Subject. This article deals with the issues of environmental preferences in the field of functioning of the priority social and economic development areas in the Far Eastern Federal District of Russia. Objectives. The article aims to show the current situation in the formation of priority social and economic development territories on the basis of a brief analysis of the green economy conceptual provisions, taking into account the region's particular nature. Results. The article presents the results of a brief analysis of certain provisions of the concept of green economy from ecological position. It shows that the perspective plans of development of the Far Eastern regions practically ignore the principles of green economy. The article considers the actual situation in the development of priority social and economic development areas in the Khabarovsk Krai. Conclusions. The development of a green economy of regions with a high share of raw materials in the structure of the economy introduces fundamentally new approaches to the formation of a strategy for their development, focused on strengthening the importance of the ecosystem organization of economic activities. At present, the priority social and economic development areas are the basis for solving the government's problems in diversifying the region's economy. The first results of realization of the projects of creation of the priority social and economic development areas in the Khabarovsk Krai allow to note the progress in transformation of the production structure.

The analysis of macroeconomic indicators of the results of solid mineral extraction (TPI) in 11 subjects of the Far Eastern Federal district (DFO) was performed. The total value of production of all types of minerals (DPI) in terms of money at DFO is about 2.4 trillion rubles (45% of total gross regional product (GRP) of the region is equal to 5 trillion rubles.). More than 63% of the volume of DPI is achieved at the expense of fuel and energy resources of the Sakhalin region and the Republic of Sakha (Yakutia). In the dynamics of the region, there is a significant increase in GRP, production and value added for the DPI in general, and the production of fuel and energy minerals, but slower growth in the production of solid minerals. Ore (metal) raw materials of the region’s subjects in its total GRP is about 21%, in value terms-500 billion rubles. The region produces 16-18 types of ore mineral raw materials, including 12 types of raw materials as the main components of production, 4-5 types-as associated components. The main one is gold production (in 2019 more than 170 tons), silver (more than 930 tons). In the Far Eastern Federal district, reserves and resources of the main TPI for the long term have been identified. It is possible to significantly support the mining industry of the region in the case of exploration of new deposits with high-quality ores. Ore mineral raw materials of the leading geological and industrial types are currently insufficiently studied. It is necessary to develop intra-regional use and processing of raw materials to final products, create metallurgical industries, this will give new incentives to the development of the region’s resources. The analysis is of practical importance for evaluating and selecting directions in the deposits of subsurface use.

The article considers the problem of the rational use of aquatic biological resources in the modern fishing process, which can be partially solved by the complex processing of hydrobionts, the by-catch being underutilized. Gobies or sculpins make about 22% of the by-catch in the catch of commercial fish species in the Far Eastern fishery basin. It is a promising fishing object, the biological value of which was studied earlier and proved in the recent studies. Despite the available reserves, gobies are not used for developing the food products or feed flour. The frequent reasons for low demand for products from such non-commercial raw materials can be: the lack of modern data on the chemical composition of the edible part, data on biological safety, methods of technological processing of raw materials and technology for obtaining food products. There are presented the study results on the size, mass and technological characteristics of Far Eastern stag-horn sculpin belonging to gobies Cottidae Gymnocanthus (Gymnocanthus Herzensteini). There is shown the relationship between the fish mass and the mass of muscle tissue, between the fish length and weight, and the fish weight and mass of the head. The yield of secondary raw materials (heads, entrails, bones, fins) has been determined. Based on the conducted chemical analysis, it was found out that Far Eastern staghorn sculpin belongs to the protein species of fish (19%) with a low lipid content (up to 2%). For the first time, the amino acid and fatty acid composition of proteins and lipids of fish muscle tissue has been investigated. It has been stated that the muscle tissue contains all essential amino acids, the rate of which is more than 100%. The objective indicators of the biological value of muscle tissue proteins were determined: the coefficients of difference between the amino acid rate, utility of amino acids, protein-water and lipid-protein coefficients were calculated. The content of macro- and micro-elements has been studied. It was inferred that the maximum permissible concentration of arsenic, cadmium, mercury and lead do not exceed the maximum permissible level.

The article considers modern specifics of development of foreign trade cooperation of the Far Eastern Federal District with the People’s Republic of China that is traditionally the main foreign trade partner of the region. The article provides statistical data on trade dynamics and the main tendencies for change of the goods structure of export-import operations between the Far Eastern Federal District with the People’s Republic of China. A perspective sector of developing trade and economic cooperation between the Far Eastern Federal District with the People’s Republic of China is increasing the intensity of processing of raw materials produced in the Irkutsk Region and first of all increasing the export of oil, gas and timber products, as well as maintaining a high share of engineering products in exports.

The Russian Far East possesses significant reserves of minerals. Mineral resources are rich in species diversity. The development of resources is faced with several problems, such as the depletion of active proven reserves in the exploited fields; high costs of transporting raw materials and finished products to processing sites or end-user markets; lack of availability of deposits; significant financial investments in the construction of new transport routes, etc. This means a transition from the extraction of raw materials to obtaining a product with a high stage of processing and the construction of transport routes. In this article, the authors examined the structure of investments in fixed assets by type of economic activity in the subjects of the Far Eastern Federal District. The values of the volumes of reserves and production of major minerals (for 2018) are presented, and resources are allocated based on which it is necessary to develop processing industries in the region. A comparison is made of the transport accessibility of options for locating a metallurgical plant in the Far East. The conclusion about the need for state support of resource projects and the development of measures to improve the conditions for investment has been substantiated.

The article raises the problem of ensuring metrological traceability of the measurement results of indicators of quality and nutritional value for food products and food raw materials: water (moisture), nitrogen (protein, crude protein), fat, ash and carbohydrates. The problem under consideration can be solved by applying reference materials of food composition, traceable to state primary measurement standards GET 173-2017 and GET 176-2019 and primary reference measurement procedures (PRMP), for attestation of measurement procedures and accuracy checking of measurement results. The article discusses the results of the PRMP development of mass fraction of fat, ash and carbohydrates in food products and food raw materials, as well as mass fraction of crude fat (oil content) in oil crops seeds and products based on them. The paper also presents metrological characteristics of reference materials of composition of dry dairy products, grain-milk dry porridges for nutrition of babies, grain dry porridges for nutrition of babies, egg powder, freeze-dried meat products, animal feed. The results of the work allow for building a chain of metrological traceability from GET 173-2017, GET 176-2019 and PRMP to routine measurement procedures, thereby ensuring the uniformity of measurements of nutritional value of food products.

We examine the spatial distribution of banks in Russian regions to identify the factors that affect changing territorial architecture of the banking system. The object of the study is dynamics of the number of commercial banks and their branches in 1991-2016. Besides the well-known tendency of concentration of the banking business in Moscow and reducing the number of banks in other regions we analyzed situation in the federal districts taking as an example the Siberian Federal District. This approach allowed us to formulate hypotheses about the causes of differences in the availability of banking institutions in Russian regions.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.
