Using the Urban and Economic Mobility initiative undertaken by President Obama, I explore how and if race-gender is recognized in the framing of urban policy during the Obama administration. There is a distinctive race-gender dimension to urban policy. In urban areas, data suggests that poverty is both raced and gendered. The purpose of this chapter is to engage in an analysis of the relationship between race-gender and space in relation to urban policy-making. This analysis specifically looks at how Black women are treated in the urban policy-making process of the Obama administration. However, it also serves as an analysis into how Black women are understood in Black politics more specifically as it grapples with the larger question of how ideologies of gender, which often engage a rather masculinist approach, influence the quest for freedom and equality. An analysis of the Obama administration is somewhat of a proxy for an analysis of how gender, particularly Black womanhood, is treated in Black politics. As I argue, the ideologies of gender that influence urban policy, resulting in the invisibility of Black womanhood, are also prevalent in Black politics. What should Black politics look like beyond Obama?

This article aims at understanding the Black womanhood concept through Hip-Hop song lyrics, since song lyrics are not only a part of art but also a media to express people’s feelings, education, therapy and entertainment. This article also helps the readers to understand that sexuality portrayed in Hip-Hop song lyrics stands for something and has a function because music is related to the social background, message, function, and effect generated from the artwork.The qualitative method and interdisciplinary approach are used in conducting this article, which involves the literature, history, culture, sociology, and to enhance the understanding of multi-ethnic America, especially about Black womanhood. The article starts with introduction, a discussion about African American culture in general. To produce an up to date writing, the article choses the recent popular singer, Beyonce. In finding Black womanhood concepts in Beyonce’s lyrics. One thing that also needs to be highlighted is Black women’s sexuality.The findings are about Black womanhood from Beyonce’s standpoint, such as the Black woman’s self-definition, the sisterhood, the relationship between mother and daughter, and the relationship with Black men. In addition, since it highlights the Black woman’s sexuality in Hip-Hop that is based on Beyonce’s songs, it indicates that recently Black women began to realize that they have power over their own body.Keywords: Black womanhood, sexuality, Hip-Hop music, Lyrics

The aims of the chapter are to explore how migration as a result of wars affects Turkey's public policymaking processes and to put forward the current situation in this regard. First, there will be focus on concepts such as the causes of war and wars, the phenomenon of migration, and the relationship between migration and wars. Then, in the theoretical level, major concepts such as public policy and public policy making process will be discussed. Finally, Turkey's digital media reports published on the migration experienced in neighboring countries and public policies related to migration will be examined. Public policies, particularly policies on migration, to put forward Turkey's current situation, assessment of the target situation, which should be in fact and understanding of social transformation are thought to be important steps in terms of establishing a model for other countries.

ABSTRACTThe recent debate about the establishment of a ‘British Brookings’ involved a number of fundamental issues which were not brought out. In fact the idea that the British policy-making process should be made more ‘rational’ through the development of what are sometimes called policy studies is not new. It has roots in the Heyworth Report on social studies, which recommended greater use of social research in policy-making, and in the Fulton Report on the civil service, which argued for more policy-planning. These two approaches may now be seen as basically the same, and the problem as one of changing the relationship between social science and (social) policy. However, past analyses of this relationship attribute difficulties to quite different causes and hence yield a variety of prescriptions for reform. It is argued here that the policy studies which are needed must avoid the disciplinary fragmentation of the social sciences as well as that of the current administrative structure, that they must encompass research both for policy and on policy, and that they must seek their own conceptual structure, and in addition that certain organizational requirements follow from this.

O artigo aborda as instâncias de participação nas políticas urbanas que se multiplicam no cenário contemporâneo, a partir do trânsito de projetos societários endereçados à democratização do planejamento e da gestão das cidades. Sustenta-se que, a despeito da heterogeneidade das experiências, dos seus limites, dificuldades e contradições (inerentes ao processo de reconstrução das relações entre Estado e sociedade no Brasil), os canais de participação têm configurado trilhas alternativas e novas linhagens de políticas locais. No primeiro momento discutem-se os conceitos de público e participação cidadã, mapeando possibilidades de influência dos atores societários na formação da agenda e produção das políticas urbanas. No momento seguinte, as instâncias de participação são objeto de exame, privilegiando-se os Conselhos Municipais de Política Urbana, suas características, papéis, potenciais e alcances. Finalmente, detém-se ilustrativamente no Conselho Municipal de Política Urbana e na Conferência Municipal de Política Urbana de Belo Horizonte.Palavras-chave: participação cidadã; política urbana; conselhos municipais. Abstract: This article addresses citizens participation in urban policies, focusing on participatory arrangements implemented by local governments since the late eighties in Brazilian context. These experiences could be regarded as expressions of collective actors democratizing projects referred to urban planning and management. This paper argues that, despite the experiences diversity, their limits, difficulties and contradictions, participation have produced alternative policies models. First, the text approaches public space and citizens participation concepts and stresses civil society possibilities to influence agenda-setting and policy-making process. Next, local-level participatory arrangements are examined, emphasizing urban policy municipal councils. Their character, roles, potentials and limits are pointed out. Last, Belo Horizonte’s Urban Policy Municipal Council and the Urban Policy Municipal Conference are analyzed as an illustrative case.Keywords: citizens participation; urban policies; municipal councils.

AbstractA growing literature argues for evidence-based conservation. This concept reflects a wider approach to policy-making and follows thinking in medicine, in which rigorous, objective analysis of evidence has contributed to widespread improvements in medical outcomes. Clearly, conservation decisions should be informed by the best information available. However, we identify issues relating to the type and sources of evidence commonly used and the way evidence-based conservation studies frame policy debate. In this paper we discuss two issues; firstly, we ask ‘what counts as evidence?’ (what is meant by evidence, and what kind of evidence is given credibility). We conclude that evidence-based conservation should adopt a broad definition of evidence to give meaningful space for qualitative data, and local and indigenous knowledge. Secondly, we ask ‘how does evidence count?’ (the relationship between evidence and the policy-making process). We conclude that there should be greater recognition that policy-making is a complex and messy process, and that the role of evidence in policy making can never be neutral. In the light of these issues we suggest some changes to build on developing practice under the title evidence-informed conservation. The change in terminology is subtle, yet it has profound implications in that it calls for a re-positioning and re-understanding of conservation science as one source of information among many for decision-makers.

AbstractThe PoliVisu project has the goal to investigate the potential of data use and visualisation in urban policy making. The project has explored how data supported policy making is adopted by public administrations and what we can learn from their experience. This is done by enrolling pilot cases with different and specific policy problems. From the experience of the PoliVisu pilots the influence and added value of data in the policy making process is assessed. Considering the recent “shake” in data production and use, PoliVisu has adopted four driving questions, as follow: what are the new roles data can play in the policy making process?, What is the added value of data for policy making? How can innovative visualisations contribute to improve the use of data in policy making processes? To what extent can an increased adoption of data affect the policy making process? How is the data shake affecting the involvement of non-institutional actors in the policy making process? This paper explores these questions, by presenting the experiences and the lessons learnt, also focussing on specific pilots’ initiatives and results.

А new approach to policy-making in the field of economic reforms in modernizing countries (on the sample of SME promotion) is the subject of this article. Based on summarizing the ten-year experience of de-bureaucratization policy implementation to reduce the administrative pressure on SME, the conclusion of its insufficient efficiency and sustainability is made. The alternative possibility is the positive reintegration approach, which provides multiparty policy-making process, special compensation mechanisms for the losing sides, monitoring and enforcement operations. In conclusion matching between positive reintegration principles and socio-cultural factors inherent in modernization process is provided.

The relationship that exists between design, policies and governance is quite complex and presents academic researchers continuously with new opportunities to engage and explore aspects relevant to design management. Over the past years, we have witnessed how the earlier focus on developing policies for design has shifted to an interest in understanding the ways in which design contributes to policy-making and policy implementation. Research into policies for design has produced insights into how policy-making decisions can advance professional impact and opportunities for designers and the creative industries. This research looked into how design researchers and design practitioners themselves can benefit from specific policies that support design activities and create the space for emerging design processes.
