Corps (NYSC), and creation of more States and local governments have not yielded much improvements and achievement of maintaining unity, peace and progress. Instead, there has been political violence, ethnic clash, religious intolerance, civil unrests, armed robbery, leading to insecurity of life and properties. On this note, one recommends among other things an advocacy for holding national conference or referendum where rightful thinking stakeholders, elder-statesmen, political leaders and trade unions would put heads together and champion a new course for Nigeria to progress. Moreover, there should be social justice in the distribution and allocation of national resources to regions in the country without discrimination either on the ground of political, religious or tribal affiliations. The derivative principle should be strictly adhered to, such that wealth and mineral producing areas should have proportionate share of the national income. Finally, we should sink all differences in the country and allow democratic government to reign supreme in order to make Nigeria takes her rightful position in the world.

AbstractThe purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.

IntroductionThe perinatal–postnatal family environment is associated with childhood outcomes including impacts on physical and mental health and educational attainment. Family longitudinal cohort studies collect in-depth data that can capture the influence of an era on family lifestyle, mental health, chronic disease, education and financial stability to enable identification of gaps in society and provide the evidence for changes in government in policy and practice.Methods and analysisThe Queensland Family Cohort (QFC) is a prospective, observational, longitudinal study that will recruit 12 500 pregnant families across the state of Queensland (QLD), Australia and intends to follow-up families and children for three decades. To identify the immediate and future health requirements of the QLD population; pregnant participants and their partners will be enrolled by 24 weeks of gestation and followed up at 24, 28 and 36 weeks of gestation, during delivery, on-ward, 6 weeks postpartum and then every 12 months where questionnaires, biological samples and physical measures will be collected from parents and children. To examine the impact of environmental exposures on families, data related to environmental pollution, household pollution and employment exposures will be linked to pregnancy and health outcomes. Where feasible, data linkage of state and federal government databases will be used to follow the participants long term. Biological samples will be stored long term for future discoveries of biomarkers of health and disease.Ethics and disseminationEthical approval has been obtained from the Mater Research Ethics (HREC/16/MHS/113). Findings will be reported to (1) QFC participating families; (2) funding bodies, institutes and hospitals supporting the QFC; (3) federal, state and local governments to inform policy; (4) presented at local, national and international conferences and (5) disseminated by peer-review publications.

Instead of asking whether money matters, this paper questions whose money matters in public education. Previous literature on education funding uses an aggregate expenditure per pupil to measure the relationship between education funding and academic performance. Federalism creates mainly three levels of funding sources: federal, state, and local governments. Examining New York State school districts, most equitably funded across school districts among the 50 states, this paper shows that neither federal nor state funds are positively correlated with graduation rates. Only local revenues for school districts indicate a strong positive impact. Parents’ money matters. This finding contributes to a contentious discourse on education funding policy in the governments, courts, and academia with respect to education funding and inequality in American public schools.

This review identifies successful approaches to collating and using biodiversity data in spatial planning and impact assessment, the barriers to obtaining and using existing data sources, and the key data gaps that hinder effective implementation. The analysis is a contribution to the EU BON project funded by the European Commission FP7 research programme, which aimed to identify and pilot new approaches to overcome gaps in biodiversity data in conservation policy at European and national levels. The consideration of biodiversity in impact assessments and spatial planning requires spatially explicit biodiversity data of various types. Where spatial plans take account of biodiversity, there are opportunities through Strategic Environmental Assessment (SEA) of development plans and Environmental Impact Assessment (EIA) of individual development proposals to ensure that consented activities are consistent with no net loss of biodiversity or even a net gain, and help to maintain or develop coherent ecological networks. However, biodiversity components of SEAs and EIAs have often been found to be of insufficient quality due to the lack of data or the inadequate use of existing data. Key obstacles to providing access to biodiversity data include the need for data standardisation and data quality governance and systems, licensing approaches to increase data access, and lack of resources to target gaps in data coverage and to develop and advertise policy-relevant data products. Existing data platforms differ in the degree to which they successfully provide a service to spatial planners and impact assessment practitioners. Some local governments, for example Somerset County Council in the UK and the Bremen federal state in Germany, have invested in integrated data collection and management systems that now provide intensively used tools for spatial planning and impact assessment informed by local data collection and monitoring. The EU BON biodiversity data portal aims to provide a platform that is an access point to datasets relevant to essential biodiversity variables on species, habitats and ecosystems. The EU BON taxonomic backbone provides an integrated search function for species and taxa according to different classifications, and also provides a range of tools for data analysis and decision-support. This will increase the accessibility of the vast range of biodiversity data available in different sources and allow the targeting of future data collection to address current gaps.


Government increasingly relies on nonprofit organizations to deliver public services, especially for human services. As such, human service nonprofits receive a substantial amount of revenue from government agencies via grants and contracts. Yet, times of crises result in greater demand for services, but often with fewer financial resources. As governments and nonprofits are tasked to do more with less, how does diversification within the government funding stream influence government-nonprofit funding relationships? More specifically, we ask: How do the number of different government partners and the type of government funder—federal, state, or local—influence whether nonprofits face alterations to government funding agreements? Drawing upon data from over 2,000 human service nonprofits in the United States, following the Great Recession, we find nonprofit organizations that only received funds from the federal government were less likely to experience funding alterations. This helps to illustrate the economic impact of the recession on state and local governments as well as the nonprofit organizations that partner with them.

This chapter examines the World War One period in which the federal, state, and local governments in the United States, in addition to non-state actors, created one of the most severe eras of political repression in United States history. The Espionage Act, the Sedition Act, changes to immigration law at the federal level, and state criminal syndicalism laws served as the legal basis for repression. The Partido Liberal Mexicano (PLM), Industrial Workers of the World (IWW), and other anarchists took different paths in this era. Some faced lengthy prison sentences, some went underground, while others crossed international borders to flee repression and continue organizing. This chapter examines the repression of radical movements and organizing continuities that sustained the movement into the 1920s.

The U.S. Department of Defense (DoD) has faced numerous challenges within the realm of Geospatial Information Systems and Science in fostering a Common Operational Picture suitable to homeland defense and security. This paper details the challenges and successes since September 11th, 2001 to build common ground for all federal, state, local governments, and non-government organizations that depend on geospatial data to provide for the safety and security of the Nation. An analysis of the protracted integration of commercial GIS technologies within the DoD and the speed, openness, and scale this expertise can bring is discussed as an issue for the Federal response to disasters. Finally, distinct successes of collaboration and integration of common standards and data currently in use at military commands is discussed as a robust path to improve future geospatial efforts.
