The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

Introduction. The regions of Russia are not only heterogeneous in terms of the current state but also differ in the prevailing trends in the key parameters of their future development. Some of them, possessing significant economic potential, risk losing stability due to ongoing social processes and vice versa. The purpose of the study is to assess the sustainable development of the Russian Federation regions, to identify typical regions, including implementation of the main priority of the Spatial Development Strategy of Russia until 2025 — to uncover the socio-economic potential of the territories and their sustainable development through economic specialisation regions.Methods. In the framework of solving the problem of choosing typical regions of Russia according to the level of sustainability of socio-economic development, we formed a database of indicators for the period from 2010 to 2016. The 8th indicators describe the financial and economic component of development, the social component — by the 14th indicators, the environmental one — by the 3rd indicators. The ranking of regions was carried out in three stages — the consideration of particular indicators, their unification into groups and the study of generalised values. For the identification of typical regions, we applied the clustering method.Results. Approbation of the approach showed that the high position of the region in one of the considered areas of analysis does not always correlate with the level in other indicators. The magnitude of the dispersion in general increases with the transition from the leading regions to the outside regions. Cluster analysis revealed four groups of regions. The first cluster is characterised by the predominance of the economic component. The second cluster is characterised by the absence of a significant imbalance between the directions. The third cluster is characterised by better dynamics of financial and economic indicators against the background of relatively good positions in the social and environmental spheres. The fourth cluster is represented by subjects of the Russian Federation, in which there are significant results in the field of improving the environmental component. Based on the cluster analysis, typical regions were selected — the Republic of Ingushetia, the Samara Region, the Republic of Tatarstan and the Vladimir Region, respectively.Discussion. The obtained results can be applied when making a forecast of the socio-economic development of the regions of the Russian Federation and indicators of their sustainability in the medium term.

The article assesses the level of economic development and the state of the social sphere of the border territories of Zabaikalye Territory. Twelve districts of Zabaikalye Territory have a border position. Five of them are located along the border with Mongolia, seven - with People’s Republic of China. The article shows that formation of social and economic spheres of the border districts territories was influenced by historical and geographical factors. Formation of the economic complex of the border territories in the historical perspective was subsidized. The change of the historical conditions for development of the border territories contributed to reduction of production, destruction of industrial and social infrastructure, emergence of stable negative trends in the social sphere. The study shows that all border districts are differentiated by the level of economic development. The districts located in the South-West of the Territory along the border with Mongolia, show the greatest lag in the sphere of economy. The greatest contribution to economic development of Zabaikalye Territory is made by the border districts located in the south-eastern part along the border with China: Gazimuro-Zavodsky, Krasnokamensky, Mogochinsky districts. At the same time, all border territories are characterized by relatively low quality and standard of living, that causes socio-cultural degradation and determine a high level of migration of the population from the border areas. The article makes an assumption that the increasing differentiation in the level of socio-economic development of the border districts causes the uneven socio-cultural space of Zabaikalye Territory. In the context of joining the Far-Eastern Federal District, the excessive unevenness of the Territory’s socio-economic space consolidates its position in the zone of backwardness and decreases its readiness for cross-border and interregional cooperation.

This article is the final part of the complex author's research, and is a continuation of the previously published sections of the article in this journal (DOI: 10.18184/2079-4665.2016.7.1.136.140; DOI: 10.18184/2079-4665.2016.7.3.132.136).In the previous sections, the author examined the features of modern Russian socio-economic state policy in general and its financial component in particular. The answers to the questions were found and a systematic view of the essence of the state socio-economic policy was given. It was shown that the economic potential of the state determines the level of development and use of the three only possible production resources at all times. This is living labor (human resources companies), materialized (past) labour (main production funds) and material and energy resources developed and being in production turnover. Russia, like no other state in the world, has the potential all these production resources for timely, complete and quality provision of reasonable material and spiritual needs of all its citizens.Purpose: the aim of the presented final part of the research is a critical assessment of the tax legislation in force in Russia, and the reasoned justification that a reasonable tax system is an essential tool for sustainable economic growth. Methods: the methodological basis of the research was the General scientific methods of cognition (dialectic; coexistence of historic and logistic approaches; structure and function analysis; expert evaluation of social-economic policy). Results: considering Russia's economic potential and its use, it was noted that the modern state socio-economic policy is contrary to the objective economic laws of the formation of the social state. This creates favorable prerequisites for the formation of state-oligarchic capitalism in Russia, that is, the merging of private business with government officials. In words, this is accompanied by a fierce fight against corruption in the higher echelons of power, but in reality only contributes to its prosperity. Such a socio-economic policy inevitably leads to a greater lag in the economic development of Russia from the advanced post-industrial countries, rolling it to the margins of world development, and the transformation of our state into a raw material appendage and supplier of cheap labor for the progressively developing countries. It is inadmissible not to understand this to persons responsible for state social and economic policy. Conclusions and Relevance: the proposals on improving the Russian state tax policy as one of the most important conceptual bases of the country's successful social and economic development have been developed. When deciding on documents so crucial for the country, it is necessary to be guided not by the lobbying of narrowly departmental and personal interests, but by conceptual scientific bases. They should determine the social and economic effectiveness of such a policy in the development of a society that really strives to achieve the main values in the life of each person: the knowledge of the truth, a longer life expectancy, sufficiency and well-being.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.
