Islamic sharia in the form of Islamic lifestyle terminology in political communication by MUI Sumatera Barat is opposite to the new normal terminology of the central government.This is a dilemma for people in West Sumatra. This study aims to know the model of political communication conducted by the MUI of West Sumatra and the central government related to the handling of the Covid-19 pandemic. Furthermore, the study was designed to search for the supporting factors and inhibitors as well as the response of the community in West Sumatra.Qualitative research methods are used in this study with a descriptive case study approach. Primary data collection techniques are carried out with interviews and observations. Meanwhile, secondary data is obtained through literature studies conducted on a variety of relevant reading sources according to the topic of research.The results showed that the model of political communication conducted by MUI of West Sumatra in addressing the new normal terminology of the central government is an interactional model by integrating Islamic values and customs. Meanwhile, the communication model of the central government is a model of the effect hierarchy that teaches knowledge, attitudes, and behaviors by learning, feeling, and doing.The supporting factors of MUI terminology in West Sumatra are Islamic community organizations and Minangkabau indigenous communities and supporters of central government terminology of all elements of nationalist society.Factors inhibiting MUI terminology have not yet applied Islamic qanun sharia in West Sumatra while socialization from the central government is considered to be minimal. Some people respond to Islamic lifestyle terminology but some respond to the new normal terminology Covid-19 from the central government.

<p class="abstrak" align="center"><strong>Abstract</strong><strong></strong></p><p class="abstrak">This paper seeks to explain the importance of faith-based organizations as social capital during the new normal era in West Sumatra. Considering West Sumatra is identical with the strong Islamic Identity and the increase of Covid-19 cases which put the region in the 6th highest number in Indonesia, this research is imperative to be conducted. Referring to WHO’s policy, the local government of West Sumatra has imposed several regulations for new normal adaption and controlling the Covid-19 in the society. Therefore, this paper uses qualitative methods and social capital is applied for interpreting data. The data used in this study is the primary and secondary data—the primary data. We argues that the religious character of West Sumatra society provides opportunities for faith-based organizations to support the government in reducing the number of positive cases by educating people through Ulama who actively play a role in daily life.</p><p class="abstrak"> </p><p class="abstrak" align="center"><strong>Abstrak </strong><strong></strong></p><p class="abstrak"><em>Tulisan ini berupaya untuk menjelaskan mengenai pentingnya organisasi berbasis agama sebagai modal sosial pada masa new normal di Sumatera Barat. Sumatera Barat identik dengan identitas Islam yang kuat. Peningkatan kasus Covid-19 menempatkan Sumatera Barat pada urutan ke-6 di Indonesia. Maka dari itu penelitian ini menjadi penting untuk dilakukan. Mengacu pada kebijakan WHO, Pemerintah Daerah Sumatera Barat telah memberlakukan peraturan tentang adaptasi new normal dan pengendalian Covid-19 di masyarakat. Tulisan ini menggunakan metode kualitatif dan modal sosial digunakan untuk menginterpretasikan data. Jenis data primer dan data sekunder digunakan dalam tulisan ini. Kami berpendapat bahwa karakter masyarakat Sumatera Barat yang agamais memberikan peluang bagi organisasi berbasis agama dalam mendukung pemerintah menekan jumlah kasus positif dengan mendidik masyarakat lewat ulama yang aktif berperan dalam kehidupan sehari-hari. </em></p>

ABSTRAKPenelitian ini bertujuan untuk mengetahui komparasi sistem dan prosedur yang diterapkan BPRS Bhakti Sumekar dan BPR JATIM pada pemberian pembiayaan produktif serta proses monitoring yang dilakukan sebagai upaya meminimalisir terjadinya pembiayaan bermasalah. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus deskriptif. Pada penelitian digunakan data primer berupa hasil wawancara dengan pemilihan informan menggunakan teknik purposive sampling dan beberapa dokumen pendukung sebagai data sekunder. Penelitian ini menunjukkan bahwa BPRS Bhakti Sumekar dan BPR JATIM menerapkan strategi berupa analisa pembiayaan yang akurat dengan memperhatikan aspek 5C dan melakukan monitoring berupa pengawasan serta pelatihan untuk karyawan sebagai bentuk mitigasi risiko. Pembiayaan bermasalah yang dinilai masih potensial akan dilakukan proses 3R oleh komite penanganan pembiayaan, tetapi jika pembiayaan bermasalah dinilai tidak potensial maka akan dilakukan penjualan barang jaminan secara bersama atau melalui KPKNL.Kata Kunci: Analisa pembiayaan, monitoring, pembiayaan bermasalah, penanganan pembiayaan bermasalah. ABSTRACTThis study aims to determine the comparison of systems and procedures applied by the BPRS Bhakti Sumekar and BPR JATIM in providing productive financing to minimize the occurrence of non-performing financing, monitoring processes in productive financing, and strategies for handling non-performing financing. This research uses a descriptive qualitative method with a descriptive case study approach. The data in this study were obtained through interviews with 8 informants as primary data and several supporting documents as secondary data. The results of this study indicate that in the provision of productive financing, BPRS Bhakti Sumekar and BPR JATIM have implemented a strategy in the form of an accurate financing analysis that takes into aspects of 5C (character, capacity, capital, collateral and condition) and conducts monitoring in the form of supervision and provides periodic training for employees as a form of risk mitigation. Non-performing financing that has the potential to be restructured will be carried out a 3R (restructure / rescheduling / reconditioning) process by the committee that handles problem financing. Non-performing financing that does not have the potential to be restructured will be sold privately or through the KPKNL.Keywords: financing analysis, monitoring, non – performing financing, non-performing financing solutions

This study aims to determine the form of resilience of women tourism workers affected by the Covid-19 pandemic. This study uses a qualitative method with a case study approach. Data sources are primary data from interviews with various parties, including hotel owners, hotel associations and hotel employees, while secondary data sources are documentation data. Data analysis was performed using an interactive model. The spread of the corona virus globally has affected various lines of community life, including in Bali. Hotels are the tourist facilities in Bali that are most affected. The decline in tourist visits, causing hotel occupancy rates to experience a drastic drop which resulted in layoffs. The finding of this research is that job termination for female employees occurs in almost every hotel in Bali. However, the termination of employment was responded creatively. In an effort to maintain a life for themselves and their families, women who are affected by hotel employees, especially those who have worked in the food and beverage division, react by adjusting to the conditions that occur. They make various types of food that are sold online using WhatsApp, I.G. and F.B. social media. The attitude of women who are former hotel workers in the food and beverage division in Bali towards termination of employment shows that creativity is driven by the spirit of survival as a modality that needs to be supported and worthy of being a good practice as well as a model on develop women’s capacities during pandemic Covid-19 and new normal.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

ABSTRAKPenelitian ini bertujuan untuk mengetahui (1) metode identifikasi masalah Public Relations pada LAZ Dompet Dhuafa; (2) proses perencanaan dan pemrograman LAZ Dompet Dhuafa; (3) strategi aksi dan komunikasi LAZ Dompet Dhuafa; dan (4) proses evaluasi program LAZ Dompet Dhuafa. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus eksploratif jenis single case holistic. Data primer dalam penelitian ini diperoleh melalui wawancara mendalam, sementara data sekunder bersumber dari studi pustaka dan dokumentasi. Hasil penelitian menunjukkan bahwa LAZ Dompet Dhuafa tidak melakukan riset khusus terkait perencanaan program; riset yang dilakukan hanya melalui fakta-fakta baru di lapangan melalui program-program yang sudah ada sebelumnya. Perencanaan program tematik dan nontematik LAZ Dompet Dhuafa dilakukan melalui rapat kerja tahunan, sementara pesan utama yang ingin disampaikan kepada pihak eksternal disampaikan melalui website resmi dan media sosial. Adapun evalusi program yang dilakukan tidak melibatkan publik eksternal. Kata Kunci: Manajemen Public Relations, zakat, Dompet Dhuafa ABSTRACTThis study aims to determine (1) the method of identifying problems of Public Relations at LAZ Dompet Dhuafa; (2) the planning and programming process of LAZ Dompet Dhuafa; (3) the strategy of action and communication of LAZ Dompet Dhuafa; and (4) the evaluation process of the LAZ Dompet Dhuafa program. This study uses a qualitative method with an explorative case study approach and single case holistic. The primary data in this study were obtained through in-depth interviews, while the secondary data were obtained from literature and documentation. The results of the study show that LAZ Dompet Dhuafa does not conduct specific research related to program planning; the research only carried out through new facts in the field through the pre-existing programs. The planning of thematic and non-thematic program is carried out through annual work meetings, while the main message to be conveyed to public (external) is delivered through the official website and social media. his Research proves that the implementation of Aceh Qanun No. 12, 13 and 14 Year 2003 on Khama r, M a i s i r , and Khalwat in Subulussalam is not completely worked well, because in addition to legal issues qanuns, most have efforts political consolidation of the central government and local government. This thesis supports and strengthens the conclusion Michail Buehrel in this article entitled “The Rise of Sharia by Laws in Indonesia District an Indication For Changing Patterns of Power Accumulation and Political Corruption ” (2008) who found the formulization of Islamic Law in the region is political consolidation instrument for exploring the local government, especially financially in building. Buehler did not even find a conservative movement in the imposition of Islamic Law in the area. This research also support M.B Hooker’s opinion in his work entitled Indonesian Syariah : Defining a National School of Islamic Law, (2008)which states that in legislative process of Islamic law in aceh. There are many obstacles and barriers , because the Sharia Law to be applied must necessarily correspond with the system national law, while the central government to add more breadth of autonomy for Aceh in the part of Islamic Law to legislate in the part of law qanuns jina&gt;na&gt;t . This thesis does not agree with the conclusion of Harold Crouch in his work The Recent Resurgence of Political Islam in Indonesia, “ Islam In Southeast Asi a: Analysing Recent Development” , ed. Anthony L. Smith, (Singapore: ISEAS, 2002) as saying that the barrage history of failure of Islamic parties in order to implement Islamic Law-making opportunities for the application of Islamic Law in Indonesia did not exist. Crouch’s opinion just say that the application of Islamic Law to be in the sense of establishing an Islamic State. Data obtained from field research (field research) with qualitative methods and approach the socio - legal - historical . The primary data of the document and the results wawancara and field observations. Primary data in the form of documents are: Law No. 44 In 1999, Law No. 18 of 2001, Law No. 11 In 2006, Qanun 5 In 2000, Qanun No. 12, 13, 14, 2003, Qanun 7 In 2013, Qanun 6 In 2014 and Qanun 8 Year 2014. The primary data in the form of interviews and observations sourced from: Office of Islamic Law (DSI), the Wilayatul Hisbah (WH), the Court Syar'iyah (MS), the Police, the Mufti Consultative Assembly (MPU), the Aceh Tradition Council (MAA). Secondary data in the form of: 1) the books on Islamic law, sociology and anthropology of law, the historical development of Islam in Indonesia; 2) journals and other scholarly works that examine the rules of Islamic law, the application of Islamic law, social and Community; 3) as well as other sources such relevant, scientific papers, websites, newspapers, magazines and others

This study aims to determine the accounting model in conducting joint operations (JO) by implementing non-administrative which consists of fix profit and percentage. Each fixed profit has three methods consisting of full revenue, profit sharing and PMK 261. The research used a descriptive qualitative method, with a case study approach. The study used primary data obtained from direct interviews with directly related parties conducting joint operations (JO or KSO). Meanwhile, the secondary data were obtained from the mutual agreement document and the financial report of the party conducting the joint operation (KSO). From the research results, it is obvious that the most recommended form of accounting is all forms according to PMK 261, both the fixed profit and percentage models. The Covid 19 pandemic has brought significant changes to the economy of Bali as a domestic and foreign tourist destination. The tourism sector, as the main contributor to the largest contributor to Gross Regional Domestic Product (GRDP), experienced a contraction, which had an impact on other sectors. One of the sectors affected in the agricultural sector, especially the marketing of food products. In the new normal era in Bali, it is necessary to strengthen the rural economy through the application of technology but the process of implementing these innovations is not always successful. The success of collective action is determined by the rational boundaries of society. The rational boundaries of society can be expanded by the presence of symmetrical information. The research objective was to analyze the role of collective action on the application of the Integrated System of Rice Ducks as an effort to increase farmers' income. This research is a case study in Subak Lanyah, Tabanan Sub District, Tabanan-Bali District. Primary data were collected through direct observation and questionnaires while secondary data were collected through literature studies. Analysis of the role of collective action in the application of the integrated system of rice ducks (STIP) was carried out statistically descriptive of farm costs and farmer income. The results showed that the STIP innovation as an effort to increase farmers' income was successfully implemented through Collective action. The collective action mechanism plays a role in strengthening social capital which encourages the application of STIP technology so that the income of Subak member farmers in Subak Lanyah, Tabanan-Bali increases. The success in implementing STIP technology is done by building a process of communication, trust, and networks of farmers with the government, private sector, and universities.of communication, trust, and networks of farmers with the government, private sector, and universities.

This study aims to explain the financial management planning of Tembokrejo Village, as well as analyze its suitability then provide an overview of the flowchart of village financial management planning according to Permendagri Number 20 of 2018. This research is a type of qualitative research with a case study approach using primary data and data. secondary data collection procedures, namely observation, interviews, and documentation. And the data analysis technique is a comparative analysis which tests the validity of the data using the triangulation technique. Then the activities in data analysis are data reduction, data presentation, and drawing conclusions and verification. The results of this study indicate that the financial management plan of Tembokrejo Village is in accordance with the village financial management plan according to Permendagri Number 20 of 2018, due to the presence of village assistants who help in the process of preparing village financial management planning. Therefore, a flowchart was designed, which could be used as a guide to assist village officials in the process of preparing village financial management plans independently.       It is estimated that the judicial system will not be able to meet the increasingly complex needs of society. This estimate is based on facts in the field. Dispute resolution through courts is considered too convoluted, takes a long time, and is inefficient for businesses that emphasize efficiency and effectiveness. Besides, the court's decision does not satisfy the parties. The principle of simple, fast, low-cost justice is still only a slogan.      Answering this problem, a study is conducted using the empirical normative legal research method with a study approach based on statutory regulations, conceptual approaches, and case approaches. Types and sources of data used in this study are primary data and secondary data with data collection techniques through document study and interviews, where the data obtained will be analyzed qualitatively deductively. Based on the results of research and discussion, it was found that mediation as a solution to the settlement of cases, both in court and outside the court, is cooperative
