To achieve national objectives and interests, different countries adopt specific orientations and strategies according to their domestic needs and geopolitical conditions, and based on the structure of the international system. In this regard, Iran's national power components, including strong national government, geopolitical position, and ideological elements, provides this country with a leading role in regional issues. Iran's strategic and geopolitical position, attained through its connection to some issues in the Middle East, provides it a context for serving the role of a regional player. This focus of Iran's foreign policy on regionalism safeguards the country's national interests in the long run. Thus, the Islamic Republic of Iran not only acts as a major player in the Middle East, but also upholds decisions to strengthen its position and to promote its national interests. At present, Iraq crisis is one of the central issues of Iran's foreign policy decisions in the region. In this study, we intended to discover the performance of Iran's foreign policy in Iraq crisis based on the components of its national interests. The investigated hypothesis is developed based on a realistic logic from the perspective of Iran's national interests including political-strategic and economic-commercial interests, as well as development model of Iran-Iraq cooperation.

«Soft power» is a set of activities designed by a government or regional and international actors aimed to influence external public opinion, promote external image or attract support for a particular policy, which is implemented through all the available tools and new technologies. The non-governmental actors also play an effective and important role in this diplomacy. Considering the public diplomacy and soft power of the Islamic Republic of Iran as a deliberate and conscious approach can be of great importance in the country's grand strategies that will strengthen national interests in the domestic sphere and influence them at regional and global levels. The article analyzes the role of Iran’s soft power in confronting Iranophobia. The study is aimed at presenting a theoretical definition of public diplomacy and soft power in foreign policy and international system, and then examines its role in the foreign policy of the Islamic Republic of Iran with an emphasis on confronting Iranophobia.The authors answer the research question: “What is the role of soft power in the foreign policy of the Islamic Republic of Iran in confronting Iranophobia?” The research method is descriptive-analytical based on historical evidence, documents, and analytical issues of theorists, authors, and media being expressed in the theoretical framework of soft power. The paper is based on a synthesis of Stephen Walt’s “balance of threat” theory with Alexander Wendt’s social constructivism to explain the Iranian “threat” in American foreign policy.The findings of this research show that without the use of force and disturbing the balance in the international relations, using a variety of tools and instruments the Iranian public diplomacy and soft power might be effective to reduce the global and regional atmosphere of Iranophobia and undermine anti-Iranian solidarity.

Islamic republic of Iran and Saudi Arabia are identified as two effective countries in sub-region of the Persian Gulf, that the radius of their influence covers whole great region of the Middle East. The relationship between the two countries have been full of tension during last decade, and during this period changes of political authorities of these countries were not able to improve this relationship. The cause is the resources of foreign policy behavior of the two countries, historical backgrounds of each country, as well as conflict of interest of each in the region of the Persian Gulf and the Middle East. The most competition atmosphere between the two countries is inside the three climacteric countries of Iraq, Syria and Yemen. Accordingly, the prospect of bilateral relations is a consequence of their behaviors in the region and also their dealings with these three countries. Three scenarios presented regarding the two countries' foreign policy in the region can be discussed: efforts to establish governments, attempts to maintain political structures of collapsing countries, and finally, continuation of current trends that may lead to disintegration of these climacteric countries. By studying these scenarios and drivers, blockers and their wild cards, this paper considers the second scenario best for both countries, which is consistent with their national interests, and with the region’s history and general situation.

Turkey carried away by the role of the model for Sunni states aimed at becoming the leader of Islamic world and reestablishing the Ottoman Empire’s sphere of influence. Ankara distinctly changed priorities of its foreign policy in favor of the Middle East and pursued a course of gradual dissociation from the West subject to its own views at world and regional situation. Ankara’s task was not to exceed the limits of Western alliance, but for all that to advance at most its national interests. Turkey’s political leaders systematically used any opportunity to promote neoosmanist aspirations and the model of Turkish democracy in the Middle East and Northern Africa. The dynamic development of Turkish economy supported this process. However at this time the goals of Turkish neoosmanist policy are unachievable because of their excessive ambition and lack of resources for their realization.

This book provides a more comprehensive, definitive, and rigorous treatment of proxy war. This book argues that proxy war can and should remain a useful and effective tool of foreign policy, but that such an endeavor demands better understanding and deliberation. Proxy war serves as a means of indirect intervention when conditions eclipse policies using direct or non-intervention. Indirect intervention, however, is not synonymous with proxy war. Rather, proxy war falls on the spectrum of indirect intervention and includes other options such as simply donating assistance to politically-motivated, local fighters or offering support to mercenary forces from outside the country. Building on this knowledge, policy makers and strategists can better judge how fixed and unchangeable conditions such as the presence of interstate competition, domestic politics, geography, and the characteristics of the international system influence proxy war. More importantly, this book explains the role of conditions that a state can alter or change to improve the utility and efficacy of proxy war—more or less, it provides a “how to” manual for conducting proxy war, should the policy be chosen. The ability to maintain a coherent policy (both internally and externally) and cultivate/maintain control over a proxy’s activities increase the chances that a proxy war policy contributes to the pursuit and attainment of national interests. The book provides a new look at proxy war using uncommon and unused cases to test the concepts presented.

Regionally, Kuwait has a unique foreign policy that is characterized by neutrality. This study investigates Kuwait’s foreign policy towards regional issues in the Middle East in the period from 2003 to 2014. The study investigates the role of two tools of foreign policy: economics and mediation. The study investigates the role and implications of both economics and economic development assistance in activating foreign policy in Kuwait. It determines social, political, cultural and economic implications of economic development assistance in implementing and activating foreign policy in Kuwait. The study discusses some mechanisms of activating the economic foreign policy in Kuwait such as interdependence, soft power and national interests. It investigates mediation as one of foreign policy activation tools. The study suggests some ways for improving the efficiency of economic development assistance in implementing and activating foreign policy.

<p>Neo-classical realism is result of foreign policy studies through studying both structure of international system and domestic factors and their complex interactions with each other. The main goal of neoclassical realism is to find out how distribution of power in international system, motivations and subjective structures of states toward international system shape their foreign policy. Neo-classical realists reject the idea of neo-realism in which it is argued that systemic pressures will immediately affect behaviours of units. They believe that the extend of systemic effects on states behaviour depends on relative power and also internal factors of states in anarchical system. This article is to study how neo-classical realism applies assumptions such as anarchy, effects of structure-agent, role of power in creating behaviours, national interests, survival and security in order to analyse international politics.</p>

The aim of the article is to show the role of parliament in the foreign policy within the framework of the conservative school of thought. The authors examine both Russian and Western traditions of conservatism and come to the conclusion that the essential idea of “the rule of the best” has turned to be one of the basic elements of the modern legislative body per se. What’s more, parliament, according to the conservative approach, tends to be the institution that represents the real spirit of the nation and national interests. Therefore the interaction of parliaments on the international arena appears to be the form of the organic communication between nations. Parliamentary diplomacy today is the tool that has the potential to address to the number of issues that are difficult to deal with within the framework of the traditional forms of IR: international security, challenges posed by new technologies, international sanctions and other.

The article notes that the theme of culture and cultural policy for modern Iran is not a marginal issue. Culture is seen by the country’s leadership as an important component of its state political and ideological doctrine. There is analyzed the role of the Islamic factor and cultural heritage in the cultural policy of the Islamic Republic of Iran over four decades of its existence. Particular attention is paid to the role of the theory of the dialogue of civilizations proposed by M. Khatami as well as to the changing attitude towards it in the public consciousness of Iranian society. It is emphasized that the theme of “Iran and the West” is becoming particularly acute in the country today, contributing to its politicization. An attempt is being made to show that Iranian culture is increasingly becoming an important factor in the foreign policy activities of the leadership of the Islamic Republic of Iran, contributing to the strengthening of the country’s position in the world arena as a whole and the country’s leading role in the region, the realization of the idea of exporting the Islamic Revolution and implementing Iranian cultural expansion outside the country.

In international system scene, interests and strategies for ensuring these interests are among key strategies of powerful countries. Therefore, super powers, organize security in different geographical areas through competition in order to challenge competitors and threaten them. Shanghai cooperation organization (SCO), as the most important security measure, has been developed by influence of competitive atmosphere in international system by help of Russian, China and some other important regional allies in response to transatlantic actions. As a result, this security measure could control peripheral threats in the region. In this regard, Islamic Republic of Iran, has considered emergence of this regional security measure as a serious threat for its national and regional interests and has acted to suppress them in the framework of its defense diplomacy. Considering this, authors try to answer this question that how Shanghai cooperation organization as security measure can influence the foreign policy behavior of Islamic Republic of Iran? By studying and analyzing how and why Shanghai cooperation organization (SOC) around Islamic Republic of Iran and determining foreign policy of super powers in establishing this organization, its effect on the foreign policy behavior of Islamic Republic of Iran is considered.

- The EEC doesn't have a proper foreign policy, so the international dimension of the Community has grown on a sui generis foreign policy, in which doesn't always coexist community and national interests. Given the intergovernmental nature of the external issues of the EEC, on international policy of the Community has been relevant the member states and their individual action in foreign policy. The international role of the EEC was not produced by overall political choices, but rather from external action of internal policies. Action that often produces and has produced incoherent results between the European policies of agriculture, trade and development cooperation, which are often in conflict with each other and thus threaten to undermine their potential positive effects.
